REPORT IN RESPECT OF NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMME
MSME-Development Institute, Nagpur Govt. of India, Ministry of Micro,
Small & Medium Enterprises under the Public Procurement Policy organized Two
days National level Vendor Development Programme cum Industrial Exhibition at
Ramgopal Maheshwari Sabhagruh (Vidarbha Hindi Sahitya Sammelan) Sitabuldi,
Nagpur on 27-28 September, 2014 in association with NSIC, MIDC Industries
Association(MIA),Hingna, Butibori Manufacturers’ Association, Butibori(BMA) and
DICCI, Nagpur chapter.
This is the programme where MSEs are provided with marketing assistance
and they were also made aware of the existing policies of Government of India,
including Public Procurement Policy, 2012 for MSEs. In other words, Buyer-Seller
Meet is an answer to many problems of MSEs with which they are struggling to
survive in domestic as well as global market.
The objective of the programme was to provide an opportunity to micro, small
and medium enterprises (MSME) to showcase their capabilities to various wings of
government organizations and other large scale private enterprises that outsource to
micro and small enterprises.
The programme was inaugurated by Dr. S.R. Wate, Director, NEERI, Nagpur.
Shri P.M. Parlewar, Director, MSME-DI, Nagpur presided over the function. During
the programme, various CPSUs like WCL, MOIL, Mazgaon Dock, Central Railway,
Konkan Railway etc had displayed spares required by them in exhibition and their
representatives made a presentation on the requirements of their products/services so
that MSE units can register as supplier to them.
Dr. S.R. Wate, Director, NEERI while appreciating the efforts taken by
MSME-DI, Nagpur in his inaugural address said that MSME-DI is taking efforts in
organizing such type of Programme which will connect CPSUs with MSEs. He
appealed to all the entrepreneurs to give stress on R&D, as it helps in manufacturing
quality product. He said that quality of the product is important as it is rightly said
that product must not come back, client should come back.
Shri P.M. Parlewar, Director, MSME-DI, Nagpur during his presidential
address welcomed all the dignitaries present on the dais. He explained in brief about
the objective of the Programme and also about various schemes of MSME-DI,
Nagpur. It is a platform to PSUs & MSEs will come together and benefit each other
and get marketing support. He appealed to MSEs to take benefit of the opportunity to
have one to one discussion with CPSUs.
Shri Pradeep Khandelwal, President, Butibori Manufacturers Association,
Butibori, Shri B.S. Nagashetty, CMM, WCL Ltd, Capt C.M. Randhir, President,
MIA, Shri T.L. Shanmugasundaram, DGM, SIDBI Nagpur and Shri Nischay Shelke,
President, DICCI, attended the programme as Guests of honour. Shri Nishchay Shelke
said that the members of DICCI will definitely make aware SC/ST entrepreneurs to
take benefit of 4% reservation policy under Public Procurement Policy, 2012.
During technical sessions, Executives from various CPSUs like BHEL, WCL.
MOIL, NSIC, MECL, Mazgaon Dock Ltd, Konkan Railway, Mumbai, NPCL, SIDBI
and MSME-DI, Nagpur gave Presentation on their requirements and various schemes.
Some CPSUs like Nuclear Power Corporation India Ltd, conducted online registration
of vendors during the programme. The Exhibition had 75 stalls occupied by CPSUs,
Banks and MSMEs. The SMEs were also made aware about the vendor registration
procedure of CPSUs. The programme was attended by large number of participants
and received excellent feedback from the participants.
The programme was concluded at the hands of Chief Guest, Shri Dinesh Rai,
IAS (Retd.) Ex-Secretary, Ministry of MSME, Chairman, Warehousing Development
and Regulatory Authority, New Delhi, and presided over by Shri P.M. Parlewar,
Director, MSME-DI, Nagpur. In his Chief Guest address, Shri Dinesh Rai appreciated
the efforts taken by MSME-DI, Nagpur in organizing such type of programme. He
said that coming days are very good for SMEs as maximum foreign investments will
be attracted in next few years. It will help in growth of economy. He also spoke on
Warehouse Development. He stressed that for any industry to grow, quality product
manufacturing is very important. He appealed to youths to venture into
entrepreneurship as future is very good for starting business by making good use of
information and technology. He said MSME is the backbone of economy of the
nation; there are no shortcuts for success as one has to first climb the ladder to reach at
the top.
Other dignitaries present as Guests of Honour were Shri Manohar Bhojwani,
President, MIHAN Industries Association, Shri B.C. Bhartiya, President,
Confederation of All India Traders, Shri Vipul Panchmatiya, Secretary, Readymade
Garment Cluster, Nagpur and Shri Ramdas Tekam, Chief Managar, NSIC Ltd,
Nagpur. They all appreciated the efforts taken by MSME-DI in conducting NVDP
which provided a common platform to CPSUs and MSEs.
Shri V.R.Sirsath, Deputy Director (Mech) and co-ordinator of the programme
conducted the programme proceedings and also proposed Vote of thanks. Certificates
were distributed to all the participating units.

ABOUT MSME-DI, Nagpur
MSME-Development Institute is headed by Development Commissioner, Micro Small & Medium Enterprise (MSME).
Government of India. It is an apex body and a nodal agency for formulating, coordinating and monitoring the policies and programmes for promotion and development of Micro Small & Medium Enterprise (MSME).
The Programmes for promotion, development and services are provided through a network of MSME-Development Institute (MSME-DI).
MSME-Development Institute, Nagpur is situated in Vidarbha region of Maharashtra. Eleven district of Vidarbha region are under the jurisdiction of this Institute, namely Amaravati, Akola, Bhandara, Buldhana, Chandrapur, Gadchiroli, Gondia, Nagpur, Wardha, Washim and Yavatmal.
This Institute provides support/services to the State Government as well as coordinates various activities for the prospective and existing entrepreneurs for promotion and development of MSME sectors.
MSME-Development Institute, Nagpur provides various types of services including consultancy/ assistance in setting up of units, promoting and developing products and services for the MSME.

