B. In cases where there is an existing business relationship between the called party and the subscriber and where the subscriberuses the dialing and announcing devices strictly as a follow up device to supply information related to these prior dealings, thepreceding terms and conditions will not apply. However, even subscribers who have had prior dealings with the called partywill not be allowed to utilize the automatic dialing and announcing devices for solicitation purposes.

C. Any subscriber operating or utilizing automatic dialing equipment who does so in violation of the provisions set forthpreceding will be subject to immediate disconnection of telephone service.

A2.2.16 Alabama Relay Center RestrictionsA. The following calls may not be placed through the Alabama Relay Center:

1. Calls to 976, 900, or 700 numbers

2. Calls to time or weather recorded messages

3. Calls to other informational recordings

4. Station sent paid calls from coin telephones

5. Operator handled conference service and other teleconference calls

6. All calls billed to cards (i.e., credit cards and calling cards) other than those issued by AT&T or the local exchangecompanies.

A2.3 Establishment And Furnishing Of ServiceA2.3.1 Availability Of Facilities

A. The Company's obligation to furnish service is dependent upon its ability to secure and retain, without unreasonable expense,suitable facilities and rights for the provision of such service.

B. The rates and charges quoted in this Tariff provide for the furnishing of service and facilities where suitable facilities areavailable or when the construction of the necessary facilities does not involve excessive costs.

C. When excessive costs are involved for the construction of facilities, charges for such construction will be determined inaccordance with the regulations as set forth in Section A5., "Charges Applicable Under Special Conditions," except asotherwise specified.

A2.3.2 Flat, Measured And Message Rate ServiceA. When Flat Rate, Measured Rate, Message Rate, or Area Calling Services are offered in an exchange, an applicant may, at his

option, select either type of service or combination of services for the applicant's private residence location.

A2.3.5 Application For ServiceA. Any applicant for service may be required to sign an application form requesting the Company to furnish the service in

accordance with rates, charges, rules and regulations from time to time in force and effect.

B. The Company reserves the right to refuse service to any applicant who is found to be indebted to the Company for servicepreviously furnished until satisfactory arrangements have been made for the payment of all such indebtedness. The Companymay also refuse to furnish service to any applicant desiring to establish service for former subscribers of the Company who areindebted for previous service, regardless of the listing requested for such service, until satisfactory arrangements have beenmade for the payment of such indebtedness.

C. If telephone service is established and it is subsequently determined that either condition in B. preceding exists, the Companymay suspend or disconnect such service until satisfactory arrangements have been made for the payment of the priorindebtedness.

D. When an application for service and facilities or requests for additions, rearrangements, relocations or modifications of serviceand equipment are cancelled in whole or in part prior to completion of the work involved, the applicant is required toreimburse the Company for all expense incurred in handling the request before notice of cancellation is received. Such charge,however, is not to exceed all charges which would apply if the work involved in complying with the request had beencompleted.

E. When equipment has been ordered for the specific needs of a subscriber and the installation thereof is unduly delayed by or atthe request of the subscriber, appropriate charges apply for such equipment for the period of the delay.

F. When a subscriber requests a change in location of all or a part of the facilities covered by his application for service orrequests for additions, rearrangements or modifications of his existing service and equipment prior to completion of the workinvolved, he is required to pay the difference between the total costs and expenses incurred by the Company in completing thework involved and that which would have been incurred had the final location of the facilities been specified initially.

C. Residence rates apply for:

1. Private residence locations which have up to and including ten (10) lines which do not employ business listings in theCompany's telephone directory. For this application, the subscriber may have up to three (3) of those lines in a rotary orhunting arrangement. Special construction charges may be applied to recover additional costs as specified in Section A5.of this Tariff. If a subscriber requires more than ten (10) lines at a residence location, business service rates shall applyfor all lines in excess of the initial ten (10) lines. If a subscriber requires more than three (3) lines in a rotary or huntingarrangement at a private residence location, business rates shall apply for all lines in the arrangement. Effective October16, 1996, existing subscribers with more than ten residence service lines and/or more than three (3) lines in a rotary orhunting arrangement at their residence location shall be allowed to retain their existing service. However, if theseexisting subscribers require additional lines for their residence location or request a move to a new residence location,they shall convert their lines immediately to comply with the revised requirements.

2. Subscribers residing in private apartments in hotels, clubs, hospitals, boarding houses, who request their own individualresidential service when business listings are not employed.

3. Subscribers residing in college sorority or fraternity houses who order their own individual residence service for theirrooms.

4. Secretarial line terminations of residence main service terminating as extension lines on the premises of a telephoneanswering bureau.

D. If a subscriber's service changes from business service to residence service, the telephone number must be changed. Referenceof calls will not be provided regardless of how long the existing Directories will remain in effect. Service charges, which applyfor such changes, are quoted in Section A4.

E. Changes from residence to business service may be made without change in telephone number, if the subscriber so desires.Service charges, which apply for such charges, are quoted in Section A4.

F. Local telephone lines needed for Classroom Communication Service will carry a regular residence Area Calling Service rate asdefined in A3.

A2.3.7 Transfer Of Service Between SubscribersA. At the Company's discretion, service previously furnished one subscriber may be assumed by a new subscriber if the new

subscriber willingly assumes all existing financial responsibility for theaccount once such service has been canceled orabandoned by the previous subscriber providing there is no lapse in the rendition of service. After the new subscriber assumesfinancial responsibility, all future bills will be rendered to the new subscriber.

Service charges, as specified in Section A4. will apply as appropriate.

A service charge does not apply when transferring the service to the remaining spouse in the event of divorce or death of aspouse.

B. After the new subscriber assumes financial responsibility, the new subscriber may retain the existing telephone number if theCompany deems such a transfer appropriate and if the previous subscriber consents or if the previous subscriber hasabandoned the service.

