Regulations and Guiding Documents All committee members are expected to behave in accordance with the Guide for the Conduct of

Participants in the NFPA Codes and Standards Development Process.

All actions during and following the committee meetings will be governed in accordance with

the Regulations Governing the Development of NFPA Standards. Failure to comply with these

regulations could result in challenges to the standards-making process. A successful challenge on

procedural grounds could prevent or delay publication of the document.

The style of the document must comply with the Manual of Style for NFPA Technical

Committee Documents.

General Procedures for Meetings

Use of tape recorders or other means capable of producing verbatim transcriptions of any

NFPA Committee Meeting is not permitted.

Attendance at all NFPA Committee Meetings is open. All guests must sign in and

identify their affiliation.

Participation in NFPA Committee Meetings is generally limited to committee members

and NFPA staff. Participation by guests is limited to individuals, who have received prior

approval from the chair to address the committee on a particular item, or who wish to

speak regarding public input or comments that they submitted.

The chairman reserves the right to limit the amount of time available for any

presentation.

No interviews will be allowed in the meeting room at any time, including breaks.

All attendees are reminded that formal votes of committee members will be secured by

letter ballot. Voting at this meeting is used to establish a sense of agreement, but only the

results of the formal letter ballot will determine the official action of the committee.

Note to Special Experts: Particular attention is called to Section 3.3(e) of the NFPA

Guide for the Conduct of Participants in the NFPA Codes and Standards Development

Process in the NFPA Directory. This section requires committee members to declare any

interest they may represent, other than their official designation as shown on the

committee roster. This typically occurs when a special expert is retained by and

represents another interest category on a particular subject. If such a situation exists on a

specific issue or issues, the committee member shall declare those interests to the

committee and refrain from voting on any action relating to those issues.

Smoking is not permitted at NFPA Committee Meetings.

4. NFPA Staff Liaison Presentation and Review of Key Dates in Current Cycle

i. Items covered included, but were not limited to:

1. Location of exits in the event of fire or other emergency

2. No smoking policy

3. No use of recorders

4. Guests are welcome, but allowed to speak only if recognized by

the chair

5. Actions of the Committee

a. Must make motions and seconds to have discussion

b. If debates get long, there can be a motion to call for the

question

c. All motions and remarks need to be made through the

chair

d. Chair is to ensure the procedures of Robert’s Rules are

followed

6. The Committee make‐up, according to interests, was reviewed

9. Committee Principals should always encourage their alternates to

be involved and to return all letter ballots

5. Chairman’s Comments

a. Chairman John Harvey reported this would be his last meeting as he was retiring

at the end of the year (2013). It was asked if he would be willing to continuing

serving until the 2014 edition of the 1192 and 1194 standards were completed,

in the event that a NITMAM or other action was raised that would require the

involvement of the Chair. Mr. Harvey agreed to this request.

b. No other comments were made in the Chairman’s report

6. Approval of the Previous Minutes

a. The minutes were approved upon a motion and second, as submitted, without

change.

7. Act on Public Comments for NFPA 1192

a. Secretary Bruce Hopkins mentioned that the minutes of the meeting would not

reflect any of the actions regarding resolution of the comments as these would

be reflected in the generation of the second revision.

8. Generate Second Revision of NFPA 1192

a. This is a NFPA staff function and nothing herein will be added to the minutes

be reflected in the generation of the second revision

a. This is a NFPA staff function and nothing herein will be added to the minutes

11. Other Comments

a. Referenced standards applicable to various sections of the 1192 and 1194

Standards were discussed. It has generally been the thought of most committee

members that NFPA editorial staff took it upon themselves to update these

referenced documents as needed. Chad Duffy stated this is not the case and that

updates need to remain the responsibility of the committee. In the future if

updates are needed, proposals should be developed and submitted just as any

other proposed change to ensure the committee maintains this responsibility.

b. One member stated that in his work, some authorities had recently been trying

to subject RVs to NFPA 302. This does not seem to be appropriate since this

standard applies only to pleasure and commercial motor craft and others should

take care that similar situations do hot happen to them. No action was

requested; just a point of caution to all.

12. Next Meeting

a. No additional meetings are anticipated at this time. It is possible the next

meeting will not be conducted until required under the fall 2016 Revision cycle.

13. Adjourn Meeting

a. Meeting was adjourned at 4:45 on March 26th.

3.3.50* Recreational Vehicle (RV).

A vehicular-type unit that A vehicle or slide in camper that is primarily designed as temporary livingquarters for recreational, camping, or seasonal use; has its own motive power or is mounted on or towed byanother vehicle; is regulated by the National Highway Traffic Safety Administration as a vehicle or vehicleequipment; does not require a special highway use permit for operation on the highways; and can be easilytransported and set up on a daily basis by an individual.


The phrase “vehicular-type unit” is confusing. By removing the existing phrase and replacing it with the new phrase “vehicle or slide in camper” better clarifies the intent of this definition. An RV is a “vehicle” as defined by DOT NHTSA CFR 49 Part 571.3(b). Recreation vehicle trailer means a trailer, except a trailer designed primarily to transport cargo, designed to be drawn by a vehicle with motive power by means of a bumper, frame or fifth wheel hitch and designed to provide temporary residential accommodations, as evidenced by the presence of at least four of the following facilities: cooking; refrigeration or ice box; self-contained toilet; heating and/or air conditioning; a potable water supply system including a faucet and a sink; and a separate 110-125 volt electrical power supply and/or propane. “Recreation vehicle trailer” includes trailers used for personal purposes, commonly known as “sport utility RVs” or “toy haulers,” which usually have spacious rather than incidental living quarters and provide a cargo area for smaller items for personal use such as motorcycles, mountain bikes, all terrain vehicles (ATVs), snowmobiles, canoes or other types of recreational gear. The term “slide in camper” is being included to ensure that “truck campers” are addressed as these are not vehicles but slide-in campers under DOT 49 CFR Part 571.103(d).Slide-in Camper means a camper having a roof, floor, and sides, designed to be mounted on and removable from the cargo area of a truck by the user.

Propane appliances or fuel cells connected to regulated high-pressure piping systems shall comply with thefollowing:

(1) The appliance or fuel cell shall provide for a separate propane supply system or provide a means toprevent high pressure from entering the recreational vehicle's low-pressure system.

(2) The high-pressure propane system shall be located entirely on the exterior of the vehicle or in acompartment that is vaportight to the vehicle's interior and vented to the outside at or near the bottomof compartment.

