Győr is the sixth largest city in Hungary, with just under 130,000 inhabitants. Its excellent

geographical location, advanced industry, and highly qualified workforce make it one of the most

dynamically developing innovative cities of the country. The so-called Golden Triangle of Vienna,

Budapest and Bratislava, the airport in Pér, the international river harbour in Gönyű, the

international railroad connections, as well as the M1 highway have helped Győr to become one of

the most important economic and industrial centres in Hungary.

Situated near the confluence of no fewer than four rivers, Győr is truly "a city of rivers." Its

atmosphere is dominated by the Moson Danube meandering through the city, as well as its erstwhile

eponymous Rába (Raab). One may as well go punting or on a boat trip to discover the architectural

monuments of Győr, but walking through the inner city allows one to roam amidst mansions from

historic periods, characteristic corner balconies, and statues. It is worth visiting the basilica, founded

almost a millennium ago, where one can behold one of Hungary's national relics, the Herma of St

Ladislaus. The tower of the Bishop's Palace opens a panoramic perspective on the city, with the view

extending as far as Pannonhalma, some 20 kilometres from Győr, where the Benedictine Arch-abbey

is located – one of Hungary's 8 UNESCO World Heritage sites.

These offices are normally closed on Saturday and Sunday.

Business hours for shops from Monday to Friday are from 7:00 to 20:00.

Most of the shops are also open on Saturday (from 7:00 to 18:00) and Sunday (8:00 to 18:00) as well.

There are shops which are open 24/7.

The voltage of Hungarian electric networks is 220 V (F wall sockets are used).

Hungarian Forints (HUF) are the official currency of Hungary since 1 August 1946.

The official airport is Vienna International Airport which is situated 106 km from Győr.

Upon arrival at Vienna International Airport, the teams will be met by LOC staff. After collecting

luggage, team members will be escorted to the official buses by the LOC staff. The transfer time

from Vienna International Airport to the Team Hotel is approximately one hour.

Upon arrival at Vienna International Airport the poles of the teams will be collected and shipped at

the end of each arrival day to the Olympic Sport Park (OSP) by a special dedicated transport.

Teams will receive a receipt stating the country code, the name of the athlete and the number of

poles handed over to the LOC. Poles will be available starting next day upon presentation of the

receipt at the TIC. Teams are requested to clearly mark the poles with country code/flag and the

name of the athlete.

Teams arriving by train to Győr will be met by LOC staff and taken to the Team Hotel, according to

the arrival times given in the final entry system.

Teams arriving by road are kindly asked to go directly to the Team Hotel, where representatives

from the LOC will welcome them.

Countries requiring visas to enter Hungary should obtain them from the Hungarian Embassy or

Consulate in their country.

Information concerning transportation can be obtained from the Information Desk located at the

Team Hotel. For opening hours of the Information Desk please refer to point 5.2 of this manual.

A regular bus service will be provided between the Team Hotel and the competition, warm-up and

training venues.

On competition days (5-8 July 2018) the bus service will be available between 7:50 – 22:00 and will

depart every 10 minutes from the Team Hotel (direction OSP).

On the pre-competition days (3 and 4 July), the bus service will be available between 9:50 – 20:00

and will leave every 20 minutes from the Team Hotel (direction OSP).

The average travel time between the venues will be 5 minutes.

Bus stops will be clearly marked and timetable of the buses will be displayed at each stop.

Full details of the schedule will be also displayed at the Information Desk in the Team Hotel.

Transport will be arranged according to the departure times submitted by the teams during the final

entries and confirmed during accreditation procedure. Further information will be available at the

Information Desk in the Team Hotel.

Before departure, the poles – to be transported to Vienna International Airport or Győr Train Station

– will have to be properly marked (country code and flag, name of the athlete, flight/train number,

departure time and date) and submitted to the TIC latest by 21:00 on Sunday 8 July.

Poles will be transported to Vienna International Airport or Győr Train Station overnight and can be

collected on the departure day from a central location. Further information will be provided to the

teams during the accreditation procedure.

New and refurbished rooms at the Győr Széchenyi István University Campus providing full board

accommodation, are reserved for the teams, with easy accessibility to both the centre of Győr and

the competition venue.

An Information Desk will be located at the Team Hotel with qualified personnel offering relevant

information about all aspects of the European Athletics U18 Championships Győr 2018. The

Information Desk’s opening hours will be as follows:

For all athletes within the European Athletics Quota, European Athletics will pay for full board

accommodation, as stipulated in the European Athletics Competition Regulations (1608.1.4 and

1610.4), for a maximum of six nights. No contribution shall be made in respect of athletes

representing the host European Athletics Member Federation.

