Internal Quality Assurance Cell- An Overview:
The IQAC is envisioned to operate as an internal system of the institution
which envisages to access and ensure qualitative improvement in all activities of the
institution. Our motto is to work collectively towards the excellence of institution.
The process of quality improvement is a continuous process, ever since its inception
as per criterion/guidelines issued. IQAC has taken the role of a Historian,
Diagnostician, Prognostician, researcher and developer of new formulations and
strategies to take care of the health of the institution and quality as an intrinsic value.

The members are nominated by the Principal of the College. The membership
of such nominated members is for a period of two years i.e. 2008-2009, 2009-2010
which can be further extended on the recommendation of the Principal. The IQAC
meeting is held once in a quarter. The quorum for the meeting is two-third of the total
number of members. The agenda, minutes and Action Taken Reports are documented
with official signatures and maintained electronically in a retrievable format.

BRIEF HISTORY OF THE COLLEGE
Doaba College, Jalandhar is a Multi-Faculty, Co-educational, Postgraduate
Pioneer Institution of North India. The college has been pioneering the noble task of
education since its inception in 1941. The college was accredited with ‘A +’ grade by
NAAC in September 2004.
It was founded by great philanthropists, educationists and visionary founding
fathers viz. Sh. Bindraban Sondhi, Rai Bahadur Badri Dass, Sh. Jagan Nath Mittal and
Acharaya Lajja Vati. They were the idols of Arya Samaj and Spartan Freedom
Fighters who laid the foundation of Doaba College to promote the study of classical
Sanskrit, Hindi and the teachings of Vedic Dharma, Gandhian values and to promote
the philosophy of Maharishi Dayanand Saraswati. Since its inception, the institution
has constantly flourished under the dynamic leadership of earlier Rai Bahadur Badri
Das, Seth Stya Paul, Sh. Virendra – Nationalist Freedom Fighter and now Sh.
Chander Mohan, Chief-Editor, Daily Vir Pratap and the President of Arya Shiksha
Mandal.
Here, in Doaba College, we make our sincere efforts to achieve twin
objectives of education learning for better standard of living and learning for
livelihood. We have a fine blend of traditional and latest professional courses related
to Journalism & Mass Communication, Computer Science & Information
Technology, Tourism & Hotel Management, Biotechnology, Commerce & Business
Management etc. The ultra modern infrastructure of the college provides an ideal
ambience for high-quality educational programmes making it the first choice of
students in professional, vocational as well as traditional education at graduate and
postgraduate level. Doaba College does not discriminate on the basis of caste, creed,

major emphasis is to provide teaching, both moral and ethical, for a better living. The
ultimate mission is to build all-round development of the personality of its students.

Doaba College is totally committed to holistic development of students
through quality teaching, skill development and institutionalization of ethics,
community service and promotion of intellectual culture that brings theory and
practice together. We are also committed to meet the requirements of all the
stakeholders and comply with all relevant rules and regulations of the DPI (C)
Punjab/UGC/University.
To meet this commitment, the institution has constituted an effective internal
quality assurance system. The quality policy is communicated in the beginning of the
academic session and the quality performance is reviewed from time to time through
this system for continued sustainability.
The institution, with an experienced team of highly qualified, motivated and
dedicated staff, supported by infrastructural facilities, is imparting value based
education to the students. Apart from this, the institution gives moral & financial
support to poor and needy students.

beginning of 2008-09 towards quality enhancement
Plan of action chalked out by the IQAC in the beginning of the year towards
quality enhancement is highlighted below:
As, over the years, many girl students take admission in various undergraduate
and postgraduate courses from other states namely Delhi, Haryana, Himachal,
Jammu and Kashmir etc., the college envisages to construct girls hostel in the
college campus. For this purpose, the proposal for the girls hostel has been
accepted by UGC for a grant of Rs. 1 Crore.
To update and upgrade the college website.
To conduct more faculty development programmes for teaching and non
teaching staff.
To encourage the staff to take UGC Minor Research Projects & Major
Research Projects.
To provide more community services and make the students compassionate
towards under privileged sections of the society.
To subscribe to more Journals and purchase new books in order to enrich the
library.
To upgrade technology by developing and purchasing latest software.
To enhance Alumni interaction.
To provide more opportunities for campus placements.
To strengthen (PTM) Parent Teacher Meetings.
To conduct more workshops/seminars/symposiums.
To promote the regular printing of College Magazine ‘The Doab’.
To provide more infrastructural facilities.
To create ample scholarship schemes/financial aid for the financially weak
students.
To encourage outstanding students, sportspersons, artists, NSS and NCC
students by giving them prizes in Annual Prize Distribution Function.

