Theory of Action: Strategic Priority 3
and if the agency and its partners collaborate to identify the pathways that prepare for successful entry in these careers…
and for those students choosing a pathway that includes college, if the agency provides resources to ensure successful collegiate entry and completion…
and if the agency creates, supports, and incentivizes the implementation of innovative and rigorous school models and courses for these pathways…
and if the agency provides supports for families, educators, and partners to help students choose their desired pathway…
If the agency and its partners, through the work of the Tri-Agency Commission, identify current and future career opportunities in Texas…
…then the agency will empower educators to connect high school to career and college
Connect high school to career and college

Evaluation Project Outcomes
1. TEA will have a quantified analysis of existing CTE programs across the state, as well as targeted qualitative and quantitative analysis of a subset of high-quality programs
2. TEA, public school districts, charter schools, and other stakeholders will have a better understanding of high-quality CTE programs, as measured by a sample survey of 10% of relevant educators
15Copyright © Texas Education Agency, 2018. All rights reserved. 15
Evaluation Project Outcomes
1. All local education agencies (LEAs) will have their data evaluated, as applicable, from the P-20/Workforce Data Repository accessed by the Contractor.
2. The resulting published reports will be made available in August 2018 and August 2019 to 100% of stakeholders in the state.

Annual Review of CertificationsThe final list of industry-based certifications for public school accountability was adopted in 19 TAC §74.1003, with an effective date of January 3, 2018. The final list of certifications will be effective throughout the next two years (through the 2018-19 school year).
A finalized list for each upcoming school year will be available in early Spring of each year (beginning in Spring 2019). More information about the annual vetting process can be found at http://tea.texas.gov/pathways.

Performance AcknowledgementsHow does the industry certification list impact the industry certifications eligible for student performance acknowledgements in the Foundation High School Program?
TEA does not have the authority to define criteria for industry certifications eligible for student performance acknowledgements. It is the responsibility of the district to apply the definition adopted by the State Board of Education in determining what qualifies as a certification for performance acknowledgments. They may or may not include certifications on the list for accountability.

Clarifications about the ListFact• Student achievement domain included
two options for CTE: industry-based certifications and graduates who enrolled in a coherent sequence of courses.
• Current funding options will continue to be available for certification programs.
• Districts will continue to have flexibility in offering certifications for students that meet local needs. The list does not mandate the exclusion of any certifications.
Myth• This is the only way my CTE
program can be acknowledged so I’ll have to change all my programs.
• Districts will only receive funding for certifications included on the final list for accountability.
• TEA is limiting the number of certifications that districts can offer to students.
