1. Introduction

The Pittsville Public School District Technology Plan provides guidelines for the systematic acquisition, maintenance and effective use of state-of-the-art technologies and staff development. The plan focuses on the effective integration of technology to improve performance and enable the students of Pittsville to compete in an information-based global economy as life-long learners and problem solvers. The plan is designed to enhance the teaching and learning process on an interactive and equitable basis for all students in the district. The plan is consistent with guidelines set forth in the Wisconsin Education Technology Plan PK-12, 1996 and the State of Wisconsin Department of Public Instruction’s Comprehensive Technology Plan Checklist, 1998.

2. Background Information

2.1 School District and Community DemographicsThe School District of Pittsville is a small, rural school district located in the geographic center of Wisconsin. The District service area is comprised of parts of three counties including Jackson, Wood, and Clark. The District is more than 500 square miles in size. The District's physical facilities include two school buildings, an elementary school serving approximately 550 pre-kindergarten - eighth grade students and a four-year high school serving approximately 280 students. Both facilities are located in the City of Pittsville, Wisconsin. The community is primarily middle income with a strong agricultural base as well as industrial and professional employment. Approximately 30% of the students attending Pittsville schools are considered low income based on data gathered for the federal free and reduced school lunch program. The community is primarily white with less than 1% of the population representing racial minorities.

2.2 History Summary of the Growth of Technology in the Pittsville School DistrictComputer technology began in the Pittsville Public School District in the early and mid-1980s when the district acquired several stand-alone Apple IIe and Apple IIc computers along with a varied but limited selection of software. In 1988 the District business office was computerized with the installation of a single computer. In 1990 the district installed its first lab with 25 IBM 286 computers at the high school. In 1993 a computer committee consisting of teachers and the principal of the elementary school met to select computers and an operating system for the first computer lab at the elementary school. The IBM format was chosen over Apple and 35 IBM Model 30 Eduquest computers were acquired along with a variety of educational software. In 1994 an IBM/Novell network was installed for the district’s administration. Also in that year the Pittsville School Board formed an ad hoc Computer Committee to formulate an Information Technology and Telecommunications Plan for the Pittsville School District. The plan was approved in April, 1995 with a four phase implementation sequence. The plan called for a complete district-wide WAN with 2 computer labs in each building, 4 drops in each classroom, 3 student workstations and 1 teacher workstation in each classroom. The plan was completed in 1998. In 1997 the District hired an Administrator of Technology to oversee all aspects of technology in the district. In the summer of 1999, the business office server and software was upgraded and connected to the District’s WAN.

2.3 Overview of the Educational Technology Planning ProcessIn October of 1994 the School Board of the Pittsville Public School District instructed the District Superintendent, Milo Fossen, to assemble a special committee of administrators, teachers, and community members to assess the needs of the District in the area of computer technology and telecommunications and make recommendations to the Board for consideration and implementation. This committee met throughout the 1994-95 school year to carry out the requests of the Board. Consultants advised the committee in the areas of curriculum development, network design, computer hardware and software. The committee then formulated a plan that was presented to and later adopted by the School Board in the spring of 1995. This plan recommended a four phase implementation sequence that would eventually lead to the goals suggested by this committee. This 4 year plan was completed in 1998, ahead of schedule and within the funds budgeted. In 1997 the Board called for the committee to meet again to formulate a new 3 year technology plan, and asked that thereafter the committee meet annually to review, maintain, and update the plan to maintain a minimum 3 year planning cycle. See Appendix D for a list of the committee members.

2.4 Stakeholders and Community ResourcesThe Pittsville School District buildings are linked by a fiber optic connection and by direct link to the Internet at UW-Stevens Point and WISCNET. Any user can login to the network from any district classroom or office and gain access to the Internet, the library card catalogs, Infotrac, Microsoft Office Pro ’97, and many other software programs. The community has access to the technology resources of the school district through classes offered to the public. Community members may also use any district technology, when not otherwise used by students, during the day or even during off hours. The District has established ties with the local public library as well as some local businesses. The Pittsville School District is also a member of the Wood Technology Improvement County Consortium, an organization of other public and private schools in Wood County, along with businesses, the University of Wisconsin Stevens Point, Mid State Technical College, and other organizations.

