The project includesthe installation of 33 windturbines, each with a rated powerof 2MW, from Spanish companyGamesa. It is expected to producemore than 150MWh of cleanelectricity per year.“By the end of 2015, renewableenergy projects with a totalcapacity of 500MW will beconnected to the grid,” theminister added.Wind speeds in Jordan are as high as 7.5 metres per second andup to 11.5 metres per second inhilly areas.

Saudi Arabia looks toinvest US$109bn onrenewable energySAUDI ARABIA HAS plans toallocate more than US$109bn ofinvestment to develop a strongrenewable energy sector by 2032,according to energy industrysources. The Kingdom’s strategy targetsrenewable energy to contribute20-23 per cent of its energy needs, with Saudi Aramco taking the leadin the country’s solar energydevelopment, Arab Newsreported. The state-owned energy firm isalready setting up a 300MW plant, sources added. The government has also issued amandate for investment fundcompanies in the Kingdom topartner with internationalrenewable energy providers tocater to this rapidly growingenergy sector.

QATAR SOLAR TECHNOLOGIES (QSTec) hasentered into a Memorandum of Understanding(MoU) with Qatar Rail that will lead to theinstallation of up to 80MW of solar technologyin the nation’s railway development. QSTec is currently building a 150MW solarmodule manufacturing facility and a 8,000MTpolysilicon plant in Qatar. The first stage of the MoU will look at installingground and rooftop mounted solar PVinstallations on the proposed 3mn sqm raildepot near Sheikh Hamad InternationalAirport. Qatar Rail aims to build one of the world’s mostenergy-efficient rail networks through the useof sustainable and energy-efficienttechnologies. Sustainability and efficient use of resources arekey elements of Qatar National Vision 2030 and

the use of solar technologies will assist inachieving the goals of the vision. Khalid K Al Hajri, CEO of QSTec, said, “We arehonoured to be involved with Qatar Railthrough this partnership, which will aim toutilise QSTec’s solar solutions to meet some ofQatar Rail’s energy requirements.”

OMAN POWER AND Water ProcurementCompany (OPWP) said that its move to introducean ‘electricity spot market’, as well as procurementarrangements for future projects in the Sultanate, will not impact current power and water projects.

Earlier this year, OPWP, a subsidiary of ElectricityHolding Company SAOC, had said that it intendedto implement new arrangements for the futureprocurement of power and water fromindependent power producers (IPPs) andindependent power and water producers (IWPPs)in order to promote competition among powerproducers in the country.

Part of the new arrangements include theintroduction of a spot market for electricity thatwill operate alongside and in conjunction with theexisting system of power purchase agreements(PPAs) and power and water purchase agreements(PWPAs). These arrangements, which will initiallyfocus on the national electricity grid that coversmuch of the northern half of the Sultanate, willonly be operational by 2017.

An unnamed procurer said, “The introduction ofthese new arrangements is not expected to affectthe procurement of the IPPs or the commitment ofOPWP to enter into the PPAs for the capacity andoutput of the IPPs. It will, however, require theproject companies to commit to provideinformation following the expected date ofintroduction of this market to ensure that the spotmarket prices properly reflect the operation of thepower generation market in Oman as a whole.”

A number of international developers havereportedly shown interest in competing for alicence to design, finance, build, operate and

maintain a pair of new IPPs with a combinedelectricity generation capacity of 2,650MW. Agreen-field site in Ibri in Dhahirah Governorate anda plot within Sohar Port in North Al BatinahGovernorate have been identified as possiblelocations for these IPPs, OPWP added.

According to sources, only one successful bidderwill be selected to implement both power plantsand each of the projects will be separately andindependently financed and will be subject toseparate licensing arrangements.

OPWP said that the primary fuel for the IPPs willbe natural gas, which will be supplied by theMinistry of Oil and Gas.

To assist in the procurement of the two IPPs, theOmani firm has appointed UK-based advisory andconsulting firm Project Financing Solutions Limitedas financial advisors.

Sustainability and efficient use of resources is are keyelements of Qatar National Vision 2030

With power demand growing annually at a rate of approximatelynine per cent, OPWP expects the new capacity to be fullycommissioned and brought into operation by 1 April 2018

Solar energy may have struggled to establish itself as a viable source of energy in the Middle East, but a unified drive toreduce the region’s dependence on fossil fuels is leading to a surge in the number of solar energy project announcements.

Sunrise for the solar sector

10 Analysis

www.technicalreview.meTechnical Review Middle East - Annual Power Review 2014

SAUDI ARABIA'S DEPENDENCE on oil has spurred on thecountry's government to pursue a number of large solarpower projects. Despite its abundance of all-year-round sun

and empty land on which to install large-scale solar power facilities, the country has yet to truly embrace the technology.

According to the Middle East Solar Industry Association (MESIA),however, the country is home to potentially the largest solar powermarket in the Middle East, with the Kingdom’s government settingthe ambitious target of having in place a renewable sources capacityof 23,900MW by 2020. Of this figure, it is hoped that at least10,000MW will be generated from solar energy.

In Riyadh, a ground-mounted solar power plant with a peak powerof 3.5MW was completed in 2013 by Phoenix Solar, while SaudiAramco has more recently played a role in setting up a small solarpower generation plant on Farasan Island in the Red Sea.

While news regarding a 2012 announcement of a US$109bn solarenergy investment project in the Kingdom may have gone quiet, upcoming events such as the Solar Arabia Summit, which will takeplace in Riyadh in October 2014, will look to redress this balance.

As Gasem al-Shaikh, head of the energy unit at Saudi BinladinGroup, states, “The country can’t wait - we are burning moreliquids every year.”

According to MESIA, the region’s second biggest opportunity forthe solar market lies in Jordan. Much like in Saudi Arabia, theJordanian government has set ambitious renewable energy targets, with the aim of 10 per cent of its overall consumption powered byrenewable energy by 2020. Limited hydrocarbon resources in thelandlocked country, have seen solar power move to the forefront ofenergy planners’ minds.

