He knows that building a world classbioscience cluster takes perseverance,vision and leadership. The key is not tofocus on today’s problems, but to look atwhat is necessary for the state to succeedin the next decade and beyond.

To get there, he’s developed a plan toproduce an environment that nurturesinnovation and fuels growth.

Integration Government and regulatory agencies canoften present multiple layers thatcombined, make things inefficient forbusiness. The key to minimizing thoselayers is collaboration.

The state is implementing mechanismsto spur collaborations among bioscienceentrepreneurs, venture capital, universityfaculty, business associations and serviceproviders to make it easier to access andshare all the resources the state canmuster. It is a creative approach thatVogt believes can provide seriousbenefits to the bioscience community.

Local, state and regional economicdevelopment agencies already worktogether to stimulate international trade.Now Colorado is expanding that modelthrough the Advance Colorado Center,created by Vogt’s office and theUniversity of Colorado at Denver to allowbusiness associations and government

Looking at the Front Range from his office on the 17th floor of theWorld Trade Center building in downtown Denver, Brian Vogt isconfident that the future is bright for bioscience in Colorado.

The Director of the Colorado Office of Economic Development andInternational Trade, Vogt’s optimism is based on a purpose driven,long-term strategic approach he calls intentional economic development.

organizations to share resources in anenvironment that promotes convergenceand collaboration.

Beyond these steps, Vogt is exploringsome “out of the box” ideas to spureconomic development. For example,what if bioscience entrepreneurs couldleap over bureaucratic hurdles andwork together with Colorado’s tourismindustry to attract new early stagefunding and lure new business to the state?

Entrepreneurs, like most people, fall inlove with Colorado the first time theycome here. Why not leverage the state’snatural beauty and lifestyle to create aunique brand using a coordinatedcommunications program to tout theadvantages of doing business here?

CommunicationVogt believes the best way to overcomechallenges is by encouraging teamworkand embracing a long-term vision.The goal is to connect bioscienceentrepreneurs around the state with everyavailable resource to help them succeed— from venture capital to a talentedworkforce, to essential service providers.

A bi-monthly e-newsletter targeted atbiosciences and emerging technologies,and the creation of a bioscience portalon the state Web site to serve as aprimary conduit between entrepreneursand service providers, are twocommunications tactics the state uses tofacilitate networking and enhance thebenefits of doing business in Colorado.

Funding Economic DevelopmentWhile continuing to look at ways toattract out of state venture capital, Vogtdoes not overlook the importance ofgrowing from within. Colorado isworking on several legislative policyinitiatives to help the state competewith other bioscience clusters. The newColorado Venture Capital Authoritydirects $50 million to startup companiesin the next decade. Another bill wouldallow bioscience companies to sell theiroperating losses to profitable businessesthat can apply those losses to their owntax situations.

COLORADO BUSINESS FINANCIAL ASSISTANCE OPTIONS

VENTURE CAPITAL: The state of Colorado provides funding for two venture capital funding models — Certified CapitalCompanies and the Venture Capital Authority.

Certified Capital Companies (CAPCOs): The state has six Certified Capital Companies that makeloans and provide equity to Colorado businesses. The CAPCOs are independently operated and generallymake funding decisions. Minimum and maximum investments generally range from $100,000 — $3.3 million.

Venture Capital Authority (VCA): The state provides funding for a new venture capital program toprovide seed and early-stage capital to businesses. The Venture Capital Authority fund manager willmake nearly $50 million in investments in Colorado businesses over the next ten years.

BIOSCIENCE R&D STATE SALES TAX REFUND:Colorado bioscience companies can receive a refund of state sales and use taxes paid on the sale,storage, use or consumption of tangible personal property that is being used in Colorado directly orpredominantly for research and development of biotechnology.

MANUFACTURING EQUIPMENT EXEMPTION:Bioscience companies purchasing manufacturing equipment and machine tools that cost over $500 areexempt from state sales and use tax on these purchases. The following items are also exempt from statesales and use taxes: component parts, fuels and electricity, ink and newsprint, aircraft parts used ingeneral maintenance, interstate long distance telephone charges, farm equipment and machinery andpackaging materials.

ECONOMIC DEVELOPMENT COMMISSION (EDC): Business incentive funds are available for businesses that commit to meet certain job creation or retentionrequirements. Incentives vary based on a number of factors; however, requests generally range between$1,000 and $3,000 per each fulltime job created. The local community must also provide matchingfunds/incentives to the business.

ENTERPRISE ZONE (EZ): A variety of tax benefits are provided for businesses expanding or locating new business facilities ineconomically distressed areas of the state (state designated enterprise zones).

JOB TRAINING GRANT FUNDS: Through the Colorado FIRST Program (targeted to new jobs being created that need training) and theExisting Industry Program (targeted to existing jobs that need retraining for the business to remaincompetitive), the state has funds available to assist with employee training for specific businesses.Generally, up to $800 per employee trained may be provided. Businesses must pay for a minimum of40 percent of the total training costs.

BUSINESS LOANS: The state has 15 Business Loan Funds that operate primarily in the rural areas of the state. The funds arelocally driven, with each loan fund having its own local review committee and board of directors.Generally, the maximum loan size is $250,000; however, this may vary based on the availability of capitaland other factors. Businesses typically commit to meet certain job creation or retention requirements.