MSME-DI, Nagpur has a well equipped library containing Books, Technical
Journals, Periodicals, Project Profiles, Government Circulars and book relating to
Entrepreneurship, Management etc, for MSME Entrepreneurs for reference.
The prospective entrepreneurs who wish to select activities are advised to
refer the Project Profiles available in our Library. Also there are Journals, Periodicals,
Govt. Circulars The library is located at the ground floor of the Institute, is free for
all visitors. It remains open on all working days.
In order to encourage self-employment amongst the educated unemployed
youths, Motivation Campaigns and Entrepreneurship Development Programmes
(EDPs) are conducted in Urban and Rural Areas under the jurisdiction of MSME-DI,

The objective of Management Consultancy is to improve the managerial competency of the MSME Sector. The Management Development Programmes are conducted on various subjects like :

Export Promotion & Marketing
Export Promotion
This Institute provides assistance to small scale industries in the areas of
export marketing such as Training in Export Marketing, Export Packaging, Seminars
and Awareness Programmes. It provides guidance to Entrepreneurs on potentials,
prospects of products, procedures and publication of Bulletin etc. Many of the
Programmes are conducted in Association with Industry Export Promotion Council
and other related Institutions like Indian Institution of Packaging, Director General of
Foreign Trade and Director General, Anti- Dumping. Assisting the Units by way of
participation in International Trade Fairs is one of the major important service of the
Export Promotion Division.
Marketing
The Institute provides marketing assistance to small scale enterprises through
Vendor Development Programme. Further, Small scale Units are assisted in
registering with the National Small Industries Corporation Ltd.,(NSIC) under the
Government Stores Purchase Programme. The enlisted Small Scale Units are eligible
to apply to Government Departments and are exempted from paying earnest money
deposit and tender application costs. Further, for developing marketing competency
several programmes on sales and marketing and consultancy are provided.
MSME IN VIDARBHA
Vidarbha is situated in eastern region of Maharashtra state divided into two
divisions, Nagpur having 6 districts and Amravati having 5 districts. It occupies
about 31.6% of total area and hold 21.3% of total population of Maharashtra. It is
situated in Central India and its borders are surrounded by Madhya Pradesh to the
North, Chhattisgarh to the East, Andhra Pradesh to the south and Marathwada and
Khandesh region of Maharashtra to the west.
Vidarbha has its own rich cultural and historical background distinct from rest
of Maharashtra. The largest city in Vidarbha is Nagpur, the second largest is
Amravati while Akola stands third followed by Chandrapur, Yavatmal, Wardha &
Gondia. The region is well known and famous for growing oranges and cotton. It
has two third of Maharashtra’s mineral resources. Three quarter of its forest
resources and is a net producer of power, throughout its history, Vidarbha has
remained much calmer during the communal troubles than the rest of India, but it is
plagued very much by poverty and mal nutrition. It is less economically prosperous
compared to the rest of Maharashtra.
Economy :
Vidarbha’s economy is primarily agricultural and also the region is rich in
forest and mineral wealth. From a business point of view, Chandrapur, Amravati and
Nagpur are important cities of Vidarbha. Nagpur is a central hub for business.
Amravati is well known for film distributors and readymade garment. Chandrapur
has a thermal power station which is one of the biggest in India and some other
heavy industries such as BILT (Paper Industry) MEL, Steel Industries, Cement
industries and coal mines.
An international cargo hub (MIHAN) is being developed at Nagpur. MIHAN
will be used for handling heavy cargo coming from South-East Asia and Middle-East
Asia. The project will also include a Rs. 10,000 crore (US$1.82 billion) Special
Economic Zone (SEZ) for information technology (IT) companies. This will be the
biggest development project in India so far.
Agriculture :
The main cash crops of the region are cotton, oranges and soya beans.
Amravati is the largest Orange growing district. Traditional crops are sorghum
(jowar), pearl millet (Bajra) and rice. Yavatmal is the largest cotton growing district.
Gondia is the largest rice growing district and is known as Rice city. Recently
Vidarbha region has become infamous for a large number of suicides occurring.
Mineral Wealth:
The Chandrapur, Gondia, Gadchiroli, Bhandara and Nagpur District form the
main mineral belt, with coal and manganese as the major minerals. Chandrapur
district alone contributes 29% of all mineral output of Maharashtra. Iron ore and
limestone are identified as potential mining resources.
Industry:
Traditionally Vidarbha has lagged behind western Maharashtra in industrial
growth. Various incentives were granted to attract industries but have failed.
Butibori Industrial area, MIDC outside Nagpur is one of the largest industrial areas in
country but few industries have actually opened there. MIHAN an international
cargo hub project is currently underway at Nagpur. The project aims to exploit the
central location of Nagpur and convert the present airport into a major freight hub
with integrated road and rail connectivity along with a Special Economic Zone.
Ballarpur Industries, India’s largest manufacturer and exporter of paper is located in
Chandrapur district.

CLUSTER DEVELOPMENT IN VIDARBHA REGION
OF MAHARASHTRA
The Cabinet Committee on Economic Affairs (CCEA) in its meeting held on 28th January, 2010 approved the modifications in the guidelines of Micro & Small Enterprises-Cluster Development Programme (MSE-CDP). The modifications in the guidelines of the MSE-CDP have been notified vide this office Order no. 1(17)/SICDP/Cluster/TM/2006 dated 10th February 2010. The major modifications are:
(i) Enhancement of the maximum project cost for common facility centre (CFC) from Rs. 10 crore to Rs. 15 crore, wutg GOI contribution of 70% (90% for special category states and for clusters with more than 50% women/micro/village/SC/ST units);
(ii) Enhancement of the maximum project cost for infrastructure development form Rs. 5 crore to Rs. 10 crore with GOI contribution of 60% (80% for special category states and for clusters with more than 50% women /micro/SC/ST units)
(iii) Enhancement of the maximum project cost for Soft Interventions from Rs. 10 lakh to Rs. 25 lakh, with GOI contribution of 75%(90% for special category states and for clusters with more than 50% women/micro/village/SC/ST units); and
(iv) Enhancement of the cost ceiling for preparation of Detailed Project report (DPR) for CFC and /or Infrastructure Development to Rs. 5 lakh.