In the UAE, Abu Dhabi and Dubai have also been playing everincreasing roles within the global solar sector in recent years. TheDubai Integrated Energy Strategy 2030 will aim to increase Dubai’ssolar consumption to five per cent of total power consumed, whileAbu Dhabi can boast of being at the forefront of renewable researchin the region through its Masdar City project, which is home to the10MW Masdar City Solar PV Plant.

Not to be outdone, Dubai Electricity and Water Authority (DEWA)recently opened the tender for the second phase of its MohammadBin Rashid Al Maktoum Solar Park project. The first 13MW phasewas completed by First Solar, the US-based provider of PV powerplants, in late 2013. The ultimate aim, however, is to extend theplant so that it eventually produces 1,000MW and covers an area of40 sq km in the Dubai desert.

DEWA has been keen to demonstrate its commitment to the solarsector and recently awarded consulting engineering firm Ted JacobsEngineering Group a contract to design and monitor the

construction of The Solar Innovation Centre, which has beenscheduled for completion in November 2015. The centre will beutilised by companies, researchers, university students andindividuals working in the field of solar energy, as well as developersand manufacturers of clean energy technologies.

It is not just the UAE, Saudi Arabia and Jordon, however, that areactively involved in the development of the region’s solar sector. In Junethis year, US-based Petra Solar and Caspian Renewable Energy completedan innovative 5MW solar plant installation, owned by BahrainPetroleum Company (BAPCO), in the small Bahraini town of Awali.

Steve Rhoades, CEO of Petra Systems, says of the project, “Theinstallation demonstrates the evolution of solar power generationfrom passive power systems to dynamic and intelligent generation, sensing, and control assets that provide valuable insight into gridhealth and can be used to improve grid quality.”

In Egypt, two solar plants with a combined capacity of 160kWhave recently been inaugurated in Luxor. While small, these projectsdemonstrate the useful nature of solar energy in desert regions, with the first 80kW plant being utilised to power local streetlightsand lighting at Luxor University, while a second 80kW plant willpower the headquarters of Luxor’s local government.

In Qatar, the Qatar Foundation has announced plans to increaseits solar energy output by an additional 5MW, or 150 per cent, as theQatari government aims to generate 200MW of solar energy overthe next six years.

Qatar Solar Energy (QSE), meanwhile, recently signed anagreement with Kazakhstan-based energy company Kazatompromfor the supply of solar grade silicon, leading Salim Abbassi, CEO ofQSE, to remark that this “steady supply of quality raw material iscrucial to QSE’s mission to deliver on the promise of low-cost andaffordable renewable energy for populations across the world”. ■

DURING THE LAST few years, renewable energy has beenclimbing up the political agenda in

North African countries as theirgovernments seek alternatives to fossil fuel-dominated energy sectors. The main driverfor the ambitious renewables targets beingadopted across the region is rapidly risingenergy demand.

Fuel importing countries such as Moroccoand Tunisia need to reduce their dependenceon fossil fuel imports to enhance energysecurity. Meanwhile, hydrocarbons exporterssuch as Libya and Algeria are striving for anincrease in renewables as rapidly increasingdomestic demand eats up an ever greatershare of their fossil fuel production, squeezing much needed export revenues andweighing on economic growth.

Morocco has the most ambitiousrenewable energy programme in NorthAfrica, and is targeting 42 per cent –equivalent to about 6,000MW – of its totalenergy mix to come from renewables by2020. It has more planned wind and solarprojects than anywhere else in the region, with targets of 2,000MW each of solar andwind by the end of the current decade.

The country has a strong incentive toexpand its renewables capacity rapidly.Morocco’s reserves and production ofconventional fuel resources are small, and itimports more than 96 per cent of its fossilfuel needs, making it the leading energyimporter in North Africa. Fuel and electricityimports accounted for more than a quarterof total imports in 2013, taking the energyimport bill to some US$13bn, up fromaround US$11.8bn in 2012.

Direct energy subsidies are a furtherburden, totalling around US$6.3bn in 2012.In 2013, however, a drive to repair publicfinances led Morocco to begin partiallyindexing energy prices to internationalmarket levels. In January this year, it

announced petrol and fuel were no longeramong the products subsidised by thegovernment. The country has also begunlowering significantly its diesel subsidies.Morocco’s power demand is, however, growing strongly at an estimated 6.5 percent a year. According to UNECA*, in 2012,Morocco’s total installed renewable energycapacity was approximately 2,045MW,comprising predominantly hydropower(1,770MW) with the rest made up by wind(255MW) and solar (20MW). Almost all ofthese facilities are owned by the nationalelectricity and water company ONEE.

The government is now moving aheadwith an ambitious US$9bn solar energy plan. The plan targets the generation of 2,000MWof solar power by 2020 at five sites whichwould utilise two technologies, concentrated solar power (CSP) andphotovoltaic (PV). As for wind power, asnoted, Morocco’s goal is to reach 2,000MWby 2020. In April this year, at a location nearTarfaya, the country’s newest wind farm andAfrica’s largest such facility startedgenerating its first electricity. It is expectedto be fully operational by October and

produce up to 300MW of electricity. ONEE is pushing ahead with the second

phase of Morocco’s wind energy programme, comprising five further wind farm projects atfive sites with a total capacity of 850MW. Theprojects are targeted to be implementedbetween 2016 and 2020.

There is no doubt that renewable energyplants are expensive to build, but funding isunlikely to deter Morocco from its ambitiousplans. And once built, the operational costsof renewable power plants will besignificantly less than any new capacityfuelled by fossil fuels. Clearly, solar and windpower generation also have environmentaladvantages and Morocco has designed itsprojects to come under the criteria of theUN’s Clean Development Mechanism(CDM). This may also help secure funding forrenewables projects in lieu of their reductionin CO₂ emissions.