INFRASTRUCTURE ASSISTANCE/GRANTS:The state has funds available to assist with constructing public infrastructure needed by a specificbusiness, primarily in rural areas of the state. The state provides the funding to an eligible city orcounty. A business needs to commit to certain job creation or retention requirements. Generally,funding may be provided up to $500,000; however, this amount may vary based on a number offactors.

FEASIBILITY STUDY GRANTS: The state has funds available to assist with feasibility studies in rural areas. Funding goes to an eligiblecity or county; however, the study must be completed in conjunction with a specific business. Thespecific business needs to commit to certain job creation or retention requirements if the project isdetermined to be feasible and is implemented. Generally, funding may be provided up to $20,000 perstudy. This amount may vary based on a number of factors.

Cobe LaboratoriesA 1967 move to Colorado by a smallsouthern California business named CobeLaboratories launched the state’s firstoutstanding success story in medicalequipment manufacturing. That story carrieson today through the global leadership ofGambro, AB.

Bob Collins and Ran Bellows foundedCobe Laboratories in Glendale, Californiato respond to a pressing clinical need.Heart lung machines were a newtechnology, and a Los Angeles hospital needed special tubingto connect their machine to open-heart surgery patients.Collins and Bellows worked with the hospital to develop aheart lung plastic tubing pack.

They soon saw an opportunity in custom tubing that largercompanies overlooked. “Open heart surgery was beginning toexpand,” remembers Collins, “and our timing couldn’t havebeen better.”

Two years later it was time to expand a thriving business. Butland was expensive in Los Angeles. Another problem, saysCollins, was that “product shipments of less than full truckstook 24 to 30 days to reach our East Coast customers.”Collins had lived in Denver. He understood the advantages ofits central location and lifestyle. He began making inquiries.

In response, Forward Metro Denver, apredecessor to the Metro Denver EconomicDevelopment Corporation, sentrepresentatives to visit Collins and Bellows.“They put us in touch with real estate,financing and sourcing professionals,”Collins says.

Collins and Bellows negotiated a lease withpurchase option for a building constructedto their specifications on 11 acres inLakewood. “Colorado’s lower costs gave usthe opportunity to have our own facility in

a community we would enjoy living in,” Bellows says.

At home in Colorado, they redefined themselves. No longerjust tubing set manufacturers, Cobe Laboratories would nowfocus on the evolving new therapies that would require newtechnologies. This became the company’s driving force andorganizing principle for the years of dramatic growth ahead.

But first they had to recruit an organization to achieve thatmission. “Rather than just going for experience, weconcentrated on people who shared our values and wantedto learn and grow,” Collins says. They succeeded, saysBellows, because “talented people at all levels were attracted tothe opportunity to contribute to improved therapies.” Manycame from the University of Colorado.

In time, Cobe Laboratories had two laboratory and productionfacilities located in Lakewood and neighboring Arvada. “Thesecommunities were good locations for quality productionworkers,” Bellows says, “and we continued to attract morethrough word of mouth.”

Cobe Laboratories developed an innovative systems approachto product development that blended disposable plastics andelectromechanical equipment. “There are many similarrequirements which apply across therapies,” commentedCollins. Multidisciplinary technical teams moved easily fromone therapy application to another. “Each team worked withmedical specialists to ensure that we were meeting theirneeds,” he says.

The company’s systems approach was first used to developproducts for the extracorporeal therapies used in nephrology.Based on a prototype dialyzer it acquired, Cobe Laboratoriesrefined the technology and later introduced its own Centurysystem used in hemodialysis.

The company also innovated from an acquired technology toproduce the Cobe BCT therapeutic plasma exchange systemused in blood banks. By the late 1980s, the company hadformalized its business emphases into four divisions:nephrology, cardiovascular, blood component technology,and international.

By 1990, annual sales for Cobe Laboratories were $250million. It employed 2,300 people worldwide and wasColorado’s largest medical equipment manufacturer. That year,Gambro, AB, a global medical products company based inSweden, acquired the company.

The acquisition brought together two companies from separateworlds with common interests. By 1998, Gambro wastransformed into a fully-integrated company providing bothequipment and services in the area of cardiovascular, renal andextracorporeal therapies. A significant portion of Gambro’sgrowth was due to its dialysis services business, GambroHealthcare, a 565-clinic business area that Gambro sold latelast year to DaVita. The move allowed Gambro to return to itsroots as a medical technology company focused on productsand treatment systems.

“We’re proud of the growth and innovation Gambro has alwaysdisplayed, and we’re confident we are well positioned to strengthenour leadership in renal and cell-based therapies, products andservices,” said Kevin Smith, President of Gambro, Inc., a holdingcompany for Gambro’s businesses in the U.S.

The Lakewood-based Gambro BCT and Gambro Renal Productscontinue to employ a combined Colorado workforce of 1,500. Theentrepreneurial spirit that first lured Collins and Bellows toColorado lives on in Gambro.