2.5 District Educational Technology Vision and Mission StatementsMission:

The Pittsville Public School District will use technology to empower each student through his/her own efforts and the efforts of parents, educational staff, and the community to be a lifelong learner capable of adapting to change while making a positive contribution in the global community. Technology will be used to enhance the educational community and the learning environment for all.

Students will be provided with a personalized, motivational, and technical opportunity to gain the skills needed for success into the 21st century. These skills include researching, problem solving, and decision making, which are essential to developing higher level thinking. Students will enhance their learning options and access global resources by employing partnerships developed in the educational setting.

Vision:The Pittsville School District believes the skills acquired through the use of technology are essential to the development of lifelong learning. It is our intent that students and staff will employ technology to enhance the learning experience. We will provide up-to-date technology and training to students and staff to facilitate learning, resource sharing, innovations and communication.

3. Program Goals and Educational Technology Initiatives in Support of Educational Improvement

3.1 Administrative and Management Goals Use technology to facilitate the administrative and management functions of district staff.

Electronic mail for district wide communication among staff Word processing, database, and spreadsheet applications for automating office and

administrative tasks Data processing applications: payroll, fixed assets, receivables and payables, etc. Grade collection and reporting applications Calendars and scheduling Applications for increasing efficiency of district staff and programs. eg. Scanners

and bar coded student IDs for the school lunch program.

3.2 Communication and Information Access Goals The district will provide access to sources of information outside the district though various means.

Direct connection of the District computer network to the Internet. In cooperation with other school districts, develop distance learning programs to be

made available to students made available via the Internet or remote video links.

3.3 Instructional and Curricular Goals With the development of Wisconsin’s Model Academic Standards for Information & Technology Literacy, standards for technology skills are now available for inclusion in all classroom curricula. The Pittsville School District will integrate these new standards into all curricula as these are updated over the next three years. The District’s goals for curriculum development are reflected in the Mission and Vision statements (2.5).

3.4 Staff Competency Goals Teachers will:

Demonstrate proficiency using the following software: Microsoft Word, Microsoft Excel, Power Point, Gradebook Power, CLASSxp (SASIxp), GroupWise, Netscape Navigator (Internet), Winnebago Spectrum Patron’s Catalog, Microsoft Bookshelf, and World Book. The teachers will attain a level of proficiency sufficient to allow them to create and maintain their administrative files, to create and store student worksheets, and to create class handouts, award certificates, Web pages, teaching

materials, etc. Demonstrate proficiency using other curriculum relevant software, such as

Accelerated Reader, Accelerated Math, Star Math, A+LS, WordPower, Careerways, etc. Each teacher will learn the operation of each of the programs that are used by the students in their grade. Teachers will have an understanding of the skills presented in each program and will be able to instruct students in their proper use. Teachers will be able to integrate these programs into their curriculum and individual lesson plans and use the programs to enhance their students' understanding of key concepts.

Develop the skills to be able to access, create, process and utilize information. Each teacher will learn to use the Internet and online services to enhance their lessons, locate additional materials, and provide effective search/research capabilities for their students.

Become technology facilitators/mentors for students.

4. Current Status

4.1 Assessment of Student and Staff Technology Skill, Knowledge, and Attitudes Teachers are assessed on a regular basis through a technology survey. Training is then geared to provide the most in those areas which the survey reveals to be the weakest. Curriculum for computer skills has been in place since 1996. Students are assessed by classroom teachers as part of their regular instruction; this assessment will become part of curriculum testing within the next three years. Grades 4-6 has an introduction to keyboarding and grades 6-12 are taught computer applications. With Wisconsin’s Model Academic Standards for Information & Technology Literacy (September, 1998) the District is working to incorporate those standards and assessment tools over the next 3 years.

