Dear Presidents and General Secretaries, Dear Team Delegations,
It is my great pleasure to extend an invitation to all EUBC National Federations to participate in the upcoming EUBC
Youth European Boxing Championships, which will be held from April 22 to May 3 in beautiful Budva, Montenegro. I
am confident that the Montenegro Boxing Association will ensure great organization of the most prestigious
Continental boxing event in 2020. It is my sincere hope that this competition will motivate young European boxers to
strive for excellence in their performance, sportsmanship, and integrity, which are distinctive traits of our beloved
sport.

3. COMPETITION FORMAT
3.1. Regulations
This Championships will be conducted in accordance with the actual AIBA Technical and Competition Rules.
Official Draw and scoring will be conducted by Swiss Timing.
Two rings will be used for part of the competition, with the transition from two rings to one ring taking place before
the day of the semifinals.
Medals will be awarded to the top four (4) boxers of each weight category (1 gold, 1 silver, 2 bronze).
3.2. Competition Officials
This Championships is a Continental, AIBA-affiliated Event and will be officiated AIBA-certified International Technical
Officials and AIBA-certified 3-star Referees and Judges.

5. REGISTRATION
Registrations for Team Delegations must be done through the AIBA database (https://www.aiba-database.org/nf).

National Federations dispatching Team Delegations with three or more boxers are required to appoint AIBA 3-Star
Referee & Judge and send the name of the candidate to EUBC Office at [email protected] no later than March
10, 2020. The list of the appointed Referees & Judges will be sent to EUBC Referee & Judge Commission for approval.
In case of any issue regarding the R&J’s appointment, EUBC will contact National Federations in order to appoint a
replacement.
Please note that starting 2020, EUBC is introducing a system of fines in order to support the organizers of Continental
Championships and insure timely submission of all registration information. EUBC strongly advises all National
Federations to exercise effective planning to avoid these fines.

5.1. Participating Boxers
Youth Men and Women boxers between the ages of 17 and 18 (based on the year of birth: 2002 & 2003) are eligible
for this Championships. Only one boxer per National Federation per weight category will be allowed to compete.
National Federations may register a maximum of one main boxer and up to two reserve boxers for each of the weight
categories listed below:
Men Youth: 46-49 kg, 52 kg, 56 kg, 60 kg, 64 kg, 69 kg, 75 kg, 81 kg, 91 kg, +91 kg.
Women Youth: 45 – 48 kg, 51 kg, 54 kg, 57 kg, 60 kg, 64 kg, 69 kg, 75 kg, 81 kg, 81+ kg.
Entering reserve boxers in the database is strongly encouraged to allow an option of substituting boxers prior to the
Sport Entries Check without penalties.

5.2. Team Officials
Only AIBA certified coaches (1, 2 or 3-star) can be registered as a Coach for this Championships. National Level coaches
(not certified by AIBA) are not be allowed to serve as seconds and can only be registered as Extra Officials. If a Team
Delegation does not have an AIBA Certified coach (1, 2 or 3-star), please raise this issue at the Technical Meeting.
Referees & Judges (AIBA 3-Star only) must be appointed by National Federations and approved by EUBC. Each National Federation must nominate an AIBA 3-Star R&J only and send the name of the candidate to EUBC Office at [email protected] no later than on March 10, 2020. Please be informed that the nominated R&Js will be subject to confirmation by the EUBC R&J Commission. It is mandatory for all Team Delegations with three or more participating boxers to bring an accompanying qualified AIBA R&J.
Each Team Delegation can register the following number of Team Officials:
2 Team Managers 1 Team Doctor 2 Physiotherapists 2 Cut Technicians 1 Referee & Judge (AIBA 3 Star only) – mandatory for Team Delegations with three or more boxers Number of coaches according to below table:
o 1 – 3 Boxers: Up to 4 Coaches o 4 – 8 Boxers: Up to 6 Coaches o 9 – 13 Boxers: Up to 8 Coaches o 13 – 20 Boxers: Up to 10 Coaches
5.3. Extra Officials
Each National Federation can request up to six additional accreditations for its internal needs and VIPs, by completing
the accreditation request form (in the annex) and sending it back to [email protected] and [email protected]
by March 31, 2020 (23:59 GMT). Extra Officials will have access to Team Stands and Training Venue, but will NOT have
access to warm-up areas in the Competition Venue and will NOT be allowed to serve as seconds.
6. SPORT ENTRIES CHECK
The Sport Entries check will take place on April 22, 2020 between 16:00 and 21:00 at Main Team Hotel. EUBC and LOC
will inform Team Delegations of their exact appointment time prior to the event (will be displayed at Team Delegation
Information Desks). The Sport Entries Check is mandatory for all Team Delegations, and teams should make all
necessary arrangements to arrive in good time to meet their appointment.
Each Team Delegation may appoint a maximum of two people to attend its Sport Entries check (e.g. Team Manager
and the Team Physician). Team Delegations must provide the following documents for each boxer, signed and
completed as required:
• Copy of passport • Boxer’s Record Book (with annual medical examination completed within the previous 12 months) • Medical Certificate issued within the previous three months • Declaration of Non-Pregnancy Form (female boxers only), signed and dated • Boxer uniform (red and blue, or national colors) Important: If a Team Delegation’s representative(s) do(es) not attend the scheduled appointment, that Team
Delegation’s registration will not be valid and boxer(s) will not be able to take part in the competition.
In order to complete the Sport Entries process and receive their accreditations, all Team Delegations must have fully
paid the LOC for their accommodation.