ValleylabIn the late ’60s, Karl Mills, a scientist and Denver based distributorfor pacemaker giant Medtronic, recruited Fred Ayers, a fellowdistributor in Virginia, and Robert Anderson, an electrical engineerfrom Medtronic’s home office in Minneapolis, to develop anddistribute electronic medical devices for Valleylab.

By 1970, under the guidance of Anderson, Ayers and a handful ofothers, the company’s innovative design for a solid-stateelectrosurgical generator was fast becoming the standard of care insurgery. Valleylab was on a meteoritic rise to global leadership.

“There were many challenges in those early days,” said Andersonrecently from his home in the foothills outside of Boulder. “Firstof all, there were no road maps in the medical device field onwhat to do and how to grow, so we had to chart our owncourse. From a technology standpoint, we were pushing theenvelope in terms of semiconductor reliability. What’s more, unliketoday, there was an absence of venture capital resources, so we hadto be creative about financing right from the start.”

Creative thinking would continue to be a hallmark of the company.It spearheaded one of Boulder County’s only revenue bondinitiatives to underwrite the development of the company’s newfacilities in the Longbow Industrial Park located north of town,where Valleylab has continued to reside since 1976.

“The regulatory environment in themedical device field was in its infancy,”commented Anderson. “In the early ’70s,when we wanted to validate productefficacy in a certain procedure ortechnique, we simply recruited acompetent surgeon who wanted to trysomething new. It’s a much more difficultproposition today to bring a medicalproduct to market. Surgery was stillreimbursed on a cost-plus basis, totallyunlike today’s capitated reimbursementstructure. Our timing was perfect!”

With a simpler regulatory environment,market-driven costs, the company’sleading edge technology and the rightpeople in management, Valleylab was ona fast track to success. “Having the rightpeople is the key to success in any newendeavor,” said Anderson. “The first fewhires will make it or break it. It’s beenmy experience that good people tend tohire others like themselves. Or to put itanother way, if you hire some pigeons atthe beginning, don’t expect any eagles tojoin the flock. In great part, Valleylabwas a wonderful experience and successbecause of the founding managementteam. They brought 100 percent to the

job every day, and they hired peoplewho shared their commitment.”

For 10 years, fellow founder Fred Ayersdirected marketing and sales as vicepresident for the company. “In the earlydays, we had to overcome considerableskepticism that our smaller box couldactually perform at least as well as themuch larger tube-type generator thathad dominated the electrosurgicalmarketplace for over 20 years,” saidAyers. “We succeeded in the challenge,not only because of our technology, butthanks to the best sales organization inthe world. Based on our experience withMedtronic, we knew who the influentialsurgeons were and we focused on meetingtheir needs.

“Boulder was a very good energy basefor the early Valleylab,” continued Ayers.“The University of Colorado and IBMwere already providing a strongeconomic foundation for the community.And we were able to secure criticalsupport services locally, like plasticsinjection and molding capabilities thatwould help to fuel the growth of ourdisposable product business. Boulder

was also home to many talentedproduct designers and softwareengineers who also helped sustain our growth.”

In fact, if he had to do it all over again,“I’d absolutely choose Boulder,” saysAyers. “It met the needs of Valleylab very well.”

The innovations by the early foundingfathers of Colorado’s medical deviceindustry created a lasting legacy. Todayover 160 medical device companiesmake their home in Colorado. Many oftheir executives can trace their successback to Cobe or Valleylab. The traditionof medical device invention, highquality innovation, qualitymanufacturing, and leadership thosecompanies started lives on in Colorado’sthriving medical device community. �

Q: Why did your company choose Colorado? What are some of the challenges and advantages facingColorado bioscience companies?

Sean: Colorado is a fertile ground to grow a new business.Even though half of all University of Colorado law students are from out of state, 80 percent of them stay and practice inColorado after graduation. Once people are drawn here they tend to stay.

Mike H: Allos Therapeutics originated in Richmond, Virginia.We came to Denver because our first CEO was a Denver nativeand the company relocated here. We’ve been here ever since.

Greg: Baxa moved to Colorado in 1982 with about 12 employees.The founders really wanted to live in Colorado because of thelifestyle. We now have 285 people in Colorado and over 300employees worldwide. As a medical device company, our profileis higher in Colorado than it might be elsewhere. It’s a greatplace to work, with a highly educated workforce.

Mike G: Myogen’s founder, Mike Bristow, was the chief ofcardiology at the University of Colorado. The rest of themanagement team all had Colorado connections as well. Wewere committed to building biotech in Colorado.

1. Greg Baldwin is CEO and Chairman of Baxa, a medical devicecompany founded in 1975 with a twenty-year history in Colorado.Baxa develops innovative methods of medication delivery, includingthe accurate and safe dosing of oral liquid drugs.

2. Michael J. Gerber, M.D. is the Senior Vice President for clinicaldevelopment and regulatory affairs with Myogen, a publicly tradedbiopharmaceutical company discovering new treatments forcardiovascular disorders. Based in Westminster, Myogen spun out ofresearch developed at the University of Colorado.

3. Mike Hart is President of Allos Therapeutics, a Westminster basedoncology development company founded in 1994. The publiclytraded Allos develops and commercializes drugs for improving cancertreatments, including breast, lung, brain and other cancers.