(3) Warning labels, with the word “Warning” a minimum of 1⁄4 in. (6 mm) high and body text a minimum of1⁄8 in. (3 mm) high on contrasting background, shall be affixed to the appliance or appliancecompartment and at the propane source in compartment in a visible location and shall read as shownin Figure 5.2.21.2

There is no data to show this requirement is necessary. This proposal was based on a desire to harmonize with Z240, but in all the years this requirement has not been in the 1192 standard, there havebeen no reported safety issues that this requirement would prevent. Research has shown that CO concentrations quickly disperse once in the atmosphere. Also generator and mover engine exhausts areonly required to be 6” from unsealed openings, and far more CO is produced at these exhausts. And all RVs are now required to have CO detectors, so an additional protection against CO infiltration ispresent on every RV.

The fuel filler hose shall comply with SAE J1527 - Type A2 fuel filler hose or equal.


Add new paragraph (5.9.4.3) This requirement is necessary as the fuel filler hose should not leak fuel or vapors after long term use, therefore the Type A2 designation provides additional clarification

The use of materials for fuel filler hose in RV applications such as “Fuel Transfer Hose” or other materials that do not have an SAE J1527 Type A2 rating is not recommended. The use of these other materials could lead to breaking down of the hose over time, emitting fumes into the RV or creating other problems. Although the use of SAE J1527 Type A2 hose is not currently required in the standard, RV manufacturers will want to ensure this hose is being used for all their fuel filler applications. In some cases, the RV manufacturer may add fuel filler hose to alter the fill location. In these cases, an RV manufacturer could be using the non-rated hose even though the RV chassis manufacturer is using the correct SAE J1527 Type A2 rated hose.

A.6.1.3.1 The most common fire test used for the assessment of the combustibility characteristics offoam plastics is NFPA 286, Standard Methods of Fire Tests for Evaluating Contribution of Wall andCeiling Interior Finish to Room Fire Growth, with pass fail criteria that require the following: (a) noflashover, (b) a peak heat release rate not exceeding 800 kW, (c) flames that do not reach the extremities

of the test specimen and (d) a total smoke release not exceeding 1,000 m 2 .

A.6.3.1.2 NFPA 275, Standard Method of Fire Tests for the Evaluation of Thermal Barriers, is a test usedfor evaluating whether a materiali s suitable as a thermal barrier.

Also, add NFPA 275 and NFPA 286 into Annex D on Informational References.


This is primarily cleanup. It accomplishes the following:

1. It eliminates exceptions and makes them into affirmative language. These are the only exceptions in the standard. 2. It explains that there are ways to use foam plastics for insulation: if they are separated by a thermal barrier or by 1/2 inch gypsum board. That provides added flexibility for using materials with high R values (i.e. materials that have good insulation properties) while still retaining the same level of safety. This does not mandate the use of thermal barriers or of gypsum but simply allows an alternative.3. The first annex note explains what is typically done to demonstrate that a foam plastic insulation material is suitable to be used exposed. This annex note does not require testing to NFPA 286 but is simply useful information.4. The second annex note explains how it is normally determined that a material constitutes a thermal barrier.5. The last section in the body of the standard is the only one that provides some new requirements in that it limits the amount and type of foam plastic insulation that can be used exposed. These requirements are typical of what is used in other applications, except that no requirements are included for flame spread of the foam (while codes typically require af lamespre ad index of 25 or 75). The reason for the density limitation is that it has been found that denser foam is safer.

6.3 Fire Safety Detection Equipment.

6.3.1 Smoke Alarms.

6.3.1.1

At least one integral battery-operated smoke alarm shall be installed in each recreation vehicle.

6.3.1.2

A fifth-wheel trailer or travel trailer that has only interior lighting capable of being powered only by a 120 Vor 120 V/240 V external power supply shall be permitted to be equipped with a 120 V operated smokealarm with battery backup that shall be on a branch circuit supplying lighting and receptacle outlets thatshall not have ground-fault protection.

6.3.2 1.3 * Smoke Alarm Listing Requirement.

The smoke alarm shall be listed and marked on the device as being suitable for installation in recreationalvehicles under the requirements of ANSI/UL 217.

6.3.3 1.4 Installation of Smoke Alarm.

The required smoke alarm shall be installed in accordance with its listing but not within the separatesleeping areas.

6.3.4 1.5 Operational Check Warning Label.

A warning label with the word “Warning” a minimum of 1⁄4 in. (6 mm) high and body text a minimum of 1⁄8 in.(3 mm) high on a contrasting background shall be affixed in a visible location on or within 24 in. (610 mm)of the smoke alarm and shall read as shown in Figure 6.3.4.

6.3.5 1.6 Smoke Alarm Owner’s Manual Information.

The owner’s manual shall contain a statement regarding smoke alarm expiration.

6.3.2 * Smoke Alarm Listing Requirement.

The smoke alarm shall be listed and marked on the device as being suitable in accordance with ANSI/UL217. The listing mark on the unit shall indicate that it is suitable for installation in recreational vehiclesunder the requirements of ANSI/UL 217 .


This proposal clarifies that smoke alarms are listed in accordance with UL 217. They also must bear a listing mark that indicates they are suitable for use in recreational vehicles. That marking indicates they have been investigated to more stringent environmental tests as compared to smoke alarms investigated for use in dwelling units.

6.3.3 Installation of Smoke Alarm.

The required smoke alarm shall be installed in accordance with its listing but not within the separatesleeping areas. in the vicinity of the sleeping areas. If sleeping room(s) are provided with privacy door(s), thesmoke alarm shall be installed outside of the sleeping rooms. The smoke alarm shall not be installed within 10 ft (3.0m) from a fixed cooking appliance, unless this would prohibit the placement of a smoke alarm outside of thesleeping area. Nothing prohibits the use of more than one smoke alarm in a recreational vehicle.


This clarifies placement of smoke alarms that is more consistent with the intent of NFPA 72,Chapter 29. The reference to not providing the smoke within 10 feet from a fixed cooking appliance unless dictated by the layout of the RV is based on NFPA 72, Section 29.8.3.4 (4). If one wishes to place more than on e smoke alarm in a unit it should not be prohibited.

6.3.5 Owner’s Manual Information.

The owner’s manual shall contain a statement regarding smoke alarm expiration. contain information toinform system owners to replace batteries or defective units within 2 weeks, to replace smoke alarms whenthey fail to respond to tests, and to replace smoke alarms that have been in service longer than 10 years

from the date of manufacture marked on the unit.


