Showcasing the best of sport in our own backyard provides inspiration for fans to emulate their heroes, join a club and get active and healthy through sport and recreation.
Hosting events like this is also great for our sports and food tourism and our
economy as a whole - providing jobs for Far North Queenslander’s and helping
businesses to flourish.
I invite all our guests of Tour of the Tropics to experience all the delights Tropical
North Queensland has to offer starting with Cairns and the Atherton Tablelands.
There’s an enviable array of award winning restaurants, stunning parklands and
open spaces, family-friendly and local fresh produce to experience.
I wish all visitors, competitors and officials a safe and exciting inaugural Tour of
the Tropics and an enjoyable stay here in Tropical North Queensland.

FROM THE RACE DIRECTOR
With great pleasure, I would like to welcome you all to the Tropical Far North, for what is the inaugural Tour of the Tropics Cycle Race.
Over many years of planning we are extremely proud to present this reinvented Cairns
Classic. We hope that this event will sit staple on the cycling calendar for years to come.
I would like to thank all the referral agencies that have assisted with making the event
possible, with particular mention to the Tablelands Regional Council and the Queensland
Police Service, whose perspective on legislation and the event format, have embraced
the event, ensuring safety and enjoyment for participants and spectators alike.
The gratitude we have for the sponsors cannot be understated. Given the logistics
required, an event of this nature would never get up without their support. It is also
wonderful to see such support for cycling across such diversity.
Lastly, I would like to thank you, the volunteers, riders and numerous support staff that
will ensure that this event is not only successful, it is safe and enjoyable for all.

CIVIC & PARLIAMENTARY WELCOME
Our region is fast becoming known as the adventure capital of the North, and more and more, we are welcoming major sporting events which add to that reputation and boost our
tourism industry and our economy.
We are hopeful that the organising committee of Tour Of The
Tropics will grow and establish this event to be part of our
annual calendar. Congratulations to all who’ve contributed to
its establishment. I’d like to say a big Cairns welcome to all
visitors to the area and best of luck to all competitors taking
part in this 3 day event.

The Atherton Tablelands boasts a unique backdrop for this sporting event and the food, wine and music inspired elements that have been created to coincide with it are a magnificent showcase of the paddock to plate produce we
have on offer in our part of the world.
We are so lucky to have two days of this three day event
held in our lush mountainous setting and I know the
communities of Malanda and Yungaburra have embraced it
with open arms as it is their time to shine and show people
from all over the world just how special our destination
is. I wish all competitors the best of luck and congratulate
the organisers and founders for investing so heavily in the
sporting and food tourism of our region.

I have long advocated for the development of Sports and
Food Tourism in our region as we know they are sure ways to
grow and diversify our economy very quickly. The sports and
food tourism industries inject tens of millions of dollars into
our local economy each year. Tour of the Tropics will now
help contribute to that growth as this event is set to become
an annual occurrence. I commend Founders Andy Taylor and
Damien Ingram on reinvigorating the once very successful
Tour of the Tablelands to be a much wider showcase of our
region under the inaugural Tour of the Tropics brand, over not
just one, but three days of cycling, food, wine and musical
fun for the whole family. Come on FNQ , let’s get out and
support this fantastic event which is free for all to attend
and also supporting a local charity very close to my heart -
COUCH. They say cycling is the new golf, so maybe I’ll have
to consider donning the lycra next year!”

REGISTRATION & MEETINGS
COMMISSAIRE MEETING Date: Saturday 4th August
Time: 10:30am - 10:45am

CONVOY OPERATIONS MEETING Date: Saturday 4th August
Time: 6.45am and 10:45am
Venue: Start Line, Malanda, James Street and Mary Street, Malanda
The Race Director, Chief Commissaire and Queensland Police.
Police shall ensure all convoy drivers are fully briefed on the Convoy
Code of Conduct.
All persons driving in the convoy are required to attend.
RIDERS BRIEFING All riders will be called to the line at 7:15am to receive a race briefing
from Race Director/Commissaire.
CONVOY VEHICLES Only official vehicles will be permitted to be in the convoy. Appropriately
identified vehicle will be supplied by the event organisers.
All other vehicles be requested to leave the convoy by race officials and
Queensland Police.
Individual riders will not be permitted to have a vehicle within the official
race convoy.
CONVOY CODE OF CONDUCT All drivers in the convoy must adhere to the Convoy Code of Conduct.