1) O/o DC (MSME) New Delhi has conveyed the administrative approval vide letter No. 1(53)/CDD/Chandrapur/2009-PT dt. 25.2.2011, for setting up of common facility centre (CFC) in fly ash cluster Chandrapur Maharashtra at a total cost of Rs. 1537.78 lakhs with GOI assistance as grant in aid amounting to Rs. 1350.00 lakhs (90% of the approved project cost). Non recurring as per approval by the 24th steering committee of MSE-CDP in its meeting held on 24th Dec. 2010.
It has been proposed to setup common facility centre with the following facilities

Maharashtra at a total cost of Rs. 1627.46 lakh with GOI assistance grant in aid amount to Rs. 1003 lakh. Non recurring as per approval by the 29th Steering committee of MSE-CDP in its meeting held on 24/2/2013

According to O/o DC (MSME) New Delhi sanction received for said cluster, The O/o GM , DIC, Nagpur has constituted the purchase committee under the chairmanship of Joint Director of Industries, Govt. of Maharashtra, Nagpur
The purchase committee has initiated the process of tendering for procurement of plant and machineries required for setting up of CFC.
The construction of CFC building is under progress and 90% Construction is completed till date.

Role of Ministry of MSME in Industrial Development
The Primary responsibility of promotion of micro & small enterprise (MSEs) lies with state government. However Govt. of India setup MSME-Development Institute under its office of the Development Commissioner (MSME) in 1954, a public sector enterprise called National Small Industries Corporation (NSIC) (1955), Coir Board (act 1953) and the Khadi & Village Industries Commission (act in 1956) in every state to create country wide framework of policy and their promotion development.
All the program of the Ministry are mainly implemented through above 4 agencies. Besides the Ministry runs 3 training institutes, namely, National Institute of Micro, Small & Medium Enterprises, (NIMSME), Hyderabad; National Institute for Entrepreneurship and Small Business Development (NIESBUD), Noida; and Indian Institute of Entrepreneurship (IIE), Guwahati. The Ministry has also supported a large number of Entrepreneurship Development Institute (EDIs) in various states.
1) Office of the Development Commissioner (MSME) : The organisation assists the Ministry in formulating, co-ordinating, implementing and monitoring different policies and programmes for promotion and development of MSME through its network of 30 MSME-DIs, 28 Branch MSME-DIs, 4 MSME-Testing Centres, 7 MSME-Testing Stations, 2 MSME-Training Institute and one MSME-Technology Development Centre. The office operates a network of Tool Room and Technology Development Centres (including 2 footware training institute) which are autonomous bodies registered as society under Society Act.
2) Khadi & Village Industries Commission (KVIC) : It is a statuary organisation engaged in promoting and developing Khadi and Village Industries for providing employment opportunity in rural areas. The commission is headed by a full time chairman and consists of 10 part-time members. It undertakes activities like skill improvement, transfer of technology, R & D, Marketing etc. It coordinates its activities through State Khadi & Village Industry Board (KVIB), registered society and cooperatives. It has under its aegis a large number of industry specific institutions spread in various part of the country.
3) Coir Board : The Coir Board is a statutory body established under coir board industry act, 1953 (No. 45 of 1953) for promoting overall development of coir industry and improving the living condition of workers engaged in traditional industry. Two major strength of coir industry are its being export oriented and generating wealth out of waste (coconut husk). It consists of a full time chairman and 39 part time members. The board has promoted two research institute, namely,
Central Coir Research Institute (CRRI), Kalavoor, Alleppey (Kerala) and Central Institute of Coir Technology (CICT), Bangaluru (Karnataka) for undertaking research activities on different aspect of coir industry which is one of the major agro based rural industry in the country.
4) National Small Industries Corporation (NSIC) : NSIC, established in 1955, is headed by Chairman cum Managing Director and managed by board of directors. It implement its program and project though its 9 zonal offices, 39 branch offices, 12 sub offices, 5 technical service centers’, 3 technical service extension centre, 2 software technology park, 23 business development offices and one foreign office. The main function of the corporation is to promote, aid and foster the growth of micro & small enterprises generally on commercial basis. It provides support services in the area of raw material procurement, product marketing, credit rating, acquisition of technology adaption of modern management practices etc.
Schemes & Programmes of Office of The DC (MSME)
A) Enterpreneurship Development Programme :
The brief of these programme are as under :
i) Industrial Motivation Campaign : One day programme without fee.
ii) Enterpreneurship Development Programme (EDP) : This is 2 week programme with minimum intake of 20 candidates. Rs. 100 are charged with candidates (50% for women and no fee from SC/ST candidates).
iii) Entrepreneurship & Skill development Programme (ESDP) : This is 6 week programme with minimum intake of 20 candidates Rs. 200 are charged with cnadidates. (50% for women and no fee from SC/ST candidates)
iv) Management Development Programme (MDP) : The course is one week for full time and 2 week programme for part time with minimum intake of 20 candidates. Rs. 400 are charged with candidates (50% for women and no fee from SC/ST candidates).
v) Tailor made Business Skill Development Programme (BSDP) : 22 working days programme is conducted for final year Engineering / Management students without fee. The college should be AICTE approved and should have a cell for entrepreneurship development functioning for last 3 years.
vi) Scheme to support 5 selected university to run 1,200 Entrepreneurship Club (e-club) : It provide support to form selected e-club at universities (GGSIP for New Delhi, VIT Vellore for south, Ravenshaw University, Cuttack for Eastern region, Guwahati University for NE region and Rajasthan Technical University, Kota for Western Region) so that a kind of communication between universities, entrepreneurs, development institute and students can be established by providing financial help in formation and maintenance of e-club at university. It provides a base to entreprepreneurs for coming together to solve their common problems, a shift from Lobbying Mode to Facilitation Mode, giving hard intervention in the form of technology and soft intervention like arranging workshop,
seminars, guidelines to obtain ISO certificate, ISI mark, participation in trade fair, implementation of Quality Management Tools etc.
B) Credit and Technology Upgradation :
i) Micro & Small Enterprise - Cluster Development Programme (MSE-CDP) :
The Cluster Development Initiative has evolved over a period of time and are being
implemented under present scheme. The scheme aims at holistic and integrated
development of MSMEs through Soft Intervention (such as diagnostic study, capacity
building, marketing development, export promotion, skill development, technology
upgradation, organising workshop/seminars, training, study visits, exposure visits
etc., Hard Intervention (setting up on common facility centres) and infrastructure
upgradation (create / upgrade infrastructural facilities in the new/existing industrial
areas /clusters of MSMEs).
The Ministry of MSME is also implementing another cluster mode scheme
entitled “Scheme of Fund for Regeneration of Traditional Industries (SFURTI)” for
the benefit of traditional industries.
ii) Credit Guarantee Fund Scheme for MSEs (CGMSE) : To ensure better
flow of credit to MSEs by minimizing the risk perception of financial institutions and
banks in lending without collateral security, the scheme is launched in 2000. The GoI
and SIDBI contribution to the corpus funds in ratio of 4:1. The Scheme covers
collateral free credit facility (term loan and / or working capital) extended by eligible
institutions to new and existing MSEs up to 100 lakh per borrowing unit. The detail