This provides better guidance for owner's manual content and is consistent with applicable criteria in NFPA 72, Section 29.8.1.

6.4.1 Provisions for Portable Fire Extinguishers. (See also 6.4.7.5)

Each motor home shall be equipped with a listed portable fire extinguisher with a minimum rating of 10-B:C.

6.4.2 Liquid Fuel Filler Installation Provisions.

6.4.2.1

The area surrounding liquid fuel filler pipes and vent tubing shall be sealed so that fuel vapors cannot travelinto concealed spaces between exterior and interior surfaces of the recreational vehicle or to the interior ofthe vehicle.

6.4.2.2

Materials and sealants used to seal the fill pipe and vent tubing location shall be nonabsorbent andresistant to intermittent contact (splashing) with fuel.


Remove Section 6.4.2.The requirements identified in section 6.4.2 are already addressed within Chapter 5 Fuel Systems and Equipment by the following sections and therefore can be eliminated to reduce duplication within the standard.

5.9.7.3 Sealing compounds used around the filler pipe and in the area described in 5.9.7.6 shall be fuel resistant.5.9.7.5 The area surrounding fuel filler pipes and vents shall be sealed so that vapors cannot travel between the exterior and interior surfaces of the recreational vehicle. 5.9.7.6 The sidewall surface below the filler cap and extending at least 12 in. (305mm) to each side of the cap’s vertical centerline shall be constructed of fuel-resistant nonabsorbent materials.

The terminus of combustion exhausts other than the primary mover engine shall not of RVs that do notcontain a motor generator shall not be permitted within a vertical distance of 36 in. (914 mm) below anyexpandable portion of the recreational vehicle.


Primary mover engine exhausts on RVs that contain a motor generator should not be exempt from this location requirement. This is because the consumer will likely be using the primary mover engine while parked to gain the advantages of the engine driven generator.

6.4.9 Protruding Component Operation.

The Motorized RVs shall have the operation of protruding components (i.e., awning, landing gear, levelsystem, or slide-outs) automatically disabled while the vehicle is in transit. On non-motorized RVs theoperation of protruding components (i.e, awning, landing gear, level system or slide-outs) controlled bymeans of an electrical switch or controller for operation shall be incapable of unintentional activation whilethe vehicle is in transit.

Submitter’s Substantiation: As shown in the Second Revision No.10-NFPA 1192-2013 {Section No. 6.4.9}, the Committee clearly expressed its intent that the purpose of this new requirement was to address “unintentional” activation of components (see Committee Statement below):

6.4.9 Protruding Component Operation. The operation of protruding components (i.e. awning, landing gear, level system or slide outs) controlled by means of an electrical switch or controller for operation, shall be incapable of activation while the vehicle is in transit.

6.4.10 Slide-Out Room Activation. Slide-out room activation shall use only momentary switching with nonlatching circuitry or equivalent.

Committee Statement:This limits unintentional activation to all the components while in motion and narrows the scope of momentary latching to the slide-outs and power beds.

The substantiation for the revision sought in this Tentative Interim Amendment is to restore the text of this Section 6.4.9 such that it reads as the Committee intended upon its approval.

Emergency Nature: In accordance with the Regulations Governing the Development of NFPA Standards, section 5.3(a), the proposed TIA seeks to correct the unintended omission of a critical term from the 2014 edition of NFPA 1192, Section6.4.9, that occurred and was overlooked during the just-completed 2014 edition code cycle. This code cycle was the firsttime that the recently introduced “new” NFPA process was applied for NFPA 1192.

The intended text of Section 6.4.9 – “incapable of unintentional activation” – is meant to be a reasonable safety measure to prevent the accidental deployment of protruding components while a vehicle is in motion. The Committee sought, and clearly expressed in its Statement, to prevent such accidents from occurring as the result of some inadvertent act or action by the driver or a passenger. There are multiple means from which manufacturers could choose in order to effectively and economically comply with this safety goal.

In contrast, the unintended, erroneous text of Section 6.4.9 as it now stands – “incapable of activation” – mandates engineering and/or electronic solutions that guarantee the complete impossibility of activation. No device currently exists to achieve this compliance. Even if such a device could be developed, this solution would greatly exceed what the Committee intended and would present problems of coordination between final stage manufacturers, chassis manufacturers and numerous supplier companies that cannot reasonably be overcome in the short time period before the2014 edition of NFPA 1192 is published.

The attached proposed Tentative Interim Amendment (TIA) is being submitted to you for letter

ballot. This proposed TIA was submitted by Bruce Hopkins, Recreation Vehicle Industry

Association and endorsed by John Harvey, Chair, TC on Recreational Vehicles; Mark Luttich

and David Mihalick, members of the TC on Recreational Vehicles.

This proposed TIA will be published for public comment in the March 7, 2014 issue of NFPA

News with a Public Comment Closing Date of April 18, 2014. Any public comments received

will be circulated to the committee. The Standards Council will consider the issuance of this

TIA at their August 11 – 14, 2014 meeting.

In addition to being balloted on the technical merits of the proposed TIA, the Committee is also

being balloted on whether or not this matter is of an emergency nature. Please see Section 5

(copy enclosed) regarding the processing of TIAs from the Regulations Governing the

Development of NFPA Standards.

Section 5 Tentative Interim Amendments (TIAs).

5.1 Content of a Proposed Tentative Interim Amendment.

Each Tentative Interim Amendment (TIA) shall be submitted

to the Standards Council Secretary and shall include the

following:

(a) Identification of the submitter and his or her affiliation

(i.e., Technical Committee, organization, company), where

appropriate

(b) Identification of the NFPA Standard, edition of the

NFPA Standard, and paragraph of the NFPA Standard to

which the TIA is directed

(c) Proposed text of the TIA, including the wording to be

added, revised (and how revised), or deleted

(d) Statement of the problem and substantiation for the TIA

(e) The signature of the submitter or other means of

authentication approved by the Standards Council Secretary

(f) Statement of the basis of conclusion that the TIA is of

an emergency nature requiring prompt action

(g) The written agreement of at least two members of the

involved Technical Committee or Correlating Committee to

the processing of the TIA. The agreement to the processing of

the TIA is for the sole purpose to allow the TIA to be

processed and does not necessarily imply agreement with the

merits or emergency nature of the TIA.

5.2 Preliminary Screening of Proposed Tentative Interim

Amendment. The Standards Council Secretary shall review

all Proposed TIAs and may return to the submitter, without

processing, any submission that does not conform to Section

5.1. In addition, the Standards Council Secretary may reject

for processing any proposed TIA that does not manifestly

appear to be of an emergency nature requiring prompt action.

In exercising his or her discretion to reject a proposed TIA for

processing, the Standards Council Secretary may consult with

the responsible Technical Committee/Correlating Committee

chairs and may consider, without limitation, whether the TIA

submittal, on its face, does not state any adequate basis on

which to conclude that it is of an emergency, whether it is

unduly repetitive of issues already considered and rejected by

the Technical Committee/Correlating Committee, or whether

it is plainly frivolous. Where, however, there exists any

reasonable question about the emergency nature of the

proposed TIA or where the Standards Council Secretary

determines that it is otherwise advisable for the TIA to be

processed, the Standards Council Secretary shall submit the

TIA for processing, and the question of emergency nature

shall be considered anew and determined by the responsible

Technical Committee and Correlating Committee. The text of

a proposed TIA may be processed as submitted or may be

changed, but only with the approval of the submitter.

5.3 Evaluation of Emergency Nature. Determination of an

emergency nature shall include but not be limited to one or

more of the following factors:

(a) The NFPA Standard contains an error or an omission

that was overlooked during a regular revision process.

(b) The NFPA Standard contains a conflict within the

NFPA Standard or with another NFPA Standard.

(c) The proposed TIA intends to correct a previously

unknown existing hazard.

(d) The proposed TIA intends to offer to the public a

benefit that would lessen a recognized (known) hazard or

ameliorate a continuing dangerous condition or situation.

(e) The proposed TIA intends to accomplish a recognition

of an advance in the art of safeguarding property or life where

an alternative method is not in current use or is unavailable to

the public.

(f) The proposed TIA intends to correct a circumstance in

which the revised NFPA Standard has resulted in an adverse

impact on a product or method that was inadvertently

overlooked in the total revision process or was without

adequate technical (safety) justification for the action.

5.4 Publication of Proposed Tentative Interim

Amendment. A proposed Tentative Interim Amendment that

meets the provisions of Section 5.1 shall be published

indicating that the proposed Tentative Interim Amendment has

been forwarded to the responsible Technical Committee and

Correlating Committee for processing and that anyone

interested may comment on the proposed Tentative Interim

Amendment within the time period established and published.

5.5 Technical Committee and Correlating Committee

Action.

(a) The proposed Tentative Interim Amendment shall be

submitted for Ballot and comment of the Technical Committee

in accordance with 3.3.4. The Technical Committee shall be

separately Balloted on both the technical merits of the

amendment and whether the amendment involves an issue of

an emergency nature. Such Balloting shall be completed

concurrently with the public review period. Any Public

Comments inconsistent with the vote of any Technical

Committee Member shall be circulated to the Technical

Committee to allow votes to be changed. A recommendation

for approval shall be established if three-fourths of the voting

Members calculated in accordance with 3.3.4.3(c) have voted

in favor of the Tentative Interim Amendment.

(b) The proposed Tentative Interim Amendment shall be

submitted for Ballot and comment of the Correlating

Committee, if any, which shall make a recommendation to the

Standards Council with respect to the disposition of the

Tentative Interim Amendment. The Correlating Committee

shall be separately Balloted on both the merits of the

amendment (as it relates to the Correlating Committee

authority and responsibilities in accordance with 3.4.2 and

3.4.3) and whether the amendment involves an issue of an

emergency nature. Any Public Comments inconsistent with

the vote of any Technical Committee or Correlating

Committee Member shall be circulated to the Correlating

Committee to allow votes to be changed. A recommendation

for approval shall be established if three-fourths of the voting

Members calculated in accordance with 3.3.4.3(c) have voted

in favor of the Tentative Interim Amendment.

(c) All Public Comments, Ballots, and comments on Ballots

on the proposed Tentative Interim Amendment shall be

summarized in a staff report and forwarded to the Standards

Council for action in accordance with Section 5.6.

5.6 Action of the Standards Council. The Standards Council

shall review the material submitted in accordance with 5.5(c),

together with the record on any Appeals (see Section 1.6,

1.6.1), and shall take one of the following actions:

(a) Issue the proposed Tentative Interim Amendment.

(b) Issue the proposed Tentative Interim Amendment as

amended by the Standards Council.

(c) Where acted on concurrently with the issuance of a new

edition of the NFPA Standard to which it relates, issue the

Tentative Interim Amendment as part of the new edition.

(d) Reject the proposed Tentative Interim Amendment.

(e) Return the proposed Tentative Interim Amendment to

the Technical Committee with appropriate instruction

(f) Direct a different action.

5.7 Effective Date of a Tentative Interim Amendment. Tentative Interim Amendments shall become effective 20 days

after Standards Council issuance unless the President

determines, within his or her discretion, that the effective date

shall be delayed pending the consideration of a Petition to the

Board of Directors (see Section 1.7). The President may also,

within his or her discretion, refer the matter of a delay in the

effective date of the TIA to the Executive Committee of the

Board of Directors or to the Board of Directors.

5.8 Publication of Tentative Interim Amendments. The

NFPA shall publish a notice of the issuance of each Tentative

Interim Amendment and may, as appropriate, issue a news

release to applicable and interested technical journals. The

notice and any news release shall indicate the tentative

character of the Tentative Interim Amendment. In any

subsequent distribution of the NFPA Standard to which the

Tentative Interim Amendment applies, the text of the

Tentative Interim Amendment shall be included in a manner

judged most feasible to accomplish the desired objectives.

5.9 Applicability. Tentative Interim Amendments shall apply

to the NFPA Standard existing at the time of issuance.

Tentative Interim Amendments issued after the proposal

closing date shall also apply, when the text of the existing

NFPA Standard remains unchanged, to the next edition of the

NFPA Standard. Tentative Interim Amendments issued

concurrently with the issuance of a new edition shall apply to

both the existing and the new editions.

5.10 Subsequent Processing. The Technical Committee

responsible for the NFPA Standard or the part of the NFPA

Standard affected shall process the subject matter of any

Tentative Interim Amendment as Public Input for the next

edition of the NFPA Standard (see Section 3.3).

