1 SCOPE:

This specification covers the design, manufacture, assembly, testi;1g atmanufacturer's works before despatch, supply and delivery r.O.Rdestination of 350 MVA, 11 KV Vacuum type switch.gear panels with 11KV capacitors control panel.

TYPE AND RATINGS:The 11 kV Switchgearpanels shall comprise of 11 kV Vacuum Type circuitbreakers, control relay panels, instrument panel and instr~menttransformers complete in all respect etc. suitable for indoor use. The

. equipment shall be totally enclosed in metal clad cubical, dust and verminproof with necessary isolation arrangement. Each Panel shall be ~asilyextensible on either side and should be complete with necessary imernalcopper connections, small wiring, L.1. fuses and s!JPporting frameworkwith bolts to secure it to the floor. Each Panel shall be provided with spaceheater, door switch with lamps and 15-Ampere power receptacle.

5 GENERAL DESIGN OF SWITCHGEAR PANELS:

5.1 OPERATING MECHANISM:The vacuum type circuit breaker shall be trip free and the breaker control shall bedraw out type. The VCBs shall be suitable for operation from 24 V DC auxiliarysupply. The operating mechanism shall be motor operated spring charged type.There shall be provision(s) for manual(chargingof closing spring and emergencyhand trip. The motor used for the purpose will be suitable for 240 V AC. Allauxiliaries shall be supplied from AC and arrangement shall be made forautomatic switch over to DC in case of AC supply failure. The ope'atingmechanism shall work satisfactorilyat 85-110% of rated supply voltage.

5.2 INSTRUMENT PANELS:',"Each unit shall have its own instrument panel provided at the top & complete with

small wiring connections from relgys, instrument transformers, meteringinstruments, indicating instruments, selector switches & circuit breaker controlswitch. All wiring shall be carried out by using stranded single annealed copperconductor insulated with poly vinyl chloride insulation suitable for 650 V serviceand in accordance with IS: 732-1963. CT/PT circuit shall use wire of not lessthan 2.5 mm2 cross-sectional area whereas control/alarm/supervision circuitshall use wire of not less than 1.5 mm2cross-sectional area. All wires will becontinuous from one terminal to the other and also will have no Tee-junction en-route. The connections shall be securely made with the help of suitable ';;conn~cting lugs duly crimped on to the copper conductor. The meters and relaysshall be mounted in a convenient position so as these are readily accessib,leforinspection or repair. The terminal board provided in the instrument panel of \lGBswill be made of moulded dielectric having brass studs, washers, holding nuts &'locking nuts. All holding nuts shall be secured by locking nuts. The connectionstuds shall project 6 mm from the lock nut surface. NO OTHER TYPE OFTERMINAL BOARD IS ACCEPTABLE. The panels shall have a degree ofprotection of IP-4X. The leads from m'eteringCTs sllall be directly terminated at.TTB and there from at the KWH meter with a provision to seal TIS and KWH

'''meter. The said CT leads will be effectively concealed to prevent their temperingenroute as well as at T.T.B. Similarly PT leads frorn secondary box of the PT toTTB & there from to energy meter including inter panel PT lead~ will also beeffectively concealed to prevent their tempering. The mode and extent ofconcealing the metering leads of CTs & PTs to prevent their tempering (byunscrupulous operating personnel) will be discussed and mutually agreed .uponwith the successful bidder(s). TTB used on the instrument panel should besuitable for front connections.Earthing of current free metallic parts or metallic bodies of the relays/ sw::~hesmountedon the instrumentpaneland metalenclosedswitchgearshall be done ~

by a suitably sized copper conductor..Earth bus made of 2~x3 mm bare copperflat will-be extended through entire length of 11 KV switch-board with suitableprovision to connect it to the sub-station earth at the extremities. The earthingarrangement will meet with the requirements laid down in IS: 3427 read with itslatest amendments.

5,3 INSTRUMENT TRANSFORMER:The secondary voltage & current rating of tile instrument transformers shallmatch with the metering and protective equipment. The CTs shall have ratio &

.,:accuracy class as mentioned in the schedule of requirement. The CTs shall bewound/ring type in accordance with their ratings. The Terminal Boardsassociated with REF CTs & Over CurrenU Earth fault protection CTs will be ofdisconnecting type having short circuiting facility & thus facilita.te secondarytesting of concerned protective relay without disturbing the associated smallwiring. Interchangeability of housing of CTs from one panel to another ml.'.5tbeensured.

