5 6: 04: 07 PM The agenda for the City Council Meeting was reviewed. Council Member Ernest6 Burgess requested that Wayne Johnson with Salt Lake County Parks and Recreation be invited to7 a future City Council meeting to report on cleanup along the Jordan River. Chair Christopherson8 asked Council Coordinator Kris Heineman to schedule this presentation.

10 6: 07: 34 PM Council Member Dan Armstrong asked about any backlog on pending building11 permits. City Administrator John Taylor gave explanation on the process for approving building12 permits within 10- 14 days. He confirmed that the permits may be handled electronically.13

15 the area of Margray. He noted that storm drain funds can be ugg a repairs, but would

16 not be available for sidewalks. He asked whether the Co to appropriate

Community Development Director Mark30 McGrath explained that this was done by interns through a City Snapshot Program and about31 20% of the City was covered in some limited neighborhoods. He indicated that some good32 information was obtained on those neighborhoods through the program.

7 6: 33: 35 PM Chairman Brad Christopherson reviewed the Citizen Comment Procedures for the8 audience. He then called for any citizen comments.9

10 6: 33: 41 PM Gordon Willardson requested an update on parking issues related to room rentals in11 the City. Chair Christopherson stated that the City is working on resolving this issue and12 examining options. He noted that this problem cannot be solved overnight and has not been13 shelved.

32 3. 1 Tri-Park Services Report—Morris Pratt

34 6: 39:47 PM Morris Pratt reported on services provided through Tri-Park at the Taylorsville Food

35 Pantry. He noted that the facility is only open about 30 hours per week, but volunteers36 collectively serve between 2000 to 2500 hours per month. He reviewed the CDBG Activity37 Report that is submitted to the CDBG Program each quarter. Mr. Pratt also referenced a graph

38 illustrating the numbers of new individuals and households served over the last two years. He39 cited donors who have contributed to the Food Bank. He noted that a promised donation to the

40 Food Bank in conjunction with an open house for the new Regal Theaters has not yet been

1 received. He relayed that two freezers in the facility are in need of repair or replacement in the2 near future.

4 6: 45: 36 PM Council Member Kristie Overson asked about new reporting methods and Mr. Pratt5 confirmed that reporting requirements are governed by the CDBG Program. He acknowledged6 that food items, diapers, and other critical things provided through the Food Bank are not

7 reimbursable through CDBG funds.

9 6: 47: 33 PM Council Member Overson asked what the City can do to assist the Food Bank10 program. Mr. Pratt noted that he will be resigning his stewardship the end of this year after 1311 years of service. He stated his belief that the program is still good and will always be beneficial

12 to Taylorsville residents.

14 6:49: 07 PM Mayor Johnson referenced changes implemented by N& o make the program

15 successful. Mr. Pratt cited the many hours required to overseolTRappm and acknowledged16 the need for additional city volunteers. He noted the succ - ry Give-Away Program.17

28 3. 2 Granite gk ' District Bond Update– Ben Horsley and Don Adams29

30 6: 55: 55 PM Ben Horsley, with Granite School District, provided an update on the proposed31 Granite School District Bond. He excused Don Adams who is currently making another32 presentation elsewhere. He recognized Granite School Board Members Connie Burgess and

33 Carrie Johnson in attendance.

35 6: 59:00 PM Mr. Horsley played a short video regarding the proposed bond. He distributed a36 printed pamphlet regarding the bond initiative to elected officials, staff, and other interested37 citizens. He cited the School Board' s website at www.GSDftiture.org. He noted that the Board38 has gone through a two- year strategy process in identifying a need for the bond. He relayed that39 more than 85% of the District' s facilities are in decline and capital revenue has not increased

40 since 2007.

1 6: 56:28 PM Council Member Ernest Burgess noted that Mr. Horsley has been assisting him with2 banners for three schools in regard to the City' s Fall Festival.3

4 7: 04: 59 PM Mayor Johnson asked whether construction projects can be completed over summer5 months. Mr. Horsley relayed that the process for building a new high school is about a three- year6 project. He said it is not anticipated that any students will need to be relocated.7

8 7: 06: 57 PM Chair Brad Christopherson asked about the amount of tax increase that will be seen9 as a result of increased teacher compensation and in relation to the bond. Mr. Horsley gave

10 explanation on the increase implemented and the potential increase if the bond passes. He cited11 an average increase of$ 185 per year on property tax. Chair Christopherson expressed concern12 over residents seeing several tax increases at one time.13

28 7: 21: 39 PM Mr. HorsleyJwl-p* that there are some residents who are strongly against29 the proposed bond, but said the majority seem to be amenable to the great need for30 improvements. He confirmed that no rebuilds or new schools will be completed if the bond does

31 not pass. He explained why it is an all or nothing situation due to the need to meet emergency32 issues. He said the bond will be a long-term plan, rather than a short- term fix.33

34 7: 25: 02 PM Chair Christopherson relayed that he received three notices to his residence on the

35 same day. Mr. Horsley said this was a contractual issue with a vendor; the oversight has since36 been addressed, and the District will be receiving a refund for the unnecessary costs.37

39 participating in education needs for the future.40

3 7: 27: 31 PM Qualtrics Area Manager Chase Winder rendered a Power Point presentation4 covering the Qualtrics Software Program, which is the world' s largest citizen insights cloud. He5 described the data collection and analysis technology available through Qualtrics for municipal6 and public sectors.

8 7: 34: 31 PM Mr. Winder described several capabilities offered by the software, i.e. to conduct9 research and surveys, create forms, measure employee evaluation/performance, make

10 observations, data dashboards, digital experience, website feedback, employee satisfaction and

11 engagement, customer experience feedback, etc.

8 7:45: 57 PM Community Development Director Mark McGrath explained that the subject9 ordinance came about in relation to the development review of a proposed convenience store site

10 in Taylorsville to be located in the Limited Commercial (LC) zone. He cited current code

11 specific to the LC zone which restricts hours for new convenience stores locating on existing 24-12 hour convenience store sites. He described the proposal to eliminate the hours of operation13 stipulation in existing code 13. 23. 22( D). Mr. McGrath confirmed that existing 24-hour stores are14 legal non-conforming uses. He referenced a different area in exigag hat governs

15 conditional use approval for 24-hour businesses to be evaluate y-case basis.16
