Who is

NATIONAL AUTHORITY FOR SCIENTIFIC RESEARCH (NASR)?

Government’s specialized body with the mission to formulate, apply, coordinate, monitor and evaluate R&D and innovation policies, in accordance with the Government Strategy and Programmes.

Fulfills the responsibilities and undertakes the attributes of the Ministry of Education, Research, Youth and Sports (MERYS) in the field of research, technological development and innovation.


NATIONAL RESEARCH, DEVELOPMENT AND INNOVATION STRATEGY (2007 – 2013)

STRATEGIC OBJECTIVES

1. Promoting the creation and development of S&T knowledge, with view on obtaining high level, internationally competitive, S&T results;

2. Increasing the competitiveness of the Romanian economy, by promoting the diffusion and transfer of S&T knowledge and the innovation processes with strong economic impact;

3. Increasing the quality of life, through the development of S&T solutions with high benefits for society.



Research, Development and Innovation System (RDI System)

• RDI System is the engine for the development of the Romanian knowledge society, with the capacity to sustain performance through innovation in all areas contributing to the welfare of the citizens, while reaching scientific excellence recognized at international level.

• RDI System in Romania has the role to develop science and technology,in order to increase the competitiveness of the Romanian economy, to improve the social quality and to enhance the knowledge likely to be valorised and to be used for expanding the horizon of action.

• RDI System has three strategic objectives:– 1. Knowledge creation– 2. Increase competitiveness of the Romanian economy– 3. Increase social quality

The National Plan for Research,Development and Inovation( 2007-2013) – NPII

The National Research, Development and Innovation Plan for the period 2007-2013, is the main instrument by which the National Authority for Scientific Research (NASR) is implementing the National Strategy for RDI.

For the construction of the NP II, there have been taken into account the results obtained upon analyzing the current status of the national economy and of the research, development and innovation system, the strategic objectives formulated by the National Strategic Reference Framework for the period 2007 – 2013, the international conditions, as well as the perspective of Romanian integration into European Union.

Supporting the completion of research results through practice, related technical and technological developments

Objective: Increasing the capacity of innovation, technological development and survival results in production technology to improve the competitiveness of the national economy and increasing the quality of life

COUNCIL for INNOVATION

• In 2008 was formed Council for Innovation - advisory body of the National Authority for Scientific Research for the development and implementation of policies in the field of innovation

• The Council for Innovation operates under its own regulation

• The Council for Innovation provide support for the development Strategy of Innovation

• The Council for Innovation assist in the implementation of the INNOVATION PROGRAMME



ENTITIES FOR INNOVATION AND TECHNOLOGICAL TRANSFER

2.Technological and business incubators,

National Authority for Scientific Research supports the development of infrastructure innovation and technology transfer, at national, regional and local levels, through the creation of the following types of entities

4. Liason offices for industry

5. Technological and Scientific Parks;

• ReNITT consists of entities innovation and technological transfer

• ReNITT aims to increase the visibility units research and development and improving competitiveness of SMEs through the development of supply services for transfer of knowledge and technology

• Research results presented at these events are comparable and appreciated at international level

• Number of researchers, participants at these events is constantly increasing in view to establish partnerships for new international projects

• Surfaces exposure to the research results of these events increased constantly