iii) Micro Finance Programme : The Scheme is implemented by Office of DC
(MSME) through SIDBI. The main objective of the scheme is to provide credit at
door step of to the poor and low income category people in the country to enable
them to carry on business or manufacturing activity.
iv) Trade Related Entrepreneurship Assistance and Development
(TREAD) Scheme for Women : The scheme help women entrepreneurs specially
poor, illiterate and semiliterate women of rural and urban areas who are unable to
avail credit due to various reasons by involving NGOs to help them in getting credit,
managing funds, trade related training and counseling etc and help NGOs by
providing GoI grant for capacity building
v) Performance and Credit Rating Scheme : Under the 7 renowned
accredited rating agencies viz. CARE, CRISL, Dun & Brad Street (D & B), FITCH,
ICRA, ONICRA and SMERA have been empanelled to carry out the rating. NSIC has
been appointed as implementing agency for the scheme.
vi) Credit Linked Capital Subsidy Scheme (CLCSS) for technology
upgradation : The scheme provides 15% upfront capital subsidy w.e.f. 29-09-
2005. (12% prior to this) to MSEs on institutional finance (term loan) from the
eligible primary lending institutions (PLIs) for induction of well estabilished and
improved technology in the specified sub-sectors/products approved under the

vii) Quality upgradation in MSEs through incentive for acquiring ISO-
9001/ISO-14001/HACCP Certification : The Scheme provides for re-
imbursement of 75% of certification expanses to a maximum of Rs. 75000/ to each
unit as one time reimbursement after the unit has already got certificate. The
scheme is extended up to 31-03-2012.
viii) Vertical Shaft Brick Kiln (VSBK) Technology for Adoption and
Promotion in Brick Manufacturing Unit : The manufacturing process of brick
has a vast potential of technology upgradation to make it more energy efficient and
eco-friendly. The adoption of VSBK technology can lead to substantial reduction in
cost of energy conservation. It would also lead to reduction of green house gas
emission. The Government has promoted a scheme to establish 5 demonstration
VSBK units by upgrading the functional kiln and promote the use of this technology
under the CLCSS with 30% Capital Subsidy to MSEs subject to a ceiling of 2 lakh per
units. The programme also involves organisation of seminar/workshop by MSME-DIs
to introduce and showcase the technology by conducting tours of entrepreneurs at
sites of technology providers and entrepreneurs where successful units are already
in operation.
ix) Setting up of the Training cum Product development Centres
(TPDCs) : Under the scheme 4 TPDCs are being setup for agro and food processing
industries within the campus of MSME-DIs Ludhiana, Kanpur, Guwahati and Indore
within a cost of 4.57 crore. The objectives of the centre are to provide exposure
regarding principles and methods of food preservation/processing, upgrade skill of
personnel of MSEs, provide appropriate technology and training to growes and
entrepreneurs of MSEs regarding processing of seasonal fruits & vegetables and
resource centre of training material such as video films, books, magazine, brochures
etc related to food processing industry etc.
C) MARKETING AND EXPORT PROMOTION :
i) Vendor Development Programme (VDP) for ancillarization : VDPs are
being organised by MSME-DI located in every corner of the country to provide
common platform for business as well as selling organisations to interact with each
other with a view to identifying emerging demands of the buyer organisations while
simultaneously providing on opportunity for displaying the capabilities Small Scale
Entrepreneurs and their industrial ventures. Such programmes have proved to be of
immense use in locating suitable entrepreneurs by number of buying organisations
including PSUs, various wings of Defence, Railways and others in identifying a
number of products which either to have been imported at a lower cost. Two types
of VDPs viz. National Level and State Level are organised. All Micro, Small Medium,
and Large enterprises caN Participate in VDP programme.
ii) Participation in the International Exhibition / Fairs : The office of DC
(MSME) has been participating in selected Internal Exhibition / fairs since 1985
through IDPO/EPC/ Trade Apex Body etc. As part of the comprehensive policy
package for MSEs, Market Development Assistance Scheme for MSE Exporter has
been announced in August 2000 which came into operation w.e.f. 30th August,
2001. The objective of the scheme is to encourage small and micro exporter in their
efforts at tapping and developing overseas market and to enhance export from small
and micro manufacturing enterprises. The GoI assistance is 75% of air fare by
economy class and 50% space rental charge with ceiling of Rs. 1.25 lakh per unit,
For SC/ST/woman and entrepreneurs of NE Region, GOI assistance is 100% for both
space rent and airfare.
iii) Training Programme on Packaging for Export : To educate MSEs about
scientific packing techniques, latest design of packaging technology etc. the
organisation has been organising specialized training programme on packaging for
export in collaboration with Indian Institute of packaging (IIP) Mumbai and other
such Institutions since 1979.
iv) WTO sensitization Workshop : With a view to create awareness among
MSMEs, its associations and other stakeholders on WTO Agreement and its
implications for them, the organisation is organising one day Sensitization
workshop/seminars all over the country since the year 2000.
v) Government Purchase and Price Preference Policy for MSEs : To
support MSEs for marketing their products under the present scheme, Govt. of India
has been extending various facilities to the MSEs with is registered with National
Small Industries Corporation (NSIC) under its single point registration scheme. In