Egypt is the currently the region’s leader interms of installed renewable energycapacity, with 2,800MW of hydro and almost550MW of wind, according to UNECA*.Much of the country’s hydroelectric capacity, however, has already been exploited.

North African countries are increasingly striving for renewable energy to lessen their dependence on fossil fueluse for power generation. But while there is great potential for solar and wind, can these countries overcomethe myriad barriers to achieve their renewables ambitions? Lynda Davies investigates.

Morocco has more wind power projects plannedthan any of its North African neighbours

The Ministry of Electricity and Energy isaiming for renewable sources to contribute20 per cent of the country’s energygeneration by 2020, with 12 per cent of thatplanned to come from new wind farms, totalling 7,200MW. Other renewable energysources would make up the remaining eightper cent. Under its Solar Plan, launched inthe summer of 2012, Egypt wants to build3,500MW of solar by 2027.

Clearly, Egypt’s desire for renewables isbeing driven by its severe energy shortage.Power blackouts are frequent and havebecome commonplace even in the capitalCairo. The country’s electricity generation isheavily dependent on natural gas, with morethan 90 per cent of power plants gas fired. Not only is installed power capacitystruggling to keep pace with demand, butgas shortages to fuel the plants haveworsened in recent years amid decliningdomestic gas production.

Earlier this year, Egypt announced plans toinvest US$1bn to develop several solarenergy projects, but details of the initiativeremain scarce. According to Egypt’s StateInformation Service, the initiative is designednot only to help increase the share ofrenewables in the energy mix, but also tocreate more jobs, especially for the young.

But massive subsidies from thegovernment into fuel, gas and electricity, which eat up 20 per cent of the state budget, continue to hamper the attractiveness ofrenewable energy for the country’s privatesector. Amid an ever-swelling budget deficit, however, the new government underPresident Abdel Fattah el-Sisi is taking stepsto reform the subsidy programme. Electricityprices began to rise in June under a plan toeliminate power subsidies in five years andon 1 July, subsidies on fuel were reduced. Itremains to be seen how successful theseefforts will be.

Egypt recently named Elsewedy Electricwinner of a tender to build and operate six100MW wind power stations on the Red Seacoast. It will be the first private companypermitted to sell electricity independently inEgypt. At the time of writing, however, it isunderstood a final contract had yet to besigned and, as yet, the project has noexpected completion date. And, like manyfactors weighing on the economy, Egypt’srenewables plans are contingent on politicalstability in a country that has seen fourchanges of government in four years.

Algeria is targeting an ambitious plan toinstall 22,000MW of power generatingcapacity from renewable sources by 2030.The country’s Renewable Energy and Energy

Efficiency Programme, adopted in 2011 andspearheaded by state electricity and gascompany Sonelgaz, wants solar power tocontribute 37 per cent to the country’selectricity production by 2030 - with 800MWof capacity hoped to be in place by 2020. Thebalance of the 2030 target is proposed tocome from wind energy. Of the 22,000MWgoal, Algeria rather ambitiously is earmarking10,000MW for export.

With 97 per cent of its foreign currencyearnings coming from oil and gas and 98 percent of its electricity generation gas-based,diversification through the development of asignificant solar energy potential is seen as amajor priority in the country. Domesticconsumption is heavily subsidised; theInternational Monetary Fund (IMF) estimatesthat the total cost of the implicit subsidies onoil products and natural gas amounted toUS$22.2bn in 2012, or 10.7 per cent of GDP.

The IMF in January warned that Algeria’svulnerability to developments in thehydrocarbon sector is worsening as declininghydrocarbon production and surgingdomestic consumption are squeezing exportvolumes. The IMF also noted socialdemands remain elevated despite highlevels of social spending by the government. Not only would a greater contribution fromrenewables to the energy mix free up moredomestically earmarked gas for export, butwould also help create more jobs in acountry where the hydrocarbon sectoremploys just three per cent of the activepopulation, while youth unemployment issaid to be close to 25 per cent.

But as of 2012, Algeria had just 278MW ofrenewables installed, according to UNECA*,much of which is in hydropower built in the1950s and 1960s. The country does host oneof the first integrated solar/combined cycleplants, the 150MW Hassi R’Mel facility, commissioned in July 2011, with 20MW ofsolar. Last year, Sonelgaz awarded solarprojects amounting to 400MW, including233MW of PV projects to a consortium ofsubsidiaries of China’s Yingli Green Energy

Holding Company, Sinohydro Corp. andHydrochina Corp.

To help accelerate its solar energy goals,Algeria in April launched an ambitious feed-in tariff (FiT) for large-scale PV projects. Thisundoubtedly increases the attractiveness ofthe country for solar energy investments byforeign companies. On the other hand,Algeria has one of the most difficult businessenvironments in the Middle East and NorthAfrica. The IMF has said wide-rangingreforms are needed to enhance the country’sbusiness climate and attract foreigninvestment. Algeria’s precarious securityenvironment will also likely temper investors’appetite for risk.

Tunisia wants renewable energy tocontribute 30 per cent of its electricitygeneration by 2030. But aside from 66MWof hydro plants commissioned in the 1950sand 1960s, as of 2012, the country’s use ofrenewable energy was limited to 155MW of wind power and 4MW of solar, accordingto UNECA*.

The impetus for a greater renewablescontribution is clear. More than 90 per centof Tunisia’s electricity generation is gas-basedwith much of the rest oil-fired. But thecountry is a relatively small hydrocarbonsproducer, and growing energy demand andrising imports coupled with subsidies haveled to negative impacts on energyconsumption expenditure. In an effort totrim its budget deficit, which last yearequated to 8.3 per cent of GDP, Tunisia’sgovernment trimmed fuel subsidies effective1 July, raising petrol prices by 6.3 per cent.