A2.3 Establishment And Furnishing Of Service (Cont'd)A2.3.13 Maintenance And Repairs

All ordinary expense of maintenance and repairs, unless otherwise specified in this Tariff, is borne by the Company. In case ofdamage, loss, theft, or destruction of any of the Company's property due to the negligence or willful act of the subscriber orother persons authorized to use the service, and not due to ordinary wear and tear or causes beyond the control of thesubscriber, the subscriber shall be required to pay the expense incurred by the Company in connection with the replacement ofthe property damaged, lost, stolen, or destroyed, or the expense incurred in restoring it to its original condition.

A2.3.14 Company Facilities At Hazardous Or Inaccessible LocationsWhere new or additional service is to be established at a location that would involve undue hazards, or where accessibility isimpracticable to employees of the Company, the subscriber may be required to install and maintain the Company's equipmentand facilities in a manner satisfactory to the Company, any remuneration to be based on the conditions involved.

Where new or additional service is to be established at a location that has a hazardous electrical environment (e.g., an electricpower substation or generating plant or a high voltage transmission tower, switching or distribution location), the customermust have high voltage isolation equipment installed at such premises whenever hazardous voltages of 1000V peak-asymmetrical or greater exist prior to the installation of BellSouth ordered service. If the customer is aware that its premisesare located where such hazardous voltages exist, the customer must notify BellSouth of this fact at the time its order forservice is placed. BellSouth makes high voltage isolation equipment that complies with the Institute of Electrical andElectronics Engineers (“IEEE”) Standards 487 and 1590 available to its customer under Special Assembly.

The customer may elect to provide high voltage protection by means other than BellSouth Special Assembly and if customerso elects, the equipment used must meet the technical requirements specified in IEEE Standards 487 and 1590 and thecustomer shall submit its proposed design and equipment specifications to BellSouth for BellSouth’s approval prior toinstallation of BellSouth service ordered. Where the customer has elected to select, install, use and maintain its own highvoltage protection equipment, the customer does so with the understanding that it is solely responsible for any interruption ofBellSouth’s service associated with its selection, installation, use or maintenance of the high voltage protection. Furthermore,the customer, its employees, agents, officers, directors, affiliates, successors and assigns agree to indemnify and holdBellSouth, its subsidiaries, affiliates and their collective employees, agents, officers, and directors harmless from all loss,liabilities, costs and expenses, including attorneys’ fees and all costs of defense and settlement, resulting from interruption ofservice, damage to property, claims, demands, suits or actions of any nature whatsoever arising from the failure of the highvoltage protection selected, installed, used or maintained by the customer.

BellSouth reserves the right to suspend any service it provides absent required high voltage protection until adequateprotection is provided.

Standard intervals do not apply for service ordered where voltage isolation equipment is required and must be installed prior toinstallation of new or additional service ordered from BellSouth.

A2.3.15 Work Performed Outside Regular Working HoursThe rates and charges specified in this Tariff contemplate that all work in connection with furnishing or rearranging service beperformed during regular working hours. Whenever a subscriber requests that work necessarily required in the furnishing orrearranging of his service be performed outside the Company's regular working hours, the subscriber may be required to pay,in addition to the other rates and charges specified in this Tariff, those charges for subscriber requested overtime. The hourlyovertime charge or fraction thereof will be computed at 1.5 times the current directly assigned Company labor rates, which arethe charges for premises work as shown in Section A4. of this Tariff, rounded to the nearest dollar. The appropriate hourlycharge will depend on the force group performing the work.

A2.3.16 Suspension Of Residence ServicesA. General

1. Upon request, a subscriber to residence service may arrange for the temporary suspension of such service. Suspension ofservice is available on a subscriber's complete service or on such portion thereof as can be suspended.

2. When the period of suspension is less than one month, the regular charges for the full month of service shall apply.

3. When a complete service, or portion thereof which can be suspended, is subject to an initial service period of more thanone month, the basic termination charge applicable thereto will be reduced at one-half the normal full rate of reductionwhile the service is on a suspended basis and the initial service period is extended by one-half month for each month ofsuspension.

4. In connection with complete suspension of service, Local or Long Distance Service is not furnished during the period ofsuspension. At the request of the subscriber, inward calls to a station at which service is suspended may be referred to thecall number of another station in the same or a distant exchange.

5. The charge for the total suspension period may be collected in advance.

6. There is no reduction in the charge for foreign central office line mileage and foreign exchange line mileage during theperiod of suspension.

7. In connection with service at a concession rate, the charge for service during the period of suspension is 50 percent of therate regularly charged for service without concession, except in case the concession is 50 percent or more, then thecharge during the period of suspension is the rate regularly charged for the concession service.

8. There is no reduction in the recurring charge for Back-Up Line during the period of suspension.

B. Application Of Charges

1. Main Station Service

A2.3.17 Termination Of ServiceA. Termination of Service by the Company

1. Violation of any of the regulations contained in this Tariff on the part of the subscriber may be regarded as sufficientcause for termination of the subscriber's service.

2. When the service is terminated on the initiative of the Company because of violation of its regulations by the subscriber,the regulations stipulated following for termination of service at the subscriber's request apply.

3. The Company may refuse to furnish or continue to furnish service hereunder, if such service would be used or is used fora purpose other than that for which it is provided or when its use interferes with or impairs, or would interfere with orimpair, any other service rendered to the public by the Company.

B. Termination of Service at the Subscriber's Request

1. Service may be terminated at any time upon reasonable notice from the subscriber to the Company. Upon suchtermination the subscriber shall be responsible for the payment of all charges due. This includes all charges due for theperiod service has been rendered plus any unexpired portion of an initial service period or applicable terminationcharges, or both.

A2.3 Establishment And Furnishing Of Service (Cont'd)A2.3.21 Connection With Miscellaneous Common Carriers

A. Application

1. Service is available to and from customers of Miscellaneous Common Carriers through connecting facilities provided bythe Company in accordance with the provisions set forth in 2. through 5. following.