4. Jim Linfield is Managing Partner of the Colorado office of CooleyGodward, one of the most integrated and comprehensive life scienceslegal practices in the country. The firm represents over 500 lifesciences companies, both public and private, in the U.S. andinternationally.

5. Sean Moriarty is the Vice President of business development andcounsel for QLT USA, Inc., the Fort Collins based subsidiary of QLTInc. QLT is a global biopharmaceutical company specializing indeveloping treatments for cancer, eye diseases and dermatological andurological conditions. QLT USA was created when QLT acquiredAtrix Laboratories, Inc. in late 2004.

YOUNG COMPANIES

1. David Allen is the Assistant Vice President for technology transferfor the University of Colorado System. CU’s technology transfer officeplays a vital role in the growth of young bioscience companies.

2. Terry Knapp, M.D., is the President and CEO of OrthonetxIncorporated. Located in Superior, southeast of Boulder, the companydevelops medical devices for distraction osteogenesis (mechanicallyinduced growth of new bone and adjacent soft tissues) to treat humanbone-related tissue deficiencies and deformities.

3. Harry Ross, M.D., is the Managing Partner of Aweida CapitalManagement, located in Superior. Aweida operates a $100 millionfund, providing seed or early stage financing ranging from $500 thousand to $10 million.

4. Randy Swenson heads Proteome Resources, LLC as its Chairmanand CEO. The company, established in 2004, manufactures andprovides biochemistry tools and services for drug discovery and basic research.

5. Ginny Orndorff is President and CEO of Evolutionary Genomics.The Aurora company has developed a patented gene discoveryplatform that sifts through large amounts of genomic data to identifyonly those genes that have a high likelihood of commercial value fordownstream validation.

Q: How does Colorado compare to other majorbioscience clusters?

Terry: Colorado is particularly well positioned to takeadvantage of convergence. Convergence spells the future ofColorado because the state brings together so manytechnologies here.

Harry: One of the really nice things about Colorado is there issuch a nice mix. You can have two great companies fromdifferent areas working together to spin off innovation in atotally different area. The other thing that makes us unique isthat Colorado is big enough to have everything you need, butsmall enough to know where to look for help.

Randy: Fitzsimons (see page 26) gives us a tremendousamount of infrastructure investment to promoteentrepreneurial growth. For a small startup, finding 2,000square feet of lab space is hard to come by. So we setProteome up at Fitzsimons. It really speaks to the level ofinvestment that’s going on there.

David: Entrepreneurship is a lonely pursuit. Getting good talent isn’t about the money, it’s about thescience. Am I going to have an opportunity to work onsomething that makes a difference? If we can provide goodopportunities to work on something exciting and bring it tofruition, that’s the first step in attracting the talent to Colorado.

Q. Successful businesses need access to top qualityprofessional and technical support. How would you ratethe quality and availability of these services in Colorado?

Greg: The service side in Denver is outstanding, from IT tolegal to accounting. There’s a tremendous environment to dobusiness. We also have some outstanding medical devicecompanies here who laid the groundwork for Baxa’s success,like Cobe, Valleylabs and Gambro.

Sean: Service providers here have an entrepreneurial, Westernspirit that comes through in many ways. For the vast majorityof our needs we can easily get competitive bids.

Q: Some people feel Colorado needs more senior levelexecutive talent. Do you agree?

Greg: Our head of sales and marketing lives here during theweek and flies home on the weekends. To grow you have to beflexible. By and large we have all the senior level talent weneed here but sometimes you have to improvise.

Mike H: I agree with Greg. The preference is always for peopleto live here, but if it’s a person you want badly enough you tryand accommodate them.

Mike G: The bottom line is the team. It’s always better if theteam is all in one place but the key for Colorado biotechexecutives is to be flexible.

Jim: The further you go through the development cycle theshallower the talent pool. That’s because there are relativelyfew companies in Colorado with experience taking drugs tomarket. As more Colorado companies gain that experiencethere will be a deeper talent pool. It’s a problem that solvesitself over time.

Q: A lot of people worry about the impact of theState’s economy on the growth of Colorado’s biosciencecluster. How would you describe the business andeconomic climate in Colorado today, and how do youfeel about the future?

Sean: People need the products we make regardless of theeconomy. The economy may affect individual employees andtheir personal optimism, but Colorado is a great place to be.There is a lot of political pressure on the pharmaceuticalindustry right now but I remain optimistic about the future.

Mike H: Colorado should not undersell our location in themiddle of the country and the benefits of a premier facility likeDenver International Airport. Having easy access to anywherein the U.S. is a real asset, particularly to smaller companies.

Greg: The economic downturn actually gave us a bigger poolto recruit from. Rising energy prices are a concern but I’mgenerally encouraged about the economy.

Jim: A great unwritten story is the success Coloradocompanies like Myogen, Allos, Pharmion and Replidynehave had inlicensing compounds from big pharma. It has alot to do with our very robust phase III pipeline. We’ve neverhad so many drugs in late stage development.

Q: We don’t have much state funding to promotebioscience. If Colorado could do one thing to promotethe industry, what would it be?

Jim: We need complete unequivocal support for the State’sinstitutions of higher education. We have some of the bestpeople working at our universities and colleges. We won’t beable to continue to attract and retain them unless we providestate support for higher education.

