EVENT ESSENTIALS

AccreditationAccreditation cards will be available for collection from the Uniform and Accreditation Centre (UAC) at the competition venue, from the day prior to training.

The team manager (or representative) of each delegation will be required to collect the accreditation cards for all members of the delegation, including executives.

To collect accreditation, the federation representative will be required to present the passport for each member of the delegation for which they are collecting accreditation. No accreditation passes will be distributed without a valid passport.

Wearing your AccreditationFrom the point of collection, accreditation must be worn and visible at all times when in the Championships venue. There will be accreditation checks throughout the venue where all members of federations will be asked to display their accreditation.

TRANSPORT

Arrivals and DeparturesTransport to and from the official port of entry, Glasgow International Airport, will be provided following receipt of your flight information. There will be welcome desks at Glasgow International Airport at both domestic and international arrivals

Transport to the VenueA scheduled shuttle service will operate between the official hotels and the venue on an hourly basis. Journey times from official hotels to the venue are 20 – 25 minutes.

Detailed transport schedules and any departure information will be available from the information desks at the official hotels and the Sport Information Desk at the competition venue.

OFFICIAL HOTEL MEALS All provided meals will be taken at hotels throughout the Championships, the timings for these will be posted at the welcome desk in the individual hotels.

VENUE INFORMATIONAll training and competition will take place between 1–8 December at Tollcross International Swimming Centre. This venue is a world-class aquatics centre located in the East End of Glasgow. The centre has a track record of hosting major swimming events, including the 2014 Commonwealth Games and was the venue for Swimming at the Glasgow 2018 European Aquatics Championships.

Tollcross International Swimming Centre’s competition pool will be configured to 25m for these Short Course Championships. The 50m training pool at the venue will be set to 2 x 25m training pools each of six (6) lanes. There will be over 900m² of team space and a total seating capacity in excess of 3500.

Venue AccessThe scheduled shuttle service from the official hotels will transport athletes and team officials to the venue. Teams will access the venue through the main car park entrance and walk straight to the athlete entrance into the venue.

Field of Play (FOP)The competition pool is a ten (10) lane, 25m pool with a constant depth of 2m. Competition will be conducted in the full ten (10) lanes for heats and the central eight (8) lanes for semi-finals and finals. The competition area and all equipment will be presented in accordance with FINA Rules and Regulations.

SPORT FACILITIES AND SERVICES

Sport InformationA Sport Information Desk is located by the entrance to the venue. The desk will provide a variety of services to teams as follows:

• Dissemination of competition and training information

• Publication and distribution of start lists

• Lost and found

• General information

• Transport information

• Weather information

• Official communications

The Sport Information Desk will be open throughout all training and competition sessions from 06:30 on 1– 8 December 2019.

Athlete LoungeA lounge for athletes and support staff is located on level 0 on the north-west side of the venue, near the training pool. Televisions showing live and data feeds of competition will be located in this area as well as wireless internet. The lounge will be open during all training and competition sessions.

Changing RoomsThe athlete changing village is located on Level 0, adjacent to the training and competition pools. This area includes showers, toilets and changing cubicles.

Athlete Preparation AreaAn athlete preparation space is located adjacent to the changing village. Each federation will be

allocated an area, based on team size, where teams may set up their space with their own massage tables and equipment.

There are a limited number of communal massage tables, tables and chairs available for teams to use. Please do not remove the communal massage tables from the designated area.There will also be televisions showing the live competition and results, free WiFi access and a refreshment station. As this area is used by all federations, teams are asked to respect each other’s needs.

Call RoomsBoth first and final call rooms are located on the west side of the venue, adjacent to the changing village area. All call rooms will be under the direction of LEN Technical Officials. No unauthorised access will be allowed.

Athlete Medical ServicesMedical services will be available from the medical team during all training and competition sessions. There will be a doctor, physiotherapist, paramedics and a fully equipped ambulance available at all times. If additional treatment or diagnostics are required, the athlete will be transferred to the Glasgow Royal Infirmary which is a sixteen (16) minute journey from the venue.

Doping ControlTesting will be carried out by UK Anti-Doping (UKAD) in accordance with LEN and FINA Anti-Doping rules. The doping control station is located adjacent to the Sport Information Desk and is easily accessible from the exit of the Field of Play.

Any tests conducted for World or European records will be charged back to the relevant federation post event.

Results DistributionResults will be displayed on the noticeboard at the Sport Information Desk and available from http://glasgow2019.microplustiming.com/Please note no results will be printed for federations.

Ice BathsThere will be designated spaces, for those federations who have booked, around the training pool for ice baths. On arrival at the venue, please report to the Sport Information Desk to inform them that you will require assistance to set up the ice bath. Ice baths that require power will have access to power sockets. Ice distribution will be managed by the Athlete Services team, frequency and volume will be managed by the LOC. Any requirements in excess of that provided can be purchased locally.

Smoking PolicySmoking in public buildings and on public transportation is prohibited in Great Britain. Any persons found in breach of this law may be subject to eviction from the venue and potential prosecution.