A resin cast potential transformer of ratio (110001"3)/(1101"3) volts 'having'100VA output per phase with accuracy class 0.5 as per ISS: 3156 (part-II) -1965shall be provided on the incoming side of each panel set and shall be starlstarconnected. It shall be provided with HT and LT fuses.

The neutral point of star connected secondary windings of instrumenttransformers shall be earthed to the main earth bus referred to in the concludingparagraph of clause 5.2. Multiple earthing of any instrument transformers shall beavoided. '

5.4 BUS-BARS:All the panels shall be provided with insulated copper bus bars of 800 Am;.>scontinuous current rating for all switch boards and these shall be connected in aseparate moisture and vermin proof sheet metal chamber. The bus-barsconnections & insulator supports shall be mechanically strong & rigidly supportedso as to withstand the stresses generated by vibrations, variations in temperaturean.9due to severe short circuits. The bus bar should be in vertical formation toenable the UHBVN to connect with existing oil Circuit Breakers Panel Boardswithout any difficulty in matching. The Adopter Panel, if required, to .!natch theloose panels with existing panels shall be prepared 1 fabricated a's per siteconditions by the Nigam at its own cost.

The bus bars shall be supported on insulator at short intervals keeping adequateclearC\lncebetween bus bars and earth. The bus bar chamber shall be providedwith inspection covers with gaskets & bus bar shutters. Provision shall be :nadefor future extension of bus bar & switchboard.

5.5 LIMIT OF TEMPERATURE RISE:The temperature rise of the current carrying parts shall not exceed thepermissible limits above the ambier~ temperature as per relevant standards(latest edition).

5.6 BUSHING INSULATORS:These shall comply with the latest issue of IS: 2099 in all respects.

5.8 CABLEBOXES:

Each 11 kV incoming VCB shall be provided with cable boxes complete withjointing kits & sealing material suitable for receiving 11 kV XLPE, type outer PVCsheathed cable of size 530 mm2.The outgoing 11 kV VCBs including 11' kVcapacitor controlling VCB shall be pr01vided with cable boxes suitable to receive3 core, 11 kV XLPE PVC Sheathed cables of size up to 300 mm2(panel with CTratio 300-150/5-5A). The 11 kV station transformer VCB shall be provided withcable,boxes (Epoxy resin type) suitable to receive 3-core, 11 KV, XLPE cables ofsize up to 50 mm2 (Panel with CT ratio 50-30/S-SA).Each cable box shall havevertical entry from below. These cable boxes shall be complete in all respectsincluding cable glands of requisite size. It is clarified that one jointing kit 1cablebox is required to connect the 11 kV XPLE cable with 11 kV VCB. No se~3rate(extra) jointing kit is required

." 5.9 RELAYS:All relaysshallbe numeric(withRS-port& SCADA compatible) except relays forDC failure alarm, supervision alarm, annunciation alarm shall be:of draw out typeand mounted on the front of each circuit breaker control panel In a flush patterncase.' All relays shall be provided with testing facilities. If the same is notprovided within the relay then a separate test block and test plugs sh~1Ibeprovided. The relay adjustment devices shall be easily accessible whe., therelays have been mounted on the panels.

The relays shall conform to the latest edition of IS: 3231. However the relaysshall not operate at a current .equal to or less than the setting, the minimumoperating current shall not exceed 1.0% of the setting. In case the minirnumoperating current is around 110% then relays coils and C.T. shall be suitable towithstand that current continuously. The relays covers and cases shall be dusttight, moisture and vermin proof. Operation indicators shall be provided on allrelays and on their immediate auxiliaries for indication regarding type of fault andphase/phases involved. It shall be possible to reset the operation indicatorwithout opening the relays contacts. All retays shall be tested at manufacturer'sworks and test certificates got approved before despatch of material. Thetenderer shall submit the descriptive and pictorial literature in quadruplicate inresped of each proposed relay along with the tender. All relays in thespecification shall be suitable for 24 V D.C. auxiliary voltage.

6. ALARM EQUIPMENTS:The incoming feeder panel shall be provided with one alarm bell and alarmindicating auxiliary relay. It shall indicate automatically the tripping of any circuitbreaker under fault conditions with the help of auto trip lamp and alarm. It shallbe complete with the indicating lamp and push button switches for "Accepts"'and"Resets" for alarm.6.1 SUPERVISION SCHEME:

11kV switchgear panels covered by this specification shall be provided with thefollowing indication lamps/relay:Circuit breaker 'open' GreenCircuit breaker 'close' RedAuto trip WhiteCircuit Breaker Spring charged Blue

For monitoring of trip circuit healthy both in open and close position of the drcuit '

breaker, 1 no. Automatic trip circuit ~upervision relay is proposed for the '11 I<V.incoming panels. In case of trip circuit becoming faulty, ihe operation of thisrelay shall be accompanied by visual and audio annunciation. It shall be possibleto silence the buzzer by pressing the accept push button and lamp shall continueto glow till the fault has been attended to. '

Circuit breaker 'Close' & 'Open' lamps shall be wired so as to be on 240 V ACunder 'normal' condition.