Libya’s use of renewable energy resourcesis currently marginal, with all its electricitygeneration fuelled by oil or gas. But Libya’sRenewable Energy Authority, which wasfounded in 2007, is working to harness thecountry’s solar and wind potential and wantsrenewable energy to contribute three percent of its total energy mix by 2015 and 10per cent by 2020. Some recent reports evensuggest the 2020 target has been pushed upby a further 10 per cent.

The 2011 civil war, however, as well ascontinuing violence and a lack of investmenthave all presented considerable obstacles toLibya moving its renewable energyambitions forward. ■

NOW IS A vital time for the Gulf’selectricity industry as it seeks tocontain energy shortages borne

out of rising demand, growing populations, and a period of under-investment in thewake of the global financial crisis.

This has been a recurring theme acrossthe wider Middle East and North Africa(MENA) zone since the onset of the 2007financial meltdown. The fear is that anyunderinvestment in this vital sector – andthe resulting shortfall in electricity supply –could hold back economic growth andfurther exacerbate any social frustrations.

And, with the shock waves of the Arabuprisings still echoing around the region –very loudly, in fact, in places like Syria – thatis not an appealing prospect to anyone.

Catching up with this fast growingdemand has become a policy priority formany countries throughout the Gulf andacross the MENA region.

Yet it is a scenario that is perhaps hard to

contemplate fully given the headlineinvestment numbers that are oftenbroadcast.

Across the region, energy sectorinvestment – including oil and gas, as wellas electricity, and all other related areas –has been estimated at US$765bn over the2014-18 period, according to regional bankAPICORP.

It’s true there’s plenty going on – manybillions of dollars of sustained investmentflow every year, in fact – but whether it’senough to keep pace with demand, andappease an emerging and increasinglyyouthful population with higherexpectations, remains to be seen.

While this context creates tremendousinvestment opportunities – in newinfrastructure, power lines and generation, among others – it also poses significantchallenges, especially given the heavilysubsidised nature of demand currently inthe Gulf.

Balancing actIndeed, the subsidy issue perhaps goes tothe root of the problem.

It becomes a real balancing act for policymakers to deliver the required investmentfor these new projects, and all the whilekeep the people sweet with cheaper(subsidised) prices.

It’s an area that governments will needto manage with incredible finesse.

In a recent update, APICORP estimatesthat capacity expansion across the regionwill need to proceed at a growth rate of 8.3per cent per year, in the absence ofdemand-side management (DSM)measures or serious pricing reforms.

An APICORP report, entitled MENAPower Investment Outlook: OpportunitiesPatent; Challenges Less So, suggests thatthe resulting capacity expansion wouldlead to a capacity increment of 156GWbetween 2015 and 2019.

transmission and distribution facilitiesbrings the total amount of capital requiredfor the MENA power sector – electricity, that is, not oil and gas – during this five-year period to US$316bn.

“Investment of this magnitude offersgreat opportunities while posing majorchallenges,” the APICORP report states.

It highlights a number of critical issuesincluding an inadequacy of financing, and the perception, in the wake of theArab uprisings, of a deterioratinginvestment climate.

Then there is the scarcity of natural gasin apparently well-endowed energy-richcountries, such as Saudi Arabia, theregion’s biggest economy.

The power sector remains the singlemost important industrial user of gas inmany of the region’s key economies.

SolutionsThese are all issues that cannot be resolvedwithout the right, supportive policies,APICORP suggests. As well as improvingthe climate and the enabling environmentfor private investment, it means increasingstate budget funding for public utilities, which have tended to become theinvestors of last resort.

Of course, this is only possible if thefiscal space is permitted; not easy, especially in the current social andeconomic climate.

It also means providing the powergeneration sector with stable andaffordable fuel options, which will meanmoving away from costly oil-basedgeneration, which is still prevalent acrossthe region. There are, however, otherinitiatives taking place too, sometimesdriven by pure economics, but also partlypolitically-driven.

These include the drive to importliquefied natural gas (LNG) from elsewhere– in territories such as Kuwait and the UAE– in a bid to support gas availability.

This is a relatively recent phenomenon in

the Gulf, historically regarded as only anenergy exporter, yet it is one that is notlikely to go away anytime soon.

Then there are strategic efforts toconnect the power grids of the GCCcountries through the ambitious regionalinterconnector project. This has alreadyhooked up Kuwait in the north with Oman in the south via a number of high-voltage linkages.

The potential here is significant, although cross-border trading remains inits infancy for now.

New investmentEven with the most enlightened policies,GCC countries will still need to roll outimmense new generation capacity in thenear term if they are to keep pace with demand.

The gas crunch means there ismovement into new areas, such as nuclearpower, where Abu Dhabi is taking a leadrole, followed by most of the other largereconomies. This is not likely to make anyreal contribution until near the end of thedecade, however, meaning a continuedreliance on conventional thermal-basedplant for the immediate future, in an arearich with potential for those investors withthe appetite.

Among them is GDF Suez who recentlyput pen to paper on a 25-year contract forthe 1,600MW Mirfa Independent Waterand Power project with the Abu DhabiWater and Electricity Company (ADWEA).

GDF Suez holds a 20 per cent equitystake in the project with the remaining 80per cent held by the ADWEA.

Located 120 km from Abu Dhabi, the

US$1.5bn Mirfa project is the emirate’s10th facility to be built under its public-private partnership model.

“This new project will allow us to pursueour growth strategy in the region and tomeet the increasing demand for bothelectricity and water in the UAE,” saidGerard Mestrallet, chairman and chiefexecutive of GDF Suez.

In the GCC, the company now has adirect equity interest in a 27GW powerportfolio, making it the region’s leadingindependent power and desalinated waterproducer.

It already has five power and water sitesin operation in the UAE alone (Al TaweelahA1, Shuweihat S1, Umm Al Nar, Fujairah F2and Shuweihat S2).

