certification following formal learningrecognition of current existing competency

based on previous learning and experienceidentify language, literacy and numeracy (LLN)

skills and skill needsidentify progress towards an outcome

(formative)make decision about competency (summative)operation requirements for worklicensing or regulatory requirements.