Mike G: Every successful biocluster is characterized bystrong universities with great professors spinning outtheir ideas through tech transfer and funded by venturecapital. We need a seamless tech transfer system souniversities can create ideas and commercialize thoseopportunities. It is just critical.

Q: What do you think Colorado’s bioscience industrywill look like in ten years?

Mike H: I’m very optimistic. Good things are happening andsuccess breeds success. CU can be the discovery engine thatdrives it all.

Greg: My hope is that more companies will establishthemselves as Colorado companies and commit to stayinghere long term.

Sean: We will double the number of companies at all levelsand establish a better tech transfer system to help us reachcritical mass.

Jim: Colorado will see a significant increase in the number ofproducts that come to market from university research. Thiswill have an enormous impact on health care in the areas ofcardiology, cancer care, eye health and arthritis.

Mike G: We have all the pieces in place for a successfulbiotech environment. The future is bright. Success is justaround the corner. �

Q: New companies constantly need early stage funding.How would you describe the investment environmentin Colorado?

Harry: For a state the size of Colorado, the investmentenvironment is pretty good here. Nationally, we often rank in thetop five in terms of capital investment. When you consider we arein the same company as California, New York and Massachusetts,that’s really good – especially when you crunch that down to a percapita basis. Everybody always wants more money, butcompared to 45 other states I think we are in great shape.

Ginny: As an early stage company, we never have enoughcapital. Colorado really reflects what’s going on in the wholecountry. The trend is not to invest venture capital in very earlystage companies.

Harry: Try raising money in places like Montana or Utah orthe Dakotas or Kansas. There is never enough money, but it’sbetter here than just about anyplace else.

Randy: Colorado needs more funding for early stagecompanies without a product in the pipeline yet. Thanks tothe Colorado BioScience Association (CBSA), it now looks like we are going to get some state-funded investment moneyspecifically focused on early stage bioscience companies. That will be a big boost.

David: Technology transfer comes down to resources. It’s aDarwinian business world out there. Viable ideas becomeconcepts that become companies. Unfortunately, there is morecapacity for productive use of capital than is available today.

What we are seeing across the country is that there are veryfew cases where private source capital does indeed step upsufficiently. So, if we are going to create a vibrant economy,and bioscience is part of it, then that becomes a role forgovernment.

Terry: Colorado has a couple of heroic venture capital fundsbut none totally dedicated to life sciences investments. It’s achicken and egg question. I guarantee you if we had morefunds here dedicated to life sciences, more life sciencescompanies would emerge.

Harry: There is nothing unique about the lack of early stagemoney here at all. People’s risk tolerance has changed. Theyput money into companies that already have revenue, FDAapproval, or are in discussion for acquisition. Since 2000,there are roughly half as many venture capital groups inexistence as there were before. It leaves a big hole as far aswhat can be funded.

Terry: There is a movement afoot to fill the gap – theorganized angels – not just the “mom and pop’s who write acheck angels”, but the West Coast Angels, the CTEK Angels –

all of these groups who are now banding together with adegree of organization we have never seen before.

Q: Another thing young bioscience companies need isready access to high quality talent and resources. Arewe doing a good job of making these resources availableto new companies in Colorado?

Ginny: We are doing a good job here. When we needed to fillsome temporary positions we got people with 20 years ofexperience in microbiology. There is fantastic talent here, andnot just at the executive level. There are also good patent firmshere. And CBSA is creating ties to national resources.

Terry: Colorado’s strengths in recruiting are obvious. Peoplemove here without a job simply for the quality of life. BoulderCounty has more software engineers per capita than anywhereelse in the nation. We have a smorgasbord of very goodresources to draw from.

Harry: We have no problem recruiting people from Californiato Colorado for many reasons, including the cost of living,traffic, and the economy.

Randy: It’s a buyer’s market. Large corporations want tomaintain facilities here simply because the cost of living isrelatively low and the talent and education level is quitehigh. The cost of doing business is pretty good here.

Q: Where do you see your company or organizationtwo years from now and what is the most importantthing you need to get there?

Randy: Our plan is to be a $400,000 per year company in twoyears as a reagent supplier. We need a little bit of capital and alittle bit of time. We have most of the resources we needexcept a little extra funding.

Ginny: We will be cash flow positive, finally. We just did ourfirst strategic alliance last fall and we plan to do several moreover the next several years. And we plan to have millions ofdollars in revenues.

Terry: Orthonetx just acquired an IT company, 20 percent ofa multidisciplinary engineering and manufacturing company,and is merging with a profitable California public companythat is moving its headquarters to Colorado. In two years wewill be a force to be reckoned with.

Harry: We should be doing exactly what we are doing now.

David: We plan on having 15-17 fulltime employees and

royalties north of $20 million. We plan to be financially self-sufficient because we struck the kind of deals that matured tothe level that allows that to happen. In a couple of categories,we will be in the top ten universities in the number of startupswe do – nine to 12 per year. We want people to think of theUniversity of Colorado just after MIT and Stanford when theythink of technology transfer.

Q: What advice do you have for bioscienceentrepreneurs considering Colorado?

Ginny: If you have solid technology and a market for it, youwill find a way.