2. Subject to the availability of facilities and the reasonable requirements of the Company for its telecommunicationsservice, the Company will, at the Miscellaneous Common Carrier's request, physically connect its facilities with those ofthe Miscellaneous Common Carrier for the purpose of interchanging intrastate traffic in connection with theMiscellaneous Common Carrier's Domestic Public Land Mobile Radio Services (as defined in Part 21 of the FCC Rules).Such connection and interchange of intrastate traffic shall be as follows.

a. Two-Way Mobile Traffic

The Company will connect its facilities between any telephone exchange whose rate center is located in theMiscellaneous Common Carrier's Reliable Service Area (as defined in Part 21 of the FCC Rules) and theMiscellaneous Common Carrier's control point(s) in or serving that Reliable Service Area.

b. One-Way Signaling Traffic

The Company will connect its facilities between any telephone exchange within which a signaling receiver is servedby the Miscellaneous Common Carrier's system and the Miscellaneous Common Carrier's control point(s) in orserving that system.

3. The facilities provided for connection and interchange of traffic shall not be used, switched or otherwise connectedtogether by the Miscellaneous Common Carrier for the provision of through calling from a landline telephone to anotherlandline telephone, nor shall they be switched or otherwise connected together by the Miscellaneous Common Carrier forthe provision of through calling from a landline or mobile unit located in one Reliable Service Area (as defined in Part 21of the FCC Rules) to a landline telephone or mobile unit in another Reliable Service Area (as defined in Part 21 of theFCC Rules).

4. Specific administration procedures, connection and operating arrangements and charges for the facilities provided by theCompany to the Miscellaneous Common Carrier for the purpose of connection and interchanging traffic are as set forthin various intercarrier agreements between the Company and the Miscellaneous Common Carriers or in the tariffs of theCompany as appropriate. Where the state franchise area or state authorization of the Miscellaneous Common Carrier isdifferent than the Reliable Service Area (as defined in Part 21 of the FCC Rules), the terms and conditions of connectionand interchange of traffic may be modified to recognize the extent of such state franchise or authorization.

5. The connection and interchange of traffic as set forth in 1. through 4. preceding does not constitute a joint undertakingwith the Miscellaneous Common Carrier for the furnishing of any service.

B. In the event a county or other local taxing authority, excluding municipalities, imposes, collects or receives from the Companyany license, occupational, franchise, privilege, inspection or other similar tax or fee, or otherwise, whether in a lump sum, or ata flat rate, or based on receipts, or based on poles, wires, conduits or other facilities, or otherwise, the amount of such tax orfee will be billed, insofar as practical, pro rata to the customers receiving Exchange Service within such county or territory ofother local taxing authority.

Nothing in this Tariff shall prohibit the billing to customers of the amount of any tax or fee imposed by a county or other localtaxing authority at the time of the filing of this Tariff.


A2.4.7 Provision For State And Federal TaxesA. For the purpose of approximately offsetting increases or decreases in costs as a result of increases or decreases in Federal

and/or state income tax rates that become effective after the effective date of this Tariff provision, each rate and charge forintrastate telephone service shall be adjusted by applying thereto an adjustment factor and adding or subtracting the resultingproduct to or from such rate or charge. The adjustment factor will be the ratio of:

Insofar as practicable, charges for intrastate services shall be increased to offset the applicable proportionate part of any new orincreased tax, assessment, license, fee, franchise payment, or any other tax or similar payment, except the income taxesreferred to in A2.4.7.A. of this section, hereafter imposed upon the Company, its service, or any of its property or activities, bythe State of Alabama, the United States of America, or any authority or agency of either, at rates or percentages higher thanthose in effect on August 1, 1971. Any such increase in charges shall continue so long as, and to the extent that, the new orincreased tax, assessment, license, fee, franchise payment, at other tax or similar payment, to which the increase in charges isattributable, shall remain in effect.

A2.5 Liability Of The CompanyA2.5.1 Service Irregularities

The liability of the Company for damages arising out of mistakes, omissions, interruptions, preemptions, delays, errors ordefects in transmission, or failures or defects in facilities furnished by the Company, occurring in the course of furnishingservice or other facilities and not caused by the negligence of the subscriber, or of the Company in failing to maintain properstandards of maintenance and operation and to exercise reasonable supervision shall in no event exceed an amount equivalentto the proportionate charge to the subscriber for the period of service during which such mistake, omission, interruption,preemption, delay, error or defect in transmission, or defect or failure in facilities occurs.

A2.10 Special PromotionsA. Regulations

The Company may offer special promotions of new or existing services or products upon 15 days notice to the Commission.Subject to the availability of products, services and facilities, promotions will be available on a completely nondiscriminatorybasis to all subscribers meeting the eligibility criteria for each promotion within the classification of service and area for whichthe promotion is available. Each subscriber so meeting eligibility criteria will have an equal opportunity for participation.Notification will include the time period during which the promotion will be conducted as well as the terms and conditions ofthe promotion.

A2.11 Trademarks and Servicemarks ProtectionA2.11.1 Use of Trademarks and Servicemarks

Trademarks and Servicemarksowned by BellSouth Intellectual Property Corporation may not be used by any entityconcurring in or providing services pursuant to this Tariff except under an express written license agreement with BellSouthIntellectual Property Marketing Corporation.


A2.13 Customer Premises Inside WireA2.13.1 General Provisions

A. Customer premises inside wire is defined as that wire, including connectors, blocks, and jacks, located on the customer's sideof the demarcation point.

B. Customer premises inside wire provided by the customer may be connected to simple residence service furnished by theCompany at any point on the customer's side of the demarcation point.

C. The typical Network Interface for the connection of customer premises inside wire consists of a miniature modular standardjack equivalent and is provided as a part of the Exchange Access Line. (Other specifically requested Network Interface Jacksare billable subject to the charges in Section A14.) A Network Interface will be installed on the customer's premises at alocation determined by the Company which is accessible to the customer. The normal location of the Network Interface is atthe point of minimum penetration on the customer's premises (see A15.1.1.B.4) which would be in close proximity to theprotector or equivalent where the Company facilities enter the customer's premises, wherever practicable.

