As part of the NZTA Community Engagement Process, Justin Rae, the Community Engagement Manager, Safe Roads Alliance from the New Zealand Transport Agency, will be in attendance and give a short presentation on proposed works to be undertaken to improve the safety of State Highway Two from Paengaroa through to near Rotorua.

Martin (TCC) • Awarded 20-25 projects- including no right turn coming from Frazer Cove . • Wayne advised that correct signage must be used for 'No Right Turn.' • Work at Tahatai school to be done as safety behaviour of the drivers not that

good. Looking at an interim safety measure to be introduced in around the roundabout near Tahatai school. . There are four sites where TCC are building roundabouts to help control speeding (Dickson Road).

Karen • Karen thanked Jenny for Fatigue brochures. TCC will be using these . (TCC-Travel . Five mobility workshops have been held across Western Bay - the number Safe) of attendees are growing.

• School rolls are growing in and around Tauranga. Active transport being encouraged Oropi and Omokora schools. Originally these schools were rural schools but becoming urbanised in their community.

• TRAFINZ conference next week . • AA have written to TCC asking to be part of this committee . ACTION - Martin/Alex

• Car Park Workshops completed . to follow up

• Karen asked the committee for approval for Love to Ride Child site that funding be used to have BOP wide website. Everyone approved.

• Karen showed the committee the new 'ready to ride' booklet for elderly on mobility scooters.

• Karen thanked everyone for their partnership .

Adam • This Saturday there is a Community Open Day for Mangatapu pass . (NZTA) • Workshops are being held discussing Katikati bypass options .

• Tauranga Northern Link- specimen design . • Minden - Te Puna is progressing . • State highway 33 - working with safe road alliance . • Tauriko school - consultation days. Good feedback so far .

Alex • Looking at changing the speed limit in Waitangi to 40km after Christmas and (WBOPDC) the New Year.

• Technical audit from NZTA happening at present and safety is a component of this.

resulting in nose to tail crashes. • Static Camera programme still underway with possibly one unit to be

installed in WBOP

SPEED MANAGEMENT GUIDE UPDATE The Speed Management Guide was released last November by the Government, with the goal of helping reduce deaths and serious injuries through better targeted speed management.

The Guide supports a consistent approach to speed management and the setting of speed limits which are suitable for road function, design, safety and use. It also considers efficiency and economic productivity goals.

The new approach, developed as part of the Safer Journeys road safety strategy, modernises and streamlines the approach to speed management. It strongly encourages early and thorough engagement with stakeholders and communities as part of the process.

All 17 RCAs in the Waikato and Bay of Plenty have received passwords allowing access to the comprehensive map tool in the Guide, and regional and individual workshops are presently underway both regionally and nationally to introduce it.

Its release follows the successful demonstration of the draft Guide in the Waikato in 2016 at eight sites with five RCAs. The experience of and learning's from the demonstration have informed the final Guide, and are also being used to support its rollout.

The multi-agency working group which supported the demonstration has continued, with its remit broadening to provide support for RCAs in the Waikato and Bay of Plenty as they build knowledge of and apply the Guide and develop speed management maps.

The Speed Management Guide will replace the speed setting guidance in the Land Transport Rule: Setting of Speed Limits 2003. It also enables a speed limit of llOkm/h on some of the country's highest safety rated roads, with consultation on these changes expected in the coming months.

• Alcohol and drug-related casualties increased in the past six months after a long period of steadily falling rates, the increases are greatest in Waikato and Northland

• High risk drivers (disqualified , unlicensed, racing or fleeing) have been increasingly involved in crashes now accounting for 12% of fatal and serious injury crashes

• Motorcyclists represent 22% of ACC road crash injury entitlement claims, and 22% of hospitalisations (for more than 1 day), but only 3% of the vehicle fleet

Speed makes the difference Speed is not often the only contributing factor in crashes, but it is an important determinant of the severity of the crash. The chart shows the percentages of crashes which had severe outcomes in 2014-2016, for crashes involving some of the more common contribut ing factors. In all cases a higher percentage resulted in fatal or serious injuries when the crash occurred on higher speed roads.

During this period :

• 45% of the alcohol-related crashes on 100km/h roads resulted in fatal or serious injuries, compared to 28% on 50 Km/h roads

• Most of the 5,500 "failure to give way" crashes occurred in urban areas, where 16% resulted in fatal or serious injuries, compared to 36% on 100km/h roads

• Disqualified or unlicensed drivers were involved in 1120 injury crashes, 34% of those on 100km/h roads were fatal or serious, and 26% on 50km/h roads

SH2 Te Puna/Minden Roundabout

• Work at the Te Puna I Minden intersection is progressing with the focus this year on building the new roundabout; installing retaining walls, formation of the roundabout , lighting and landscaping.

