Purpose of IAEA Technical Meetings

to collect and exchange information on highly specialised

technical matters;

to review specific areas of nuclear science and technology,

to disseminate objective information,

to explore or build consensus on technical issues;

to review specific research and development work;

to provide authoritative advice and input on decision

making;

to enhance interaction among experts from all over the

world in the promotion of the Agency's statutory functions.

Basic Features of IAEA Technical Meetings

• TMs are not open to the public.

• Invitations to attend a TM are sent to select Member States;

requesting designation/participation and/or submission of

scientific contributions;

• The number of participants is restricted to those invited to

participate;

• The working language of a TM is usually English;

• Reports/Minutes from TMs are not published. The

publication of any information resulting from a TM is subject

to the Agency's publication policy.

BACKGROUND TSO Roles and Responsibilities

An effective technical support is essential to operate safely

and to maximize power generation: • ensure that the plant design meets the acceptance criteria for safety,

reliability and quality in accordance with relevant codes and standards, laws

and regulations

• Support plant operations with technical expertise to maintain and improve safe

and efficient performance;

• Identify and resolve any design and performance issue of SSCs and

procedures that support safe and reliable operation which would otherwise

entail cost and unproductive time burdens;

• Make facility (physical and administrative) changes with full knowledge of the

technical basis, intent and philosophy;

• Liaise with the regulatory body in charge of overseeing the facility design and

operation in a controlled and informed manner;

• Understand and update the records of facility information and able to trace it to

the conception of the design.

BACKGROUND IAEA Guidance on TSO Roles and Responsibilities

• IAEA TECDOC-1078 was published in 1999

• In response to recognition that the technical support (TS)

function at some NPPs is sometimes not clearly

understood or adequately addressed, and as the result,

some NPPs have experienced significant performance

problems.

• Targeted NPP management to establish mainly an

effective internal TSO

• Did not address the detailed external TSO interfaces

• Focused on the Operation stage

TM-45318 OBJECTIVES

• Share international experience and exchange views on

best practices related to the TS for NPPs, with an

emphasis on new plants;

• Review and discuss IAEA activities including the NES

report in order to jointly contribute to the improvement of

the guidance and support and to enrich the report with

practical examples;

• Strengthen the international networking of specialists

in the TS organization and activities areas.