D. The Network Interface is provided to allow the modular connection of premises inside wire to the Access Line. The NetworkInterface is not to be routinely considered as a jack for the connection of telephone equipment to the Access Line except fornormal testing purposes.

E. Connection of customer premises inside wiring and terminal equipment to the Company network may be made through aNetwork Interface jack conforming to FCC Part 68 rules or by direct attachment to Company-provided wiring at any point onthe customer's side of the demarcation point.

F. The customer is prohibited from connecting premises wiring to the protector.

G. The Network Interface for marine and recreational vehicles is a standard weatherproof jack (USOC RJ15C or equivalent). Thisjack will be provided at the Network Interface Jack Rate specified in Section A14. in addition to the appropriate ServiceCharges as specified in Section A4.

H. The rates and charges for the Exchange Access Line do not include the Company maintenance of customer premises insidewire and/or jacks.

I. The Company owned inside wiring and/or jacks maintained by the customer remains the property of the Company.

A2.13.2 Responsibility of the CustomerA. In the event that the customer provides, maintains, or attempts to maintain inside wire and/or jacks, the customer assumes the

risk of loss of service, damage to property or death to or injury of the customer or the customer's agent. The customer will savethe Company harmless from any and all liability, claims, or damage suits arising out of the customer's wire provision ormaintenance activity.

B. Where customer premises inside wire and/or jacks are maintained by the customer, the customer is responsible for correctingany service difficulty that is causing harm to the telecommunications network upon notice from the Company that such wire iscausing the difficulty.

D. The Company will make the technical standards and installation guidelines for customer provision of inside wire and jacksavailable to customers at Company designated locations.

A2.13.3 Violation of RegulationsA. Where customer-provided inside wire and/or jacks are installed or maintained in violation of A2.13., the Company will

promptly notify the customer of the violation and will take such immediate action as is necessary for the protection of thetelecommunications network and Company employees.

B. The customer shall discontinue use of the customer premises inside wire and/or jacks which are in violation of A2.13. orcorrect the violation and notify the Company in writing within 10 days after receipt of such notice that the violation has beencorrected.

C. Failure of the customer to discontinue such use or to correct the violation will result in the suspension or disconnection of thecustomer's service until such time as the customer complies with the provisions of this Tariff.

A3.1 Exchange Access LinesA3.1.1 General

A. Rates for Basic Local Exchange Service are related to the total number of Main Station Lines, Private Branch ExchangeTrunks and Centrex Type Services Main Station Lines within the Local Calling Area, including those of other telephonecompanies within the same Local Calling Area.

B. The Exchange Service Area for each exchange is on maps included in Section A3.

C. The rates for service and equipment not specifically shown in this section are presented in other sections of this Tariff.

D. Individual Residence Main Station Line Service are comprised of serving central office line equipment and all outside plantfacilities needed to connect the serving central office with the customer premises at the demarcation point. These facilities areCompany-provided and maintained and provide access to and from the Telecommunications Network For Message TollService and for local calling.

E. Effective December 10, 1993, rotary dial service will not be available for new installations. For Area Calling Servicesubscribers with rotary dial service and inward facilities(connected prior to December 10, 1993), a credit of $.75 per residenceArea Calling Service line or trunk will apply to the rates specified in A3.2.9. Existing rotary dial service and inward facilitiesfor Area Calling Service subscribers may be modified or changed at the current location (with the exception of a change inclass of service), but may not be relocated to a different address.

Existing Area Calling Service subscribers with rotary dial service and inward facilities who change to a different class ofservice and Area Calling Service subscribers who connect new lines or trunks will be billed at the rates specified in A3.2.9.

A3.31 LifelineA3.31.1 Description of Service

A. The Lifeline program is designed to increase the availability of telecommunications services to low income subscribers byproviding a credit to monthly recurring local service to qualifying residential subscribers. Basic terms and conditions are incompliance with the FCC's Order on Universal Service in CC Docket No. 97-157, which adopts the Federal-State JointBoard's recommendation in CC Docket No. 96-45, which complies with the Telecommunications Act of 1996. Specific termsand conditions are as prescribed by the Alabama Public Service Commission and are as set forth in this tariff.

B. Lifeline is supported by the federal universal service support mechanism.

C. Federal baseline support of $8.25 is available for each Lifeline service and is passed through to the subscriber. An additional$3.50 credit is provided by the Company. Supplemental federal support of $1.75, matching one half of the Companycontribution, will also be passed along to the Lifeline subscriber. The total Lifeline credit available to an eligible customer inAlabama is $13.50. The amount of credit will not exceed the charge for local service, which includes the access line, theSubscriber Line Charge and local usage.

A3.31.2 RegulationsA. General

1. Customers eligible under the Lifeline program are also eligible for connection assistance under the Link-Up program.

2. One low income credit is available per household and is applicable to the primary residential connection only. Thenamed subscriber must be a current recipient of any of the low income assistance programs identified in B. following.

3. A Lifeline customer may subscribe to any local service offering available to other residence customers. Since theLifeline credit is applicable to the primary residential connection only, it may not be applied to a multiple line packagelocal service offering.

4. Toll blocking, if elected, will be provided at no charge to the Lifeline subscriber.

5. The deposit requirement is not applicable to a Lifeline customer who subscribes to toll blocking. If a Lifeline customerremoves toll blocking prior to establishing an acceptable credit history, a deposit may be required. When applicable,advance payments will not exceed the connection and local service charges for one month.