European Athletics has previously informed all Member Federations about the allotted free places

(quotas) as a basis for the subventions to the European Athletics Member Federations.

The allocation of the free places is based on the achieved results (places 1-8) and the number of

participants per country at the European Athletics U18 Championships Tbilisi 2016 and the European

Season Best-List 2017.

Those Member Federations having been awarded a minimum of 2 (two) free places shall have at

least one male and one female athlete competing. Hungary as host of the European Athletics U18

Championships Győr 2018 has not been allotted any free place.

The number of team officials in the hereunder chart are also eligible for fixed price accommodation

and other benefits. European Athletics will not cover these officials’ accommodation costs.

The following rates apply for team members. This includes full board accommodation and applies to

any additional days for Athletes and Officials within the ratio and outside the ratio:

Single and twin room will be charged the same respective rate independently of the category

(athletes, in or out of ratio officials).

3 Team Officials include: Head of Delegation, Team Leader(s), Coaches, Medical Staff (medical doctors and

physiotherapists), Team Press Liaison and others. 4 The number of above mentioned team officials is eligible for fixed price accommodation and other benefits.

European Athletics will not cover these officials’ accommodation costs. 5 For Personal coaches beyond the maximum number of out-of-ratio officials, packages can be offered without

accommodation including accreditation with access to the warm-up, training facilities and team seats.

In addition to the accommodation costs, a lodging fee (90 EUR/person) will be charged to out-of-ratio

officials and Personal coaches for the whole duration of the event

No contribution shall be made in respect of athletes representing the host European Athletics

Member Federation.

Each team will be allocated a minimum number of single rooms equivalent to 10% of the total

number of athletes and in-ratio officials registered in the final entries, at the price of a twin room in

single occupancy (75 EUR). Any single rooms above the 10% threshold will be charged at the rate of

90 EUR.

In case of later arrival/early departure of the sharing person, the night used as single room will be

charged at the rate of the twin room in single occupancy (75 EUR during the official period / 90 EUR

for additional nights).

Cancellation policy

The final account for accommodation attributable to each Member Federation shall be based on the

numbers declared in the Final Entries and this shall be paid in full, no allowance being made for any

subsequent reduction in the actual numbers of athletes and/or officials.

A proforma invoice will be sent to each Federation detailing the amount they owe based on their

preliminary entries. Federations are kindly requested to make an advance payment of at least 50%

by deadline indicated on the invoice. Advance payments should be made in Euros by bank transfer

to the following account:

Note: A copy of the bank transfer will be required upon arrival.

The balance of the payment must be paid on-site by the Team Leader on arrival at the Accreditation

Centre. Payment can be made by credit card (VISA or MasterCard) or by cash in Euros.

All meals will be taken in the Team Restaurant located right next to the Team Hotel in the indoor

hall of the University. The restaurant opening times are:

Breakfast from 07:00 until 10:00

Lunch from 12:30 until 15:30

Dinner from 20:00 until 23:00

Accreditation cards will allow access to meals in the Team Restaurant.

For lunch and dinner, mineral water is available free of charge.

On the competition days late serving provisions will be made for those athletes/officials detained at

the stadium due to doping controls or protests.

Arrangements can be made for a team meeting room through the Information Desk in the Team

Hotel. Requests shall be made 12 hours in advance.

A laundry room will be at the disposal of the teams in K1 (1st floor) and K2 (2nd floor) bulidings. The

cost of the service is 100 HUF / 60 minute. The service cost does not include the provision of

washing powder. User guide for washing machines will be available.

All delegations will receive a contact list with important telephone numbers for the European

Athletics U18 Championships Győr 2018.

Each team member will receive an accreditation card, which must be worn at all times and should

be clearly visible. Security personnel will control all areas. The accreditation is not transferable and

does not allow the holder to take another person beyond checkpoints.

Photos (passport type) are required for the accreditation. Photos shall be uploaded online through

the European Athletics event management system Arena which will be accessible at the following

link: https://arena.europeanathletics.org/. The upload function will be available in the final entries

module during final entries from 5 - 25 June 2018. Please upload your digital photos as a jpeg file.

Each photo must not exceed 500kb in size.

Please note that upload of missing photos during the accreditation procedure will only be possible in

exceptional cases and with limited infrastructure, therefore long waiting times shall be expected in

case of on site photo upload.

Accreditation cards will be prepared in advance, based on the information provided by the Member

Federation through the online entry system. No changes will be accepted after the final entry

deadline.

