POST OF DEPUTY COMMISSIONER OF POLICE

DEPARTMENT OF PUBLIC SERVICE

Ministry of Finance, Economic Growth, Job Creation, External Affairs and Public Service

Applications are invited from suitably qualified persons for appointment to the post of Deputy Commissioner of Police, in the Ministry of Home Affairs, Justice and National Security (Department of Home Affairs and National Security – Royal Saint Lucia Police Force).

RELATIONSHIPS AND RESPONSIBLITIES

1. Works under the general direction of the Commissioner of Police.

2. Responsible for the command of Administrative Services and Law Enforcement Division of the Royal Saint Lucia Police Force.

3. Required to possess unquestionable work ethics.

4. Required to be of uncompromising integrity.

5. Required to act at all times in keeping with the Royal Saint Lucia Police Force Act, Police and Public Service Rules and Regulations including Emergency Procedures, Personnel Policies and Code of Conduct.

6. Required to respond whenever necessary to the Minister in the Ministry of Home Affairs, Justice and National Security.

7. Maintains the Communication of a consistent vision of what is required within the organizational culture of professionalism and integrity of the Royal Saint Lucia Police Force.

DUTIES AND TASKS

B1. PRIMARY DUTIES

1. Assumes the responsibility of the Commissioner of Police in his absence.

2. Assists the Commissioner of Police with the development of policies, plans and programmes in order to improve the services of the Royal Saint Lucia Police Force.

3. Assists the Commissioner of Police in making appropriate recommendations for the appointment and promotion of gazetted officers.

4. Leads and manages professional standards, complaints and disciplinary matters within the Royal Saint Lucia Police Force.

5. Leads, directs and monitors the performance of the Complaints Unit and manages major operational matters as instructed by the Commissioner of Police.

6. Liaises with the Police Complaints Commission to ensure effective accountability across the Royal Saint Lucia Police Force.

7. Leads the Special and Internal Investigations Unit regarding reports and complaints against police officers. Prepares reports to the Public Service Commission setting out defects and recommending corrective action.

8. Directs and participates in the development of the corporate and divisional plans, objectives, priorities and Key Performance Indicators [KPIs].

9. Directs and participates in the development of the budget bids to address Royal Saint Lucia Police Force.

10. Guides and monitors the implementation of the corporate and divisional objectives of the Royal Saint Lucia Police Force.

11. Oversees the achievements of strategic objectives and related financial performance through regular monitoring at review meetings.

12. Establishes and maintains good working relationships, locally, regionally and internationally, with other government agencies, professional groups, community groups and media.

13. Conducts annual evaluation of the performance of direct subordinates, identifies areas of improvement and ways to address those deficiencies.

14. Identifies and advises on training needs for direct subordinates and ensures follow up action is taken to meet requirements.

15. Holds regular meetings with direct subordinates [Heads of Department] for the purpose of departmental planning and monitoring of performance.

16. Directs managerial reviews of operational units in accordance with the focus and priorities of the Royal Saint Lucia Police Force.

RAINWATER HARVESTING

REQUEST FOR EXPRESSIONS OF INTEREST

The Water and Sewerage Company Incorporated (WASCO) of St. Lucia has applied for financing from the Caribbean Development Bank (CDB) towards the cost the John Compton Dam Rehabilitation Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of WASCO and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or any import of goods, if such payment or import to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than WASCO shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

WASCO now wishes to procure consultancy services for the Design and Implementation of Rainwater Harvesting (RWH). Previous studies have revealed significant water-access challenges are faced by some residents in certain communities which are served by the John Compton Dam. The objective of the consultancy is to implement a RWH Project for the Millet/Tete Chemin Community in Saint Lucia to mitigate the water scarcity issues by providing a sustainable alternative and supplementary solution. The Project is expected to improve access to safe adequate and sustainable water supply for the community residents and to contribute to gender equality in the community.

The scope of required services includes:

• Design and Implementation of a Community Needs Assessment Programme

• Design and Installation of Rainwater Harvesting Systems

• Develop a Public Awareness Program

The duration of the assignment is expected to be twelve months.

The laws protecting lobsters are key tools in ensuring that lobsters can continue to provide .a valuable income for local fishers, vendors and restaurateurs as well as a source of protein for the general public.

The Department of Fisheries continues to be concerned about the lack of compliance during the closed season. Members of the public, fishers, vendors and restaurant establishments that fail to comply threaten the sustainability of the lobster population. As such, non-compliance with the closed season may result in the extended closure.

The Department appeals to the general public, especially purchasers and consumers to retrain from purchasing lobsters the closed season. Anyone caught violating the Fisheries Regulations may be fined up to EC$5000.00 for each offence. Reports can be made to the Marine Police, the nearest Police Station or the Department of Fisheries.