5.11 Exception. When the Standards Council authorizes other

procedures for the processing and/or issuance of Tentative

Interim Amendments, the provisions of this section shall not

apply.

1. In Chapter 6, Fire and Life Safety Provisions, revise section 6.4.9 by adding the term “unintentional” so as to read as

follows:

6.4.9 Protruding Component Operation. The operation of protruding components (i.e. awning, landing

gear, level system or slide outs) controlled by means of an electrical switch or controller for operation,

shall be incapable of unintentional activation while the vehicle is in transit.

Submitter’s Substantiation: As shown in the Second Revision No.10-NFPA 1192-2013 {Section No. 6.4.9}, the

Committee clearly expressed its intent that the purpose of this new requirement was to address “unintentional” activation

of components (see Committee Statement below):

6.4.9 Protruding Component Operation. The operation of protruding components (i.e. awning, landing gear, level

system or slide outs) controlled by means of an electrical switch or controller for operation, shall be incapable of

activation while the vehicle is in transit.

6.4.10 Slide-Out Room Activation. Slide-out room activation shall use only momentary switching with

nonlatching circuitry or equivalent.

Committee Statement:

This limits unintentional activation to all the components while in motion and narrows the scope of momentary

latching to the slide-outs and power beds.

The substantiation for the revision sought in this Tentative Interim Amendment is to restore the text of this Section 6.4.9

such that it reads as the Committee intended upon its approval.

Emergency Nature: In accordance with the Regulations Governing the Development of NFPA Standards, section 5.3(a),

the proposed TIA seeks to correct the unintended omission of a critical term from the 2014 edition of NFPA 1192, Section

6.4.9, that occurred and was overlooked during the just-completed 2014 edition code cycle. This code cycle was the first

time that the recently introduced “new” NFPA process was applied for NFPA 1192.

The intended text of Section 6.4.9 – “incapable of unintentional activation” – is meant to be a reasonable safety measure

to prevent the accidental deployment of protruding components while a vehicle is in motion. The Committee sought, and

clearly expressed in its Statement, to prevent such accidents from occurring as the result of some inadvertent act or action

by the driver or a passenger. There are multiple means from which manufacturers could choose in order to effectively and

economically comply with this safety goal.

In contrast, the unintended, erroneous text of Section 6.4.9 as it now stands – “incapable of activation” – mandates

engineering and/or electronic solutions that guarantee the complete impossibility of activation. No device currently exists

to achieve this compliance. Even if such a device could be developed, this solution would greatly exceed what the

Committee intended and would present problems of coordination between final stage manufacturers, chassis

manufacturers and numerous supplier companies that cannot reasonably be overcome in the short time period before the

2014 edition of NFPA 1192 is published.


7.2.2.4

The vertical distance from the fixture outlet to the a "water seal" trap shall not exceed 24 in. (610 mm).

7.4.2.4

Horizontal drainage piping, except fixture connections on the inlet side of the trap, shall have a uniformslope of not less than 1⁄8 in./ft (10.4 mm/m) toward the recreational vehicle main drain outlet or slope inaccordance with the listing instructions .

7.4.4.12

A waterless trap shall have affixed on or adjacent to it or the fixture it services a label with the word“NOTICE” with letters a minimum of 1⁄4 in. (6 mm) high and body text a minimum of 1⁄8 in. (3 mm) high on acontrasting background that shall read as shown in Figure 7.4.4.12.

Revise the text. In many cases a location adjacent to the waterless trap or the sink it services is more visible. The label should be permitted on or adjacent the sink the waterless trap services as this is where the cleanout tool could be inserted.

7.5.1 Installation of Waste Holding Tanks. General

7.5.1.1 Waste holding tanks shall be securely installed in such locations as to be removable for service,repair, or replacement without the necessity of removing structural members.

7.5.1.2 Waste holding tanks shall be secured in place so they do not become dislodged when a load equalto four times the holding tank's filled weight is applied to the filled holding tank in any direction exceptupward.


Currently there are no requirements in NFPA 1192 to prevent filled waste holding tanks from becoming dislodged when the RV is subjected to road shock or vibration. Adding this criteria will address this safety concern and provide similar securement criteria as currently found in section 5.2.4 (propane containers) and paragraph 5.9.6.5 (fuel tanks).

Neither the inlet nor vent fitting shall extend downward into the tank more than 1 ⁄ 2 3/4 in. (13mm 19mm ). .


This suggested change is based on input from the fittings manufacturers who are indicating that vent connection fittings are now more robust and are designed to seat more fully in the top of the tank. Thus the increase to ¾″ would accommodate these new fitting designs without jeopardizing safety.

A caution label containing the word “Caution” with letters a minimum of 1⁄4 in. (6 mm) high and body text aminimum of 1⁄8 in. (3 mm) high on a contrasting background shall be affixed in a visible location adjacent tothe tank flush valve inlet and shall read as follows:

Do not use the tank flush valve unless the fullway termination valve is in the open position. May result inan unsanitary condition leading to illness or personal injury.

7.6.6 Anti-Siphon Trap Vent Devices.

An anti-siphon trap vent device shall be permitted to be used only as a secondary vent in accordance withthe following:

(1) An anti-siphon trap vent device shall be installed in accordance with the terms of its listing.

(2) One anti-siphon trap vent device shall be permitted to serve not more than two fixtures.

(3) Anti-siphon trap devices shall not be used as a primary vent for toilets or holding tanks.

(4) When a fixture drain or main drain with fixtures serviced by water seal traps bypasses a holding tank,that drain shall be vented by a primary vent.

(5) Two fixtures protected by one anti-siphon trap vent device shall be drained by a common 1 1⁄2 in. (38mm) minimum drain.

(6) The device shall be installed in an accessible location that permits a free flow of air.

Chapter 3 Definitions

3.1 General.

The definitions contained in this chapter shall apply to the terms used in this standard. Where terms are notdefined in this chapter or within another chapter, they shall be defined using their ordinarily acceptedmeanings within the context in which they are used. Merriam-Webster's Collegiate Dictionary, 11th edition,shall be the source for the ordinarily accepted meaning.

3.2 NFPA Official Definitions.

3.2.1* Approved.

Acceptable to the authority having jurisdiction.

3.2.2* Authority Having Jurisdiction (AHJ).

An organization, office, or individual responsible for enforcing the requirements of a code or standard, or forapproving equipment, materials, an installation, or a procedure.