Accreditation cards will be distributed at the Accreditation Centre located at the Team Hotel.

The Team Leaders will be responsible for collecting the team’s accreditation cards and are

requested to take the athletes’ passports or ID card to the Accreditation Centre in order to allow

verification of the participants’ age.

The Team Leader will settle the payment of accommodation for team members outside the

European Athletics quota and after he/she can collect the accreditations cards for the whole team.

We encourage teams to do their final confirmation for all days during accreditation.

Any lost or damaged accreditation cards should be reported to LOC, via the TIC or the Team Hotel

Information Desk. Duplicate cards can be obtained where proof of identity can be established.

All team accreditation cards will allow access to the team seating area, warm-up and training areas,

team tents and physiotherapy rooms. Only athletes who are about to compete will have access to

the call room and to the infield.

The Head of Delegation from each team is invited to the VIP Hospitality area and will be given the

necessary access number on the accreditation card.

Separate cards will be issued and given to teams to access the Mixed Zone, the Combined Events

Resting Room and the information available in the teams’ pigeon boxes at the Technical Information

Centre (TIC).

Separate cards will also be distributed to the coaches (1 per competing athlete) for the coaching

areas.

Access to the Doping Control: 1 pass will be given to the athlete upon notification and an additional

pass for an accompanying person. Passes will be collected once they enter the Doping Control

Station.

The main function of the Technical Information Centre is to ensure smooth communication between

each Team Delegates and the LOC, the European Athletics Technical Delegates and the Competition

Management, regarding technical matters.

The TIC is located at the competition venue (see appendix 1) and will be open according to the

All technical information regarding the competition will be distributed to each delegation in a pigeon

box given to each team. This information will also be displayed on information boards. Access to the

information to be distributed at the TIC will be controlled by a separate card, not by the

accreditation card. TIC cards will be given to each Team Leader (in principle one per team).

There will be a visit organised to the OSP (Olympic Sport Park) on Wednesday 4 July 2018 at 10:00, in

order for the team delegates to inspect access routes and other facilities which will be important to

the teams. Team delegates are to meet LOC members at the TIC, from where they will be escorted

to this visit.

Each team may be represented by a maximum of two team delegates and, if necessary, an

interpreter. It is very important that all teams are represented at the inspection of the Competition

Venue. The inspection will be held in English.

There will be no dedicated transport provided for this activity. Team delegates shall use the Team

Shuttle Service from the team hotel. Please refer to the Information Desk in the Team Hotel for

detailed information.

Where possible, questions related to competition and organisational matters shall be presented in

writing in English, at the TIC or the Information Desk in the Team Hotel before 18:00 on Tuesday, 3

July 2018 in the appropriate form.

There will be no formal Technical Meeting in Győr, but a technical briefing instead which will take

place right after the competition venue inspection in the meeting room located on the first floor of

the indoor tennis hall. Technical Delegates, European Athletics and LOC Competitions Staff will

make themselves available to any Team delegate that wish to address any particular matters.

Information and proposals on the progressions, starting heights and raising of the bars will be

distributed in advance during accreditation procedure. Teams are requested to submit their change

proposals latest by 18:00 on Tuesday, 3 July 2018 at the TIC or the Information Desk in the Team

Hotel. The final decision of the Technical Delegates on these matters will be communicated at the

technical briefing and distributed via the TIC.

Meetings with the Team Leaders will be held daily and starting from Thursday, 5 July 2018 in order to

provide further relevant information to the Team Leaders and answer any questions related to the

Team Services. The first meeting will be held the on Thursday, 5 July 2018 at 14:30 in the OSP at the

kit collection area. The remaining meetings will be scheduled on site and according to the needs.

The implements provided by the LOC (see appendix 2) are selected from those appearing on the

current IAAF approved equipment list.

Personal Implements shall also be allowed, providing that:

They have IAAF certification

They are not already on the official list

They are in good conditions and the brand is easily recognised.

They are made available to all the other competitors until the end of the Final

They will have to be submitted to the TIC the day before the event and no later than 17:00

hours.

Basic implements will be provided for warm up and training.

Vaulting poles handed over to the LOC at Vienna International Airport will be kept in a locked store

and will be brought to the competition site in due time by the organisers.

In case athletes would like to collect their poles for training, they should present the receipt received

at Vienna International Airport at the TIC. The poles must be returned to the TIC by 17:00 the evening

before the start of each pole vault event. The poles will be kept in a locked store and will be brought

to the competition site in due time by the organisers.

