Objectives:DeveloptransboundarycooperationinordertojointlypreserveandvalorizeTNSrichbiodiversity.Values and importance: The TNS is the first three-country transboundary area to benominatedasaworldheritageSitebyUNESCOsinceJuly2012.Thiswasaconsequenceofits natural values and features which include ongoing ecological and evolutionaryprocessesinamostlyintactandpristineforestlandscapeataverylargescale.TNSisalsoaharbor for viable populations of complete faunal and floral communities, including toppredatorsandrareandendangeredspecies.Aspectsoftransboundarycooperation:CooperationincludesAnti-poachingactivities,ecotourism,scientificresearchandforestconservation.
Stage in the process: Heads-of-state agreement signed and land usemanagement planunderimplementation.DateEstablished:December7,2000.OfficialProtectedAreaDesignation:UNESCOWorldHeritageSitesinceJuly2012.TheCatalyst:AftertheCentralAfricaSummitheldinYaoundé(Cameroon)in1999,Heads-of-Statesdecidedtojointheirefforttopreservetheirforestasacontributiontoworldwideinitiativetoconservebiodiversityandtropicalforest.JoinedmanagementofTransboundaryprotectedareaswasamongthemainstrategiesadoptedattheendofthesummit.History:ThemainfactorwasthepoliticwillofHeads-of-StatesaftertheYaoundéSummitinCameroon.

Barriers,challenges,obstacles,orconstraints:• IncreaseofpoachingespeciallydrivenbythedevelopmentofivorymarketinAsia• Miningandindustrialprojects• Lowfinancialresources
TofacethesechallengestheTri-nationaltrustfund(FTNS)wascreatedtosupportprotectedareasandcooperationactivities.Alsosensitizationanddialogamongdifferentstakeholdersareregularlyencouraged.
TheGovernanceandManagementStructuresTheTNScooperationagreementcreatedthreegovernancestructures:
• ATri-nationalcommitteeforsupervisionandarbitration(CTPE)whichincludesthethreeministersinchargeofprotectedareasfromeachTNScountry.Thecommitteeisinchargeofdecision.
• ATri-nationalcommitteeformonitoring(CTS)whichincludesthethreeDivisionalOfficersfromeachTNScountrywiththeroleofmonitoring.
• A Tri-national committee for planning and implementation (CTPE) which isconstitutedbyparksmanagersandtheirpartners.CTPEhastheroleofplanningandimplement joint actions such as: anti-poaching patrols, ecotourism and wildlifemonitoring.

LessonsLearned
• The TNS cooperation is the first transboundary cooperation in the Congo Basinregion.Itsexperienceisinspiringandfosteringmanyotherconservationinitiatives.
• Besides of the legal governance structure, the presence of a permanent body (i.e
executive secretary) will help to better coordinate activities, improvecommunication between the different governance structures and impulse newideas.