The Mirfa project – to be built by aconsortium led by South Korea’s HyundaiEngineering – will boost its total generatingUAE capacity from 8.8GW of power to10.4GW.

Other optionsWhile this pattern of investment inconventional thermal capacity is expectedto continue for some time to come, there isalso a recognition of the more profoundchange that is required to really get on topof the problem.

This, of course, includes the hugelycontroversial area of subsidies and demandside management – an area that willrequire enormous will and courage if theauthorities are to be able to effectivelytackle it.

Going forward, investment in nuclearcapacity does have the potential to make animpact in meeting regional energy demand,

although this again is in its early stages.Emirates Nuclear Energy Corporation(ENEC) is taking on the challenge, with atarget of delivering its first nuclearelectricity to the UAE grid by 2017.

By 2020, it hopes that nuclear energy willproduce nearly a quarter of the nation’selectricity needs. With energy demand inthe UAE growing at an annual rate of aboutnine per cent – that’s three times the globalaverage – it can’t come soon enough.

The UAE has teamed up with primecontractor, the Korea Electric PowerCorporation (KEPCO), to build the firstfacility. ENEC’s first two units are nowalmost half complete, with Unit 1 scheduledto enter commercial operations in 2017, andUnit 2 to follow in 2018, pending regulatoryapprovals. The company was recentlygranted approval for additional civil worksrelating to Barakah Units 3 and 4, whichmeans these facilities are on schedule toenter commercial service in 2019 and 2020respectively. The four 1,400MW units willcollectively deliver some 5,600MW of newpower to the grid.

Renewables sectorThe development of the renewables sectoris another priority area for the sun-drenchedGCC states, though it remains very much aniche for now.

The designation of Abu Dhabi as the worldheadquarters for the InternationalRenewable Energy Agency (IRENA) a fewyears ago was a vote of confidence for theregion, and indicative perhaps of where theGulf may be heading long-term. For now, though, this high potential area remainslargely untapped, and struggling to competeon economic terms with conventionalelectricity production. There’s no doubtingthe level of interest in this area, however,

nor the support from official agenciesgrappling with climate change concerns too.

In July, the International FinanceCorporation (IFC), the World Bank’s privatefinance unit, earmarked a US$100mninvestment for Saudi Arabia’s ACWA Powerto help it boost electricity production fromrenewable sources. The company is activeacross the MENA region and also in sub-Saharan Africa.

“We hope to champion renewable energyin the MENA region and are excited by thepossibilities that this partnership brings,”said Paddy Padmanathan, ACWA Power’spresident and chief executive. IFC hasfinanced nearly 2,000MW of wind powerand more than 650MW of solar poweracross much of the developing world –although very little up until now in theMiddle East. ACWA Power, which now has15,290MW of capacity on its books, mostlythermal-based generation, was born out of

Saudi Arabia’s desire to increase privatesector involvement in the power and watersectors, and is owned by a number of SaudiArabian conglomerates.

Tough calls to make There’s no doubting the level of interest inthe GCC’s dynamic power sector – fromrenewables and nuclear energy, tofunnelling in more private sector investmentinto conventional generation – but right nowthe problems are coming from all sides.

It’s a tough balancing act that the Gulfauthorities must tread and, with socialfrustrations still simmering away, somethingof a race against time.

Yes, the opportunities for power sectorinvestment are immense, but so too are thechallenges, both for those nations striving tokeep up with demand, and for thosecompanies looking to develop successful andviable commercial projects. ■

MORE THAN 80 per cent of the day-to-daycost of operating a modern compressor –whether reciprocating or rotary-screw type, electric motor or diesel driven, conventionalor oil-free, and single- or multi-stage – cango into paying for the fuel or power used.Huge operating-cost savings can be made ifa reasonable attempt is made to recovermost of that energy, with somemanufacturers claiming that more than 90per cent is possible.

In general, the larger the system in use themore sense it makes to recover all thatwasted heat. The savings are particularlyapparent with electric motor-driven rotaryscrew compressors, the sort that are widelyused by local industries, as well as within theon and offshore oil and gas sectors.

The principal means of achieving realsavings like these in North Africa and theGulf is by retrieving the waste heatproduced and using this in some kind ofindustrial or fluid-heating process. But evenon construction sites where this is notfeasible, major savings can be made if acompressor is chosen in which the casingemployed optimises the pattern of air flowby some form of ducting and overallthermal management, allowing coolerintake air to be used and avoiding thedischarge of excessive heat to theatmosphere. This requires a really effectivecooling system to be incorporated, usuallyone which uses water as the cooling- andheat-transfer medium.

An exceptionally efficient motor anddirect drive mechanism can help achievecost and energy savings too; so can anefficient integrated dryer installed at theoutput end. A top-grade automatic

monitoring and control system addsefficiency, especially if incorporated within amaster management system for the sort ofmulti-compressor set-up often found in anelectrically-powered industrial system.

The problem of heat recovery is usuallymore complex and less cost effective in thecase of premium compressors that delivervirtually oil-free air for special applicationssuch as food, pharmaceuticals and otherhigh-end industrial processing. This isbecause they usually operate at substantiallyhigher internal temperatures which producemuch hotter air at the outlet end.

Raising the temperature of process wateris the most obvious application for heat

recovered in hot and arid territories, whilespace heating is widely used in seasonallycolder countries.

LIKE MANY COUNTRIES in theregion, Libya’s electrical powergeneration and transmission system

has been unable to meet the acute andgrowing demand for electricity.

Libya’s interim government, the Ministry ofElectricity and the General ElectricityCompany of Libya (GECOL), took the decisionto explore fast-track power solutions in orderto generate electricity, while ongoing repairsand improvement of the North Africancountry’s infrastructure continued.