addition 358 items are also reserved for exclusive purchase for MSE sector.
The National Manufacturing Competitivness Programme (NMCP)
The Government with an objective to support the manufacturing sector,
particularly the Micro, Small and Medium Enterprises (MSMEs) in their endeavour to
become competitive announced in 2005-06 formulation of National Manufacturing
Competitiveness Programme’. Accordingly, the National Manufacturing Competitive
Council (NMCC) in close cooperation with the Ministry of Micro, Small and Medium
Enterprises, conceptualized and finalized the National Manufacturing
Competitiveness Programme (NMCP). The NMCP, as conceptualized by the NMCC
was accepted by the Government and announced for implementation in the Budget
2006-07, para 68 of which states as under :
“The National Manufacturing Competitiveness Council (NMCC) has finalised a
five-year National Manufacturing Competitiveness Programme. Ten schemes have
been drawn up including schemes for promotion of ICT, Mini Tool Room, Design
Clinics, Lean Manufacturing, Bar Code, QMS/QTT and marketing Support for MSMEs.
Implementation will be in the PPP model with a financial contribution from
SPV/association / MSME units.”
Features of the NMCP
The NMCP specified the need of enhancing the competitiveness, which is
determined by the productivity with which a nation uses its human, capital and
natural resources in optimal way, of the Indian manufacturing sector. The global
competitiveness being a multi-dimensional concept depends upon three main sets of
factors all taken together :
i) Country specific advantages related to technological, financial and other
infrastructural status of the economy vis-a-vis thrust of highly developed economies,
where major competitors are located;
ii) Industry specific advantages related to the type of industry where
competitiveness is also affected by various fiscal and monetary policies which can
change from time to time ; and
iii) Industry specific advantages related to a particular company, like the ability
to acquire, assimilate, develop new technologies, capabilities to reduce production
costs, cut down delivery cycles, enhancing quality & productivity and after-sales
service, etc. The NMCP recognizes the fact that the Micro, Small and Medium
Enterprises (MSMEs) are the backbone of the manufacturing sector, as their
contribution is 40%. In the interest of the growth of the national economy, to
enhance the competitiveness of the MSMEs manufacturing sector is essential. The
MSME sector requires special attention because of the opening and liberalization of
the economy since 1991 (earlier the sector existed in a relatively sheltered
environment) and change in the tariff regime. Accordingly, the NMCP stressed need
to ensure supportive measures to ensure that the MSMEs could sustain both the
external and internal challenges due to this fast growing economic scenario and to
enable them to obtain economies of scale. The NMCP advocates removal of
anomalies, lower incidence of indirect tax, lower transaction cost, low cost of capital,
provision of infrastructure facilities and development, strengthening education and
skill building, investing in innovations and technology, enhancing the role of
Intellectual Property Rights (IPRs) and usage of information and communication
technology (ICT), industrial design, building competitiveness through cluster
approach, awareness programmes for MSMEs and research studies, quality
management, benchmarking of standards in the manufacturing sector, etc. While
drawing such conclusions, the Programme has made detailed global analysis of the
Indian Manufacturing Sector with other developed countries like USA and other
countries and have given elaborate rationale behind each and every proposal and
deliberated at length on having a comprehensive policy package to enhance the
competitiveness of the MSMEs.
Components under NMCP Schemes
With an objective to revive the manufacturing sector, particularly the Micro,
Small and Medium enterprises and enable them to enhance their competitiveness in
the global market, the following Ten Components have been approved under the
NMCP.
I) Marketing Support / Assistance to MSMEs (Bar Code) :
Bar Coding is a universally accepted concept consisting of a series of parallel vertical
lines (bars and space) capable of being read by bar code scanners. It is used
worldwide as part of product packages, price tags, car ton labels, invoices and even
in credit card bills. It generates a wealth or relevant data when read by scanner.
Objectives :
The basic objective of granting financial assistance to the Micro and Small
Enterprises (MSEs) is to enhance their markeing competitiveness by motivating and
encouraging them for use of Bar Codes.
Eligibility :
MSEs who have Entrepreneur’s memorandum Part-II, Acknowledgement Number
from State Directorate of Indusrties / DICs and also have registration with GS1 India
for the use of Bar codes.
Target Group
Micro and Small Enterprises (MSEs) throughout the country.
Financial Assistance :
The financial assistance is provided to MSEs towards 75% reimbursement of annual
recurring fee (for first three years) paid by them to GS1 India for use of Bar Coding
w.e.f. 1st June, 2007 under NMCP Scheme. In addition to this, 75% reimbursement
of one-time registration fee is also provided under SSI-MDA Scheme w.e.f., 2002.
Implementing Agency :
Office of the Development Commissioner (MSME) through its field offices i.e. Micro,
Small & Medium Enterprise Development Institutes (MSME-DIs) spread throughout
the country.
Where and How to Apply :
Eligible MSEs may apply to the Director, Micro, Small & Medium Enterprises
Development Institutes (MSME-DIs) of their region in prescribed application form for
claiming reimbursement on Bar Code. Application Form may be collected from
Director, MSME-DI Nagpur region and are also available on this office Website