• Service relocation, removal of the old Te Puna Memorial Hall, formation of a new local road behind the BP service station are complete .

• Work is expected to be complete mid-2017. More information

SH2/SH29A Baypark to Bayfair Link Upgrade

• Railway line relocation works are complete. • The contract to build stage two, construction of the two new flyovers , will be awarded in the next

month (by March). • Construction is due to start mid- 2017 and is expected to take three years.

SH29A Hairini Link/Maungatapu Underpass

• Work continues on the construction of the second bridge on the Maungatapu roundabout and the Kaitemako culvert. This work will continue at these sites for the next six months. The project is on track for an early-2018 completion. More information

SH29A Maungatapu median barrier

• Work has started to extend the median barrier east of the Maungatapu Bridge on State Highway 29A. The 1.3km flexible median barrier removes the risk of head-on crashes

SH29A Poike Road Overbridge

• Construction started in july 2016 and the bridge is open. Contractor is working on the walking and cycling connections. Project is expected to be complete and open mid-2017. More information

Weather Activated Variable Speed Limit signs (SH29)

• The trial has been active for 14 months with evaluations continuing . The latest findings are expected to be provided in February 2017. More information

Connect Rotorua Programme

• The $24million central and eastern corridor is designed to support Rotorua's economic growth and development, help ease congestion and improve road safety. Preparations for the upgrades are underway and will continue for the next two to three years. More information

SHS/SH30 Hemo Road Roundabout

• Construction of a new roundabout at the State Highway 5 1 State Highway 30 Hemo Road intersection started mid- 2016 and is on track to be complete mid-2017. The contractor has so far cleared the site , relocated services, installed a geothermal blanket to vent the steam, and begun the earthworks phase of the roundabout and the new alignment of

Waikato

Waikato Expressway

• Longswamp: Work has started on the final section of the Waikato Expressway. The 5.9km section is expected to be completed in the summer of 2018/19.

• Rangiriri: Traffic has been on the new road since mid-2016- under speed restriction and one lane in each direction until the end of the project in March/ April. Symbolic restoration of historic paa site now under way. Planning for May 27 major event to mark completion of the roading and paa projects.

• Huntly: The Fulton Hogan-HEB Joint Venture is well into its second season of earthworks and bridge work continues. Northern interchange traffic switch to off-ramp planned for March -to allow room for further structures there. Public information day on site Sunday, April 30. Completion 2020.

• Hamilton: Full construction end to end since October this year. Site office off Percival Road has a public information centre attached. Public information day planned for April 1. Completion 2020.

• Cambridge: Final asphalt surfacing under way until March. • More information

Cobham Drive

Huntly earthworks looking south toward the Taupiri Pass

• Wairere Drive intersection: Hamilton City Council now investigating a grade-separated intersection to fit with the Southern Links designation. So 2-3 years before Wairere Dr connection is complete.

• Cambridge Road intersection : In design for traffic signals, build delayed to integrate with Wairere/Cobham construction.

• Cobham Drive pedestrian underpass at Sillary Street: Construction this summer.

SH2 Pokeno to Mangatarata

Funding approved for $278 million project to three-lane route as a major safety improvement, with three sect ions off current alignment. Design under way; consenting and property purchas ing . Construction is in five stages over several years to match funding availability.

SAFE ROADS UPDATE

Safe Roads is part of the government's Safer journeys strategy to improve the safety of our roads through simple measures such as rumble strips, shoulder widening, safety barriers, better signage and changes to speed limits. A $600 million programme is underway to make rural routes on the State Highway network safer in the next six years.

The following progress has been made:

• An end-to-end engagement process has been developed by Safe Roads, • Consultation includes national organisations such as Rural Contractors New Zealand, the Heavy

Haulage Association and Cycling Action Network.

• The Safe Roads Alliance has changed its name to Safe Roads

Summary of Waikato projects: There are 14 Safe Roads projects in the Waikato. Four are in the business case phase; seven are in design and three are in construction these are:

ROAD TOLL 2017

The provisional road toll for 2016 was 328, an increase from 219, in 2015. During the 2016/17 holiday period there were 15 fatal crashes resulting in 19 deaths. The deaths included: 4 drivers, 6 passengers, 5 motorcyclists, 4 pedestrians and 15 of the 19 deaths occurred on the open road.