“We were well placed to step in to proposethe provision of fast-track, large-scalesolutions that met the utility’s keyrequirement – environmentally sustainableand efficient turbine generation, with theultimate objective being to keep the lightsand fans on,” says APR Energy chief operatingofficer Brian Rich.

With the company’s ability to deliver state-of-the-art, dual-fuel mobile gas turbines on afast-track basis, APR signed its largest eversingle contract: the provision of a contracted250MW to GECOL over four sites in key areasof the country.

Three months later, the collaboration withthe ministry and GECOL was furtherstrengthened, when APR stepped in toprovide additional power, as GECOLexpanded its contract with APR to include anadditional 200MW of fuel-efficient dieselpower modules across two sites, located atBirostamilad and Um al Djadawil. Theexpanded contract, totalling 450MW, becamethe largest single contract ever signed in thefast-track power industry and the largest fast-track, turnkey power project ever with apublic utility.

APR and GECOL worked together toevaluate the infrastructure and demandneeds, jointly outlining an approach to buildor to repair critical infrastructure required forthe installation. After surveying 12 sitesaltogether, six were selected for installationto meet the contracted 450MW. The solutionincluded a contracted 250MW of dual-fuelmobile gas turbines at an initial four sites andthe company’s fuel-efficient diesel powermodules for the additional contracted200MW at the other sites. The powermodules were quickly installed, using APR’s

In Libya, APR Energy installed the largest ever fast-track power contract, in some of the world’s most challengingenvironments. Using a combination of dual-fuel turbines and diesel generators, the company worked closely with localstakeholders to install more than 450MW of power over the course of five months.

proprietary modular design for site layoutsand installation. To speed up installation, thefirst 25MW dual-fuel turbine, control trailer, brush generators, power trailer and balanceof plant were air freighted into Libya using alarge transport aircraft. At the two remote sites, APRestablished security perimeters and mancamps with living, eating, sleeping, bathing, and laundry facilities to house workers.

With the dawn of the embryonic 'new'Libya and, as a result of many domestic andforeign companies not restarting operations,

a lack of experienced support contractors wasevident. Installation at the six sites, includingsome located in remote areas, required atremendous amount of equipment to beshipped into the country and distributedacross the country.

Jason Aberdeen, director of engineeringfor APR, remarks, “Two sites were located inthe Sahara, with no nearby accommodationfor workers, and only one road connected thedesert sites to the urban sites in Tripoli, a fullday’s drive away. Extreme climatic conditionsmade installation of the plants physicallychallenging for our teams.”

Rich adds, “In the face of an uncertainsocio-political environment, extreme climatic

conditions, and challenging installations oversix sites, we successfully commissioned allcontracted 450MW of generation capacityacross all sites. Within four to five monthsfrom the initial contract from GECOL, powergeneration was online. HONEYWELL LAUNCHED ITS firstdistributed control system, the TDC2000, in 1974 and the quest to

continue improving safety, reliability, andpersonnel efficiency using moderntechnology and innovation still drives us atthe company today.

Defining the future of plant operatingenvironments has taken us to plant controlrooms in some of the world’s most criticalfacilities to determine what helps operatorsbe effective. The study has revealed that thecontrol room of the future needs to be abalanced mix of innovative informationpresentation, interaction technlogy, improvedcollaboration opportunities around keydecisions, and great ergonomics in anenvironment allowing operators to remainalert for long periods. Operators need thetools to not only meet the job demands, butalso transform them from process operatorsinto profit operators.

This advanced control room is centred onthree main elements: the operator’s relationto the production process, relation to othersin and around the control room, and relationto the control room itself.

More than a pretty (inter)faceThe control room operator console is theprimary manifestation of the Human MachineInterface (HMI), though not the only one. Themain goals of the HMI is to present theoperator with the information they need tounderstand the state of the process, how thatrelates to current and future productiongoals, determine what might be done tocorrect the process if it deviates from thosegoals, and the means of performing andmonitoring the progress of corrective actions.

For many years now the operator’s consolehas been built primarily around schematicdisplays presenting information in terms ofthe structure of the plant and process. Thismodel has served the industry well, but hassome drawbacks. As the schematic-baseddisplay model presents data in terms of thestructure of the process, it can require

operators to navigate several displays to findthe information they need to fully understanda situation. This model also makes it hard tointegrate data that is related to productiongoals and constraints, but is not organised interms of the process structure.

The future HMI needs to provide operatorswith the specific information they need, whenthey need it. Emerging screen technology, such as ultra-high definition displays, allowsflexible information layouts in a compactvisual experience, widening the scope ofresponsibility so operators’ attention can bedirected to the most critical matters.

Creating a collaborative environmentThe future control room also has to supportcollaboration as operators work with eachother, with field operators, with supervisors, and with personnel from the engineering andmaintenance departments.

Often this collaboration involves peoplewho are not physically present. Collaborationtools, allowing remote experts to seamlesslyjoin conversations in real-time and sharedata, can speed up a unit’s start-up ordramatically reduce the time required todiagnose and resolve issues.

Unchaining the operatorIt is clear that plant operators need moremobility in the control room. The key elementof an operator’s job is to keep the plant

running, and a large part of that is to monitorthe process for situations that need attention. It is not a stretch to say that operators findthemselves essentially trapped at theconsole, which can lead to fatigue and the riskof poor decision making. They require a moreflexible relationship with their workenvironment, and the key to this is mobility.

The proliferation of mobile devices, such asphones and tablets, provides manyopportunities for ‘unchaining’ operators fromthe console, allowing them ‘to take theconsole with them’ while maintainingsituation awareness.

Available todayThe technologies required to realise thiscontrol room are, in fact, available now.Crafting these into consoles that truly deliveron the vision, however, requires innovativedesign and careful attention to detail. This iswhat Honeywell has done with the newExperion Orion Console and ExperionCollaboration Station. The Experion OrionConsole combines an ergonomic physicalstructure with advanced visualisationtechnology built into the software. Theadvanced visualisation allows operators tobetter understand the unit’s performanceusing new elements that provide contextversus a process graphic with basic numbers.Operators are able to navigate the process inthe most profitable operating limits.

