me years later: “Don’t just make an impression, make an impact.” You make an impact every day. On behalf of the students who you have mentored, guided and advised, thank you for all you do. I am proud to be representing TACUSPA as your President and look forward to the amazing projects we have planned this year. During this past break, I took a little time to reϐlect on things for which I am thankful. I am thankful for our students. While each day can present us with a new set of challenges and possibilities, I am reminded that we have the wonderful opportunity of shaping our students’ futures, a fact I diligently keep sight of. I am thankful for, and often touched by, how much we can learn from our stu- dents. One of mine shared a thought that still resonates with Greetings from the TACUSPA Board! ThePriceofAdmission:TheCollegeStudentDebtCrisisSamanthaRiley,TACUSPAFellow

Overthepastthreedecades,thecostofacollegeeducationhasincreasedmorethan1,000percent,continuallyoutpacingin-lation(Johnson,VanOstern&White,2012).Two-thirdsofstudentswhoearnfour-yearbachelor’sdegreesgraduatewithanaveragestudentloandebtof$25,000;1in10studentborrowersowemorethan$54,000inloans(Johnsonetal.,2012).Asof2012,studentshaveborrowed$864billioninfederalloansand$150billioninprivateloanstopayforschool,causingstudentdebttoexceed$1trillioninAmericaalone(Johnsonetal.,2012).Approximately37millionpeoplehaveoutstandingstudentloans,andabout5millionareatleastonepaymentbehind(Fossey&Cloud,2012).Thenumbersdon’tlie:Thestudentdebtcrisiswillbeoneofthemostpressingissuesfacedbygenerationstocome.

Formanystudents,loansareanecessarybyproductofearningacollegedegree.In2009,53percentofallincomingfreshmanstudentstookoutloans(Johnsonetal.,2012).Thetwo-thirdsofgraduatesearningbachelor’sdegreesin2008hadtoborrowmoneytoattendcollege;thisdoesnotaccountforthe30percentofstudentswhotookoutloansanddroppedoutofschool.Thesestudentborrowersarefourtimesmorelikelythangraduatestodefaultontheirloans(Johnsonetal.,2012).Whilethemajorityofborrowersare35andunder(40percent),therehasbeenasigni icantincreaseinborrowersovertheageof45(Johnsonetal.,2012).Thoughstudentsfromallinstitutionaltypesincurstudentloandebt,borrowersatfor-pro itinstitutionshaveasigni icantlylargerdebtload.

Factorscontributingtotheriseofstudentdebtinclude:Riseofthefor-pro itcollegesector,declineinhighereducationfund-ing,dropincollegeanduniversityendowmentvalues,andaggressivelendingpractices(Johnsonetal.,2012).

Riseoffor‐pro itsector:For-pro itcollegesarenotonlymorecostlythanotherinstitutions,buthavehigherdropoutratesanddefaultratesonstudentloans.

Declineinhighereducationfunding:Asstatefundingdecreasesforinstitutions,collegesanduniversitieshavebegunin-creasingtuitiontomakeupthedifference.However,thisresultsinsomeschoolsofferingfewerscholarships.

Dropincollegeanduniversityendowmentvalues:Therearefewerdollarstodistributeingrantsandscholarshipsforstu-dentswhorelyon inancialaidtosupporttheiracademicendeavors.

Aggressivelendingpractices:Studentsareoftenunawareofalloftheborrowingoptions,leavingthemvulnerabletomak-ingdetrimental inancialdecisions.Lendersoftenbene it,ascollectionagenciesreceivemoremoneywhentheycollectthanwhenborrowersdefault.Thismayresultinlender’slackofconcernforsustainablerepayment.

Inanattempttoreducestudentborrowinganddefaultrates,manyinstitutionsarelaunchingprogramstoincreaseawarenessaboutstudentdebtandofferingadditionalassistancetostudents.SyracuseUniversityrecentlylaunchedtheMoneyAwarenessProgram,whichidenti iesstudentswhoareover-borrowingandhelpsstopthembyprovidingdirectgrantsforfuturesemes-tersthatrangebetween$5,000and$7,000(Marcus,2012).Theinitiativereducesthedebtofapproximately100studentseachyearby$21,000each(Marcus,2012).Inordertoreceivethesebene its,studentsmustenrollinamoney-managementcourseeachsemester.Communitycollegeshavefollowedsuit.TheCityCollegesofChicago,asystemofsevencommunitycolleges,requiresstudentsto illoutseparateformsbeforetakingoutloans.Ifstudentschoosetotakeoutloans,theyarerequiredtoattendmandatory“college-success”seminarsthatinclude inancialadvice,meetingswithcounselors,andprovideacopyoftheapplicant’sborrowinghistory(Marcus,2012).

