Task Force Basics

The task force is:

• chaired by Zakri Abdul Hamid (Malaysia) and Ivar Baste (Norway), both members of the IPBES Bureau

• comprised of 25 members from 23 different countries, including the two Bureau members and five current members of the MEP

• supported by resource persons from UNDP, UNU, CBD and UNCCD Secretariats, and the SGA Network

• supported by a Technical Support Unit of three people provided by the Norwegian Environment Agency

Task Force Basics

The work of the task force covers four basic areas:

1. identifying and prioritizing capacity building needs

2. delivering a fellowship, exchange and training programme

3. facilitating location of resources to address priority needs

4. engaging key partners and networks in addressing priority needs

Ability to participate in IBPES deliverables Fellowship, exchange and training programmes with a focus to support regional assessments as a priority

Capacity to undertake national BES assessments Support to development and implementation of proposals based on expression of interest

In January 2015, the Plenary:

• amended and approved the list of priority capacity building needs that have been prepared by the task force

• requested the task force and TSU to work will all other IPBES bodies in ensuring that these needs are fully addressed

• requested the task force and TSU to keep under review progress in addressing the priority capacity building needs

In January 2015, the Plenary:

• took note of the draft programme on fellowships, exchange and training that have been prepared by the task force

• requested the task force and TSU to carry out a pilot implementation of this draft programme (while addressing the approved priorities)

• requested the task force and TSU to report on progress to the next Plenary, and make recommendations on a future programme

In summary the programme is likely to include the following:

• Enhance capacity to use Platform deliverables, including guides and guidance developed

In addressing this, the task force:

• sought advice from a number of experts through the São Paulo Dialogue

• is leading the planning for a capacity building forum, the first of which will be convened in Dehradun, India in October

• is considering development and implementation of an engagement strategy with key funding sources

• is planning for a “matchmaking facility” to bring together those with resource needs (technical or financial) with potential providers

In addressing this, the task force:

• is discussing collaboration with a number of international institutions and networks well placed to support and enhance planned activities

• is working with the Wildlife Institute of India and their National Biodiversity Authority to plan the first IPBES capacity building forum

• is considering how to most effectively engage with regional assessment TSUs and others in delivering capacity building

With respect to the above it is worth noting that in January the Plenary approved guidance on development of strategic partnerships and other collaborative arrangements.