A4.1 DefinitionsSERVICE CHARGE

Service Charge is a nonrecurring charge or charges applying to the ordering, installing, moving, changing, rearranging orfurnishing of telecommunication services or facilities. Service Charges are categorized as:

Line Connection Charge

Line Change Charge

Secondary Service Charge

Line Connection Charge (First Line and/or Additional Line) applies for establishing an exchange access line or trunk. Thecharge includes service ordering, central office work, exchange access line work and a standard voice miniature six positionnetwork interface.

Line Change Charge (First Line and/or Additional Line) applies per line to miscellaneous customer requested changes onexisting service for, but not limited to, number change and suspend/restore.

Secondary Service Charge applies per customer request for the receiving, recording, and processing of customer requests tochange services or add new or additional services.

CUSTOMER REQUEST

The term "per customer request" as used in this section shall be defined as a customer request for service that is ordered at thesame time to be provided on the same date, the same premises, the same system, and the same account.

NETWORK INTERFACE

The network interface is a FCC approved standard registration program jack which is used at the demarcation point as a meansof connection between the telecommunications network and the customer's inside wire and/or equipment.

DEMARCATION POINT

The point of demarcation and/or interconnection between Company communications facilities and the customer's terminalequipment, protective apparatus or wiring at a subscriber's premises. Company-installed facilities at, or constituting, thedemarcation point shall consist of wire or a jack conforming to Subpart F of Part 68 of the Federal CommunicationsCommission's rules. "Premises" as used herein generally means a dwelling unit, other building or a legal unit of real propertysuch as a lot on which a dwelling unit is located, as determined by the Company's reasonable and nondiscriminatory standardoperating practices.

A6.1 Regulations Applicable To Directory ListingsA6.1.1 General

A. The rates and regulations specified herein for directory listings apply only to the alphabetical section of the directory. Listingsare intended solely for the purpose of identifying subscriber's telephone numbers and as an aid to the use of telephone service.

B. The listings of subscribers, either without charge or at the rate specified herein for other listings are arranged alphabeticallyand are not intended for special prominence of arrangement. In accepting listings as requested by subscribers or prospectivesubscribers, the Company will not be a party to controversies between subscribers as a result of the publication of such listingsin its directories.

C. Listings must conform to the Company's specifications with respect to its directories. The Company reserves the right to rejectlistings when, in its sole judgment, such listings would violate the integrity of company records and its directories, or confuseindividuals using the directory.

D. The Company reserves the right to limit the length of any listing to one line in the directory by use of abbreviations when, inits sole judgment, the clearness of the listing and the identification of the subscriber is not impaired thereby.

E. One listing, except client listings, is furnished without extra charge as specified in the following:

B. Except where provided otherwise in this Tariff, Custom Calling features are furnished only in connection with Individual LineService. C. In addition to the rate in this Tariff section for the Call Forwarding features, the following charges apply for the call beingforwarded.

A13.9 Custom Calling Service (Cont'd)A13.9.4 Per Use Three-Way Calling

A. General

1. Per Use Three-Way Calling is available to all individual line residence customers where facilities permit. This servicepermits use of the three-way calling feature on an as-needed basis, with the subscriber paying the rates shown inA13.9.4.B for each occasion it is successfully used. Three-way calling permits the subscriber activating the feature tohold an in-progress call and originate a second call while maintaining privacy from the first call, or to add another partyfor a three-way conference arrangement.

2. Switch-specific technology determines how a subscriber "activates" the feature. In certain switch technology, the featureis activated by "flashing" the serving switch from the subscriber's terminating equipment. ("Flashing" is accomplishedvia a receiver button, switchhook, hook flash key, flash key, etc.) This technology provides the subscriber withspontaneous control of the feature. Other switch technology requires that the feature be dial-activated by the subscriberprior to establishing the first leg of a three-way call, using a Company-provided code.

3. The per use charge is applied only when a forwarded call is completed. Completed calls include, but are not limited to,those calls terminated to telephones, voice messaging systems, answering machines, facsimile machines, modems, etc.

4. The per use charge is in addition to any tariffed switched network usage charge appropriate for the line with which thePer Use Three-Way Calling feature is associated. Such usage may include, but is not limited to, toll charges, localmeasured service charges, exception calling plan rates, etc. Terms and conditions of these charges are as covered intariff sections specific to that particular call type, and are not impacted by the application of the per use charge.

5. Access to the per use capability can be restricted at the customer's request at no charge.

A. Applications

Star 98 Access is an optional network feature which allows subscribers to dial *98 to access a service. Generally subscribersuse this feature to access their local voice mail service from their home telephone line. Star 98 Access is available, wherefacilities permit, to individual line residence subscribers.

B. Description

Star 98 Access provides subscribers with access to a service, generally their local voice mail service, when they dial *98 fromtheir home telephone line. Star 98 Access connects the customer to the local telephone number, generally of their voice mailprovider, to whom their calls are forwarded via a version of Call Forwarding Don’t Answer. The appropriate auxiliary callingfeature (i.e. Call Forwarding Don’t Answer or Call Forwarding Don’t Answer – Ring Control) is required with this service.

C. Regulations and Limitations of Services

1. Star 98 Access is only available to subscribers on lines which are equipped with a version of Call Forwarding Don’tAnswer.

B. Message Charges

The message charges applicable to remotely forwarded calls shall be comprised of two separate charges:

1. A charge for that portion of the call from the originating station line to the call forwarding location, and

2. A charge for that portion of the call from the call forwarding location to the terminating station line.

The respective charge for each such portion shall be as follows.

a. Between the originating station line and call forwarding location.

The charge for this portion of a remotely forwarded call shall be the charge specified in this Tariff, or any otherapplicable Tariff, for the type of call involved.

b. Between the call forwarding location and the terminating station line.

Where toll calling is required, the Remote Call Forwarding customer is responsible for the applicable toll charges asspecified in this Tariff or any other applicable Tariff.

Calls which terminate within the local calling area will be billed usage charges as described in A3.7.4.C. or A3.2.9,as appropriate. Provisions contained in A2.3.4 govern the specific usage rates to be applied. Plan options, usageallowances, and usage caps are not applicable to these usage charges.