The Olympic Sport Park (OSP) and its surroundings are shown in appendix 1 of this document. There

are 2500 of seats in the stadium. Athletes’ seats are located in the second bend.

Equipment and implements necessary for warm-up and training will be available at the venues.

Accreditation must be handed in when borrowing equipment, and will be returned to the athlete

when the equipment is handed back in. Officials will be present to help in the case of problems or

special requirements.

Weight lifting area will be available throughout the opening hours of the facility.

Details about transportation for warm-up and training sessions are included in the transport section

of this manual. The transport schedule will be displayed at the Information Desks in the Team Hotel.

Water will be available at the warm-up and training venues.

Official training for all athletes at the OSP will take place on Wednesday 4 July 2018 from 10:00 to

12:00. The warm-up area will also be available during this period.

Training with Official Starters will take place at the OSP from 11:00 to 12:00.

Changing area (team tents) will be provided to the teams in both warm-up and training venues.

There will be 20 men events and 20 women events.

In accordance with European Athletics regulations only athletes aged at least 16 and not more than

17 years on 31 December of the year of the competition may participate in the European Athletics

U18 Championships Győr 2018.

An official ID card (with picture) stating their birth date of the athlete will be requested during the

accreditation procedure to verify the participants’ age (see point 6.2. of this manual).

Individual competition: According to rule 1603.5., each European Athletics Member Federation may

enter up to 3 (three) athletes in each individual event of whom up to 2 (two) may participate

provided all have achieved the entry standard for that event.

Alternatively to rule 1603.5., each European Athletics Member Federation may enter one athlete

without qualification standard in each individual event, where they do not have qualified athletes

Relay teams: Every European Athletics Member Federation may enter 1 (one) team in each relay

event. Up to 6 (six) athletes may be entered for each relay. From these 6 (six) and from any other

athletes entered for any event in the European Athletics U18 Championships, the 4 (four) athletes to

participate must be nominated at the time specified for the final declaration.

Final entries shall be made through the European Athletics Event Management System which will be

accessible at the following link: https://arena.european-athletics.org/. Member Federations' entries

manager shall use their already known individual and personalised access.

I Run Clean

As per competition regulation number 1603.12. of the European Athletics U18 Championships, each

European Athletics Member Federation may enter only those athletes who have received

certification of having completed the European Athletics Anti-Doping Education Programme – I Run

CleanTM. The certification is to be achieved in addition to the entry standard(s) for the event(s) in

which the athletes are entered.

The athletes are required to send their certification to their respective national federation. The

certification contains a code with encrypted information about the athlete. The code is meant for the

European Athletics Entries Management System - ARENA to uniquely identify and validate the

identity of the holder of the certification. The entries manager from each national federation shall

enter the certification code of the concerned athletes on ARENA during the final entries of Györ

2018.

Procedures and deadlines

Final entries indicating the names and individual logistical information (detailed travel

arrangements, accommodation request and rooming list) of the competitors and of the officials

must be received not later than 10 (ten) days before the first competition day. According to the

regulations the deadlines for the final entries are:

All Member Federations will be able to consult and print out their entries at any time during the

opening period and will receive a pdf report with a status of their entries 24h before the deadline as

well as one pdf confirmation after the closing of the system. Amendments and updates will then be

possible through the accommodation and transportation modules of Arena after the closing of the

final entries.

European Athletics may reduce financial support (for travel, board/accommodation grants, etc.) to

any European Athletics Member Federation which, after having announced their participation, does

not take part or attend the competition with a number of athletes and officials materially higher or

lower than the number stated in the Preliminary Entry by 20%. The latter applies only if the

Preliminary Entry is more than 4 (four).

As mentioned in point 6.1. of this manual, a photo is required for the accreditation. To avoid long

waiting times during accreditation procedure, please make sure to upload the photo of the

competitors and the officials while submitting the final entries.

Team Leaders or their representatives must confirm the names of those competitors already

entered who will actually take part in the competition. Confirmation of athletes will not be accepted

after the deadline (see table below).

support to proceed with final confirmations online. Final Confirmations can be submitted together

(for all competition days) or for one day at time in accordance with the times and dates shown in the

table above.

Any team foreseeing to arrive to the venue of the European Athletics U18 Championships Győr 2018

later than the deadline set above shall confirm the respective athletes’ participation online or contact

European Athletics via email at [email protected].

We encourage teams to do their final confirmation for all days during accreditation.

The composition of each relay team as well as well as the running order shall be officially declared at

the TIC or using the online tool, no later than one hour before the published first call time for the

first heat of each round of the competition. Forms for the final declaration and confirmation will be

distributed to each delegation during accreditation but they don’t need to be returned if the

confirmation is done online.