3.2.3 Labeled.

Equipment or materials to which has been attached a label, symbol, or other identifying mark of anorganization that is acceptable to the authority having jurisdiction and concerned with product evaluation,that maintains periodic inspection of production of labeled equipment or materials, and by whose labelingthe manufacturer indicates compliance with appropriate standards or performance in a specified manner.

3.2.4* Listed.

Equipment, materials, or services included in a list published by an organization that is acceptable to theauthority having jurisdiction and concerned with evaluation of products or services, that maintains periodicinspection of production of listed equipment or materials or periodic evaluation of services, and whoselisting states that either the equipment, material, or service meets appropriate designated standards or hasbeen tested and found suitable for a specified purpose.

3.2.5 Shall.

Indicates a mandatory requirement.

3.2.6 Should.

Indicates a recommendation or that which is advised but not required.

3.3 General Definitions.

3.3.1 Accessory Structure.

Buildings that house offices, employee or operator living units, recreational facilities, grocery stores,convenience stores, gift shops, services, restrooms, dumping stations, showers, laundry facilities, storageunits, and other support services customarily a part of a recreational vehicle park or campground operation.

3.3.2 Campground.

Any parcel or tract of land under the control of any person, organization, or governmental entity whereintwo or more recreational vehicle, recreational park trailer, and/or other camping unit sites are offered foruse by the public or members of an organization for overnight stays.

3.3.2.1 Developed Campground.

A campground with two or more recreational vehicle or recreational park trailer unit sites accessible byvehicular traffic, where sites are substantially developed and refuse disposal systems, flush toilets, bathingfacilities, and water are provided.

3.3.2.2* Primitive Campground.

A campground that is not accessible to vehicles and no facilities are provided for the comfort orconvenience of the campers.

3.3.2.3 Semi-Developed Campground.

A campground with two or more recreational vehicle or recreational park trailer unit sites, accessible byvehicular traffic. Roads and facilities (toilets and/or privies) are provided.

3.3.2.4* Semi-Primitive Campground.

A campground accessible only by walk-in, equestrian, or motorized trail vehicles where rudimentaryfacilities (privies and/or fireplaces) may be provided for the comfort and convenience of the campers.

3.3.3* Camping Unit.

A portable structure, shelter, or vehicle designed and intended for occupancy by persons engaged in RVingor camping.

3.3.4 Camping Unit Site.

A specific area within a recreational vehicle park or campground that is set aside for use by a camping unit.

3.3.5 Camping Unit Stand.

A specific area within a recreational vehicle park or campground set aside for use by a camping unit.

3.3.6 Density.

The number of camping unit sites on a unit of land area.

3.3.7* Gross Trailer Area.

The total plan area measured to the maximum horizontal projection of exterior walls in the setup mode.

3.3.8 Offset (Sewer Lines).

A combination of elbows or bends in a line of piping that brings one section of the pipe out of line but into aline parallel with the other section.

3.3.9 Propane.

Any material having a vapor pressure not exceeding that allowed from commercial propane composedpredominantly of the following hydrocarbons, either by themselves or as mixtures: propane, propylene,butane (normal butane or iso-butane), and butylene. [1192, 2011]

3.3.10 Public Water Supply.

A municipally or privately owned and approved community water supply system designed to distributewater to consumers within a defined geographical area.

3.3.11 Rear of Site.

A line designating the rearmost part of the stand that is perpendicular to the longitudinal centerline of thestand.

3.3.12 Recreational Park Trailer /Park Model RV .

A trailer-type unit that is primarily designed to provide temporary living quarters for recreational camping orseasonal use.

3.3.13 Recreational Park Trailer /Park Model RV Site.

See 3.3.4, Camping Unit Site.

3.3.14 Recreational Park Trailer Stand /Park Model RV Stand .

3.3.15 Recreational Unit Site.


3.3.16* Recreational Vehicle (RV).

A vehicular-type unit that is primarily designed as temporary living quarters for recreational, camping, orseasonal use; has its own motive power or is mounted on or towed by another vehicle; is regulated by theNational Highway Traffic Safety Administration as a vehicle or vehicle equipment; does not require a specialhighway use permit for operation on the highways; and can be easily transported and set up on a dailybasis by an individual. 3.3.17* Recreational Vehicle Park.

3.3.18 Recreational Vehicle Site.


3.3.19 Recreational Vehicle Stand.


3.3.20 Sanitary Disposal Station.

A facility provided for emptying of the waste-holding tanks.

3.3.21* Service Structure.

A structure or portion thereof that is used to house sanitary facilities, such as water closets or lavatories.

3.3.22 Sewage.

Any liquid waste containing animal or vegetable matter in suspension or solution, or the water-carriedwastes resulting from the discharge of water closets, laundry tubs, washing machines, sinks, dishwashers,or any other source of water-carried waste of human origin or containing putrescible material.

3.3.23 Sewer Branch.

For recreational vehicle parks and campgrounds, that portion of a sewer system that receives the dischargefrom more than one sewer lateral.

3.3.24 Sewer Lateral.

That portion of a sewer system that serves a single site or structure.

3.3.25 Sewer Main.

That portion of a sewer system that receives the discharge from all sewer laterals or branches within therecreational vehicle park or campground.

3.3.26 Stand.


3.3.27 Utility Connection Assembly.

A single hookup assembly located on the site and containing connections for any of the following: potablewater, sewer inlets, electrical power, phone, or television.

3.3.28 Water Riser Pipe.

That portion of the water system serving the recreational vehicle, recreational park trailer, and/or othercamping unit site that extends from the water supply main through a lateral branch and terminates at awater connection.

3.3.29 Water Supply Station.

A facility for supplying potable water.


The term Recreational Park Trailer /Park Model RV is consistent with recognized terminology used in the industry.

4.5.1 Recreational Park Trailer/ Park Model RV Transportation Equipment . Detached transportationequipment including tongue assembly, axles, wheels and tires shall remain on the campground either onsite or in on site storage for future use unless removal is authorized by the local AHJ. It is recommended tokeep all transportation equipment attached.


Many parks remove the transportation equipment, especially the tongue assembly (hitch) for safety reasons to avoid having anything protruding to cause a trip or fall. We want to ensure the integrity of the classification of a PMRV if any transportation equipment is removed and kept with the unit or stored on the campgrounds premises. Any removal from the premises should have prior approval from the AHJ. This will promote consistency in the RV Park and Campground industry.