SWIMMING COMPETITION FORMATAll heats will be competed in ten (10) lanes, and all semi-finals and finals will be competed in eight (8) lanes. Heats will be conducted during each morning session, with semi-finals and finals conducted during each evening session. Irrespective of times achieved in the heats, only the two (2) fastest from a federation may:

• Proceed to the semi-finals and/or finals

• Take part in a swim off

• Be nominated as a reserve

In the 50m, 100m events there shall be heats, semi-finals and finals. In 200m, 400m and Relay events there shall be heats and finals. In 800m and 1500m events there shall be heats and finals.

Where semi-finals are held, sixteen (16) swimmers will advance to the semi-final. Qualifiers for the final shall be 1st and 2nd in each semi-final together with the fastest times from the remaining swimmers in the semi-finals. In events without semi-finals, qualification for the final shall be based on times established in the heats in accordance with FINA Rules with eight swimmers advancing to the final. If there is a tie for the last qualifying position, a swim-off will determine which swimmer(s) will qualify for the next phase.

Competition Rules The Swimming competition will be held in accordance with the editions of the following documents that are in force at the time of the Championships:

• LEN General Event Rules (Updated May 2018)

• LEN European Short Course Championships (Updated 10 May 2019)

• FINA Rules and Regulations (2017–2021)

Substitutions and Corrections Teams will be able to access the preliminary entry list online at http://glasgow2019.microplustiming.com/ at least 48 hours prior to the scheduled Team Leader meeting. Following publication of the preliminary entry list Team Leaders shall have the ability to make corrections, substitutions and withdrawals up to 24 hours prior to the TL meeting. Prior to the TL meeting each team will receive an “Update/Corrections” report prepared by Microplus for confirmation of entries. Copies of the Substitution and Correction Forms will be available from the Sport Information Desk and at the Team Leaders’ meeting.

Withdrawals Withdrawal Forms may be collected from the Sport Information Desk, Resolution Desk and the Technical Swimming Committee (TSC) Table on the FOP. Any withdrawals for heats should be made by the end of the team leaders’ meeting on 3 December 2019. To withdraw from a semi-final or final, a federation must report with their Withdrawal Form to the Resolution Desk within thirty (30) minutes of the conclusion of the event in which qualification took place in accordance with LEN ESC 3.2.5. If not adhered to, federations will be fined as per LEN Rule E17.6

Start Lists Following the Team Leaders’ meeting on 3 December, start lists will be produced for each day of competition and posted in federation pigeon holes at the Sport I-Information Desk. Start lists for semi-finals and finals will be produced as soon as possible following the completion of the previous phase of competition. They may also be downloaded from http://glasgow2019.microplustiming.com/

Relay Declaration Relay declarations can be made by using the Microplus computer located on the TSC table on the FOP. The composition of relay teams competing in both heats and finals of relay events must be declared no later than one (1) hour prior to the start of the session in which the relay is due to take place, in accordance with LEN rule ESC 3.3.2. The composition of the relay team may be changed between heats and finals, as per LEN rule ESC 3.3.3.

Protests For the regulations governing protests, please refer to the LEN General Event Rules E22; Complaints, Protests and Appeals. A Protest Form may be collected from the TSC table. The federation representative submitting the protest must report to the TSC Resolution Desk with the completed Protest Form and protest fee within thirty (30) minutes of the conclusion of the race. The federation representative will then be escorted to the TSC table. If required, a Jury of Appeal will be formed in accordance with LEN rule E23.

COMPETITION PROCEDURES

PRE-COMPETITION FEATURES

Venue FamiliarisationDuring a federation’s initial visit to Tollcross International Swimming Centre, on request, Glasgow 2019 representatives will be available to provide a short venue tour covering all areas of athlete flows and will be able to answer questions about the venue.

Team Leaders’ Meeting Date: Tuesday 3 December 2019Time: 15:00 Location: Guest Lounge, Tollcross International Swimming Centre It is mandatory for a representative from each federation to attend the team leader meeting, which will be led by the LEN Technical Swimming Committee. Due to limited space, attendance is restricted to two representatives from each federation..

Competition Draw All start lists are seeded in accordance with FINA Rule SW3, based on entry times.

Warm up and Call to Competition

Warm up begins Athletes will be able to warm up in the competition and training pools. The competition pool will close fifteen (15) minutes before the start of the session. The training pool remains open throughout the session.

20 minutes before the start of the race

Report to first call room

For heats, semi-finals and finals, athletes must report to the first call room with their accreditation and equipment twenty (20) minutes prior to the official start time of their race. Following clothing and equipment checks, athletes will be escorted to the final call room. Technical officials will collect athletes’ accreditation in the final call room.

For semi-finals and finals, technical officials will issue athletes with a unique bib to be placed on their clothing. This must remain in place and visible whilst introductions onto the FOP are made.

Team Seating There will be two locations for team seating, located within the existing venue spectating galleries. These areas are reserved for athletes and team officials only and access will be granted upon presentation of the appropriate accreditation. Details of the team seating locations will be available at the Sport Information Desk upon arrival.