Any athlete who, after the Final Confirmation has been submitted, or after qualifying during a

qualifying round or a heat for any event, fails to participate in the event without giving a valid reason

(e.g. a medical certificate provided by and based on an examination of the athlete by the Medical

Delegate appointed under Rule113), shall be excluded from participation in all further events in the

competition, including Relays (see IAAF Rule 142.4).

Withdrawals after Final Confirmation, have to be submitted, on the official Withdrawal Form, to the

TIC. If the athlete is entered in another event of the Championships, the reason for the withdrawal

has to be specified in detail. The Technical Delegates are responsible to accept the withdrawal based

on the IAAF Rules.

The LOC will provide the teams with competition bibs during accreditation.

For individual events, each competitor will receive 4 personal bibs with names. These must be

pinned to the front and back of the competition clothing, to the back of the tracksuit, and to the bag.

Exceptions are made for High Jumpers, Long Jumpers, Triple Jumpers and Pole Vaulters. These

competitors are permitted to attach the bib only to the front or to the back of their competition

clothing (plus their tracksuit and bag).

For all running events including and above 800m (including the last race of Combined Events)

athletes will receive a bib with a plastic pouch for the transponders that shall be pinned in the front.

Transponders will be handed out at the Call Room/Combined Events Resting Room.

Special bibs

The European Leader for each event according to the European U18 lists will receive a special bib

with a blue background that he/she must wear on his/her front.

Each runner in a relay team must wear the bib with the official three-letter country code of his/her

national federation on his/her front. On his/her back the runner must wear the personal bib. Bib

numbers with the three-letter country code will be distributed at the Call Room.

Each competitor in the race walking events will be given two special bibs which must be worn as

follows:

the bib with his/her name and identification number on his/her front,

the bib with his/her identification number only on his/her back.

For the Combined Events, the leading athlete after each event will be given a special bib (yellow

background) indicating he/she is the leading athlete, to be worn on their chest. Athletes competing in

the last heat of the 800m and 1500m will also be given a special bib, to be worn on their chests,

which will indicate their position in the competition prior to the last event.

Bibs must not be cut, folded or covered in any way.

Competitors must wear the Federation’s official team clothing. IAAF Rule 143 will be strictly applied.

Please make sure to follow the IAAF Advertising Regulations in force. Clothing and items not

conforming to this rule and the current IAAF Advertising Regulations will be removed/taped at the

Call Room.

The European Athletics has a record of the team vests of all Member Federations available on

European Athletics event management system, Arena, accessible at the following link:

https://arena.european-athletics.org/.

Member Federations shall confirm their team vests shown on the website. If the uniform displayed

differs from the current official uniform, the revised team vests form must be uploaded by 25 June

2018 using the form sent by European Athletics for that specific purpose. Otherwise, the existing

records will be used as reference.

Team clothing must be uniform. A competitor wearing any other clothing will have no access to the

competition area and will not be allowed to compete. This rule applies both to competition clothing

(vest, shorts and tights) as well as to tracksuits.

The rule stipulating the compulsory wearing of the official competition clothing will be applied during

the competition but also during any victory lap, interviews at the Stadium and Victory Ceremonies.

Dimensions of Spikes

Spike which projects from the sole or the heel shall not exceed 9 mm except in the high jump and

javelin throw events where it shall not exceed 12mm. These spikes must be constructed that it will, at

least for the upper half of its length, fit through a square sided 4 mm gauge.

The Sole and the Heel

The sole and/or heel may have grooves, ridges, indentations or protuberances, provided these

features are constructed of the same or similar material to the basic sole itself. In the high jump and

long jump, the sole shall have a maximum thickness of 13 mm and the heel in high jump shall have a

maximum thickness of 19 mm. In all other events the sole and/or heel may be of any thickness.

The call for the participants will be made in the indoor running straight located near the 100m start.

It is the responsibility of the team officials to ensure that their athletes are aware of the last check-in

times for entry to the Call Room. Athletes arriving late may be excluded from participation in the

event.

Athletes must report to the Call Room before each event as follows:

Pole Vault 65 minutes prior to the scheduled starting time

High Jump, Long Jump, Triple Jump 45 minutes prior to the scheduled starting time

Shot Put 40 minutes prior to the scheduled starting time

Hammer Throw, Discus Throw, Javelin Throw 45 minutes prior to the scheduled starting time

Running Events and Race Walking 20 minutes prior to the scheduled starting time

Hurdles and Steeplechase 20 minutes prior to the scheduled starting time

Medley Relays 25 minutes prior to the scheduled starting time

The above times may be changed for qualifying rounds due the number of entries.