4.2 Inventories-Software- The network operating software is Novell Netware 5.0. Other network system

software includes Novell GroupWise 5.5 for e-mail, Novell Border Manager for Internet security and filtering, Cheyenne ARCserve 6.6 for network backup. Microsoft Windows 95/98 is used for all workstation operating systems. District personnel use SASIxp administration software for attendance, grades, transcripts, and other district and student records. Teachers record daily and class attendance with CLASSxp. Payroll and lunch records are maintained with Skyward administrative software. Teachers use GradeBook Power for recording and calculating student grades. Library circulation and card catalog information is maintained with Winnebago software. All users have access to Microsoft Office Pro ’97 for word processing, spread sheets, etc. Every user has access to their files from any workstation. The District has provided a limited number of software titles in curriculum areas. For a complete inventory of all district software, see Appendix B.

-Hardware- Pittsville School District: A Novell file server provides applications, storage and print services for the entire District WAN. A second Novell file server provides application, email, WEB, and other Internet services. The servers are connected to a fast Bay Networks

switch, to which other hubs and fiber links are connected. Internet access, which is available at every network workstation in the District, is provided through a Teach Wisconsin T1 line. The servers, Internet TSU and Cisco router, and the main wiring closet are located in a central office in the elementary building. A third backup server is located in the high school wiring closet. All district buildings are linked by dedicated fiber optic lines which the District owns and operates. Network printers are located in strategic points throughout the district. See Appendix A for more details.

-Hardware- Pittsville Elementary: There are 3 wiring closets in this building providing four drops in each classroom and at least one drop for every office/desk. Eight network printers are located throughout the building, along with several stand alone printers. There are 198 workstations with Pentium, Pentium II, or Pentium III processors. The building has one 25-station lab and one 29-station lab, each with its own printer. The 25-station lab is composed of DELL Pentium II workstations with sound capability and headphones, while the 29-station lab has DELL Pentium II multimedia computers with headphones. The LMC has 7 Windows 95 workstations. Every classroom has one multimedia teacher workstation and 3 student workstations. The primary student workstations also have sound capability with headphones. Other technology equipment available in the elementary building includes a flatbed scanner, fax machine, digital camera, video camera, numerous TVs and VCRs, cable access in most classrooms, and four LCD projectors. See Appendix A for more details.

-Hardware- Pittsville High School: This building is serviced from a single wiring closet connected to the servers at the elementary school through a fiber optic line. Five network printers are located throughout the building, along with several stand alone printers. There are 104 workstations with Pentium or Pentium II processors. There are two 25-station labs, each with its own printer. The LMC has 4 Windows 95. Every classroom has one multimedia teacher workstation and from 1 to 3 student workstations. The Tech Ed building, connected to the high school via a fiber optic cable, has its own hub, with 11 drops, 4 student workstations, 2 teacher multimedia workstations, and a printer. Other technology equipment available in the high school building includes a fax machine, video camera, numerous TVs and VCRs, cable access in most classrooms, and two LCD projectors. See Appendix A for more details.

-Hardware- Administration: Administrative offices, located in the high school, elementary school, and maintenance, are all networked as part of the District WAN with drops, printers and 16 workstations to service all administrative staff requiring access. In addition, the business manager maintains a separate Novell file server and workstation for accounting and payroll, a subcomponent of the District’s WAN. This file server is currently running Novell 5.0, but will be changed over to Microsoft NT Server software in the spring of 2000. NT is required for operating Skyward’s accounting software. A current district hardware inventory is kept on file in the district office.

-Facilities- Every District building/office is currently equipped with computer labs/workstations for student, teacher and administrative accessibility, as described above. All buildings have had electrical upgrades, as per state code, to provide special surge protected 20 amp power to

all computer workstations and peripherals in all classrooms, labs and offices.