4.5 Recreational Park Trailers /Park Model RV .

Recreational park trailers /Park Model RV shall meet the following criteria:

(1) Be built on a single chassis mounted on wheels

(2) Have a gross trailer area not exceeding 400 ft2 (37.2 m2) in the setup mode

(3) Be certified by the manufacturer as complying with ANSI A119.5

(4) Detachable transportation equipment including the tongue assembly, axles, wheels and tires shallremain on the campground either on site or in on site storage for future use unless removal isauthorized by the local AHJ. It is recommended to keep all transportation equipment attached.


Many parks remove the transportation equipment, especially the tongue assembly (hitch), for safety reasons to avoid having anything protruding to cause a trip or fall. The Language added will ensure the integrity of the classification of a PMRV. Any removal of the transportation equipment from the premises should have prior approval from the AHJ.

5.1.5 Camping Unit Site Size.

5.3 Recreational Park Trailer/Park Model RV Site.

5.3.1 Recreational Park Trailer /Park Model RV Stand Construction.

5.3.1.1

Each recreational park trailer /Park Model RV stand shall be installed using a method to accommodatethe recreational park trailer /Park Model RV setup and minimize the possible settling of the recreationalpark trailer /Park Model RV in its setup mode.

5.3.1.2

Recreational park trailer/Park Model RV sites shall have a potable water supply connection, sewer inletconnection, and electrical power supply for each individual recreational park trailer /Park Model RV stand.

5.3.2 Grouped Utility Connection Assembly.

The utility connections shall be permitted to be grouped together in one assembly in accordance with5.3.2.1 and 5.3.2.2.

5.3.2.1

The assembly shall be located on the left rear half of the site (left side of the recreational park trailer) within6 ft (1.8 m) of the stand.

5.3.2.2

For the purpose of providing utility connections to individual recreational park trailers, the assembly shall belisted for recreational vehicle or recreational park trailer use. [See Figure B.1(c) and Figure B.1(f) forseparate potable water supply connections, sewer inlet connections, and electrical power supply outlets atindividual recreational park trailer stands.]


The term Recreational Park Trailer /Park Model RV is consistent with recognized terminology used in the industry.

5.5 Accessible Camping Unit Site

5.5.1 The minimum number of camping units to provide mobility features shall be based on total numberof units provided in the campground per table 5.5.1 below:

5.5.1.1 Camping units with mobility features shall be comparable to, and integrated with, camping sitesavailable to others.

5.5.1.2 At least one of each type of outdoor constructed features and other elements provided withincamping units with mobility features shall comply with the applicable technical requirements. Where morethan one of the same type of outdoor constructed feature or element is provided, requires at least two of thesame type to comply with the applicable technical requirements of section 2, 3 & 4 below.

5.5.1.3 When campground owner/operator determines that a condition does not permit full compliancewith a provision of the ADA, compliance is required to the extent practicable

5.5.1.3.1 Compliance is not practicable due to terrain.

5.5.1.3.2 Compliance cannot be accomplished with the prevailing constructionpractices.

5.5.1.3.3 Compliance would fundamentally alter the function or purpose of the facility orthe setting.

5.5.2 Parking Spaces Within Accessible Camping Unit Sites

5.5.2.1. Recreational Vehicles. Parking spaces and pull thru spaces for recreational vehicles shall be 20feet (6100 mm) wide minimum.

5.5.2.2.1 EXCEPTION: Where two adjacent parking spaces are provided for recreationalvehicles, one parking space shall be permitted to be 16 feet (4880 mm) wide minimum.

5.5.2.3 Other Vehicles. Parking spaces for vehicles, other than recreational vehicles, shall be 16 feet(4880 mm) wide minimum to accommodate vans equipped with a lift or ramp.

5.5.2.3.1 EXCEPTION: Where two adjacent parking spaces are provided for vehicles, otherthan recreational vehicles, one parking space shall be permitted to be 8 feet (2440 mm) wide minimum.

5.5.2.4 Surface. The surface of parking spaces and pull thru spaces shall be firm and stable.

5.5.2.5 Slope. The surface slope of parking and pull thru spaces shall not be steeper than 1:48 in anydirection.

5.5.2.5.1 EXCEPTION: Where the surface is other than asphalt, concrete, or boards, slopes notsteeper than 1:20 shall be permitted when necessary for drainage.

5.5.2.6 Access Aisle. An access aisle on the driver's side of the vehicle shall measure 4 feet (1220 mm)minimum without impedance of a slideout, to enable a person using a wheel chair to access utilities locatedon the driver's side of the vehicle.

5.5.2.7 Clear Space. The clear space on the passenger side of the vehicle shall have a minimum width of8 feet (2440 mm) to accommodate a wheel chair lift for a motorized.

5.5.3. Accessible Tent Pads and Tent Platforms

5.5.3.1. General. Tent pads and tent platforms are defined spaces with prepared surfaces for setting up andsecuring tents.

5.5.3.1.1 EXCEPTION: When a campground owner/operator determines that a condition does not permitfull compliance with a specific provision, the tent pad and tent platform shall comply with the provision to theextent practicable.

5.5.3.2 Clear Ground Space. Clear ground space shall be provided on all usable sides of tent pads and tentplatforms.

5.5.3.3 Size. The clear ground space shall be 48 inches (1220 mm) wide minimum.

5.5.3.4 Surface. The surface of the clear ground space shall be firm and stable and shall allow use of tentstakes and other tent securement devices.

5.5.3.7 Slope. The slope of the surface of tent pads, tent platforms, and clear ground spaces shall not besteeper than 1:48 in any direction.

5.5.3.7.1 EXCEPTION: Where the surface is other than asphalt, concrete, or boards, slopes not steeperthan 1:20 shall be permitted where necessary for drainage.

5.5.3.8 Height. Tent platforms shall be a maximum of 19 inches (485 mm) high measured from the clearground space to the tent platform surface.

5.5.4. Accessible Outdoor Constructed Mobility Features. Picnic tables, fire rings, grills, fireplaces, woodstoves, trash and recycling receptacles, water hydrants, and utility and sewage hookups provided at outdoorrecreation facilities.

5.5.4.1. Clear Ground Space - Minimum Size and Location.

5.5.4.2 Picnic tables. 36 inches (915 mm) shall be usable on all sides of the table measured from the backedge of the benches.

5.5.4.2.1. Height. The tops of dining surfaces and work surfaces elements shall be 28 inches(710 mm) minimum and 34 inches (865 mm) maximum above the finish floor or ground (Ref. ADA 902.3).

