Overview

• The STC consists of the commissioners of DOT, Public Safety, and Motor Vehicles. The STC promulgates regulationsestablishing a uniform system of traffic control signals, devices,signs and markings for public highways.

• The STC has an Executive Director.

• The STC office processes all traffic regulatory matters investigated by DOT,in conjunction with DMV, DPS, and the Legal Traffic Authority of a municipality.

• Reports and recommendations are submitted to STC by DOT Bureau of Engineering and Highway Operations - Division of Traffic Engineering prior to the Commission meeting.

• The Commission meets once a month.

No person, firm, corporation, state agency, or municipal agency or combination thereof shall build, expand, establishor operate any open air theater, shopping center or other developmentgenerating large volumes of traffic, having an exit or entrance on, or abutting or adjoining, any state highway or substantially affecting statehighway traffic within this state until such person or agency has procured from the State Traffic Commission a certificate that theoperation thereof will not imperil the safety of the public. (CGS Sec. 14-311[a])

• STC can order the work to cease, require the applicant comply with specific conditions within a reasonable period of time, or go to court.

traffic analysis.

200 or more parking spaces or

100,000 square feet of floor area