7. VISA & ENTRY REQUIREMENTS
LOC will provide assistance to National Federations requiring Visas. The deadline to submit requests for visa assistance
is March 24 (23:59 GMT). It is the responsibility of National Federations to determine whether visas are required to
enter the country where the Championships is organized as well as timely request visa assistance. LOC cannot
guarantee the acquisition of visas by Team Delegations. Passports of all Championships participants must be valid for
at least six months from the date of arrival and must contain blank page(s) for visa(s) and stamps.

8. TRANSPORTATION
8.1. International Transportation
All flight information related to the Team Delegation must be entered in the AIBA Database during the registration
and additionally sent to the LOC at [email protected] by March 31 (23:59 GMT). The airports of arrival and departure
will be Podgorica (TGD) and Tivat (TVT) airports.
8.2. Local Transportation
Local transportation will be provided by the organizers to and from the airport, between Team Hotel(s) and
Competition/Training venues. Guidance information and timetables will be displayed on information boards in the
lobby of each Team Hotel.
Please note that Extra Team Officials will be responsible for their own transportation if they are not accommodated
at the Team or VIP Hotel.

Hotel Slovenska Plaža is a Mediterranean-style tourist village set directly on the Adriatic coast in Budva.
Free Wi-Fi is available in public areas. All of its rooms are air conditioned and have cable TV, fridge, desk and a private
bathroom equipped with a hairdryer. In addition, the suites come with a separate living area, and some of them have
a balcony as well. Wi-Fi connection in rooms is charged extra.
Hotel Slovenska Plaža houses several restaurants and bars including the Aperitif Bar, which serves coffee with pastries

10.2. Room Rates
All Team Delegations must cover costs of their accommodation for the entire period of the Championships (Event
Period). Accreditations will not be issued until the Team Delegation has paid the LOC in full for its accommodation.
LOC has secured rooms at hotels for special nightly rates that include three meals per day (buffet).

10.3. Payment conditions
All Team Delegations must pay their full room charges as above for the entire Event Period (April 22 – May 3)

Please, request a corresponding invoice before initiating the payment to settle the total amount.
Only payment in cash will be accepted on-site for Team Delegations, Extra Persons and VIP guests.
Team Delegations will not be able to receive accreditation cards and hotel room keys if the payment is not made in
full. Security deposit will not be charged upon registration.
11. EQUIPMENT & UNIFORMS
All official boxing equipment for the Championships will be provided by AIBA Official Licensee – TBD.
For all bouts, boxers must wear uniforms and/or robes that comply with AIBA Technical and Competition Rules.
12. IMAGE RIGHTS & VIDEO RECORDING
Only the designated Host Broadcaster will provide live coverage, film promotional videos and only accredited
photographers will take still images of boxers during the Championships. All training sessions will be open to the media
unless a Team Delegation specifically asks for the venue to be closed. By participating in the Championships, each
Team Delegation Member agrees to release his/her image rights to EUBC.
Video recording by Team Delegation Members for broadcasting purposes of any kind (including social media) will not
be allowed.
National Federations will be allowed to record bouts of their boxers with up to one camera per ring for technical
purposes only. Specific location in the stands will be reserved to this technical area. The access to the technical video
recording area will be subject to approval by EUBC. Each National federation must submit a signed copy of Video
Recording Disclaimer at the Technical Meeting to EUBC Competition Manager.

13. ANTI-DOPING
Doping control will be conducted in accordance with AIBA Anti-Doping Rules and World Anti-Doping Code. According
to WADA regulations, blood testing may be conducted during AIBA & EUBC Competitions.
14. MEDICAL SERVICES
The LOC will provide first-aid during the entire Event Period to any participant who suffers from a sports injury
contracted during the Championships.

15. INSURANCE
All accredited participants are required to get their own travel and medical insurance. LOC provides liability insurance
coverage only for all participants who suffer from a sports injury contracted during the Championships only at the
Competition or Training Venue.

International training camp before the tournament will be held from April 06 to April 20. Prices for accommodation
are as follows:
