Public-Private Partnerships at ARDEC

• What we done so far:– ARDEC is participating in the Army’s existing Asset Management

Initiative program; • Have an existing agreement (approved by Congress) to lease 77,000

sq ft through Roy F. Weston for commercial use as labs, light manufacturing administrative, and educational/training facilities;

– Partnering with 7 state and local agencies to investigate the feasibility of establishing a mission related High Tech R&D Park at Picatinny;

– Entered into numerous PPP agreements to date utilizing CRADAs, Permits, Easements, Test Agreements, leases, etc..

CRADA - Cooperative Research and Development Agreement

CRADAs are flexible, non-procurement agreements that allow public and private sector companies to perform R & D with

Federal laboratories by contributing funds, personnel, equipment, services, or intellectual property to the effort.

Very little paperwork is involved, and there is no advertisement or competitive award requirements.

Because CRADAs are not procurement actions, the Government cannot contribute funds to the effort but can provide personnel,

equipment, services and intellectual property to it’s CRADA partner.

What’s the Benefit?

environmental remediation;– Construct new facilities