6.2 METERING SCHEME

Each of the 11 KV VCB will be provided with a suitably sealed rligitalammeter(additional dials, if any, required to cover all the taps of the eTs shall beincluded at the time of bidding) with a selector switch facilitating measurement ofphase currents as well as unbalanced current. The static digital ammelei shallbe rated for 5 Amp. the instrument shall be static type of industrial gra(~e 'A'classification having accuracy class 1-.0& shall conform to IS:1248(1968).Each of the 11 KV VCB will be provided with a suitably sealed digital Voltmeterwith a selector switch. The selector switch shall facilitate the measurement ofphase to phase & phase to neutral voltage of all the three phases one by oneThe static voltmeter shall be rated fo,. 110 V (phase to phase). The instrument

shall confirm to IS:1248(1968). .Each of the 11 KV VCS except the 11 KV capacitor VCS will be equipped with athree-phase four wire KWH meter. The KWH meter shall be rated for 5A CTsecondary and'11 01'>/3(phase to neutral) available from 11 KV PT mounted oneach of the incoming VCS. The instrument shall be electronic type KVVHmetersuitable for three-phase four-wire unbalanced load conditions with accuracy class0.5 and with RS-port for Data-logging l Data-down-Ioadingfacility.Each of the 11 KV (incoming) VCS will be provided with a static power factormeter. The static PF meter having a range of 0.5 lag -one-O.S lead shall be ofstatic type suitable for use on three phase three wire unbalanced system. It shallbe rated for 5A CT secondary & 110 Volts (phase to phase) available from 11 KVPT mounted on each of the 11 KV incoming VCS. The instrument shall be statictype having accuracy class 1.0 with Digital display.' .

NOTE: Routine test certificates of all the indicating & integrating instruments willbe submitted alongwith the routine test certificates of 11 KV switchgear.

6.3 PADLOCK:Padlock or some other arrangement of approved design shall be provided forlocking the equipment in 'OFF' position. All locks shall have two keys in additionto wh!ch a master key shall also be provided for each panel set. Approved racksor 'cabinets for accommodation of padlocks and keys while in use shall beprovided along with each panel set and it shall be suitably labeled and numberedfor identification.

6.4 AUXILIARY SWITCHES:In addition.to the auxiliary switches required for normal operation & control eachcircuit breaker shall be provided with 2 NO + 2 NC spare contacts duly wired upto terminal block.

7. PROTECTION SCHEMES:7.1. FOR INCOMING PANELS:Each incoming type of panel shall be provided with a single pole restricted earthfault numeric relay suitable for 5 amps. C.T. (Secondary) with a setting range of'10%.to 40% of 5 amperes (strictly in steps of 5%). The relay shall be hou~ed indraw out flush' pattern case. The back up protection shall be in the form ofcombined over current and earth fault numeric relay (two over current & earthfault). This shall be triple pole havin~ inverse definite minimum time (I.O.M.T.)Characteristics with a 3/10 time current curve i.e. the relay operating time shallbe 3.;:;econdat 10 times the plugs seHingat a T.M.S=1. Th~ two outer elementsof the relay shall be c;irrangedfor over current protection and shall have a settingrange of 50-200% of 5 amps and adjustable in suitable equal steps by means ofplug boards. The central element shall be used for earth fault protection with asetting range of 20 - 80% of 5 amps adjustable in suitable equal steps :by rn~~nsof a plug board. 'Each of the three elements shall be fitted with shunt reinforcingunit with hand reset operation indicator.

7.2 FOR OUTGOING FEEDER PANELS:Each outgoing feeder panel shall be provided with a Triple pole, 400 amps., 350MVA, 11kV circuit breaker fitted with their control devices, interlock arrangement,auxiliary switches, isolating contacts, alarm contacts, emerge'ncy hand tripdevice, mechanical On & Off indicator.1 set of 3 phase 800 amps bus bars.1 set of Isolating plugs & sockets.1 set of single-phase cluster type isolating contacts.1 no. Trifurcating main cable box for reception of 3 core 11 kV XLPE cable up to300 mm sq. size and complete with wipping & clamps.

and earth fault.numeric relay (two over-current and one earth fault). Tilisshall be triple pole having inverse definite minimum time (I.D.M.T.)