The preceding charges apply to all calls answered at the terminating station line, including person-to-person andcollect even though such calls might not be accepted at the answering location.

Where customers have fifteen or more unique RCF features on a billing account, a credit of twenty-five percent (25%) will beapplied per billing cycle to the monthly rate for each such unique service feature, including the first fifteen. For purposes ofqualifying for such credit, a unique feature is defined by calling scope, jurisdiction and residence classification: e.g.,Residence, Intrastate, IntraLATA. A13.12 Selective Class Of Call Screening ServiceA13.12.1 General

A. Selective Class of Call Screening Service enables a customer to secure central office blocking of originating 1+, 101XXXX 1+, and 900 service calls. Additionally, specific screening information from the originating line is sent to the operator on SouthCentral Bell handled intraLATA calls to prevent operator assisted calls from being billed to the subscriber's line. Informationdigits are also passed to long distance providers, other than the Company, to identify the line as requiring special operatorhandling.

B. Selective Class of Call Screening is available only from central offices which have been arranged to provide the service. Theservice is provided subject to the availability of facilities. This service is not compatible with all service offerings.

C. Subscribing to this service does not relieve the subscriber of responsibility for calls, other than South Central Bell intraLATAcalls, which originate from his number. Failure of other long distance providers to act on the information digits passed to themcould result in charges being placed on the subscriber's number.

D. This service is available to all residence customers.

E. Selective Class of Call Screening can be suspended as specified in A2.3.16 of this Tariff. During the period of suspension, norecurring charge applies.

A13.13 Dormitory Communication ServiceA13.13.1 General

A. Dormitory Communications Service (DCS) is available to public and private educational institutions for residential use bystudents, faculty members or employees who reside in dormitories or other residential quarters owned, leased, or under thesupervision of the educational institution.

B. DCS is furnished from central office equipment located on Company premises and associated facilities arranged to provide theequivalent of residence Individual Line Local Exchange Service.

C. The Local Calling Area for DCS is the same as that for Residence Individual Line Service in the exchange in which the DCScentral office equipment is located.

D. DCS is offered subject to the availability of facilities and where, in the judgement of the Company, that service may beprovided by the use of service arrangements, equipment and facilities in quantities and types regularly furnished by theCompany.

A13.13.2 RegulationsA. DCS is furnished to an educational institution upon the condition that use of service shall not be made subject to any charge by

the educational institution in excess of the charges to the educational institution by the Company, nor may the institutionrender a separate charge for such telephone service.

B. The educational institution is responsible for all charges except Long Distance Message Telecommunications Service (MTS),Telegrams, Cablegrams, Radiograms, and Directory Assistance Charges, which are billed by the Company directly to DCSlines.

C. The regulations set forth for deposits and payment of service in A2.4. of this Tariff shall be applicable to users of DCS lines.

D. The educational institution shall agree to render assistance to the Company in the prompt collection of charges billed to DCSlines.

E. In the event of non-payment of any charges billed, the Company may suspend or terminate a DCS line until all charges duehave been paid. Service which is so suspended or terminated is subject to the charges specified in A4.2. of this Tariff forrestoral or re-establishment of service.

F. The Service Charges specified for residence service apply to the connection, move and change of DCS.

G. DCS lines may be temporarily suspended, at the educational institutions' request, subject to the rates and conditions specifiedfor the temporary suspension of residence services as shown in A2.3.16.

H. The rates and charges specified for DCS lines in A3.13.3. do not include directory listings in the alphabetical section of thedirectory of the Company.

I. At the request of the educational institution, DCS extension stations will be provided within the same dormitory room or suiteas the associated DCS lines.

J. Subject to the availability and at the request of the educational institution, DCS lines may be equipped for miscellaneousservices such as Touch-Tone Calling Service and/or Custom Calling Service at the same rates and charges as specified forsuch services on Residence Individual Lines.

K. The initial contract period for each DCS line is the same as the initial contract period specified for Residence Individual LineService.

A. Call Return (Cont'd)

Where facilities permit, upon activation of the feature, the customer will receive a voice announcement stating that Call Returnhas been accessed. In addition, the announcement will provide the Directory Number (DN) of the last incoming call. In somelocations, the date and time of receipt of the call will also be provided. The Call Return user will then be prompted to enter anadditional digit to continue with the feature activation, or to hang up to abort the activation.

If the called line is not busy, the call is placed. If the called line is busy, a confirmation announcement is heard, the customerhangs up and a queuing process begins. For the next thirty minutes both the calling and called lines are checked periodicallyfor availability to complete the call. If during this queuing process the called line becomes idle, the customer is notified, via adistinctive ring, that the network is ready to place the call. When the customer picks up the telephone the call willautomatically be placed.

This feature is not available on operator handled calls. In connection with Call Return, the Company will deliver all numbers,subject to technical limitations, including telephone numbers associated with Non-Published Listing Service.

If the last incoming call originated from a telephone where delivery of the number was suppressed, either via per call or perline blocking, that number will not be available for voicing-back and the call cannot be returned by the Call Return customer.The Call Return user will receive a voice announcement stating that this service cannot be used to call the number.

If the incoming call is from a caller served by a PBX, only the main number of the PBX is transmitted and available forvoice-back.

If the incoming call is from a RingMaster service customer, the telephone number transmitted and available for voice-backwill be the main Directory Number rather than any dependent RingMaster service number.

If the incoming call originates from a multi-line hunt group, the telephone number transmitted and voiced-back will always bethe main number of the hunt group, unless facilities permitting, the telephone numbers are TN identified within the group.

This feature is available, facilities permitting, to residence customers as follows: (a) monthly subscription, or (b) peruse/occasion. If the customer subscribes to the feature on a monthly basis, unlimited access is provided with no additionalcharge for each use. Where facilities permit, the feature may be utilized on a non-subscription basis with a per occasioncharge for each use. Access to the usage option can be restricted at the customer's request at no charge.