In the Call Room the judges will check the following in accordance with IAAF Rules:

Athletes competing in all races including and above 800m (including the last event in the Combined

Events) will be provided with a small transponder which will be inserted in a pouch at the back of the

front bib. After the competition, the athletes should return the transponder at the entrance of the Kit

Collection Area, where they will be collected by volunteers.

Personal belongings (video cameras, tape recorders, radios, CD players, radio transmitters,

MP3/MP4, cell phones or similar devices) will not be permitted in the infield as per IAAF Rule 144.2.

Competition officials in Call Room will confiscate all not authorised items. Athletes will receive a

receipt for any such items. Upon presentation of this receipt, the athletes will be able to collect such

items from the TIC once their event has finished.

When all the control has been completed Call Room officials will accompany the athletes from the

Call Room onto the infield according to the following schedule:

Pole Vault 50 minutes prior to the scheduled starting time

High Jump, Long Jump, Triple Jump 30 minutes prior to the scheduled starting time

Shot Put 25 minutes prior to the scheduled starting time

A detailed list of Call Room times will be handed out at the TIC day by day for the following day.

Team Leaders must inform all their athletes about the times at which they must report in Call Room

and on the procedures to be followed in Call Room.

Refreshments (still water) and toilets will be available in the Call Room.

Each athlete is allowed a minimum of two practice trials under the supervision of the officials, more

if time allows. The athletes will be called to the practice trials in the competition order. Only official

markers provided by the LOC will be allowed for marking the runways.

Once the practice jumps/puts/throws for the final are finished, participants will be asked to stand in

the order of the competition, for the presentation.

Measurements

All field events will be measured by an EDM (Electronic Distance Measurement) system.

Athletes in track events will be asked to enter infield already dressed in competition clothing.

Tracksuits shall be placed in baskets at the Call Room which will be taken to the kit collection area by

the end of the race.

Starter’s Commands

The starter’s commands will be given in English.

The starter’s command for the distances up to and including 400m and Medley relay are:

Vinex starting blocks will be used at the European Athletics U18 Championships Győr 2018. These

blocks have a false start detection system and are linked to a false start console.

Race Walking

Race walking events will be conducted using the “Pit Lane” Rule – following below Operational

Guidelines.

Penalty Area Set-up:

It will be located in the final straight, in lanes 5 to 7, close to the 80m start line and in front of

the Posting Board,

It will have one entrance and one exit at opposite ends (both of the same size) and be of 10m

in length (maximum),

Small barriers or cones will be used to clearly identify the penalty area,

The athlete is free to stop or continue moving inside the penalty area however there are no

benches and no access to refreshments, drinking, sponging or other kind of assistance, but

communication with coaches is allowed.

Judging IAAF Race Walking Rules (230) will be applied with the following adaptations:

When one athlete receives 3 Red Cards, he will receive a communication from the Chief Judge

or his Assistant showing him a paddle with the time penalty on both sides and he must stop in

the penalty area at the first opportunity,

The following penalty times shall apply:

- For the 5,000m: 30 seconds

- For the 10,000m: 1 minute

At the first opportunity the athlete will be guided by the Chief Judge's Assistant into the Pit

Lane,

The time penalty starts immediately as the athlete enters the Pit Lane,

The athlete will be shown an appropriate card notifying him when 10 seconds remain on the

penalty,

After the time penalty, and following the instructions of the official in charge of the penalty

area, the athlete will re-enter the event,

The athlete is not judged in the Penalty Area,

If the athlete then receives any additional Red Card(s) (from the judges who had not previously

sent him one), he will be disqualified and the Chief Judge or his assistant must notify the

disqualification as soon as possible,

If an athlete receives 4 or more Red Cards before stopping in the penalty area, the athlete will

be disqualified and the Chief Judge or his assistant must notify the disqualification as soon as

possible,

If an athlete receives the third Red Card at the late stage of the race and it’s not possible for

the Chief Judge or his assistant to notify the athlete that he must stop in the penalty area, the

athlete shall finish the race and the penalty time (60 or 120 seconds) shall be added to his

official time,

The Chief Judge maintains the power to immediately disqualify the athlete in the last 100m of a

race (no time penalty).

Timing

The official timing will be provided by ATOS and will be displayed on the official electronic timing

instrument provided by ATOS.

An athlete may only leave the competition area when accompanied by a judge. The intention has to

be communicated to the Referee.