5.5.4.2.2. Wheelchair Space. Picnic tables shall provide at least one wheelchair space for each24 linear feet (7320 mm) of usable table surface perimeter. Wheelchair spaces shall be 30 inches (760mm) minimum by 48 inches (1220 mm) minimum. Wheelchair spaces shall be positioned for a forwardapproach to the table and provide knee and toe clearance under the table.

5.5.4.2.3Knee and Toe Clearance

1) Minimum Required Depth. Where toe clearance is required at an element as part of aclear floor space, the toe clearance shall extend 17 inches (430 mm) minimum under theelement.

2) Minimum Required Depth. Where knee clearance is required under an element aspart of a clear floor space, the knee clearance shall be 11 inches (280 mm) deep minimumat 9 inches (230 mm) above the finish floor or ground, and 8 inches (205 mm) deepminimum at 27 inches (685 mm) above the finish floor or ground.

3) Width. Toe clearance shall be 30 inches (760 mm) wide minimum.

4) Width. Knee clearance shall be 30 inches (760 mm) wide minimum.

5.5.4.3. Fire rings, grills, fireplaces, and woodstoves. A minimum of 48 inches (1220 mm) by 48 inches(1220 mm) shall be provided on all usable sides of the fire ring, grill, fireplace, and woodstove. Center thespace on each usable side of the grill, fireplace, and woodstove. Fire rings with double walls or insulationon the sides are recommended to prevent burns. Where fire rings, grills, or fireplaces are constructed withraised edges or walls, the maximum depth of the raised edge or wall shall be 10 inches (254 mm).

5.5.4.3.1. Burning surface. A minimum of burning surface shall be no lower than 9 inches (230mm) above the ground.

5.5.4.3.2. Cooking surface. Cooking surfaces shall be no less than 15 inches (381 mm) and nohigher than 34 inches (864 mm) above the clear ground space.

5.5.4.4. Trash and recycling receptacles. A minimum of 36 inches (915 mm) by 48 inches (1220 mm)positioned for forward approach to the receptacle opening; or 30 inches (760 mm) by 60 inches (1525 mm)positioned for a parallel approach to the receptacle opening shall be provided.

5.5.4.5. Water hydrants. A minimum of 72 inches (1830 mm) by 48 inches (1220 mm) with the long side ofthe space adjoining or overlapping an outdoor recreation access route or trail, as applicable, or anotherclear ground space shall be provided. The space shall be located so that the water spout is 11 inches (280mm) minimum and 12 inches (305 mm) maximum from the rear center of the long side of the space.

5.5.4.6. Utility and sewage hookups. A minimum of 30 inches (760 mm) by 60 inches (1525 mm) with thelong side of the space adjoining or overlapping an accessible parking space or pull thru space forrecreational vehicles shall be provided. The space shall be located so that the hook-ups are at the rearcenter of the space. Bollards or other barriers shall not obstruct the clear ground space in front of thehook-ups. .


The US Access Board has developed the Standards for Outdoor Developed Areas which includes campsites under Title I for Federal facilities. While these have not been developed yet for the public accommodations under Title III yet, the proposed accessibility guidelines in this public input have modeled after the Title I and will provide clear and concise direction for accessibility compliance in the private RV Park and Campground industry.

7.8.2 Waste Treatment System.

The waste treatement sytem treatment system design capacity shall be based on a minimum discharge of50 gallons (189.3 L) per day per site and a maximum discharge of 100 gallons (378.5 L) per day per site.

Chapter 8 Operations Standards

8.1. Length of Stay.

8.1.1. General. The length of stay for a transient guest should be market driven and determined bycampground management and not by AHJ’s.

8.1.2. Transient Guest. The occupant of a camping unit site cannot use the site as an address,permanent residence or domicile irrespective of the length of stay. A transient guest relationship isestablished because it is not lasting, enduring, or permanent. To ensure residency is not established, thetransient relationship shall not exceed 9 months.

8.1.3. Landlord/Tenant. A landlord/tenant relationship is not established for transient guests.

8.2 Guest Removal/Ejection

8.2.1 Campground Owner. The owner or operator of a campground or an agent of suchowner or operator.

8.2.2 Transient Guest. The occupant of a camping unit site cannot use the site as an address,permanent residence or domicile irrespective of the length of stay. A transient guest relationship isestablished because it is not lasting, enduring, or permanent and not a landlord/tenant relationship.

8.2.3 Written Policies. A campground owner shall post written policies in a high traffic areaon the campground, on the campground website and distribute to registered guests or visitors uponarrival at the campground a written policy on campground curfew, alcohol use, tobacco use, petpolicy, etc.

8.2.3.1 Signed Written Policy. The campground owner should obtain from the guest or visitorupon registration a signed copy of the written policies acknowledging they have agreed to abide bythose policies during their stay.

8.2.3.2 Discrimination. A park owner may not have any policies that discriminate based uponrace, color, national origin, sex, physical disability, or creed.

8.2.4 Ejection/Removal. A campground owner may eject/remove a person from thecampground and notify the appropriate local law enforcement authorities of any person who:

1) Is not a registered guest or visitor of the campground.

2) Remains on the campground beyond an agreed-upon departure time and date.

3) Defaults in the payment of any lawfully imposed registration or visitor fee or charge.

4) Creates a disturbance that denies other persons their right to quiet enjoyment of thecampground necessary for the preservation of public peace, health, and safety.

5) Violates any federal, state, or local law.

8.2.5 Trespass. A person who remains on a campground after having been asked to leaveby a campground owner for violating any of the written policies shall be guilty of trespass, subject topossible penalties and may be removed summarily by the campground owner or a law enforcementofficer.

8.2.6 Refunds. A person who is removed from a campground shall be entitled to a refundof the unused portion of any prepaid fees, less any amount otherwise owed to the campgroundowner or deducted for damages, which unused portion of prepaid fees may be prorated at a ratethat is based upon the daily rate charged by the campground owner.


This chapter is needed to provide clarification in guidance and consistency for the RV Park and Campground industry and local AHJ’s. This guidance will provide a distinction between the transient guest relationship that

exists with an RV Park and Campground as opposed to a residency landlord/tenant relationship at a mobile home park. This will enhance the health and safety of guests and the RV Park and Campground operator by providing clear guidance for guest removal/ejection to the appropriate AHJ.
