Business Owners & Potential Partners
The City of Atlanta Departments of Watershed Management (DWM) and Aviation (DOA) have partnered to offer an intensive construction management training program for small, minority, female and/or disadvantaged contractors and consultants. The Small Business Development Program will help small companies build their capacity to compete for DOA and DWM capital improvement projects.
Program Eligibility Requirements
Companies must have been in business for at least one (1) year and be interested in pursuing DWM and DOA projects.
Department of Aviation Development Program
ATLNext is the Airport’s new capital improvement program. It consists of a series of projects coming to fruition over the next 20 years designed to boost capacity, renew and replace existing facilities, and enhance ATL’s aesthetic appeal.
As part of this development initiative, ATL will undergo a curb-to-gate modernization of the Airport’s domestic terminal. The centerpiece of this terminal modernization will be a multipurpose canopy that will protect guests from the elements as they arrive to or depart from the Airport. These projects, which fall under six general areas, will help secure Hartsfield-Jackson’s position as the world’s busiest and most efficient airport, and further bolster the Airport’s goal to provide the best possible customer service while meeting passengers’ changing needs. Department of Watershed Management Capital Improvement Program
Program participants will have the opportunity to complete the following classes:
Oracle/Primavera Project Planner Scheduling (P6) A 3-day course offered by Evans Technology on effective and realistic scheduling to complete projects “on time and under budget.”
Safety OSHA certified 10-hour training, resulting in the receipt of a 10 hour OSHA card at module’s completion.
Construction Accounting & FinanceLearn about the dollars and cents of construction: job costing, accounting systems setup, understanding financial statements and operating budgets.
Bonding and InsuranceUnderstand bonding and insurance requirements for the construction industry.
Contract AdministrationProtect your business while executing contracts and understand your legal obligations and requirements.
Estimating & BiddingOver 40 hours of hands-on training with actual bidding & estimating exercises, from blueprints to bids, using actual City of Atlanta bid documents.
TRAINING MODULES
DWM’s five-year Capital Improvement Program (CIP) organizes needs for sustaining, restoring and modernizing the facilities and infrastructure that support Atlanta’s water and wastewater systems. The projects identified in the $1 billion CIP were prioritized based on the most critical infrastructure needs, and the program provides a framework for the comprehensive delivery of schedules for design and implementation.
The CIP enables DWM to maintain operational efficiency and reliability, improve water quality, protect the environment, reduce sewer overflows, enhance public health and ensure continued regulatory compliance. Watershed Management has also begun repair and rehabilitation work on stormwater projects funded by the Municipal Option Sales Tax (MOST). Trenchless Technology Techniques SBDP participants will participate in 8 hours of trenchless technology instruction
Sewer Lateral RehabilitationA 4 hour course on construction techniques for sewer lateral rehabilitation.
FAR Overhead DevelopmentThe Federal Acquisition Regulations (FAR)) is the primary regulation used by all Federal agencies in their acquisition of supplies and services with appropriate funds. The COA Department of Aviation adopted the use of FAR for all future contract negotiations for Professional Services in an effort to improve the quality of the financial review of federal and local capital projects and to allow for a level playing field for all.
Project Management Techniques from an Owners PerspectiveExplore current best practices on leveraging strong project management techniques and establish proper business performance metrics, allowing small businesses to monitor performance appropriately. Insuring that full and complete scopes of work and project cost are developed and agreed to, personnel following proper guidelines in the areas of meeting and
project documentation, action item follow up, change management, etc.
Human Resources ManagementLearn the techniques for recruiting top level talent in the competition with large businesses.
Doing Business with COALearn the City’s requirements and procedures including Procurement 101 (bid requirements); Risk Management (bonding & insurance requirements); Equal Business Opportunity (minority, female, DBE & small business certifications and joint venture requirements); WorkSource workplace hiring requirements, etc., and get an in-depth overview of the Aviation & DWM Capital Improvement Programs, as well as Public Involvement procedures.
The office overviews involve a review of the firm’s operations, including management, business development, accounting and finance, as well as technical project operations and are performed by JAT industry specialists. At the conclusion of the review, goals and recommendations are made for improvements and the firm will be provided a comprehensive confidential report.
Interested firms should consider these important points regarding this program:
• Business owners and/or key employees must be available over a 15 week period during the months of February - May to attend the training. Most classes will be taught on Tuesday and Thursday evenings from 5:30pm until 9:30pm, with 2 Wednesday night classes.
• Oracle/Primavera P6 is 3 full days of training from 8am until 5pm.
• Trenchless Sewer Techniques Class is an all-day training session from 8am until 5pm.
• Part of the Estimating and Bidding Class will be taught on two Saturdays from 9am until 5pm.
• The training program is an intense, accelerated program and attendance at every class (based on each applicant’s assessment) is mandatory. Classes cannot be made up.