Startups, shutdowns, and transitions areachieved via integrated workflow that guidesoperators through the actions they must take.Alarms also provide operators with advice onaddressing an issue and restoring a steadystate. The Experion Collaboration Stationcomplements the Experion Orion Console byproviding an innovative and natural way tocollaborate around a range of process-relateddata from across the entire enterprise.

The result for operators will be a greatlyenhanced work environment that allowsthem to shift their focus from monitoring andmanipulating the process toward decisionmaking that drives business outcomes. ■

RISING DEMANDS FOR powerwithin the Middle East’s industrialand commercial sectors has, in

recent years, led to growing requirementsfor efficient and reliable generators asbusinesses act to protect profits and ensurecustomers stay onboard.

Turkey’s AKSA Power Generation, apioneering force in the world of power andelectricity generation, has this year beencelebrating three decades since the firstgenerator was manufactured by thecompany in 1984. Today, AKSA has growninto a global brand with manufacturingfacilities spreading across three continentsand exports stretching to more than 160countries. The company is the largestgenerator manufacturer in Turkey with salesexceeding US$300mn and employeestotalling more than 1,000.

Alper Peker, general manager of AKSA,has been a part of the company since 2002.Between 2007 and 2013, he worked as thegeneral manager of the firm’s Chineseoperations, which also has the biggestproduction capacity worldwide. In 2013,Peker was appointed as the generalmanager of AKSA Power Generation'sheadquarters in Istanbul.

Since 2007, AKSA has accelerated itsinvestments outside of Turkey and in 2012commissioned a new factory in China withthe company’s highest generatormanufacturing capacity to date. AKSAmanufactures products in its factorieslocated in USA, Turkey, China, Singaporeand Kazakhstan, adhering to UL, ISO and CEstandards. With exports sent to more than160 countries and round-the-clockcustomer service in 81 cities in Turkey, AKSAPower Generation has proven to be one ofthe first names to call on in the widerMiddle East region.

A cardinal rule in the generatormanufacturing business is to be able toprovide uninterrupted power wheneverneeded. For example, a mobile base station

could continue its operations when a poweroutage occurs at -20°C at an altitude of 3,280 ft, using the generators producedby AKSA.

“Although many people are not aware ofthis, we carry the responsibility ofuninterrupted vital communicationsservices,” Peker states. “We design andmanufacture products that serve urban citycentre requirements as well as toughchallenging geographical conditions. If ourgenerators are silent and reliable enough tobe operated in a hospital, as well as atmilitary defence points under challengingconditions, we call that a success.”

AKSA Power Generation has, in recenttimes, been awarded a number of industryaccolades – the company received ‘TheStars of Export Award in the Electrical andElectronic Equipment Category’ from NihatZeybekci, the Turkish minister of economyand Mehmet Buyukeksi, chairman of the

Assembly of the Turkish Exporters. AKSAwas also named ‘Best Customer of the Year2013’ by South Korean engine manufacturerDoosan Motor Company.

“Every five minutes globally, a newcustomer buys an AKSA generator,” Pekeradds. “We aspire to continue our reliablebrand image of our firm with the sameconsistency and transfer our knowledge tofuture generations.”

In its role as a generator manufacturerand exporter, the company is playing aleading role in helping the Turkish economymeet its target of achieving US$500bnworth of exports by 2023.

“We constantly increase our effectivenessin the international markets by cooperatingwith the most powerful suppliers in theworld like Mitsubishi, Cummins andDoosan, with whom we share similar idealson customer service and reliable brandimage,” Peker notes. ■

Technical Review ME: How can theelectricity and power sector benefit from thelarge number of construction andinfrastructure projects planned across theMENA region over the next decade?Anita Mathews: Every new constructionproject that is mobilised in the region createsa significant opportunity for the power andwater sector due to increased demand. Arecent report from the Arab PetroleumInvestment Corporation (APICORP) statedthat the MENA region could require energyinvestments of up to US$316bn over the nextfive years to meet growing demands forpower. This would represent a growth rate of8.3 per cent annually, with almost 156GW tobe added to the installed capacity of theMENA region between 2015 and 2019.

Due to recent political and economicdevelopments, Egypt has emerged as a keyinvestment destination and a country that wehave recently expanded our portfolio into.According to a report by the EgyptianElectricity Holding Company, the country'sfive-year plan leading up to 2017 includesimplementation of power projects with acapacity of 12,400MW and total investmentsexpected to reach US$143bn.

We have recently entered into apartnership with Egytec to co-organiseEgypt’s leading energy and power exhibition,Electricx, as well as associated events in Cairotowards the end of 2014.

Technical Review ME: What feedback didyou receive following last year's event andhave you taken any recommendations onboard for 2015?Anita Mathews: We received excellentfeedback from our exhibitors and visitorsalike. Our exhibitors were very satisfied withthe quality and quantity of visitors, and ourfocus is to ensure that we improve this year onyear. Around 94 per cent of our exhibitors planto return to the show in 2015, which is a truetestament of their successful participation.

MEE has transformed itself into atechnology-driven event, with industryleaders using the show as a key platform tolaunch new technologies and products in theMiddle East market, as well as to promotetraditional ranges.

The launch of Future Generation, a studentcompetition designed to encourage youngminds, was a great success. The projects ondisplay were extremely creative and it wasencouraging to see so many innovative ideascoming out of the UAE’s higher educationsector. This is certainly something we aim tobuild on for the 2015 edition of the event.

Based on feedback from our exhibitors andvisitors we have revamped the show layoutand adopted an open floor plan to encouragevisitor flow across the co-located SolarMiddle East event.