-Networking and Telecommunications Capacities- The school district is connected to the Internet via a T1 line to UW-SP and WISCNET. All buildings (the elementary and high schools, District offices, maintenance, and Tech Ed) are connected by fiber optic cables, which provides Internet access to all classrooms and computers in the district. Each classroom and office also has at least one voice drop.

4.3 Current Status of Curriculum and Education Technology Initiatives in Relationship to Education ImprovementWithin the five-year cycle, each curricular area committee is responsible for writing a curriculum. These committees will address the integration of technology into curriculum, following Wisconsin’s Model Academic Standards for Information & Technology Literacy. Although some integration has already been accomplished, the district is committed to providing teachers with the training necessary to accomplish this goal.

4.4 Review of Existing Professional Development Activities and Structures Teachers are encouraged to apply for the opportunity to attend workshops and conferences to expand their knowledge of current educational practices and technology throughout the school year. In addition, the District’s Administrator of Technology, who is responsible for staff training, and the library media specialists often provide training on both a formal and informal basis regarding new equipment and software. The library media specialist will work with teachers in planning instructional units incorporating the use of a wide range of resources and technology. The District has brought in consultants and trainers to provide instruction to teachers and administrators in the use of the technology provided for them, and will continue to do so.

The District’s Administrator of Technology is responsible for providing training and support for all District personnel. The District maintains an active technology support program for all administrators, teachers, and support staff. Opportunities for training and development are provided during inservice days, workshops, conferences, summer, early release time, and time before and after school. All staff members are periodically surveyed through formal and informal needs assessments to determine ongoing staff development needs.

4.5 Assessment of Current Education Technology Support StaffingThe Technology Advisory Committee plans, coordinates and evaluates technology within the district. Currently the district contracts with technical support companies, and has also contracted with individuals to supply educational training for staff. In July of 1997 the District created and filled the position of Administrator of Technology, whose responsibilities, among other things, includes providing training and support for staff and administrators in the District. The library media specialists also provide some support to teachers as their time and talents allow.

5. Technology Design

5.1 Software PrioritiesAdministrative and Management At the administrative level the priority is for the School Board of Pittsville to provide:

Maintain all file servers with Novell software. Novell’s Educational licensing, we will continue to install/upgrade Novell’s Netware, GroupWise, ManageWise, ZenWorks, and Border Manager software packages as updates for these programs are made available.

Upgrade and maintain of SASIxp, Skyward, and other administrative software. Upgrade and maintain of office productivity software, including migrating office staff

from Novell PerfectOffice 3.0 to the Microsoft Office product line. Computerized control system of heating and air conditioning in the district Upgrade and maintain lunch service software (Skyward). The new Windows

‘98/2000 version of Skyward’s software will be available in early 2000 and will be installed in the spring of ‘2000.

Upgrade and maintain library circulation software (Winnebago Spectrum) Desktop imaging/publishing software (Adobe product line) MS Office quick help books & tutorials for labs and IMCs.

Communications and Information Access Software priorities are to provide: Maintenance of the Teach Wisconsin and WISCNET contracts for T1 Internet access Upgrade and maintain of Netscape and Internet Explorer software. Upgrade and maintain of Novell GroupWise as the district’s primary e-mail software Upgrade and maintain of Novell Border Manager and Cyber Patrol as the District’s

Internet/WEB management and filtering software Investigate voice recognition software/technology for children with disabilities

Instructional and Curricular Software priorities are to provide budgeted funds for acquiring and updating instructional and curricular software as curriculum and software committees designate. Teachers will research available software in their curricular area and submit requests. Software will be previewed and evaluated, then purchased if it is found to fulfill curricular needs.

Staff Competency Software priorities are to provide training to meet the software goals set forth in 3.4. See section 6.4 for specific strategies for achieving this goal.