. characteristics with 3/10 time current curve Le. the relay operating timeshall be 3 second at 10 time e~a T.M.S. = 1. The two outer elements ofthe relay shall be arranged for over current protection and shall have asetting range of 50-200% of 5.amp and adjustable in suitable equal stepsby means of a plug board. The central element shall be used for earth

fault protection with a setting range of 20-80% of 5 amps adjustable insuitable equal steps by means of a plug board. Each of the three elementsshall be fitted with shunt reinforcing unit with hand reset operQtionindicator.

ii) For the protection of the bank against unbalancing an inverse time Neutral(Voltage) displacement numeric relay with settings 5.4, 7.5, 12.5 and 20volts and suitable for 190V A.C. operation shall be provided. The relay willbe fed from the open delta connected secondary of residual v01tage

." transformer (Discharge coil) and shall have suitable setting range to ~ffordadequate protecHon to the capacitor bank against unbalancing.

iii) For over voltage protection of the capacitor bank inverse time over voltaqenumeric relay suitable for operation with 110 volts A.C. supply obtainablefrom the secondary of 11 kV Bus P.T.'s mounted .on 11 kV, incomingpanel shall be provided. The relay shall have a setting range of 110% to170% in steps of 10%.

iv) Under voltage numeric relays with setting range of 50% to 90% of 110Volt(phase to phase connections).

v) 5 minute timer to ensure that the capacitor banl<is fully discharged once ithas been switched OFF before it can be switched ON again.

8. FREQUENCY OF OPERATION:

The panels are mostly to be used for feeding heavily concentrated load. As .;uch,they may be expected to be subjected to frequency tripping on overload & 'earthfaults, Any specific design features adopted or proposed to be provided by thebidder in the switchgear on this account should be indicated in his tender.

9. TESTS:All type & routine tests shall be carried out in accordance with IS: 13118 (1991)(Latest edition thereof).' '.:The type test certificate shall be supplied as per IS:13118(1991), in quadruplicatealong with the tender to judge the adequacy of the equipment offered by theoffer. In case the offered equipment varies in its details vis-a - vis the certifiedcopy of the drawing annexed with the Type test reports, the Bidder(s) wit! berequired to submit the fresh Test Reports, whose date of testing I proving theequipment will be within five years from the date of opening of the Bids againstthis specification. The following Type Tests in respect of VCBs are required to besubmitted along with the Tender.i) Lightning & switching Impulsevoltage testii) Power frequency Voltage Test(Dry & Wet)iii) Temperature rise testiv) . Measurement of Resistance of main circuitv) Short Time withstandvi) Peak withstand currentvii) Mechanical operation test at Ar;,bient air temperature.viii) Basic short circuit test duties(Test duties 1, 2, 3, 4 8, 4 b, 5) and Critical

The tender without Type test certificates of the offered equipment is liable t~ berejected. The type test certificates for CTs & PTs as stipulated in the' latestversion of 15:3156 & 15:2705 can be supplied by the successful Bidder afterplacement of the PO being bought out items.The PT's and CT's shall be subjected to routine tests as specified in the latestversion of relevant ISS in the presence of purchaser's authorized representative,if so desired by the purchaser. The routine test certificates of the bougl-,t outcomponent such as relays, switches, indicating instruments & KWH metering willalso be presented to UHBVN's authorized inspecting officer who will forwardthem to the purchaser alongwith his inspection report for the main equipment. All

test reports should be got approved from the purchaser before despatch ofequipment.

. 10. DRAWINGS & LITERATURE:In addition to any other drawing which the bidder may like to furnish to explainthe merits of his proposal, following drawings shall be submitted with the tenderin quadruplicate.

i) Principal dimensional details of 11 KV switchgear.

ii) . General arrangement of 7 panel 11 KV switchboard including itsfoundation details..'

iii) Schernatic..drawingsof control, metering & protection circuits in respect of11 KV incoming VCB, 11 KV outgoing VCB including station' transformerVCB & 11 KV capacitor VCB alongwith detailed write-up.

iv) Drawing showing height of 11 kV bus bars & arrangements of bus bars.. .

v) Vacuum interrupter drawing.