B. Repeat Dialing

Repeat Dialing, when activated, automatically redials the last number the customer attempted to call. If the called line is notbusy, the call will be placed.

If the called line is busy, a confirmation announcement is heard, the customer hangs up and a queuing process begins. For thenext thirty minutes both the calling and the called lines are checked periodically for availability to complete the call. If duringthis queuing process the called line becomes idle, the customer is notified, via a distinctive ring, that the network is ready toplace the call. When the customer picks up the telephone the call will automatically be placed.

This feature is available, facilities permitting, to residence customers as follows: (a) monthly subscription, or (b) peruse/occasion. If the customer subscribes to the feature on a monthly basis, unlimited access is provided with no additionalcharge for each use. Where facilities permit, the feature may be utilized on a non-subscription basis with a per occasioncharge for each use. C. Personalized Ring 6 a.k.a. Call Selector

Personalized Ring 6 provides a distinctive ringing pattern to the subscribing customer for up to six specific telephone numbers.

The customer creates a screening list of up to six telephone numbers through an interactive dialing sequence. When a call isreceived from one of the predetermined telephone numbers, the customer is alerted with a distinctive ringing pattern (short,long, short). Calls from telephone numbers not included on the screening list will produce a normal ring.

If the customer subscribes to Call Waiting (see Section A13) and a call is received from a telephone number on thePersonalized Ring 6 screening list while the line is in use, the Call Waiting tone will also be distinctive.

E. Call Block

This feature provides the customer the ability to prevent incoming calls from up to six different telephone numbers.

A screening list is created by the customer either by adding the last number associated with the line (incoming or outgoing), orby pre-selecting the telephone numbers to be blocked. When a call is placed to the customer's number from a number on thescreening list, the caller receives an announcement indicating that the party he is attempting to call does not wish to receive hiscall at this time.

If the customer also subscribes to Selective Call Forwarding and/or Personalized Ring 6 and the same telephone numbersappear on those screening lists, Call Block will take precedence.

This feature will not work if the incoming call is from a telephone number in a multi-line hunt group unless the telephonenumber is the main telephone number in the hunt group, or is Telephone Number identified. Additionally, this feature willnot block calls from coin or cellular telephones or operator assisted calls.

F. Call Tracing

Call Tracing enables the customer to initiate an automatic trace of the last call received.

Upon activation by the customer, the network automatically sends a message to the Company's Security Department indicatingthe calling number, the time the trace was activated, and in some locations, the time the offending call was received. Thecustomer using this feature would be required to contact the Annoyance Call Bureau for further action.

Only calls from within TouchStar service equipped offices are traceable using Call Tracing.

This feature will not work if the incoming call is from a telephone number in a multi-line hunt group, unless the telephonenumber is the main telephone number in the hunt group, or is Telephone Number identified.

In some locations, if the customer makes or receives another call after hanging up from the annoying call, prior to activatingthe trace, Call Tracing will not record the correct number.

G. BusyConnect

BusyConnect is an optional network feature which will be available in central offices where facilities permit on a usage basis.Presubscription will not be required and billing will be incurred on a per use basis.

BusyConnect enables callers to retry a busy line on demand. When a caller receives a busy condition, the service willautomatically play an announcement offering the caller the option of having the service complete the call when the called linebecomes available. If the caller activates BusyConnect service, the status of the called party's line will be monitored for thirtyminutes and the call completed when the line is available.

BusyConnect service is available, facilities permitting, to residence customers on a per activation/occasion basis. The servicemay be utilized on a non-subscription basis with a per occasion charge for each activation, whether the call is completed ornot. Access to the usage option can be restricted at the customer's request at no charge. (USOC BRD in A13.19.4).

A13.19.3 Regulations And Limitations Of ServiceA. The following limitations apply:

1. TouchStar service is provided subject to the availability of facilities. Additionally, the features described will onlyoperate on calls originating and terminating within TouchStar service equipped offices. Also, feature screening lists canonly contain telephone numbers of subscribers served out of TouchStar service equipped offices.

2. TouchStar service is available to single and multi-line residence customers unless otherwise specified. TouchStarservices are compatible with either rotary dial or Touch-Tone service, except that BusyConnect service will not workwith rotary dial in most offices.

3. TouchStar service basic features will not work on an originating basis with toll terminals, trunks or some remoteswitching locations.

4. Appropriate service charges apply except during Company selected periods of special promotion. A13.20 Call Screening And Restriction Services - Customized Code Restriction (CCR)A13.20.1 General Regulations

A. Customized Code Restriction is a service which enables customers to restrict certain types of outgoing calls from being placedover their exchange lines/trunks. This capability is provided only by means of recorded announcement restriction. It is offeredwith options containing various sets of codes to be restricted, and is available to basic exchange customers with IndividualLine Residence in either Flat, Message or Measured Rate Service environments.

B. Customers may subscribe to whichever option meets their needs, but only one option may be provided on a line/trunk or groupof lines/trunks. Also, options of this service may not be combined with Selective Class of Call Screening in A13.12 or TollTrunks specified in A13.14. These regulations do not apply to Option #5 which may be provided with other CCR Options.

C. CCR is furnished only from central offices equipped to provide this service and where facilities permit.

D. When CCR is provided from central offices other than the customer's normal serving central office, Foreign Central Office orForeign Exchange charges as specified in tariff Section A9., whichever is appropriate, will apply to all lines/trunks equippedwith this service.

E. CCR does not provide restriction of non-chargeable calls to Company numbers, such as Repair Service Public EmergencyService numbers (911), or toll free 1+8XX calling (including 1+8XX credit card calls).

F. Subscribing to CCR does not relieve customers of responsibility for calls charged to their numbers.

G. Customers who subscribe to CCR options which restrict operator access have the responsibility to notify all users of theirservice that an operator cannot be reached.

