1Item must be brand new and of latest product of year 2019 with necessary accessories and standard fittings. Certificate from the manufacturer regarding year of production must be enclosed with the quotation and proforma invoice.

Offered technical specifications must be conformed to the specifications mentioned in the submitted brochure/catalogue. Fax/photocopy/hand written offer/catalogue/brochure and catalogue without marking/signing will not be considered valid during technical vetting.

5Hand written offer and any hand written clarification will be directly rejected. It must be typed or computer printout in original pad of the manufacturer, principal and local agent with proper signing authority.

In case of Complete Knocked Down (CKD) conditioned Bus, Name & address of workshop of the bidder in Bangladesh where body of the bus will be built up is to be mentioned in the quotation. The workshop must have previous experience of manufacturing body of the Bus.

8 The vehicle/chassis & engine is to be supplied within 180 days after signing of the contract and complete Buses are to be delivered by next 120 days.

The bidder is to deliver the vehicle/chassis & engine at 201 MU BAF / bidders workshop within one month of handing over of the vehicle/chassis & engine after customs clearance at Chittagong by the Embarkation Unit BAF at supplier’s/Local Agent’s expenses and arrangement.

The stage inspection (1st stage: Floor manufacturing, 2nd stage: Construction of body frame, 3rd stage: Fittings of seats & before final painting) during the fabrication of body at bidder’s workshop will be carried out by 212 MU BAF and CQCU BAF. The bidder is to intimate 212 MU BAF and CQCU BAF to carry out the stage inspection at assembly plant. Detail fabrication/structural diagram including specification of body & type of material to be used are to be submitted along with quotation for approval.

11 Inspection of the vehicle will be carried out combinedly by 212 MU, BAF and CQC (U), BAF with supplier’s representative.

The following documents should be supplied along with the vehicle during inspection at 201/212 MU by CQC(U), BAF:

a. Shipping invoice/documents mentioning name of ship and port.

b. Manufacturer certificates stating the vehicle is manufactured by them. c. Quality certificate of the vehicle is to be signed by manufacturer’s quality inspector and the year of production is to be mentioned in the Quality Certificate.

a. A two member pre-shipment inspection team (01 x Engineering Officer (M) and 01 x Airman of MTF/MTO/MTOF trade) will visit the factory for inspection of the vehicle/chassis for 05 working days (excluding journey) before the vehicle/chassis is ready for shipment. The bidder is to arrange pre-shipment inspection for BAF teams as per convenience of both the party. BAF will bear all nec expenditure for the pre-shipment inspection. BAF will have the option to decide whether pre-shipment inspection will be done or not. Supplier should inform about the date of pre-shipment inspection at least 08 weeks prior to the exact date of carrying out of pre-shipment inspection.b. Interpreter detailed by supplier for the PSI team should be competent enough to interpret the technical terms (as applicable).c. If the pre-shipment inspection is not carried out by Bangladesh Air Force, then the Quality Assurance Certificate (QAC) to be provided by the quality control department of manufacturer for equipment and for spares the same to be provided from supplier’s principal/manufacturer.

If any item is found unserviceable/damaged during inspection at consignee’s premises, it shall be replaced with new one at supplier’s expenses within 60 days of reporting/detection of unserviceability/damage.

15.

Warranty/Guarantee of 12 months/12,000 miles (whichever comes earlier) is to be provided by the supplier from the date of acceptance of vehicle in BAF. If any item found defective within the warranty period, it must be replaced with new serviceable one by supplier expenses including both ways freight and insurance charges at the shortest possible time but not later than 60 days from the date of reporting the defect to the supplier. Period of unserviceability for more than 60 days will be added to the total warranty period. Certificate regarding warranty/guarantee must be enclosed with the quotation and pro-forma invoice.

16.Guarantee of spares availability for 10 years is to be provided by the supplier. A certificate regarding guarantee of spares supply for 10 years must be enclosed with the quotation.

17.

After sales service should be available with the local agent of the supplier and to be provided as and when required for 10 yrs (free of charge up to guarantee period) and thereafter on payment. Certificate is to be provided by the local agent with the offer.

18. Air HQ has the right to increase/decrease the quantity of the vehicle in the indent and also has the right to cancel the indent.

Ser No Miscellaneous Terms And Conditions Filled by the bidder

19. The bidder must mention their full address including telephone number, Fax number and e-mail address. They also to mention the name and full address of their local agent (if any) in the offer.

20. Item with changed/dissimilar part no/description (if any) is to be mentioned during submission of offer.

21. The bidder is to mention the port and country of shipment in the offer.

22. No increase of the price at any stage after submission of offer will be accepted by BAF.

23. The cost of the items and freight charges (by Air & Sea) should be mentioned separately and clearly.

24. Transshipment is not allowed. If the bidder needs transshipment, they are to mention clearly about their requirement in the offer. In case of such requirement, the transshipment may be allowed under single AWB/BL.

25. Offer must remain valid up to 30th June 2019. Within the validity of the offer, withdrawal of offer or un-willingness to sign the contract by the bidder will not be accepted and in such cases actions would be taken against the principal supplier and local agent as per DGDP rules. Delivery schedule if mention in the tender specifications may be changed by DGDP/BAF due to delay in concluding the contract. In this case, the contract would be signed within offer validity period. DGDP/BAF also reserves the right to get the offer validity extended with the consent of the supplier.

26. If any changes required in contract/LC due to the fault of supplier, all expenses shall be borne by the supplier.

27. For failure to supply the contracted items in time, DGDP may cancel the contract with nec punitive action.

28. The supplier is to mention Contract/Purchase order number on the Air way bill (AWB)/Bill of lading (BL) and commercial invoices and also cross linking between AWB/BL and invoices.

29. Part shipment: Not allowed.

30. Part payment: Not allowed.

31. Payment Terms. 100% payment in foreign currency will be made through an irrevocable Letter of Credit (LC) as under:

a. 80% of CFR/CPT value will be made on production of original shipping documents to the bank.

b. Rest 20% CFR/CPT value will be made on satisfactory acceptance of 100% items by BAF after inspection/functional test (as applicable), on

production of Certificate Receipt Voucher (CRV) and written clearance from DGDP.

32. AWB/BL must be in the name of consignee.

33. Compliance of tender terms & conditions should be mentioned in the quotations by the bidder as per sequence above.

34. Any other terms and conditions not covered here will be as per DGDP rules and regulations.