Randy: Understand your capital resources and where they aregoing to come from.

Terry: Think of the four P’s: production, product, people andpolicy. Go for world class in each category.

Harry: The biggest problem is not the lack of talent, it is lack of experience. Learn from others’ mistakes; don’t make your own.�

Add to that lexicon another word thatembodies the direction of bioscience inColorado: convergence.

Increasingly, professionals andorganizations with varied expertise arecoming together to spark new productsfrom a variety of technologicalcombinations. For example, photonics-medical devices, nanotech-photonics, IT-biotech, and alternative energy-biotech.

Proactively bringing together the state’sleaders in these disciplines is one of thecentral strategies of the state’s action planto grow Colorado’s bioscience cluster.

While several academic and industrygroups are committed to creatingcollegial, interdisciplinary relationships,the official responsibility for weaving

together the statewide efforts ofseemingly disparate bioscience playersfalls chiefly to Christine Shapard. She isthe director of the state’s Biosciences &Emerging Technologies Initiative, part ofthe Office of Economic Developmentand International Trade (OEDIT).

“Convergence is happening faster inthe bioscience field, even faster thanwe thought it would,” she says. “Weare focusing on it, taking advantage ofColorado’s unique technology assetsto move ourselves ahead of the pack.”

That focus is embodied on a single floorof the same downtown Denver officebuilding where her office isheadquartered. The brainchild of OEDITDirector Brian Vogt, it is called theAdvance Colorado Center. Inpartnership with the University ofColorado at Denver and Health SciencesCenter, it brings together non-profitassociations and industry supportprograms under one roof.

Shapard says it is indicative of the state’sresolve that the new center became areality only five months after the idea

was first conceived. She sees this newoffice suite – opened in 2004 – as animportant catalyst for convergence.

The Colorado BioScience Associationbecame the first official tenant. Sincethen, several other organizations with astake in biosciences have moved in,including CTEK Venture Centers, theColorado Software and InternetAssociation, the Colorado EnvironmentalBusiness Alliance/P3, the Colorado FilmCommission and the Colorado Alliancefor Microenterprise Initiatives. TheColorado Nanotech Initiative is set tomove in by mid-2005, as is the ColoradoManufacturers Association.

By bringing together associationsrepresenting various technologicaldisciplines, the center leverages theirmembership bases, networks of contactsand intellectual capital. The center alsopromotes dialogue between associationleaders, whether it is a casualconversation in the center’s coffee roomor more formal interactions such as trademissions and industry conferences.

helps engender convergence. “Clustersform easily here. People tend to hear abouteach other and forge their own alliances.”

An interesting example of bioscienceconvergence is the linkup of agriculturalanimal biology, genetics, fluidics, opticsand photonics. XY Inc. in Fort Collins

provides sex selection technologies tothe U.S. and international dairy andlivestock industries, among others. Todo so, it employs a flow cytometer tosort “X” and “Y” chromosome-bearingsperm populations to help achievedesired sex-selected outcomes in

artificial insemination with at least a 90percent accuracy rate.

In this case, XY’s genetics expertiseconverged with two other entities, thebovine and equine breeding researchgroup at Colorado State University (CSU)Animal Reproduction and BiotechnologyLaboratory, and Cytomation, a medicaltechnology firm manufacturing flowcytometers that rely heavily on photonics.

Dr. Mervyn Jacobson, XY’s president andCEO, and the CSU Research Foundation,remain two of the major shareholders ofthe privately held XY Inc. Dr. Jacobsonalso was chairman and an early investorin Cytomation, a company that developedhardware and software to speed up theflow cytometry process over the existingstate of the art. His ownership ended in2001 when Cytomation merged withDanish-owned Dako to becomeDakoCytomation.

DakoCytomation’s MoFlo SX flow cytometer (high-speed cellsorter), employed by XY, utilizes photonics technology toexcite fluorescent dye in each sperm, then assemble and focusthe fluorescent pulses on a detector that converts light intoelectrical signals; the signals are subsequently transformed intodigital information and conveyed to a computer that controlsthe sorting process. XY Inc.’s early successes include, in 1998,the world’s first sex-selected foal and, the following year, theworld’s first sex-selected calf, using frozen sexed sperm andartificial insemination.

Reflecting on the convergence phenomenon, DakoCytomationVice President of Flow Cytometry, Ulrik Cordes, notes thatflow cytometry itself is the result of convergence of themotivations and interests of physicists, biochemists andbiologists. He feels the XY example is the perfect illustrationof diverse disciplines coming together serendipitously tocreate a new bioscience solution.

“We developed our flow cytometers chiefly to deal with cancercells,” says Cordes, a biochemist by training. The idea of usingthe equipment as a workhorse to sort X’s and Y’s never enteredinto the equation as the company’s flow cytometers evolved.“The only common denominator between what we designedour products for and what XY does is cells. That’s all.” But suchre-purposing is a distinguishing characteristic of convergence,and he points out that the Jet Propulsion Laboratory hasexpressed an interest in someday using his company’s productsto learn more about life on Mars.