5.2 Hardware Facilities, and Network PrioritiesAdministrative and Management

- Network Design The District currently has a fully functional WAN, with a file server, a web/e-mail server, and full access at any classroom or office in the district. Priority will be on maintaining and upgrading the system as the useful life of existing equipment expires. Existing 10Mb hubs will be replaced with 100Mb hubs as existing workstations with 10Mb network cards are replaced with faster cards. Existing 10/100 Mb switches will be replaced with 10/100/1,000 Mb switches. All existing servers, including the administrative server which the Finance Director uses for payroll, have been upgraded over the summer of 1999 to Novell 5.0.

- Building and Classroom Wiring Each building has a fiber optic connection to the WAN with CAT 5 wiring to each classroom, four drops per room, and CAT 5 wiring to all offices. Emphasis will be on maintaining the current wiring with replacement not anticipated for the next 5 years. Additional drops may be added from time to time as needs dictate.

Communications and Information Access No new hardware is anticipated in the near future to maintain our Internet Access. As video access over the Internet improves the District will examine adding video equipment to utilize CU-SeeMe technology.

Instructional and Curricular

- Workstations Currently, the District has met its goals for student and teacher workstations in labs and classrooms. Workstations will therefore be maintained and upgraded on a 5 year rotation, with 20% of the oldest workstations replaced each year. Additional workstations may be added as needs dictate.

- Peripherals Current peripherals will be maintained and upgrade or replaced as they reach the end of their useful life. Additional peripherals needed to achieve instructional and curricular goals include:

Digital camera and flatbed scanner at the high school Color laser printer at the high school and one at the elementary school Digital copier at the high school and elementary school which will allow direct

access for copying, collating and stapling from workstations across the WAN Portable multimedia equipment Desktop video equipment Video production equipment Computerized lathe and other computerized machine tools. Laptop computers for children with disabilities

Staff Competency No additional hardware is required to meet our staff competency goals. See section 6.4 for specific strategies for achieving this goal.

-Implementation Issues:The major areas of implementation for integration and educational reform on a practical level include:

- Time to integrate technology into all curriculum areas so that teachers and students can become comfortable with technology. Curriculums need to be assessed to ensure that technology goals and performances are integrated in all the disciplines. With the introduction of Wisconsin’s Model Academic Standards for Information & Technology Literacy our staff will be tasked over the next 3 years with integrating those standards into the existing curriculum. Teachers need to be encouraged to integrate technology into their planning.

- Teacher in-servicing needs to continue to ensure that staff expectations and benchmarks regarding current educational philosophy and technology can be met.

- Provide opportunities for parents and community members to become informed as to how technology is used to facilitate and enhance learning.

- Additional training for all teachers and staff needs to be provided so that students can receive the maximum benefit which technology can provide.

6. Educational Technology Implementation Action Plan (Leadership, Activities, Timeline, Policy, Budget)

6.1 Software ProcurementAll curriculum software is purchased through a separate software budget upon authorization of the Software Committee. This committee is made up of teachers from across the curriculum and is chaired by the Administrator of Technology. The committee meets periodically to research and review software titles, including recommendations from the staff. The committee evaluates software on a cost/performance and curricular basis. Administrative software is purchased through administrative budgeting. The food service department and maintenance department budget their own software from the their own budgets. WAN operations and server software is purchased through the technology budget.

6.2 Hardware, Facilities, and Network Acquisition and implementationHardware will continue to be purchased in accordance with the recommendations of the Technology Advisory Committee and presented to the Pittsville School Board for inclusion into the budgeting process.

6.3 Operations, Maintenance and UpgradesThe district maintains a maintenance agreement on all servers and technical support through Golden and Associates. Mr. Chris Nepper is the district Administrator of Technology. Mr. Nepper does routine maintenance and upgrades on our system and handles local trouble shooting.

The purpose of staff training is to provide teachers and aides with the skills necessary to use available technology to deliver our curriculum in the most effective manner.

