Apprenticeship programs must be developed in accordance with the National Catalog of Professional Apprenticeship Programs - CONAP, published online on the website of the Ministry of Labor and Employment (MTE).

The Secretariat for Public Labor Policies (SPPE) reviews and makes changes in the National Apprenticeship Catalog at the required intervals to keep pace with the technical and technological development of the productive sector and to promote opportunities for the social and economic inclusion of adolescents and young people on a sustainable basis and through decent work.

the audience taking part in the apprenticeship program, themaximum number of apprentices per class, their socioeconomicprofile and the rationale for delivering the courses to them;

the objectives of the apprenticeship program;

the contents to be developed;

the framework of the apprenticeship program and its totalduration in hours;

the physical infrastructure, such as equipment, instruments andfacilities required for the program's activities, adaptation to itscontents, duration, and number and profile of the participants;

human resources;

mechanisms for monitoring and evaluating the apprenticeshipprogram based on documentary records of its theoretical andpractical activities made by the training organization, with theparticipation of the apprentices and of the company in question;

mechanisms to promote the inclusion of apprentices in the labormarket after the end of the apprenticeship contract.

Minimum workload of 400hours. All the theoreticaltraining must account for atleast 30% of all the vocationaltraining.

Duly contextualized human and scientific training content:

a) oral and written communication, reading and comprehension of texts and digital inclusion;

b) logical-mathematical reasoning, basics of interpretation and analysis of statistical data;

c) Brazilian cultural diversity; d) organization, planning and control of the work process and of the

teamwork; e) basics of labor and social security rights, health and safety at work

rights, and of the Statute on Children and Adolescents - ECA; f) human rights, with a focus on respect for sexual orientation, race,

ethnicity, age, religious belief or political opinion; g) tax education for the exercise of citizenship;

h) alternative ways to generate jobs and income, with a focus on young people;

i) financial education and education for consumption and provision of information on the market and the world of labor;

j) preventing the use of alcohol, tobacco and other drugs; k) education for sexual and reproductive health, with a focus

on sexual rights, reproductive rights and gender relations; l) Public security policies for adolescents and young people;

and m) encouraging individual, collective, permanent and

responsible participation in preserving environmental balance, with a focus on defending environmental quality as an inseparable value of citizenship.

In preparing the specific part of theapprenticeship programs, the training entitiesshould take into account the required contentand skills to perform the occupations describedin the CBO.

Summary descriptionThey perform support services in the areas of human resources, administration,finance and logistics; they see suppliers and customers face-to-face to provideand receive information about products and services; they process variousdocuments, carrying out all the necessary procedures related to them. Theywork in providing microfinance to microentrepreneurs, seeing customers face-to-face in the field and in company branches, prospecting for customers in theircommunities.

General conditions of the position

They work in various fields of public and private activities. They are registeredworkers who work in a team, with occasional supervision. The workenvironment is indoors and they work during daytime. The category of"helpers" was abolished in public agencies and their functions are performedby administrative assistants. In the private sector, the category of "helpersand helpmates" seems to be in the process of being abolished and itsfunctions are being incorporated by assistants or trainees. Microfinanceagents work outdoors in their communities.

It is up to the training entities, together withthe employers, to keep track of the professionalactivities of the apprentices, making sure thatthey are carried out according to the purpose ofthe vocational training and to the rules appliedto the apprenticeship.

In inspections related to apprenticeship, wenotify companies to go to the Ministry of Laborand provide evidence based on labor-relateddocuments that they are employing apprenticesaccording to their predetermined quota.

We check the required documentation beforeapprenticeship activities can start to make sure thatthey meet the necessary conditions;

We carry out inspections in training sites to checkwhether they provide appropriate and safe conditionsfor the courses, whether the number of hoursestablished for the vocational training courses is beingobserved and whether the professionals providing thetraining are qualified to do so, among otherrequirements.

For companies: "Per capita" fine for failing to hire apprentices and referral of such cases to the Public Prosecutor’s Office for Labor Affairs, which can resort to the court system to force companies to hire apprentices;

Payment of the fine does not release a companyfrom the obligation to hire apprentices. It will beinspected and notified again.

Application of fines for not providingappropriate conditions for vocationaltraining;

CMDCA - MUNICIPAL COUNCIL FOR THE RIGHTS OFCHILDREN AND ADOLESCENTS

The Municipal Council for the Rights of Children andAdolescents - CMDCA - is the body in charge ofdrawing up and coordinating the municipal policy forensuring the promotion and defense of the rights ofchildren and adolescents, providing guidance inrelation to them and ensuring full protection tochildren and adolescents

Non-profit Entities wishing to providetraining courses must be registered with theCMDCA, which sets the rules for approvingthem.

Each CMDCA can autonomously set the rulesto be applied to the operations of trainingentities.

Public Prosecutor's Office for Labor Affairs (Ministério Público do Trabalho - MPT)

The Public Prosecutor’s Office for Labor Affairs is in charge of carrying out the actions assigned to it by the Federal Constitution and by labor laws and of filing public civil actions with labor courts to defend collective interests when constitutionally guaranteed social rights are violated;