After the competition, athletes leave the field of play immediately through the mixed zone (see

appendix 1). The clothing baskets will be brought to the kit collection area located after the mixed

zone.

Water will be provided in the warm-up area, in the call room, in the infield and in the mixed zone.

Protests and appeals are permitted and will be processed in accordance with IAAF Rule 146.

In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by

a responsible official acting on his/her behalf (Rule 146.3). Protests concerning the result or conduct

of an event shall be made within 30 minutes of the official announcement of the result of that event

(posted on the TIC information board). Any written appeal to the Jury of Appeal must be made in

accordance with Rule 146.5 and signed by a responsible official on behalf of the athlete and

submitted to TIC within 30 minutes after the official announcement of the decision made by the

Referee.

When submitting an appeal form, a deposit of EUR 75, as set in the rules, must be paid. If the

protest is unsuccessful, the deposit will not be returned. The Jury’s decision will be provided in

writing.

Immediately after the competition, the flash interview group will interview the winning athletes.

These interviews will be distributed on information sheets to the media. In the mixed zone, all

athletes meet the media: first TV, then radio and finally the written press. It is for the athlete to

decide whether he/she will give an interview.

General Information

As per competition regulation number 1610.9. of the European Athletics U18 Championships,

European Athletics Member Federations are responsible for taking out their own insurance to cover

illness or injury to any member of their party when travelling to and from and during the European

Athletics U18 Championships. Participating teams are requested to present a copy of the insurance

policy during the accreditation procedure or send a copy of the document in advance to

[email protected].

The medical service will provide medical information and assistance to all accredited guests (teams,

LOC personnel, VIP guests, media as well as spectators) during the competition in the Stadium.

In case of emergency, please contact the nearest medical first aid station or call Marianna Kiss-

Polauf dr., head of LOC Medical Services. Phone number of Marianna Kiss-Polauf dr. will be

distributed upon arrival and will also be displayed at the Team Hotel Information Desk.

The 24/7 Medical Emergency Service number is 112

Healthcare services and diagnostic examinations at the Petz Aladár County Teaching Hospital will be

provided on international healthcare insurance basis. Accredited team members and officials will

need to present personal documents and valid international insurance in case of any hospital

intervention.

Additionally requested special medical interventions at the Petz Aladár County Teaching Hospital

(such as MRI, CT, etc.) will be charged to the teams and shall be paid on site based on the official

price list of the hospital.

Medical Services in the Team Hotel

A medical room (with a doctor), will be located at the Team Hotel (exact room number will be

displayed at the Information Desk) and will be open daily (from 3 to 9 July 2018) from 08:00 to 22:00.

Between 22:00 and 08:00, in case of emergency, please contact Marianna Kiss-Polauf dr., head of

LOC Medical Services. Phone number of Marianna Kiss-Polauf dr. will be distributed upon arrival

and will also be displayed at the Team Hotel Information Desk.

Medical Care at the OSP

The OSP medical service is responsible for any problems concerning the athletes’ health. There is a

room for medical attention next to the finish line (see appendix 1). Team doctors have access to the

medical service facilities when an athlete of his/her own team is hurt or is in need of medical

attention.

Team physiotherapists and doctors may use the equipment in the medical room in co-operation with

the medical staff.

During the competition days, two medical teams will be on duty positioned near the finish line and

the 200m start in the main competition venue.

On 3-8 July, during the warm-up and training sessions medical assistance (first aid) will be available at

the training and warm-up venues.

Physiotherapy and Massage

For those teams not having a medical staff and in need for physiotherapy or massage, services will

be available at the warm-up and training venues by pre-booked appointments. Reservation can be

made via TIC or Team Hotel Information Desk.

Room for physiotherapy or massage purposes will be available in the Team Hotel.

Medicines available from the LOC

A limited quantity of essential medicine will be available for immediate and emergency patient care

at the OSP and the Team Hotel medical rooms.

Importation of medication

The Team Doctor accompanying a team must provide a list of the medicines the team is bringing

into Hungary, including dosages and quantities. If controlled drugs are also brought to Hungary

(such as morphine or fentanyl), documentation detailing the proof of ownership must be prepared

and might be presented at the Hungarian border6. The respective form shall be sent to the LOC latest

by 31 May to [email protected].

Public Health

We kindly ask the teams to immediatelly inform the LOC medical if any of their team members has

any condition that can be classified as a communicable os infectious disease (e.g. diarrhoea and

vomiting, rash, etc.).