Goals1) Each teacher will be introduced and instructed in the basic operation of each of the

programs that are used by the students in their grade. Teachers will have an understanding of the skills presented in each program and will be able to instruct students in their proper use. Teachers will be able to integrate these programs into their curriculum and individual lesson plans and use the programs to enhance their students' understanding of key concepts.

2) Teachers will also be trained in using productivity programs such as Microsoft Office, Gradebook Power, CLASSxp, etc. Training will be over a period of time sufficient to allow each teacher to reach a level of proficiency which will enable them to create and maintain their administrative files as well as create and store student worksheets, handouts, award certificates, Web pages, teaching materials, etc.

3) Teachers will learn to use the Internet (and online services) to enhance their lessons, explore additional materials, and provide effective search/research capabilities for their students.

4) To achieve these goals teachers will be provided with appropriate inservice programs. Additionally, teachers will be encouraged to pursue continuing outside education, including courses for college credit.

5) Teachers will be provided with training and time to plan and integrate technology into the existing curriculum.

6.5 Additional Human Resources in Support of Technology Mr. Chris Nepper is the district Administrator of Technology. Mr. Nepper does routine maintenance and upgrades on our system and handles local trouble shooting. The Math Department and the Business Education Department supervise labs at the high school. Elementary school teachers supervise the computer labs when they use them.

6.6 Funding SourcesThe School Board of Pittsville continues to budget money for both software and hardware out of the District’s General Fund. We also receive money from state and federal programs such as Teach Wisconsin and the federal E-rate program. The District has received grant money from the Wisconsin Advanced Telecommunications Foundation, and will continue to investigate funding opportunities through such grant programs, as well as through our membership in the Wood Technology Improvement County Consortium, CESA 5, and other state and local agencies.

6.7 Budget SummaryThe proposed budgets for the years 1999-2000, 2000-2001, and 2001-2002 are attached as Appendix C.

7.0 Monitoring, Evaluation, and Revision of the Educational Technology Plan

7.1 Monitoring and Evaluation ProcessMonitoring of the plan will be a continuous process carried out by the Community Technology Advisory Committee, which includes community members, administrators and school staff. The Technology Plan is formally reviewed and revised annually by the Technology Advisory Community and presented to the School Board for approval.

7.2 Incorporation of Evaluation Information for Ongoing PlanningAn annual needs assessment distributed to all staff members will include requests for new technologies as well as software purchases and needed inservice training.

7.3 Process for Reporting to StakeholdersThe School Board reports District technology information to the community through newsletters and local and school newspapers. The Administrator of Technology, and other administrators and staff, maintain contact with all pertinent agencies.

7.4 Process and Timeline for Ongoing, Long-term Planning.The Technology Committee will prioritize items in the plan and evaluate accomplishments, revising the plan annually based on budget constraints. A formal 5 year plan will be revised and updated as needed. Curriculum writing teams will continue to incorporate new technologies and software as curriculums are reviewed in each subject area.

8. Adult Literacy ComponentWe have offered courses for the community in the evenings through Mid State Technical College at which the basic skills for microcomputers and word processing have been taught. We have also offered workshops for community members in the evening in which our own staff members have provided basic computer skills instruction, and will continue to do so as the community wishes. When supervision can be arranged our technology is made available to the public in the evenings and weekends. Community members are also free to use any of our technology during the school day when it is not otherwise being used by students or staff. It should be noted, however, that the mission and responsibility of Pittsville Public Schools, for which tax money is provided, is to teach children; the education of adults is the responsibility of other agencies. The District will cooperate in any way we can to assist other agencies with this component, but it is not our purpose to teach adults.

9. Assistive Technology ComponentCurrently all children with disabilities have access to network computers, software, printers and peripherals to meet their curriculum needs in the classroom. The District owns 3 Intellitools keyboards, which allow modifications to be made to the standard keyboard layout. Through CESA 5, we provide special software/hardware to meet the needs of handicapped children, including the use of an AlphaSmart 2000. We are looking at providing voice recognition