After the cells are sorted, diagnostic data is the bottom linefor DakoCytomation. Thus, IT plays an integral role in thecompany’s products and success, just as it does for many ofthe state’s bioscience companies. In Colorado, the ITcompanies involved in supporting the bioscience field rangefrom sales and support offices of internationally prominentnames such as IBM Life Sciences to startups working hard tomake a name for themselves.

Take, for example, another Fort Collins company, RMCBiosciences. Its name reflects its market niche, providingcomputer aided drug design services for the biopharmaceuticalindustry.

Convergence, in a sense, is RMC’s business. According tothe company’s founder and Chief Scientific Officer, Dr. RichardCasey, “We are at the intersection of IT, bioinformatics andcomputational resources to serve the biopharma industry.”

Colorado biopharms that are not large enough to affordcomputational modeling and bioinformatics capabilities turnto RMC. Although the company has just three employees,RMC’s know-how, computational resources and molecularmodeling capabilities allow smaller companies to tap intoimmense databases. RMC helps small biopharms screen outthousands of drug experiment options that prove to have littlechance of becoming drug candidates, thus obviating the needto proceed to what would otherwise be unnecessary, costly andtime-consuming in vitro and in vivo tests.

Another “small subject” generating growing interest isnanotechnology, the manipulation of matter at the molecularand atomic level to create new products. (A nanometer isabout one-hundred thousandth the width of a human hair.)Experts expect nanotech to play an increasingly prominentrole in bioscience convergence in Colorado.

The state currently ranks third among all 50 states in nanotechpotential according to a study released earlier this year by LuxResearch. This was attributed to a favorable business climateand the presence of university and federal labs in the Denverand Boulder area.

Dr. Louis Hornyak, one of the founders of the ColoradoNanotech Initiative, says that while nanotechnology is appliedto many fields, Colorado’s bioscience enterprises stand to benefitsignificantly from the state’s budding nanotech community.

“Nanotech will enable the biosciences in many ways. Afterall, bioscience is about Mother Nature, and Mother Natureis the ultimate nanotechnologist. At the atomic andmolecular level, you don’t have functionality. The nano level iswhere combinations of atoms and molecules occur,” he says,enabling functionality.

Hornyak believes Colorado’s medical device industry will soonleverage nanotechnology’s key functional advantages of speed,surface impact and inherent property stability. “Nanotech iswhere things happen extremely quickly, immediately impactinga tremendous amount of surface area,” he says. Materialaddressed on a nanoscale level exhibits significantly different,more stable properties, opening up a world of scientific andmanufacturing possibilities. “This will revolutionize bioscience.”

Some companies are ahead of the nanotech curve.Metafluidics, in Golden, brings together bio and nano in itscell sorting technology, which combines microfluidic flows andoptical traps to create lab chips for microbiological research.

Zettacore, located in Denver, is the state’s premier user ofnanotechnology. Zettacore develops molecular memorytechnology and products for semi-conductors. It uses moleculesto store data on semi-conductor devices. Molecular propertiesremain stable at the nano level, permitting very small scaling.

Another example of nanotech’s impact is ALIO Industries ofWheat Ridge. The company designs and builds precisionequipment for nano precision applications, including biomedicalapplications. The company’s stage devices control motion onmicro and nano scales. Its three-axis and six-axis robots areenabling advances in fiber optics alignment and sub-micronautomation. Such technology opens new opportunities formedical device innovation.

Laser technology figures prominently in convergence. Dr. SilviaMioc heads the Colorado Photonics Industry Association, agroup promoting the role of photonics in convergence. The70-member association hosts events focusing on biopharm,nanotechnology and homeland security, and maintains closecontact with the Colorado BioScience Association and theColorado Nanotech Initiative.

“Photonics is both an industry and a technology,” Mioc says.“It serves many different industries, including the biosciences.Because photonics is non-invasive and portable, it has manybioapplications.” She notes, for example, photonics isfundamental to the field of oximetry, which uses light toanalyze and determine hemoglobin oxygen levels.

Nanotech and photonicsconverge at Spectraneticsin Colorado Springs. Thecompany’s technologyfeatures an excimer lasersystem for minimallyinvasive cardiovascularprocedures. Laser cathetersare used to adapt tocircumstances where thegoal is to ameliorateblood flow.

To promote the applicationof photonics, among othertechnologies, the state setup the non-profit ColoradoAdvanced TechnologyCenter to rent photonics

equipment to bioscience and other technology companies.Currently housed in Longmont, plans are underway to movethe center to the University of Colorado – Denver and HealthSciences Center.

Emblematic of the trend toward convergence, the HealthSciences Center itself is moving to the new Fitzsimons campusin Aurora. “Fitz,” as it is known, is a bioscience park wheremedical academicians, students and researchers can join withhospitals, clinics and nascent biotech, pharma and medicaldevice companies to bring a wide, new spectrum of biosciencediscoveries to light.

In Colorado, convergence is more than just a byword, it is anattitude. Every day, at every level, it is helping the industryevolve in exciting new directions. �

Technology transfer helps universities and research centers“transfer” their innovations from the lab to the marketplace. Itallows them to license the technology to secure the investmentdollars and means to commercialize the discovery.

Across the state, in university labs and public researchinstitutions, Colorado’s technology transfer wizards are helpingscientists bring their discoveries to life. It’s a dynamiccombination that is just beginning to take off.

