From the perspective of theCounty Commission, however,Dakota Plains doesn’t appreciatejust how big of an issue road ac-cess will be to its site. Duringprevious discussions with thebusiness, commissioners got theimpression it didn’t want to as-sist with upgrading the countyroads.
The company wants users tohave access to the proposed fa-cility along 435th Avenue by turn-ing west on 306th Street fromHighway 81 and then turningsouth on 435th Avenue. Thoseapproaching from Highway 50would be able to turn north onto435th Avenue.
It has been estimated that, asthe operation matures in the first
eight years, 100-120 trucks couldeventually come into the facilityon a normal day. During harvestseason, that number could bal-loon to 400-500 trucks.
Because of that heavy trucktraffic, the commission believesconcrete roads will be needed.
If truck routes are grantedfrom the north and south, Com-missioner Mark Johnson said itwill cost in excess of $10 millionto upgrade the roads.
“You, as a business, expectYankton County to put $10 mil-lion out for a $30 million proj-ect?” he asked.
Johnson advised that it wouldbe easiest from an infrastructureperspective to restrict truck traf-fic to entry from the south off ofthe state-maintained Highway 50.That would be a two-mile stretchof road in need of an upgrade.
“If you guys want to build thatfacility there, I think it’s going totake a serious commitment onyour part to help fund that road,”Commissioner Allen Sinclair said,suggesting that Dakota Plains
focus on the south entrance.“You’re not going to stick theYankton County taxpayer withbuilding your roads.”
The commission said anytaxes paid by Dakota Plains orthe establishment of a tax-incre-ment financing district would notnearly cover the road costs.
“Let’s sit down and make aplan,” Winsand countered. “Wecan sit and argue about it all dayand not have progress. I thinkwith the way the new line is com-ing in there, you are going tohave more companies cominginto your county on that line ... Ican tell you we’ll probably spendsome (money on the roads). Idon’t know what the number isgoing to be.”
The commission invitedDakota Plains to return to itsDec. 4 meeting to continue thediscussion.

NEW YORK — Just a few months ago, the parking lotat Jacob Riis Park on New York City’s Rockawayseashore was filled with happy beachgoers. Now, it ishome to a mountain of misery from Superstorm Sandy— a growing pile of garbage containing everything frommangled appliances, splintered plywood and soddendrywall to shreds of clothing and family photos.
The seagull-pecked pile, at least two stories high,three quarters of a mile long, and fed by an endless car-avan of dump trucks, is just part of a staggering round-the-clock operation along hundreds of miles of coastlineto clear away the mangled mess of homes, cars andboats so the rebuilding can begin.
Three weeks in, it is an effort that has strained theresources of sanitation departments and landfill opera-tors, and caused headaches and heartache for thou-sands of families in the sprawling disaster zone.
The lucky have only had to empty their basementsof soggy belongings. Others have been forced to striptheir flood-ravaged homes down to the studs and piledrywall, furniture, clothing and appliances on the side-walk.
“We’ve seen people put virtually all their worldlypossessions at the curb,” said Mike Deery, a spokesmanfor the town of Hempstead, which includes severalbeach and bay hamlets on Long Island’s South Shore.“We’ve gone down streets and picked up the entire con-tents of homes, and come back the next day and have itlook like we haven’t been there in months.”
In the three weeks since the storm, New York Cityalone has removed an estimated 271,000 tons of wreck-age from flooded neighborhoods. That doesn’t includethe downed limbs and trunks of some 26,000 damagedtrees.
New Jersey shore towns have been adding to bigpiles of rubble just like the one at Jacob Riis. One of thebiggest ones, in Long Branch, reaches nearly three sto-ries into the sky from a vacant lot a block from theocean.
As of Friday, auto insurance companies had reportedstorm damage to at least 52,000 vehicles, according tothe National Insurance Crime Bureau. Many of thosecars floated on the tide and were left smashed, silt-filledand strewn across sidewalks and yards.
In Long Beach, N.Y., a barrier island city of 33,000people that was completely inundated by the stormsurge, public works crews worked 16-hour shifts toscoop up hundreds of thousands of cubic yards of sandthat had buried city streets. The mountain of silt theyhave created now stands five stories high.
A powerful mechanism has been at work to make ithappen: In New York, the city’s regular army of 6,000sanitation workers has been supplemented by battal-ions of private contractors, hired under a $92 millionFEMA contract administered by the Army Corps of Engi-neers.
Garbage barge terminals on Staten Island that werelast used to remove debris from the World Trade Centerafter 9/11 have been pressed into service again, thistime carrying Sandy’s wreckage up the Hudson River, to-ward a landfill outside Seneca Falls.
Rubble has also been moving by truck to landfills inPennsylvania, some of which have been stretched to thelimit.
“You are trying to drive material through a funnelthat isn’t quite wide enough to accept it,” said JohnHambrose, a spokesman for industry giant Waste Man-agement. He said the company has had to boost staffingand bring in 65 additional trucks and equipment from asfar away as Florida and Wisconsin to handle the rubbleheaded for its landfills in Pennsylvania.