II) Information and Communication Technology (ICT) : The
manufacturing industry is witnessing an increasing turbulent, dynamic and complex
business scenario. The lowest entry barriers across countries, complex cost
structures and relentless pursuit of customer satisfaction in response to rising
expectations and adoption of Information and Communication Technology (ICT)
compared to other nations has resulted in loss of global competitive advantage.
The scheme envisages for a planned model of IT adoption in potential MSME
clusters based on need analysis of stake holders. Under the scheme 100 MSME
clusters will be benefited.
Objectives :
The objective of the scheme is to carry out diagnostic mapping of potential
clusters and motivate them to adopt the ICT tools and applications for their
production and business process, with a view to improve their competitiveness in
national and international market. The scheme will facilitate in extending the support
of basic ICT infrastructure to MSMEs, sensitizing MSMEs with potential businesses of
ICT tools, standardization of the business processes / activities, incentivizing MSMEs
and software partners for long term partnership in ICT adoption etc.
Activities :
The broad activities planned under the scheme include, indentifying target
cluster for ICT inter vention, setting up of E-readiness infrastructure, developing web
portals for clusters, skills development of MSME staff in ICT application, preparation
of local software solution for MSMEs to enhance their competitiveness, construction
of e-catalogue, e-commerce etc and networking MSME cluster portal on to National
level Portal in order to outreach MSMEs into global markets.

III) Lean Manufacturing Competitiveness Scheme (LMCS)
Under the Scheme, MSMEs will be assisted in reducing their manufacturing
costs through proper personnel management, better space utilization, scientific
inventory management, improved processed flows, reduced engineering time etc.
The scheme also brings improvement in the quality of products and lowers costs,
which are essential for competing in national and international markets. The larger
enterprises in India have been adopting Lean Manufacturing Programme (LMP) to
remain competitive, but MSMEs have generally stayed away from such Programmes
as they are not fully aware of the benefits. Besides, experienced and effective Lean
Manufacturing consultants are not easily available and are expensive to engage and
hence most MSMEs are unable to afford to implement LMCS.
Objectives :
The objectives of scheme are to increase the competitiveness of the MSME
sector through the adoption of LM techniques with the objective or reducing waste,
increasing productivity, introducing innovating practices for improving overall
competitiveness, inculcating good management system and imbibing a culture of
continuous improvement.
Activities :
a) Organizing awareness programme in clusters,
b) Formation of SPV with a group of 10 ±2
c) Deployment of lean consultants in SPV.

IV) Design Clinics Scheme for MSMEs
In the Design Clinic scheme, the value additions to an idea or a concept are
imparted through interaction at a lesser cost to a specific industry / sector. It applies
to a sector that requires intervention, like manufacturing etc, at the existing
conventional models of design consultancy and training are not viable. These models
bring design exposure to the door-step of industry clusters / units for design
improvement, evaluation, analysis and adopting even long-term consultancy/ design
related interventioin.
Objectives :
The main objective of the Design Clinic is to bring the MSME sector and
design expertise into a common platform, to provide expert advice and solutions on
real time design problems, resulting in continuous improvement and value addition
for existing products. It also aims at value added cost effective solutions. It also
includes to create a sustainable design, eco-system for the MSME sector through
continuous learning and skill development and to promote use of design by MSMEs
for developing products and services which are marketed.
Activities :
The board activities planned under the scheme include setting up of Design
Clinics Headquarter along with 4 regional centres for intervention on the design
needs of the MSME Sector. Further these centres will have linkages with
engineering, management, design institutes of the country. It also includes
organizing a seminar, workshops in clusters and providing Government of India
financial assistance for the individual / group of MSME units.
The funding support will be given by way of a grant up to a maximum of 60%
of the total approved project cost or Rs. 9 lakhs, whichever is less, in case of a
individual MSME or a group of not more than 3 MSME applicants. Similarly, the
funding support will be given by way of a grant up to a maximum of 60% of the
total approved project cost or Rs. 15 lakhs whichever is less, in case of a group of 4
or more MSME applicants. The scheme shall also support design work of final year
full time undergraduate, or post graduate by reimbursing 75% of expenses incurred
subject to a maximum of Rs. 1.5 lakh for the projects done for MSME under the
supervision of Parent Design Institution.

V) Marketing Assistance and Technology Upgradation Scheme for
MSMEs :
Marketing, a strategic tool for business development is critical for the growth
and survival of MSMEs. Marketing is most important factor for the success of any
enterprise. It is one of the weakest area wherein MSMEs face major problems in the
present competitive age. Due to lack of information, scarcity of resources and
unorganized way of selling / marketing, MSME sector finds problems in exploiting
new markets.
Objectives :
The objective of this programme is to enhance MSMEs competitiveness in the
National as well as International market through various activities. The programme
aims at improving the marketing competitiveness of MSME sector by improving their
techniques and technologies promotion of exports and to provide a check on imports
also.
Activities :
The broad activities planned under the scheme include Technology
upgradation in packaging, Skills upgradation / Development for Modern Marketing
Techniques, Competition Studies, Special components for North Eastern Region
(NER), New markets through state/ district level, local exhibitions / trade fairs,
Corporate Governance Practices, Marketing Hubs and Reimbursement to ISO 18000,
ISO 22000, and ISO 27000 Certification.
Where and How to Apply
The applicant MSME units will submit its claim along with required documents
to the local MSME-DI office for reimbursement in the prescribed format in respect of
the activities; New markets through State / District level local exhibitions / trade
fairs, special component for NER (participation of MSME units in the exhibition
organized outside the NER), corporate governance practices and reimbursement to
ISO-18000/22000/27000 certification.