Four copies of the descriptive literature in respect of 11 kV switchgear relays,KWH meters, voltmeters, ammeters and selector switches etc., proposed to beused shall also be supplied.The succesBful bidder shall submit the above drawings in quadruplicate on A-3size paper to the CE/PD&C, UHBVN, Panchkula for approval. The purchasershall communicate his comments/approval on/to the drawing to the succ'>ssfulBidder within a period of four weeks..The supplier shall, if necessary, modify the9rawings & resubmit four copies of the modified drawings for the purchaser'sapproval within two weeks from the date of receipt purchaser's comments. Themodified drawings will be approved within 15 days of the their re~eipt, by thepurchaser. After receipt of purchaser's approval to drawings', a set ofreproducible of approved drawings & five sets of all the approved drawings &operating manuals containing, erection, operation & maintenance instructions per11 KV switchboard shall be supplied to CE/PD&C, UHBVN, Panchkula for use byvarious agencies of the purchaser. However, one set of drawing and operatingmanual will be dispatched alongwith each 11 KV switchboard. The 11 KVswitchgear wjll not be fabricated without getting the drawings approved from thepurchaser.

11. SPECIAL TOOLS:The tenqerers shall separately quote for a set of special tools, if so required. forerectionandmaintenanceof theSwitchgearpanels. ·

12. DEVIATION FROM SPECIFICATION:Should the tenderer wish to deviate from the provisions of the specificationseither on account of manufacturing practice, or any other reasons, he shall drawattention to the proposed point of de'/iation in the tender and submit such full'fnformation,drawing and specification so that merits of his proposal may be fullyunderstood. The specification shall be held binding unless the deviations havebeen fully recorded as required above.

13. TRAINING FACILITIES:The successful tenderer(s) may be called to arrange for training of Nigam'sEngineerlTechnician's at their works so as to make them familiar with themanufacture and assembly process of the equipment covered by thespecification. Two to three engineers / Technicians may be sent for a period of 2weeks and full training facilities shall be made available to them.

16. STANDARD MAKE (S) OF RELAYS/OTHER FITMENTS:The make(s) of relays/other fitments may be restricted to, as depicted IIIAnnexure 'C'.

17. INSpECTION:Inspection of material and supervisic;mof tests in accordance with the relevantISS as mentioned in clause 2 above and supporting drawings and schedules,and approved manufacturer specification shall be carried out by the purchaser orhis duly authorized representative. The material shall be inspected and testedbefore dispatch by an authorized representative of the Nigam in respect ofquality. The manufacturer shall provide to the inspecting officer all reasonablefacilities without charge to satisfy him that the material is being furnished inaccordance with the specifications.

14. GUARANTEED AND OTHER TECHNICAL PARTICULARS:These particulars shall be furnished strictly as per Annexure 'A' in duplicate. Anydeviation from this specification shall clearly be brought out separately.

15. PLACE OF MANUFACTURE:The tenderer shall state the place of manufacture, testing and name 0,f themanufacturer of the various items included in his tender.

The purchaser or his authorized representative shall have access . t allreasonable time to manufacturer's works to inspect and witness the tests uf theequipment manufactured.

The purchaser has the right to have the tests carried out at the cost of supplier byan independent Govt. Agency wherever there is a dispute regarding the qualityof material supplied.

18. PACKING AND TRANSPORT:The supplier shall be responsible for suitable packing of all the material andmarking on the consignment so as to avoid any damage during the transport andstorage and to ensure correct dispatch to the destination.

19. VACUUM BOTTLES:The vacuum bottles should be capable of withstanding minimum 100, Full shortcircuit operations as per test duty 1 to S of IEC-56. The vacuum bottles capableof withstanding less than 100 full short circuits would not be considerec.:andtherefore should not be offered. A manufacturer's type test reportslliterature forvacuum bottles, may, therefore be supplied along with tender in duplicate.

20. OPERATING MECHANISM:As clearance between contacts when vacuum breaker is in off condition is verysmall so it is quite essential that operating mechanism is such that all the threepoles open & close simultaneously. There should be. absolutely no timedifference between opening & closing of three poles.

21. ,INTERLOCKING:Efficient mechanical interlocking shall be provided to meet the followingconditions:

i) It shall be possible to lower/withdraw the breaker only after the circuitbreakerhasbeenopened. "

ii) It shall be possibleto mise or lower the circuit breaker both wher, it is inthe fully home position as well as it is in the isolated position.

iii) It shall not be possible to remove the circuit breaker until the moveable. plug unit having secondary connections has been withdrawn.