At the 6 February 2017, there have been 36 fatalities nationally compared with 38 for the same time in 2016. The Waikato has had 9 compared to 9 at the same time last year and the BoP has had 1 compared to 2 at the same time last year.

1. Quarterly update on delivery of Regional Road Safety Act ion Plan

The Winter Drive to the Conditions radio campaign and the Winter Pit Stop (TWIRL check your car) ran f rom April 2016 to end of August 2016. The campaign is run in co-operation with the sub-region's road safety co-ordinators and NZTA. This year pit stops were held in the Eastern Bay for the first time and student mechanics assisted Andrew Lister the NZTA technical expert. In Tauranga and Rotorua pit stops were tria lied at Toi Ohomai Institute ofTechnology, (formerly Bay of Plenty Polytech and Wairiki Institute of Technology) using student mechanics. Results from these two pit stops have highlighted a potential focus area for future campaigns.

• Planned campaigns, (mainly radio) over the next few months will focus on driving sober, distractions and fatigue especially around long weekends and the holiday season.

• The Mai FM radio campaign targeting young people travelling to and from New Year events will run Auckland, Waikato and Bay of Plenty. Fatigue stops planned for New Year and the long weekends in January and February have been cancelled due to time constraints resolving health and safety issues and traffic management plans.

• Planning for best practice road safety professional development workshop (March 2017) for community workers, educators, faci litators and teachers working with young people is well underway. This workshop has received support from the NZTA Educational Advisor. Karen Smith the Western Bay Road Safety Committee Travel Safe Team Leader has been instrumental in making this workshop happen.

31 December 2016

• The Region's small billboards were changed out to the summer colours, (blue and yellow) in October and those with winter driving messages swapped to choose a sober driver.

• Slow down, other people make mistakes, Distraction, Fatigue and Drive sober radio campaigns were run over October, November, and December.

• The Mai FM radio campaign targeting young people travelling to and from New Year events was run. Online giveaways were included to ensure greater engagement. National Mai FM Facebook page reached over 70,000 people and received over 1,100 responses. Lockbox competition ran in Rotorua and Tauranga.

25Rotorua reached over 1500 people a week with between 116 and 232 responses each week. Mediaworks will supply a report and include Tauranga statistics as well.

• At the Trafinz confe rence held in November at Tauranga two of our region's road safety co-ordinators, Reade Nikora and Lorreen Hartley were nominated for the Cedric Rodgers Award.

Other Items

• A 2 Day workshop for road safety co-ordinators is planned to ensure input into the RLTP, LTP, and 2018-2021 funding cycle.

• Over 35 registrations for the road safety professional development workshop for Day 1 have been received from around the region.

2. News from the Regional Transport Committee {RTC)

The first RTC Committee Meeting of the new triennium was held 16 December 2016 at BOPRC offices, 87 First Avenue, Tauranga. The members are:

• Appointees: Mayor A Bonne (Whakatane District Council), MayorS Chadwick (Rotorua Lakes Council), Councillor R Curach (Tauranga City Council), Mayor J Forbes (Opotiki District Council), J Galbraith (Freight Advisor), Councillor D Thwaites (Western Bay of Plenty Dist rict Council), P Mclean (Regional Director Waikato/BOP, New Zealand Transport Agency)

Other news • NZTA are developing a business case for a driver licensing programme for youth in Opotiki and has been

working with Opotiki District Council to develop a Community Driver Mentor Programme. The Community Driver Mentor Programme model is designed to be community owned and operated. Members viewed youth and rural licensing as a broader issue that needed a universal approach, with comment made on challenging core fundamental po licy. There are national funding constraints. General Manager Strategy & Science Fiona McTavish suggested that the regional economic growth plan as a region-wide solution, which she undertook to investigate and report back on.

3. Regional land Transport Plan and road safety

The Regional Council is responsible for preparing the Regional Land Transport Plan (RLTP) which is the guiding document for road safety and improvements in the region . Currently a review of the RLTP is underway with RTC workshops planned in March 2017.

The workshops in March will identify ou r region's transport problems and provide a focus for the new RLTP.

Road safety promotion in the Bay of Plenty is primarily managed through the Road Safety Action Plans developed by each of the three sub-regional Road Safety Committees as well as a regional plan prepared by the Regional Council.