VIII) Enabling Manufacturing sector to be Competitive through Quality
Management Standard (QMS) and Quality Technology Tools (QTT) :
The scheme is aimed at improving the quality of the products in the MSE
sector and inculcates the quality consciousness in this sector. With the adoption of
this scheme, MSEs will become more competitive and produce better quality
products at competitive prices. The adoption of these tools will enable MSEs to
achieve efficient use of resources, improvement in product quality, reduction in
rejection and rework in the course of manufacturing, reduction in building up
inventory at various stages etc.
Objectives
The objective of the scheme is to sensitize and encourage MSEs to adopt
latest QMS and QTT and to keep a watch on sectoral developments by under taking
the stated activities.
Activities :
The main activities to be under taken under this scheme are :
a) Introduction of Appropriate Modules for Technical Institutions,
b) Organizing Awareness Campaigns for Micro and Small Enterprises,
c) Organizing Competition - Watch (C-Watch),
d) Implementation of Quality Management Standards and Quality Technology
Tools in Selected Micro and Small Enterprises,
e) Monitoring International Study Missions.
The scheme will be implemented through expert organizations like Quality
Council of Indian (QCT), Consultancy Development Corporation (CDC), National
Productivity Council (NPC), Indian Institute of Quality Management (IIQM) and
Standardization, Testing and Quality Certification (STQC).

VIII) Technology and Quality Upgradation Support to Micro, Small and
Medium Enterprises (TEQUP)
Quality and Technology Upgradation have emerged as the two important
attributes in enhancing competitiveness for any manufacturing industry. While the
large industries having adequate linkages with the global markets and access to
cheaper funds through various financial instruments, perceive the need and develop
a strategy for continuous technology and quality upgradation for Indian MSME
sector. With limited access to funds, MSMEs are forced to think short term, make
products which need minimum capital investment and produce them at a lowest
cost. This approach has brought the Indian MSME suppliers to the lower end of the
global value chain and they have mostly become uncompetitive.
Objectives :
The objective of the Scheme is to sensitize the manufacturing (MSME) sector
in India to the use of energy efficient technology and manufacturing process so as to
reduce cost of production and the emissions of Green House Gases (GHGs).
The second objective will be to improve the product quality of MSMEs and to
encourage them towards becoming globally competitive through certification of
products to national and international standards.
Activities :
1. Capacity Building of MSME Clusters for Energy Efficiency / Clean Development
Mechanism,
2. Implementation of Energy Efficient Technologies and other technologies
mandated as per the global standards in MSMEs,
3. Setting up of Carbon Credit Aggregation Centres (CCA) for introducing and
Popularizing Claean Development Mechanism (CDM) in MSME clusters,
4. Encouraging MSMEs to acquire Product Certification Licenses from National /
International Bodies.

VIII) Setting up of Mini Tool Rooms under Public-Private-Partnership (PPP)
Mode.
Objective :
The Ministry of MSME, Government of India is implementing the scheme setting up
of New Mini Tool Rooms under Public-Private-Partnership (PPP) Mode by rendering
financial assistance to Private Partners/ States/ State Agencies during XIth Plan. The
objective of the scheme is to develop more tool room facilities, i.e. technological
support to MSMEs by creating capacities in the private sector for designing and
manufacturing quality tools and also to provide training facilities in the related areas.

IX) Building Awareness on Intellectual Property Rights (IPR)
Objective
Under the National Manufacturing Competitiveness Programme (NMCP) to
enhance the competitiveness of the SMEs sector, O/o DC (MSME) is implementing a
scheme Building Awareness on Intellectual Proper ty Rights (IPRs) for the MSME.
The objective of the scheme is to enhance awareness of MSME about Intellectual
Property Rights (IPRs) to take measure for the protecting their ideas and business
strategies. Effective utilization of IPR tools by MSMEs would also assist them in
technology upgradation and enhancing competitiveness. Accordingly, to enable the
MSME sector to face the present challenges of liberalization, various activities on IPR
are being implemented under this scheme. These initiatives will provide MSME sector
more information, orientation and facilities for protecting their intellectual powers.

X) Support for Enterpreneurial and Managerial Development of SMEs
through Incubators :
Objectives
The main objective of the scheme is to assist incubation of innovative
business ideas that could be commercialized in a short period of time, resulting in
the formation of micro, small and medium enterprises (MSMEs) that have distinctive
presence in the market. The scheme is operational since April 2008.
Sailent Features
The scheme aims at nurturing innovative business idea (new /ingenious
technology, processes, procedures, etc.), which could be commercialized in a year.
Under the scheme, 100 Business Incubators (BIs) located in various technical.
managerial institutions, research labs, etc. are to be provided financial support for
incubating new / innovative ideas over a period of 4 years of 11th Plan. Each BI is
expected to help incubation of 10 new/innovative ideas or units. However, the
scheme provides for flexibility with regard to having more than one BI in the same
institute and where required, less than 10 or more than 10 ideas / units hosted in a
BI.
The BIs supported under the scheme are to extend support services to the
incubatees, which may include technology fee, guidance fee for mentors/
handholding persons, hiring or leasing cost of machinery/equipment/instruments or
related services, office facilities, infrastructural facilities, etc.
The scheme is implemented in a Public-Private-Partnership (PPP) mode with
expected participation of 15% (in case of micro enterprises) and 25% (in case of
small enterprises).