COMPETITOR INFORMATION
SIGN-ON - ALL RIDERS All riders will be required to sign on before the race from 60 minutes
prior to race start and up to 15 minutes prior to race start. Sign-on will
be located on the start line.
PRESENTATIONS A presentation ceremony will take place as soon as possible after the
finish of the race at the finish location. Riders are to present themselves
to event staff located at the marquee adjoining the presentation stage
immediately after the stage finish. Final presentations of the day will
include overall presentations.
If a rider fails to present themselves for presentation the rider will
be penalised.
NEUTRAL SPARES #TT18 Event will not be providing a neutral spares vehicle
It is strongly recommended all riders carry a pump and spare tube
should you fall behind the spares vehicle.
Remember, support vehicles for graded riders will not be allowed to
follow the race convoy. This will be managed by Queensland Police.
TRANSPONDERS All riders will be required to fit an electronic transponder as indicated
below for the race. Please return transponders to the finish line at the
completion of the tour. Any rider failing to return their transponder will
incur a $40 administration fee. Lost or damaged transponders will result
in are placement penalty of $150.
RACE NUMBERS Riders must wear two body numbers and carry a frame number fixed to
the rear brake bridge, or base of the seat post.
• Frame number must be positioned as low as possible at the rear of
the bicycle
• Body numbers must be separated by one hand width
Numbers may not be cut, folded or modified in any way.

FEEDINGFeeding will only be allowed from designated feeding zones which are detailed in
Appendices - Race Details
PENALTIESUCI/CA scale of penalties will apply.
LITTERINGA designated litter zone will be located within 500m of each Feed Zone. Each litter
zone will be appropriately signed.
Riders must not discard bidons or litter in any bother area of the course. Riders
must take responsibility for their own litter and retain it until the next litter zone.
Riders found to be littering will be fined in accordance with local laws and
technical regulations.
TOILET BEHAVIOURRiders are advised that it is an offence to urinate in public. Penalties will be
imposed on those who choose to ignore this law.
Toilets will be provided at Start and Finish of each stage.
Riders are asked to not use local trader’s facilities.

COMPETITOR INFORMATION CONT.
ROLLING ROAD CLOSURESA rolling road closures will be implemented by Queensland Police.
Please be aware that at the discretion of Queensland Police, riders off the
back of the main peloton may be deemed to be outside the race envelope.
As a result, standard road rules will apply. If a rider is passed by the ‘tail end’
Police car this is an indication that the rider is outside of the road closure.
Queensland Police, along with Commissaire will monitor and issue
infringements to riders not obeying Queensland road rules outside of the
race envelope.
TOTT and Queensland Police have worked closely over the past few months
to develop a safe strategy to deliver the Tour of the Tropics. It is critical that
riders obey instruction from Queensland Police and the Race Directors Team.
In an instance where a breakaway occurs and the race envelope stretches to
a level deemed unsafe by Queensland Police, the following will happen:
• If the majority of riders are in the breakaway group, the Police tail car will
begin passing riders, therefore placing riders outside of the road closure.
• If the majority of riders are in the main peloton, Queensland Police will
instruct through the race director for the peloton to increase the pace of
the race and shorten the breakaway gap.
Riders need to ensure instructions from the Race Director are followed. The
Event Permit and Queensland Police resourcing allow for a road closure
envelope of around 15mins depending on specific areas of the course.
Queensland Police have the power and have indicated that the race will be
abandoned if riders fail to obey instructions when it comes to managing the
race envelope.
RIDER SUPPORT VEHICLES - NON CONVOYVehicles are not permitted to follow the race convoy.
Penalties will be imposed on those who choose to ignore
this rule.
MEDICAL SERVICESQueensland Ambulance Service will provide medical support for
the race. Queensland Ambulance Service personnel will be in the
Queensland Ambulance Vehicle.
If there is an incident, the medical staff can be reached over the two-way
radio communications.
In case of a serious emergency, please dial ‘000’.

TECHNICAL REGULATIONS
The race will be conducted under the rules and regulations of Cycling
Australia. The Cycling Australia scale of penalties will apply. For more
information, please refer to the Cycling Australia website
www.cycling.org.au
TYPE OF EVENTThe race is held as an Open event and the feature event of the Cairns
cycling calendar. The stage race is conducted under the direction of
the Cycling Australia Road Commission with the aim of improving the
standard of regional and stage competition and creating a stepping
stone for riders looking to compete Nationally.
PARTICIPATIONThe following all Cycling Australia Race Memberships categories are
eligible to participate.
The race consists of five categories:
1. A Grade
2. B Grade
3. C Grade
4. D Grade
Under 17 are able to participate in B Grade and below only due to
distance restrictions
NEUTRAL RACE CONTROLAt each stage, the race will operate under neutral race control until the
riders reach the start finish line to ensure a safe start.
Riders are reminded that although they may still be in the race, once the
tail police car passes them, they are no longer considered to be inside
the rolling road closure and must abide by all Queensland road laws.
Riders must surrender their race numbers and transponder to the
Commissaire when instructed.

aggregate time

CAIRNS REGIONAL COUNCIL - FIRST CAIRNS RIDERThe winner of the First Cairns Rider category will be the first rider with
the lowest accumulative time across the finish line, at the completion
of stage 05, who is a member of the Cairns Cycling Club or has their
Cycling Australia membership registered under a Cairns address
(postcode 4870)
The winner of the Classification will be required for presentation.