Technical Review ME: What can we expect interms of the profile of next year's exhibitors?Anita Mathews: Around 85 per cent of thecompanies that have confirmed theirparticipation at MEE 2015 are repeatexhibitors. Almost all of the major players –including Perkins, MTU, Volvo, Doosan,Marelli Motori, SDMO, Al Fanar, Cumminsand Ducab – have already confirmed theirparticipation, with many of them taking larger

stands and sponsorship packages. We haveinvested significant resources into ensuringthat we attract new visitors from across theworld. The 2014 edition of MEE was thebiggest and busiest event in our 40-yearhistory, with close to 20,000 visitors, and weexpect to break that record yet again in 2015.

Technical Review ME: Are there anygeographical markets currently underservedat MEE that you would like to tap into for the2015 edition?Anita Mathews: The African and easternEuropean markets are developinggeographical sectors for us. MEE attractsinternational exhibitors from more than 58countries with all of them focusing on theirexport markets. We can support their growthby delivering the world to them at MEE.

Technical Review ME: What plans do youhave for next year's supporting conferencesand what can we expect from the 2015edition of Solar Middle East?Anita Mathews: Following two successfuleditions of the Solar and Green EnergyConferences, we will run these conferencesagain in 2015 with new topics and themes. We are also considering launching severalnew conferences in 2015, which are still in theplanning stages.

Solar appears to be the key growth areaacross the MENA region with annual PVdemand expected to reach 4.4GW by 2018.The region could see more than US$50bnworth of investments in solar power over thenext two decades. An increasing number ofcountries in the Middle East are keen to investin the region’s thriving solar industry and withrenewable energy sources in abundance –particularly solar power – the region isgradually tapping these resources to pave theway for a new market. ■

MEE will take place at Dubai InternationalExhibition Centre on 2-4 March 2015

As the region's power sector attempts to meet growing demands, we speak to Anita Mathews, director - Informa EnergyGroup, to find out what plans are in place for the 2015 edition of Middle East Electricity – the region's leading powertrade show – as it prepares to celebrate its 40th anniversary.

BOSCH INDUSTRIAL RECENTLY lent itsexpertise to modernise a company’ssteam boiler. The boiler, with an output

of four tonnes of steam per hour, had beensupplying the process steam since 1978.

According to Bosch, energy efficiency andcost-reduction in production facilities havebecome vital for competitive production andincreased profitability. Either existing or oldboilers can be modernised or a complete newsystem can be tailor-made that can be adaptedto match these needs.

Expert support is, however, needed duringthe new purchase or modernisation phase.

Bosch Industrial demonstrated that in theboiler, an economiser was retrofitted to ensureefficient use of the flue gases, which can reachtemperatures of as high as 230°C. The boilerfeed water was preheated while the flue gastemperature was reduced by around 100°C.The boiler efficiency was increased by areduction in flue gas losses of approximatelyfive per cent; similarly, fuel consumption wasreduced at full load.

To boost efficiency levels even further, theexisting light oil burner was replaced with astate-of-the-art dual burner. Natural gas is usedas the main fuel and light fuel oil is only usedduring peak load operation or in an emergency.

To ensure correct dosing of the fuel/air ratio,an electronic combined control was included. In the old burner, the combined control was amechanical type. As time passes andmachinery ages, the wear exerted onmechanical components creates anincreasingly high level of backlash (hysteresis),which means that more excess air is required. As a result, an unnecessarily high amount ofcold air is heated. This reduces efficiencylevels. Using a firing with electronic combinedcontrol, however, enabled the excess air levelto be set with greater precision, which in turncreates savings.

In addition, the new firing enabled infinitevariable operation with a turndown ratio of 1:5during gas operation. The previous oil burnerwas only able to achieve a turndown ratio of1:2. Consequently, the burner adapted itselfmuch more readily to actual steam

requirements. If, for example, just 30 per centof the steam quantity was required instead ofthe nominal load, the burner output wasreduced. In the old burner‘s case, this kind ofoutput reduction led to pulsating burneroperation. This resulted in a sequence of eventswhere the firing mechanism was switched off,pre-ventilation was carried out withcorresponding energy losses, the firingmechanism was switched back on and then, ashort time later, switched off again.

The fan motor of the old burner was operatedat a constant speed and the air damper variedthe air quantity. The new burner regulated themotor speed of the fan in relation to the burnercapacity. The electrical power consumption inthe partial load range was considerably lowerand at the same time there was also asignificant reduction in the sound pressurelevel. Even the oxygen content in the flue gaswas continually recorded. If it was too high, making combustion ineffective, the volume ofcombustion air was reduced. As a result, therewas no need for increased levels of excess air,as is required in conventional systems. Theoxygen regulation, thus, optimises theefficiency of the burner system, reduces itsenvironmental impact and helps to saveenergy costs.

Bosch Industrial experts are of the opinionthat the process of optimising systems requiresin-depth analysis before any work is actuallycarried out.

The new integrated BCO boiler controlcomes with all of the necessary informationand functions for ensuring that operation hasbeen optimised and carried out on the basis ofneed. A touch screen display allows a widerange of information such as operating states, operating data and measured values to bedisplayed to the operator.

Implementation phases of themodernisation measures• Retrofitting an economiser• Replacing the oil burner with a modulating

dual burner• Use of energy-saving speed regulation• Combustion-optimising control that

monitors the remaining oxygen content inthe flue gas

• Optimising the system control method bybringing a modern, programmable controlinto play

The result: Annual cost savings ofUS$50,000The Bosch project was able to reduce theenergy consumption of the system byapproximately 90MWh per year. The companysaid that the modernisation and switch tonatural gas can save the facility aroundUS$50,000 in running costs per year. Thereturn on investment is 40 per cent. Inaddition, the CO2 emissions are reduced by 21tonnes per year. ■
