TARGETS History

• TARGETS was developed by MITRE/Center for Advanced Aviation System Development (CAASD) and has been maintained and enhanced by CSSI for the FAA for over ten years.

• TARGETS is the primary tool for the Air Traffic PBN procedure design process within the FAA.

• TARGETS also serves as a research and development platform for NextGen.

• TARGETS development history is best described as continuous change. It has been quickly and successfully modified to keep pace with the changing RNAV and PBN procedure design environment.

• TARGETS success is a credit to Java, object oriented design, the original design developed at MITRE, and additional R&D efforts with a focus on user needs.

Route Generation

• TARGETS has access to multiple FAA navigation and obstacle databases, the DOD databases, and others.

• TARGETS has route drawing and measurement tools.

• TARGETS has been updated to accommodate arrivals that serve multiple airports:• Multiple arrival database procedures can be combined into a

single RNAV STAR.• Runway transitions can be assigned to multiple runways.• Common routes with no runway transitions can be assigned

to multiple airports.

Evaluation

• Next generation flight evaluator engine is in the process of replacing the existing flyability engine:• Provides improved flight

performance accuracy for Optimized Profile Descent (OPD) and Metroplex designs.

• Includes flight of RF legs.

• TARGETS is now validated for running TERPS/obstacle analysis on RNAV arrivals (STARs).

Traffic Simulation

• TARGETS simulation capabilities continue to be enhanced:• The new flight evaluator engine is

used in simulation.• Terrain Awareness and Warning

System (TAWS) and Traffic Collision Avoidance System (TCAS) screening of procedure designs using the simulation features have been added.