Video Analysis Footage for video analysis will be provided by Spiideo. The footage will be available on a dedicated network. Connections to the network and a tabled working area will be provided at the video analysis review area, located within the athlete preparation area. No federation is permitted to perform their own video analysis.

POST-COMPETITION PROCEDURES

Leaving the Pool Athletes should leave at the sides of the pool and not by climbing over the touch pads. Athletes must collect their accreditation from the accreditation table before collecting their kit and proceeding through the mixed zone.

For finals, athletes finishing in medal positions will be informed by a medal chaperone of the time they are required to attend the victory ceremony, and will be escorted through the mixed zone and to the victory ceremony staging area. We ask all federations to inform their athletes to comply with the instructions of the medal chaperones to ensure the medal ceremony takes place on schedule.

Doping Control Glasgow 2019 will deliver a Doping Control Programme that will comply with the LEN and WADA processes and procedures. All testing procedures will be carried out by UK Anti-Doping (UKAD) under the supervision of LEN Medical Committee members.

Athletes selected for doping control will be notified in person at the accreditation table and escorted to the doping control station by a doping control chaperone. It is the responsibility of the athlete to remain under the continuous observation of the doping control chaperone after notification.

Mixed Zone After collecting their accreditation, athletes will be directed through the mixed zone in order to leave the FOP. All athletes must pass through the mixed zone but are not obliged to participate in interviews if they do not wish to do so. No team officials will be permitted through the mixed zone apart from the Federation Press Attaché. In exceptional circumstances, if requested by the media and agreed by the mixed zone manager and Federation Press Attaché, a team official may be asked to go through the mixed zone. Athletes will pass through the mixed zone after each phase of competition. Medallists will return to the mixed zone following the completion of the victory ceremony.

Great Big Events Mixed Zone Position To enhance the event production, the event sport presentation provider Great Big Events will be filming video headshots with all finalists throughout the week. They intend to speak with the relevant athletes in the mixed zone after each heats session as they pass through post-race. Alternatively, in order to reduce the impact on an athletes’ schedule, this position will be also available to film on 3rd December. Great Big Events would appreciate the assistance from all Team Leaders in order to elevate the level of swimming production.

Victory Ceremonies All victory ceremonies will take place on the FOP. Athlete chaperones will be on hand to advise and guide all athletes before, during and after the victory ceremony.

A medal and gift will be awarded to the athlete(s) and team(s) finishing in 1st, 2nd, and 3rd positions. In relay events, all members of the team participating in both heats and finals shall receive medals and gifts. Only those competitors who participated in the final shall attend the victory ceremony. A team representative must report to the victory ceremony staging area to complete a collection form. Upon signature, the additional medals and gifts will be provided to the representative. It is the responsibility of the federation to ensure the appropriate athletes receive the medals and gifts.

In line with LEN General Event Rule E19.2, all athletes taking part in victory ceremonies are asked to meet the following requirements:

• Complete federation tracksuit

• Footwear

• No national flags

• No goggles or items of sport equipment

• Bib provided must be worn and visible

• No mobile phones for selfies

Any athlete not present or failing to adhere to the standards detailed above will be subject to a fine. Athletes will be briefed about ceremony procedures in the staging area and bibs will be supplied and put on in the appropriate way Following the victory ceremony, there will be post-presentation photos on the FOP as part of the lap of honour. Athletes are requested to follow the pathway of the athlete chaperones during this time.

Results Distribution Results will be displayed on the noticeboard at the Sport Information Desk and available from http://glasgow2019.microplustiming.com/ Please note no results will be printed for teams.

TRAINING INFORMATIONTraining in both competition and training pools is available between 1-3 December. The training pool will be configured to 2 x 25m (6 lane) pools.

On competition days, the competition pool will be available for warm up prior to the competition session commencing.

Warm up in the Competition Pool

• Warm up ends 15 minutes before the session starts

• In the last 60 minutes the competition pool is allowed for use only for athletes who are competing in that particular session

• No paddles or cords are allowed in the competition pool, in the last 60 minutes of warm-up

• No fins are allowed in the competition pool at all times

Social Media UseGlasgow 2019 encourages and fully supports athletes, as well as other accredited persons, to take part in social media activities throughout the duration of the Championships. Glasgow 2019 want as many athletes and team staff as possible to share their experiences and successes at the Championships. It is worth noting the below though:

All activities should be in a first-person, diary-type format and not in the role of a journalist for example reporting competitions. Posts may not include any information which is confidential or private in relation to any other person or organisation. Social media postings and blogs should at all times support the spirit of the Championships and shall not be discriminatory, offensive, hateful, defamatory or otherwise illegal and shall not contain vulgar or obscene words or images.

• Intrude upon the privacy of participants or other accredited persons and entities

• Interfere with the competitions or the ceremonies of the Championships

Photographs Participants and other accredited individuals may take photographs within the competition venues and post them on social media platforms or websites for personal use. They are not permitted to commercialise, sell or otherwise distribute these photographs.