General Information

Doping controls will be conducted in accordance with IAAF Rules and Anti-Doping Regulations under

the supervision of the European Athletics Doping Control Delegate. Urine samples may be collected

immediately before, and during, the European Athletics U18 Championships Győr 2018.

Athletes selected for doping control shall be informed by anti doping officials. Athletes will be

required to sign a confirmation of notification. Athletes who are to be tested may invite a team

official to accompany them to the Doping Control Station (DCS).

A selected athlete should report immediately to the DCS unless there are valid reasons for delay. All

selected athletes will be accompanied by a trained chaperone or Doping Control Officer from the

time of notification until arrival at the DCS. Athletes are reminded that refusal to provide a sample

can render them liable to disqualification and may lead to further disciplinary action.

Athletes who are required to use prescribed medication for the treatment of a medical condition

should ensure that they have registered their medication, where necessary, through the Therapeutic

Use Exemption system prior to attending the European Athletics U18 Championships Győr 2018.

Selection of Athletes

The selection of athletes for control will be made on a final position and/or random basis under the

supervision of the European Athletics Doping Control Delegate. In addition, the selection of further

athletes may be ordered at the discretion of the European Athletics Doping Control Delegate.

Additional Controls

Additional athletes may present themselves for testing. These athletes must report to the TIC where

they will have to complete the “Doping Control Request Form”. They will then be escorted to the

Doping Control Station.

The cost of this control will be paid by the European Athletics and will be deducted from the member

federation’s European Athletics subvention after the Championships.

Timing Boards

Timing boards showing the race time will be positioned in the in-field near the finishing line as well as

near the 100m, 200m and 300m start line.

Field Events Boards

The result of each trial in field events will be shown on the dedicated infield scoreboards.

Final and intermediate results of the field events will be indicated on the stadium scoreboard.

Qualifying marks

The qualifying marks for the final of the Championships will be marked in the following disciplines:

Long jump and triple jump yellow mark alongside the landing area

Throwing events yellow lines in the landing sector

Official announcements will be made in Hungarian and English.

Start lists and results for each competition day will be sent by email to the addresses declared in the

final entries and will be also displayed on the TIC Information Board.

Hard copies of the start lists and results can be obtained at the TIC.

Complete results will be distributed by email to the addresses declared in the final entries after the

last competition.

The European U18 Championships 2018 is the qualifying competition for the Youth Olympic Games

2018 in Buenos Aires, Argentina. European Athletics as Area Federation will select the athletes who will

be invited to participate to this event based on their results in individual events, and according to below

quota per event previously communicated by the IAAF.

Nonetheless, please note that the universality rule must be taken into account to garantee that all

Member Federations participating in the European Athletics U18 Championships 2018 will be

represented at the YOG by at least one athlete (male or female) in an event to be decided in cooperation

with European Athletics. Thus, where necessary one of below quota places per event may be allocated

to a Member Federation even if the athlete is not in the top rank of the event he/she took part in.

The Member Federation will receive the list of selected athletes during the week after the

Championships.

Instructions given by the LOC, the security personnel and the police must be followed in all areas, as

well as during transport from one location to another.

The accreditation card must be worn at all times. If an accreditation is lost, this should be reported

immediately to any LOC Information Desk.

If necessary, the police can be contacted through the LOC Information Desk at your hotel.

The Opening Ceremony will take place on Wednesday, 4 July 2018 at 20:00 at the Dunakapu square

located 700 meters from the Team Hotel. Teams are invited to attend the ceremony.

A Welcome Dinner hosted by European Athletics and the LOC will be held at the Hotel Amstel Hattyú

on Wednesday, 4 July 2018 at 21:30 to which Member Federation will be invited. Invitation cards will

be distributed on site according to the names confirmed in advance by each Member Federation.

All the victory ceremonies will take place at Olympic Sport Park with the exception of the High Jump

and Discus Throw for girls and the Medley relays which will be held during the Closing Party on

Sunday evening.

Athletes must wear the official team clothing for the ceremonies and the presentation bibs provided

by the LOC. No other items shall be taken to the podium, such as flags, bags or other.

Team Leaders are requested to check their countries respective flags at the time of the Accreditation.

The flag handover to the organisers of the European Athletics U18 Championships Rieti 2020 will

take place on Sunday, 8 July 2018 during the evening session at the Olympic Sport Park.

The Closing Party – which will incorporate the Victory Ceremonies of the girls High Jump, Discus

Throw and the Medlay Relays - will take place on Sunday, 8 July 2018 from 22:00 in the Team

Restaurant at the University Campus. Everyone with accreditation is welcome to attend.
