By shifting missions from American-only patrolling to embedded combat advisers, the overall U.s.troop requirement might be cut nearly in half during the coming year. But the effectivene S of themission should increase, based on past experience. In Vietnam, the Marine Combined Action Platoon(CAP) program deployed over 100 squads to live in hamlets with Popular Force units . Large areas werepatrolled at low cost and 60% of the Marines involved extended at the end of their tours. Last year innorthwest Iraq, the American commander in al Qaim replicated the CAP experience by integrating hisbattalion into local police and army forces and driving aJQaeda out of the city.

Restoring security in Iraq trumps all else. In the spring of 2004, Lt. Gen. James N. Mattis, thencommanding the Marine divis ion in Anbar province, intended to initiate the combined platoon programon a major basis. The eruption of the extended battle for Fallujah precluded that. Combined platoonswere a good idea 30 months ago; today, they are vital.

Many U.S. commanders will resist a major structural change that breaks down battalion combat teams.The embedded units will patrol heavily in dangerous areas. The Iraqi Army has to take on the militiasand the police unitswho side with them. I f the U.S. dramatically increases the advisory effort,strengthening the army, the risk emerges of creating a strong man, not a Western-style democracy; yetgiven the consequences of failure , these risks must be taken.

And as expected, there has been a downturn in violence following Ramadan _although we certainly do not yet consider this a trend. Last week the number ofcasualties nationwide decreased slightly by 2% compared to the previous week.

Now I 'd like to focus our discussion on an area seeing a lot of change - thesecurity situation across Iraq. As you are aware, this year we once again sawhistorically elevated levels of violence during the month of Ramadan.

I'm sure all of you have been paying attention to the election returns back home.They signa' that America is in a period of transition. Here in Iraq we continue tosee a country that is also in transition. With transition comes change, and withchange comes challenges. These challenges are sometimes perceived assetbacks, when in fact they a ~ actually signs of growth.

We can see these signs of growth in the Iraqis' capacity to govern, in theircapability to provide security, and in their commitment to revitalize theireconomy. Throughout this period of transition, we are firmly dedicated to helpingthe Iraqis achieve our common goal- an Iraq that can govern, defend and sustainitself.

The time frame is too short to draw any definite conclusions, but we will ofcourse continue to monitor these numbers.

Another area where we continue to see change is the diminishing capabilities ofAI Qaeda in Iraq. Their forces are being challenged by the combined focusedefforts of the Iraqi Security Force and the CoaJition. We continue to see evidencethat our efforts are achieving results against their ability to finance and executetheir crimes.

Back where you are, I know that the resignation of the Secretary of Defense hasreceived quite a bit of coverage. At MNF-I. we look forward to working with a newSecretary after the Senate confirmation process. We are aware there will bechanges on Capitol Hil l and at the Pentagon a period of transition will occur, butwe also heard the President's commitment to sustaining our partnership with thepeople and government of Iraq.

Sectarian violence however. remains a challenge. We continue to see operationsby death squads and illegitimate anned milit ias. But it is important to rememberthat to date the problem is largely localized. More than 90% of reported incidentsof sectarian violence Occur within 30 miles of the capital of Baghdad. And thereare some promising developments. The Prime Minister continues to overseeefforts to gain support among tribal sheiks and religious leaders forreconciliation and unity.

The Iraqi Govemment continues it s efforts to become the lead partner inproviding true security for it s people. They continue to take positive steps toincrease the capabil it ies of the Iraqi Security Force. These developments arehaving a real impact on the daily lives o f Iraqis. The Iraqi Security Force is muchbetter trained, better equipped, and much more effective than it wa s just tw oyears ago. We must continue to train and equip the Iraqi Security Forces and pu tthem in the lead. We're making great progress along those l ines. Current ly wehave trained and equipped approximately 319,000 personnel. Ou r goa' has beena Force of 325,000, but just last week, the Prime Minister announced an initiativeto grow the Iraqi Security Forces by approximately 30,000.