National Small Industries Corporation Ltd. (NSIC), is an ISO 9001-2008 certified Government of India Enterprise under Ministry of Micro, Small and Medium Enterprises (MSME). NSIC has been working to fulfill its mission of promoting, aiding and fostering the growth of small industries and industry related micro, small and medium enterprises in the country.
NSIC carries forward its mission to assist small enterprises with a set of specially tailored schemes designed to put them in a competitive and advantageous position. The schemes comprise of facilitating marketing support, credit support, technology support and other support services.
Marketing : Marketing, a strategic tool for business development, is critical to the growth and survial of small enterprises in today’s intensely competitive market. NSIC acts as a facilitator to promote small industries products and has devised a number of schemes to support small enterprises in their marketing efforts, both in an outside the country. These schemes are briefly described as under :
Consortia and Tender Marketing : Small Enterprises in their individual capacity face problems to procure & execute large orders, which inhibit and restrict their growth. NSIC, accordingly adopts Consortia approach and forms consortia of units manufacturing the same products, thereby easing out marketing problems of SSIs. The Corporation explores the market and secures orders for bulk quantities. These orders are then distributed to small units in tune with their production capacity. Testing facilities are also provided to enable units to improve and maintain the quality of their products conforming to the standard specifications.
Single point Registration for Government Purchase : NSIC operates a single Point Registration Scheme under the Government Purchase Programme, wherein the registered MSE units get purchase preference in Government purchase programme, exemption from payment of Earnest Money Deposit.

Waiver of security deposit up to the monetary limit for which the units is registered.
Issue of competency certificate in case the value of an order exceeds the monetary limit, after due verification.
B2B Web Portal for Marketing : NSIC Informediary is a Business-to-Business (B2B) Protal that has been establised to give online services for small and medium time importers, exporters and service providers in India. The portal is an inititative to provide business opportunitites to small business, firms and small scale units to expand further. Thus, anyone involved in business activities and wants to utilize the strength and visibility of Internet can join NSIC Informediary. Those who look for
promotion and prospects for their trade and products / services can also join NSIC informediary.
Marketing Intelligence : Collect and disseminate both domestic as well as international marketing intelligence for the benefit of MSMEs. This cell in addition to spreading awareness about various programmes / schemes for MSMEs, will specifically maintain database and disseminate information.
Exhibitions and Technology Fairs : To showcase the competencies of Indian MSEs and to capture market opportunities, NSIC participates in selected. International and National Exhibitions and Trade Fairs every year. NSIC facilitates the participation of the small enterprises by providing concessions in rental etc. Participation in these events exposes MSMEs units to international practices and enhances their business prowess.
Buyer-Seller meets : Bulk and departmental buyers such as the Railways, Defence, Communication departments and large companies are invited to participate in buyer-seller meets to enrich small enterprises knowledge regarding terms and conditions, quality standards, etc required by the buyer. These programmes are aimed at vendor development from MSMEs for the bulk manufacturers.
Credit Support : NSIC facilitates credit requirments of small enterprises in the following areas.
Financing for Procurement of Raw Material (Short terms)
NSIC’s Raw Material Assistance Scheme aims at helping Small Enterprises by way of financing the purchase of Raw Material (both indigenous & imported). The salient features are
1. Financial Assistance for procurement of Raw Materials upto 90 days.
2. Bulk purchase of basic raw materials at competitive rates.
3. NSIC facilitates import of scares raw materials.
4. NSIC takes care of all the procedures, documentation & issue of letter of credit in case of imports.
Financing for Marketing Activities (Short Term)
NSIC facilitates financing for marketing actives such as Internal Marketing, Exports and Bill discounting.
Finance through syndication with Banks :
In order to ensure smooth credit flow to small enterprises, NSIC is entering into strategic alliances with commercial banks to facilitate long term/ working capital financing of the small enterprises across the country. The arrangement envisages forwarding of loan applications of the interested small enterprises by NSIC to the banks and sharing the processing fee.
Technology Support :
Technology is the key to enhancing a company’s competitive advantage in today’s dynamic information age. Small enterprises need to develop and implement
a technology strategy in addition to financial, marketing and operational strategies and adopt the one that helps intergrate their operations with their environment, customers and suppliers.
NSIC offers small enterprises the following support services through its Technical Services Centres and Extension Centres :

2. Material testing facilities through accredited laboratories
3. Product design including CAD
4. Common facility support in machining, EDM, CNC, etc.
5. Energy and environment services at selected cnetres
6. Classroom and practical training for skill upgadation
Software Technology Parks :
NSIC Software Technology Parks (STPs) facilitate small enterprises in setting up 100% exportoriented units for software exports. They also act as nodal point to activate software exports directly through NSIC. These STPs extend support in terms of the requisite infrastrucute to the small enterprises to start business operatiosn with a minimum lead time. The scheme is governed by STPI regulations of the Ministry of Information Technology, Government of India. NSIC estabilized the first STP at Okhla, New Delhi in 1995 and second in Chennai in 2001. Serveral small enterprises have taken advantage of these parks and contributed export earnings to the exchequer.
Incubation of unemployed youth for setting up of New Micro & Small enterprises :
This programme facilitates setting up of new enterprises all over the country by creating selfemployment opportunities for the unemployed persons. The objective of this scheme is to facilitate establishment of new small enterprises by way of providing intergrated services in the areas of training for enterpreneurial skill development, selection of small projects, preparation of project profiles / reports, indentification and sourcing of plant, machinery and equipments, facilitating sanction of credit facility and providing other support services in order to boost the development of small enterprises in manufacturing and services sectors.