RACE WINNERThe 2018 Tour of the Tropics Winner will be the first rider to cross the finish line
with the lowest aggregate time.
The leader at the end of each stage will be awarded with the leader’s jersey to
wear on the following stage.
The top 3 place getters for A Grade will be required for presentation at the finish
of each stage.
The B, C & D Grade winners will be the first rider in each grade to cross the finish
line with the lowest aggregate time.
The winner of each stage in each grade will be required for presentation upon
completion.

SPRINT CHAMPIONIntermediate sprints are located on route as per the race mocka.
All categories are eligible for Intermediate Sprint Champion Prize, with prizes
awarded across each individual grade.
It is requirement that riders finish the race to be eligible for the Sprint Champion
Classification
Sprint points will be awarded as shown in the table below.
In the event of a tie on points for the sprint classification, the following criteria
shall be applied in order until the riders are separated:A43
1. Number of wins in intermediate sprints counting toward the Sprint classification
2. Placings at finish line
The A Grade winner of the Sprint Classification of each stage will be required for
presentation at the race finish for jersey presentation.
The aver-all winner of the Sprint Classification will be required for presentation at
the race finish.

KOM CHAMPIONMountain Champion climbs are located on route as per the race mocka.
All categories are eligible for Mountain Champion Prizes, with prizes awarded
across each individual grade.
In the event of a tie on points for the Mountain Champion climb classification, the
following criteria shall be applied in order until the riders are separated:
1. Number of wins in intermediate climbs counting toward the Mountain
Champion climb classification
2. Placings at finish line
The A Grade winner of the Mountain Champion Classification of each stage will be
required for presentation at the race finish for jersey presentation.
The over-all winner of the Mountain Champion Classification will be required for

CONVOY CODE OF CONDUCTThe Convoy Code of Conduct applies to all vehicles involved in
Race Convoy operations whether involved with the conduct of
the race itself or while performing a role that interfaces with the
convoy operations and/or occurs within the race envelope:

1 All drivers must attend the Convoy Operations Meeting to
undergo a race specific convoy operations briefing. Date
and time will be detailed in the Tech Regs. If this meeting
clashes with other activities, it is the responsibility of the
driver to liaise with the Chief Commissaire to receive these
instructions separately.
2. Failure to attend the Convoy Operations Meeting or
actively seek out these instructions may result in not being
able to start.
3. Misconduct in the convoy will result in a ‘yellow card’ warning
being issued. Misconduct that breaches CA regulations will
be disciplined by the Chief Commissaire. Misconduct that
breaches overall race safety and integrity will be disciplined
by the Race Director and/or the Police as appropriate.
4. At the head of the Convoy is the Police vehicle marked
Pilot/Lead. Vehicles ahead of this vehicle are considered out
of the Convoy.
5. The tail of the Convoy is the Police vehicle marked Tail
End Car. Vehicles behind this vehicle are considered out
of the Convoy.
6. Drivers (particularly cars) must gain permission to pass any
large group of riders from the Commissaire/judge behind
that group.
7. When passing through the convoy, vehicles must only travel
marginally faster than the riders, and use short sharp toots
of the horn to indicate passing. Drivers must check mirrors
before deviating left or right.
8. Wherever possible vehicles should pass the riders on the
right hand side of the riders as per normal Australian road
rules. When passing on the left hand side, drivers must use
extreme care and ensure that the rider is fully aware of your
intentions to take the inside line. Drivers must check mirrors
before deviating left or right.
9. When travelling within the race envelope, you must not
travel more than 20km/hr above the speed of the race. Due
to high density foot and vehicle traffic, particularly around
schools and shopping strips, safety is paramount. To travel
any more than 20km/hr above the speed of the race, is
dangerous, unnecessary and unacceptable. Unnecessary
speeding will be severely dealt with.
10. When travelling outside the race envelope drivers must
obey all normal road rules and posted speed limits. The
Tail End Car will endeavour to wait for any vehicle stopped
(to service a rider, roadside repairs, call of nature) however,
extended delays create the risk of leakage from other
road users into the envelope, which in turn puts the entire
convoy at risk. Extended delays cannot and will not be
accommodated. Failure to obey road rules once outside
the race envelope may result in infringement notices (fines)
being issued by the Police.
11. Vehicles must not overtake riders within the final 1km
approach to a sprint, KOM or stage finish line.
12. All convoy cars must deviate at the designated deviation
point at the finish line under the direction of the Technical
Director. Exceptions to this rule are the Commissaries,
Broadcast Motorbikes and Sag Wagon.