A13.70 Privacy Manager ServiceA13.70.1 Definition of Feature Offering

A. Privacy Manager service will provide Caller ID subscribers with the ability to identify unavailable, unknown, blocked andprivate numbers. Privacy Manager service will intercept all unidentified calls before the subscribers telephone rings. If thecall is marked private, the caller will be asked to press 1 to deliver his/her calling information. On unavailable or unknownnumbers, the caller will be asked to state their name. Once the calling party is identified, the service will ring the subscriberand announce the calling party's information. The subscriber has the option to accept the call, reject the call, or send a "DoNot Solicit" message to a telemarketer. Privacy Manager service allows the subscriber to assign a special passcode givingcallers of his/her choice the ability to bypass Privacy Manager service. Subscribers may also switch Privacy Manager serviceon or off from his/her own telephone.

A13.70.2 Regulations and Limitations of ServiceA. The following regulations and limitations apply:

1. Privacy Manager service is provided subject to the availability of facilities.

2. Privacy Manager service is available to single and multi-line residence customers.

3. Privacy Manager service is not compatible with Calling Number Delivery Blocking-Permanent, FX, FCO, ISDN orPrestige Communications Service. Privacy Manager service may not be compatible with RingMaster service in all switchtypes.

4. Caller ID and Touch-Tone service are required in order to subscribe to Privacy Manager service.

A113.19 TouchStar Service(Obsoleted May 8, 1995, Type D) Existing Caller ID - Multi-Line customers may retain their existing service as specified inthis section of the Tariff if they so choose. However, if these customers want to change or add to their existing service, theywill have to convert to Caller ID - Basic or Caller ID - Deluxe as specified in A13.19 of this Tariff. Service charges fromSection A4. shall not apply for such conversions. All new customers desiring a TouchStar service calling informationdelivery feature will have to use A13.19 of this Tariff.

A113.19.1 Definitions of Feature OfferingsA. Caller ID - Multi-Line

This feature allows residence customers with Rotary (Grouping) arrangements to receive and view on a display unit, callrelated information on certain incoming telephone calls.

The following information is transmitted to the Caller ID - Multi-Line customer and displayed on the called CPE during thefirst long silent interval of the ringing cycle: calling Directory Number, time of day (hours and minutes) the call was received,and date (month and day) the call was received.

A service order is required to establish or discontinue Caller ID - Multi-Line. Subsequent to establishment, the feature can beactivated and deactivated at the customer's discretion through the use of preassigned feature access codes.

A. Caller ID - Multi-Line (Cont'd)

Any customer subscribing to Caller ID - Multi-Line will be responsible for the provision of a display device which will belocated on the customer's premises. The installation, repair and technical capability of that equipment to function inconjunction with the features described herein will be the responsibility of the customer. The Company assumes no liabilityand will be held harmless for any incompatibility of this equipment to perform satisfactorily with the network featuredescribed herein.

If the incoming call is from a line equipped with RingMaster service, the telephone number transmitted will always be themain number rather than any dependent RingMaster service number.

If the incoming call is from a caller served by a Private Branch Exchange (PBX), only the main number will be transmittedand available for display.

If the incoming call originates from a Multi-Line Hunt Group, the telephone number transmitted and available for display willalways be the main number of the hunt group unless the telephone number is Telephone Number (TN) identified.

Caller ID - Multi-Line is not available on operator handled calls.

A113.19.2 Regulations And Limitations Of ServiceA. The Following Limitations Apply:

1. TouchStar service is provided subject to the availability of facilities. Additionally, the features described will onlyoperate on calls originating and terminating within TouchStar service equipped offices. Also, feature screening lists canonly contain telephone numbers of subscribers served out of TouchStar service equipped offices.

2. TouchStar service is available to single line and multi-line residence customers who have rotary or Touch-Tone Service.

3. TouchStar service basic features will not work on an originating basis with toll terminals, trunks or some remoteswitching locations.

4. Appropriate service charges apply except during Company selected periods of special promotion.

5. Caller ID - Basic and Caller ID - Deluxe on a flat rate basis are available to single line and multi-line residence andbusiness customers. Effective May 8, 1995, Caller ID - Multi-Line which was available only for line side terminationsequipped with hunting (grouping) arrangements will no longer be available to new customers. Caller ID - Basic, CallerID - Deluxe, Call Tracking, and Caller ID - Multi-Line cannot be provisioned for Basic 911 customers.

6. The Company will deliver all numbers/names, subject to technical limitations, including telephone numbers/namesassociated with Non-published Listing Service as described in Section A6..

7. Calling Number Delivery Blocking - Permanent is available upon request to domestic violence intervention agencies,state and county departments of human resource shelters, the Attorney General Crime Victim Assistance office, andother such agencies, their employees and volunteers, or individuals where it is certified that the personal safety of theseemployees or individuals will be jeopardized without blocking.

8. Calling Number Delivery Blocking - Per Call is provided subject to availability of facilities where technically feasible.The Company assumes no liability for and will be held harmless from any incompatibility of the customer's CPE toperform satisfactorily with the network feature described herein.

9. Telephone numbers transmitted via Caller ID - Multi-Line are intended solely for the use of the subscribers of thisfeature. Resale of this information is prohibited by this Tariff, except the caller's number may be provided to thesubscriber's client for those calls sponsored or provided by that specific client where the client's identity is disclosed tothe caller and the client agrees not to distribute such information to others.

10. Calling party information via Caller ID - Multi-Line is not available on operator handled calls.

Intrastate Communication Services are furnished through facilities provided by the Company for the transmission ofintelligence by electrical impulse, principally by means of wire, radio or a combination thereof.

Note 1: Wherever in this Tariff or its headings, the term "Company" or the name "South Central Bell"or “BellSouth” appears, that shall mean and shall refer to BellSouth Telecommunications, Inc.d/b/a AT&T Alabama or AT&T Southeast, unless the context clearly indicates otherwise.