University of Colorado (CU)Tech transfer is a high priority at CU. The university providesthe resources to identify, protect, package, and license theintellectual property resulting from the research process. Fromadvising faculty on IP issues to fostering inventor participationin the tech transfer process, CU educates campus researchersabout tech transfer, solicits and analyzes invention disclosuresfrom faculty, students, and staff, and analyzes commercializationfeasibility of university intellectual property.

David Allen, Associate Vice President for technology transfer atCU, says Colorado must do a better job of creating early stagefinancing. He points out that California is investing billions instem cell research, while Colorado is still recovering economicallyand runs the risk of falling behind.

Allen says that CU’s success in discovering new technologies isproof of what can happen when research becomes an institutionalpriority. Federally funded research at CU increased by 77percent from 1996-2001, the third highest increase amongall U.S. universities.

In the past year, nine bioscience companies spun out of CUresearch. “Biology is the most common undergraduate sciencedegree,” says Allen. “The talent is out there. We just have toprovide them with the resources to succeed.”

Colorado State University (CSU)The Colorado State University Research Foundation (CSURF)manages the intellectual property resulting from CSU research.This includes patenting, licensing and marketing technologies;developing close relationships with business and industry;providing support and guidance to startup companies;managing equity positions in startup businesses; evaluatingtechnologies for commercialization potential and matchingopportunities for technology development with Universityresearch capabilities. Kathleen Henry, President and CEO of CSURF, says althoughColorado receives significant research funding there could stillbe clearer communication and enhanced cooperation amongprivate industry, universities and research institutions.Clarifying the rules that govern the use of university facilitiesby private industry, and providing better defined opportunitieson the participation of public university faculty and studentsin startups would help, she says. She also hopes for more statefunding for higher education to help retain top faculty. Inaddition, “gap” funding is needed to bring the relativelyembryonic state of university technology to a level in whichit can be more easily commercialized.

CSU receives approximately $240 million per year in researchfunding, the third highest total among public universitieswithout a medical school.

National Jewish Medical and Research Center Founded in 1899, National Jewish Medical and ResearchCenter is the nation’s top hospital for treating respiratorydiseases. It is the only facility in the world dedicatedexclusively to the treatment of patients with respiratory,

immune and allergic disorders, and is in the top five percentof all U.S. institutions for medical research funding from theNational Institutes of Health.

The National Jewish tech transfer program facilitates thecommercialization of laboratory research in biotechnology,biological materials and biomedical devices. It identifies andprotects intellectual property and facilitates businesspartnerships for collaborative research and technologylicensing. National Jewish has nearly 100 technologies in itsactive portfolio and owns more than 50 issued U.S. patentsplus additional corresponding foreign patents.

Brad Brockbank, manager of the National Jewish tech transferprogram, sees a large gap between developing an academicinnovation and maturing the technology to the point that itbecomes attractive to startups. To help bridge that gap, theinstitution is stepping up its emphasis on translationalresearch, recruiting physician scientists who have a hand inboth research and clinical activities, and developing atechnology enhancement and commercialization fund tomature their intellectual properties and reduce risks forpotential licensees.

“Getting academic innovations tostartups takes resources and acommitment from the institutions toinvest in their own technologies,” saysBrockbank. “It takes a shift in visionat the highest levels of the institutionregarding its mission in thecommunity.”

National Renewable Energy LaboratoryThe National Renewable EnergyLaboratory (NREL) in Golden, part ofthe U.S. Department of Energy, is thenation’s primary laboratory for renewableenergy research.

NREL receives about $210 millionannually in R&D funding, about half ofwhich is spent at its Colorado lab.Additional grant money is distributed touniversities and private companies inColorado and nationally.

Turning biomass materials intorenewable energy is one of NREL’sprimary projects. Biomass is plant mattersuch as trees, grasses, agricultural cropsor other biological material. It can beused as a solid fuel, or converted intoliquid or gaseous forms for theproduction of electric power, heat,chemicals, or fuels. Biomass offers anexciting opportunity to replace importedoil with renewable, domesticallyproduced transportation fuels.

Tom Williams, director of NREL’stechnology transfer office, sayspartnerships create marketopportunities. “Our mission is built onseeing our technologies commercialized,”says Williams. “We tailor ourcollaborations based on the needs of thecompany and the market demands.”Industry partnerships may includecollaborative development, technologylicenses, and the use of NREL facilities.Recent NREL partnerships include alicensing agreement with DuPont toconvert biomass-derived starches andsugars to ethanol, and efforts to supporta local startup company, CommunityPower Corporation, to develop modularbiomass systems for distributed energy needs.

Williams sees a huge opportunity forgrowth in renewable energy. “All theseeds are here to drive the market,” saysWilliams. “High fossil fuel prices,concern about global climate change,and our growing reliance on foreignoil are creating a new urgency tochange our energy sources. Biomassfuels are an important part of thesolution, and other renewable sourcessuch as wind and solar are already seeingdouble digit market growth rates.” �

Taligen spun out of the University ofColorado. It employs novel technologyto manipulate the immune system toinhibit inflammation and to targetinhibitors of inflammation to specificsites of tissue injury.
