COLD CASE HOMICIDE INVESTIGATIONS

INSTRUCTOR: Mr. Stuart Fenton is currently the Chief Assistant Prosecuting Attorney for the Emmet County Prosecutors Office (Petoskey, Michigan) and is responsible for handling all major felony cases from charge to trial. Prior to that he was the Senior Assistant Prosecuting Attorney for the Kalamazoo County Prosecutors Office in Kalamazoo, Michigan, assigned to a Circuit Courtroom where he tried major felony cases. Previously, he was a member of the Southwest Enforcement Team Drug Unit and personally prosecuted cases from that unit. He spent 6 years as the Investigative Subpoena and Cold Case Homicide Attorney for the office and was the Unit Prosecutor for Kalamazoo County’s cold case team. During his tenure with the cold case team, he successfully tried 6 cold murder cases, each averaging 14 years old. He has received numerous awards for his work with the Cold Case Team and has also lectured extensively, both statewide and nationally for various law enforcement agencies, the Prosecuting Attorney’s Association of Michigan, and the National College of District Attorneys. COURSE DESCRIPTION: This course will assist police officers towards becoming confident and convincing witnesses on the witness stand when testifying, how to avoid common defense traps, the pitfalls on cross examination, while emphasizing the importance of follow up, preparation and detail in police reports. Students will take part in a mock trial and actually testify in both direct and cross exam. Cross exam will be challenging and demonstrate the most common defense techniques utilized to “trap” police officers and make them look bad. Michigan State Police

The purpose of this two-hour training is to train law enforcement personnel in the proper use of the DataMaster Transportable (DMT) breath alcohol testing instrument. Upon completion of this training, a certified operator will be able to administer a breath alcohol test on a suspected intoxicated subject in the state of Michigan using a DMT. The operator will be familiar with the operating principle of the DMT, know the exterior components of the instrument, and know the pretest, subject, and accuracy check procedures and sequences. Immediately following the DMT training, officers who have successfully completed the three-day National Highway Traffic Safety Administration approved SFST class may attend the SFST refresher class. Officers must bring their five-digit MCOLES number with them to the training for the training to be reported to MCOLES. Low-Light Tactics for Law Enforcement

The majority of officer involved shootings occur during low-light

engagements. Officers are required to identify lethal threats before engaging, regardless

of the lighting conditions. Therefore, officers need to train and become proficient with

low-light tactics. This course is designed to give officers a tactical advantage in low-

light conditions. In addition to threat identification, officers will learn how to deploy

their flashlights to search, navigate, control suspects and other useful tactics. This

course will change the way you operate during low-light engagements. Live fire range

Rapid Response to Active Shooter

This course is designed to give officers the basic knowledge necessary to deal with rapid

deployment situations (active shooter). The tactics taught in this course are more advanced

than the traditional diamond or quad formations currently used by many agencies. It begins

with a brief classroom orientation of history, terminology, responsibilities/objectives and

tactics. The students are then broken into groups and drilled on team formations, movement,

entries/room clearing, officer/citizen rescues, vehicle rescues and more. This course

contains reality-based, force-on-force scenarios, which place the officers in stressful situations

and re-enforce the methodology and tactics for dealing with this critical issue

Tactical Casualty Care

Self-Aid/Buddy-Aid LE Edition This course follows the most recently updated guidelines put forth by the Committee

on Tactical Combat Casualty Care (TCCC) and the Committee for Tactical

Emergency Casualty Care (Co-TECC). TCCC is the standard of care for life saving

medical care in the tactical environment. TCCC is the golden standard of care utilized

by all US Military Special Forces Medics and medically trained soldiers.

The focus of this class is to give each student the ability to recognize, evaluate and

control life threatening injuries thus greatly increasing the patient's chance of survival.

This is a registered course with MCOLES (Michigan Commission on Law

Enforcement Standards) and is eligible for P.A. 302 funding.

For individuals that possess a State of Michigan EMS license (MFR, EMT, AEMT,

Paramedic), 6 continuing education credits are included.

The course will cover the following:

- Define TCC Self-Aid/Buddy-Aid.

- Cover materials that make up the "Individual First Aid Kit" IFAK.

- Define the 3 phases of TCC - Direct Threat Care, Indirect Threat Care, and

CASEVAC.

- Perform a rapid/basic patient assessment and perform medical interventions during

Self-Aid/Buddy-Aid.

equipment to provide these life-saving skills on themselves or someone else. This

includes the CAT-Combat Action Tourniquet, ETD or ITD pressure bandage, the

latest TCCC recommended hemostatic agent Quick-Clot Combat Gauze, and an

Occlusive Chest Seal (a $120.00 value)!! Each attendee will be trained on how to

effectively use each item in their IFAK. These IFAK's are designed to be easily added

to an Officer's gear or fit in a patrol vehicle.

Emergency Casualty Care (Co-TECC). TCCC is the standard of care for life saving

medical care in the tactical environment. TCCC is the golden standard of care utilized

by all US Military Special Forces Medics and medically trained soldiers.

The focus of this class is to give each student the ability to recognize, evaluate and

control life threatening injuries thus greatly increasing the patient's chance of survival.

This is a registered course with MCOLES (Michigan Commission on Law

Enforcement Standards) and is eligible for P.A. 302 funding.

For individuals that possess a State of Michigan EMS license (MFR, EMT, AEMT,

Paramedic), 6 continuing education credits are included.

The course will cover the following:

- Define TCC Self-Aid/Buddy-Aid.

- Cover materials that make up the "Individual First Aid Kit" IFAK.

- Define the 3 phases of TCC - Direct Threat Care, Indirect Threat Care, and

CASEVAC.

- Perform a rapid/basic patient assessment and perform medical interventions during

Self-Aid/Buddy-Aid.

- Demonstrate skills proficiencies on the application of tourniquets, hemostatic agents,

and pressure

bandages. Apply occlusive dressings to penetrating chest wounds, and properly

control a patient's airway.

- Demonstrate Casualty Extraction Techniques utilizing a variety of manual carries.

Officer IFAK's (Individual First Aid Kit)

The Officer IFAK that will be issued to each student contains the necessary

equipment to provide these life-saving skills on themselves or someone else. This

includes the CAT-Combat Action Tourniquet, ETD or ITD pressure bandage, the

latest TCCC recommended hemostatic agent Quick-Clot Combat Gauze, and an

Occlusive Chest Seal (a $120.00 value)!! Each attendee will be trained on how to

effectively use each item in their IFAK. These IFAK's are designed to be easily added

to an Officer's gear or fit in a patrol vehicle.

TRACE EVIDENCE COLLECTION AND USE IN INVESTIGATIONS

INSTRUCTOR: Jennifer Dillon is a forensic scientist with the Michigan State Police at the Northville Laboratory, currently working in the Trace Evidence Unit. She also conducts casework as a Bloodstain Pattern Analyst, processes crime scenes, and has previous experience as a DNA analyst. COURSE DESCRIPTION: This course will discuss how the collection trace evidence at crime scenes, autopsies, and vehicle processing on a routine basis can aid in the initial stages of an investigation or when latent prints and DNA fail to provide an identification. Emphasis will be placed on the proper techniques for collection and packaging of trace evidence such as tape lifts, post-it note lifts, paint transfers, fiber collection, known samples, etc. Footwear examinations will be included. Case studies will be presented and hands on collection methods will be practiced.