Otherinstitutionsarealteringtheborrowingprocessaltogether.Anexperimentalprogramcalled“AidLikeaPaycheck”iscurrentlybeingtestedatcommunitycollegesacrossthecountry.Theprogrambreaksupstudentscholarshipandgrantmoney.Insteadofreceivingaidinoneortwolumpsumseachsemester,studentsreceivesmallerportionsofaideverytwoweeksinordertoencouragebudgetingandmoneymanagement.Thisprogrammayeventuallyexpandtoincludestudentloans.Atcol-legessuchasMt.SanAntonioCollege,acommunitycollegeeastofLosAngeles,thepilothasshowedpromisingresults,increas-ingretentionandlesseningtheburdenofearningapaycheckforstudents(Nelson,2011).

Inordertopreventthestudentdebtcrisisfromspiralingoutofcontrol,individualsandinstitutionsshouldconsiderthefol-lowingimplications:

Institutionsshouldbeupfrontabouttheiraveragestudentloandebt,studentdefaultrates,andavailablestudentaid.

Thereshouldbemoreregulationsonborrowingforproblemsectorsofhighereducation,particularlyfor-pro itinstitu-tions.Stricterregulationsonlendingmaypotentiallysafeguardhighlytargetedstudentpopulations,suchaslow-incomestudentsandveterans.

Institutionsshouldsuggestadditionalcounselingtoat-riskstudentswithdrawingstudentloans,emphasizingacademicsuccessandtimelygraduationofstudents(InstituteforCollegeAccess&Success,2012).

Institutionsshouldrequireorofferacourseorseminaronmanagingstudentdebt&makingeducated inancialdecisions.

Asstudentdebtincreasesalongsidetuition,notonlyshouldborrowersmakeeducated inancialdecisions,butcollegesshouldalsoensuretherearesupportsystemsinplacetoassiststudents.Institutionsshouldattemptto indsolutionstohelpstudentsavoidoverwhelmingamountsofdebt.SincehighereducationcontinuestobeanintegralpartofattainingtheAmericanDream,itistheinstitution’sresponsibilitytobeproactiveandcreativeinaddressingthestudentdebtcrisis.ReferencesonPage9

It’sbeenagreatyearforTACUSPAandtheExecutiveBoardhasaccomplishedmanyoftheinitiativesoutlinedinour iveyearstrategicplan.Afewhighlightsfromthisyearinclude:

Launchedanewinitiativeandcreatedanewcommitteetoofferwebinarstothemembership.Fivewebinarswerepresentedontopicssuchasjudicialsanctioningmodels,launchingahighereducationjobsearch,andusingvarioustechnologytoolsinstudentaffairswork.

OurnewTACUSPAwebsitewasfullyconstructedandusedtomanagemembershipandconferenceregistrationandpayments.

Co-sponsorshipoftheTexasHigherEducationLawConferencewiththeUniversityofNorthTexasforthe10thconsecutiveyear.

SeveralnewpolicieswereaddedtotheOperationsManualregarding iscalproceduresandothermatters.

TheadditionofanewExecutiveBoardposition,DirectorofResearch,wasapprovedbytheTACUSPAmember-shipviaaconstitutionalamendmentvote.

TwofellowsattendedtheJanuaryTACUSPABoardmeeting.

AgroupofgraduatestudentsfromtheSchoolofInformationattheUniversityofTexasatAustinprocessedtheTACUSPAarchiveslocatedattheBriscoeCenteraspartoftheirArchivalEnterprisecourserequirementsandpresentedanoverviewand indingaiddocumentforthecollection.

TheTACUSPAFoundationassetsincreasedto$7,888.53.TheFoundationapprovedaplantoprovide$3,600to-wardsgraduatescholarshipsandfellowshipsforthe2012TACUSPAConference.FourFellowsandnineScholar-shipAwardWinnerswerenamed.

Provided inancialsupportfortheTexasHigherEducationSymposiumheldinSanAntonio,August2-3,2012.

Themembershipreachedanalltimehighof556with61institutionalmemberspriortotheFallConference.

Theassociationremainsstrongwithoverallassetsinexcessof$208,252.37

The2012FallConference,“ReconnectingUs”washeldinSanAntonioonOctober14-16attheDoubleTreebyHiltonHotelSanAntonioDowntown.
