    Is the project congruent with the goals of the Department of Energy (including the Loan Guaranty statutory objectives, theDepartment's Strategic Plan, and the Energy Policy Act of2005?

    Is the project sufficiently innovative, defined as incorporating novel technologies or approaches, and having no more than threecommercial applications of the proposed technologies?

    Has the project's combined Construction and Operating License Application been submitted to the Nuclear Regulatory Commission(NRC) or is it expected to be submitted not later than December31,2008? Is the technology a design that has been pre-certified by the NRCor a design under review by the NRC?

    Criterion 1: Technical Relevance and MeritThe technical relevance and merit of the application will be evaluatedbased on the extent to which the project, if successfully carried out, willemploy new or significantly improved technologies as compared tocommercial technologies in service in the United States at the time theguarantee would be issued.     Weighted Criteria (Sum of Strengths and Weaknesses) To what extent does the project enhance the diversity ofapplications supported by loan guarantees (or other DOE support in

    the form of grants and financial assistance)? To what extent does the project enable benefits/results from other

    Description RatingCriterion 2: Technical Approach/Work PlanThe technical approach will be evaluated based on the clarity and technicalstrength of the approach to achieve the project objectives. In evaluatingthis criterion, the following should be specifically considered:Mandatory Criteria (answer YES or NO) Is the project commercially replicable? Is the project technically ready for near-term commercialapplication?

    Has the plant site been chosen? Weighted Criteria (Sum of Strengths and Weaknesses) Evaluate the expected and generally accepted life cycle of the Iprimary technology and project facility that is the focus of the

    financing. (Note: Loan guarantees are statutorily limited to 90percent of such life cycle or a 30-year term, whichever is shorter.)

    Evaluate the timeframe required to achieve the purported Iresultslbenefits (include consideration of preconstruction (toinclude site permits, site preparation, etc.), construction andcommission of the facility.

    Rate the status of the COLA

    IRate the status of the applicable NRC design certification

    Rate the project regarding whether the site has an Early SitePermit. Rate the project regarding whether the site is a site with existing Ireactors as opposed to a green-field site.

    Narrative Provide a brief description of the technology to be utilized,including its commercial applications and social uses; and whether

    and how the technology is or will be made available in the UnitedStates for further commercial use.