To set up cell for exclusive coaching for written exams and interviews of
various competitive examinations for centre and state level competitions.

Section B : Details in respect of the following :
1. Activities reflecting the goals and objectives of the institution.
Concentration on producing students equipped with self confidence and better
communication skills level, so that they are ready to face the challenges of the
global competitive world.
Promotion of the study of Classical Sanskrit, Hindi and Vedas.
Provision of means for giving Business Management, Information Technology
& Computer Science, Journalism & Mass Communication, Tourism & Hotel
Management related modern education along with traditional education.
College provides maximum encouragement to the students, both boys and
girls, by giving them exclusive incentives in the form of books and
scholarships from college and other social organizations / NGOs.
Holy Havan Yajnas are organized from time to time, throughout the year to
promote affinity with culture, religion and ethics.
Free Communication Skills & Personality Development classes are organized
from time to time for the students to ensure overall development of the
students and for better placements.
Special classes for meritorious students and those belonging to poor families
are organized. Similarly, remedial classes are organized for educationally
weak and students with compartment in the previous exam.
The students are being kept abreast with the latest company and industrial
environment through educational trips and industrial visits.
2. New academic programmes initiated (UG and PG).
Additional tutorial and remedial classes were conducted for the benefit of
undergraduate & postgraduate students.
3. Innovations in curricular design and transaction.
Curriculum is designed by the Board of Studies of G.N.D.U. which is
reviewed and revised from time to time as per the demand of business/trade
and industry of the region. Feedback from the students is collected by teachers
to cater to the needs of the global changing environment. Information received

is passed on to the University through the faculty members of the college who
are nominated to different bodies of the University. 13 teachers of different
faculties were members of the academic bodies of the University during
2008-09.
4. Inter-disciplinary programmes started.
The college has been running various interdisciplinary courses like
M.Com, MBE, B.SC IT, B.Sc (C.Sc), B.Sc Biotech etc. in which teachers
from different departments are involved. The various departments of the
college conduct seminars and extension lectures by inviting experts in
different fields for the benefit of students and staff. The students of different
disciplines are involved in these activities. The college enriches the academic
experience of the students through co-curricular activities and extension
lectures.
The college has numerous Students’ Clubs, Societies, Associations,
Committees of the different departments for interaction and to promote
Interdisciplinary and multidisciplinary approach. These societies and clubs are
run by students under the guidance of members of the staff. These societies
arrange extension lectures, and seminars etc. with a view to develop in the
students competence of public speaking, general knowledge and cultivate in
them the power of organizing and sense of social responsibility.

5. Examination reforms implemented.
a. House / Pre-semester Examinations: Two House/pre-semester Examinations
are held in each academic session. First House/pre-semester Examination is
held in the month of September/October and 2nd House/pre-semester

Examination in the month of December/January. Practical Exams are also
taken along with the House/pre-semester Examination. The question papers
are set strictly according to syllabi as per annual/term end examination pattern
of GNDU. The strictness and vigilance is kept by the teachers during house
examinations to discourage the use of unfair means by the students in the
examinations. This action definitely helps the students to prepare thoroughly
for the examinations.
b. Regular Class Tests: Class Tests are held once in every month to prepare the
students thoroughly for the syllabi taught in each month by the teachers.
Special tests are also conducted for weak students.
c. Special prizes to the toppers: A special function is organized in the month
of January/February in each academic session to honour and award special
prizes to the students who top in the house examination in different
courses/classes. The toppers are also awarded prizes in the Annual Prize
Distribution Function for their performance in the house examinations.
d. Record of the House/pre-semester Examinations: A proper record of the
results of the house tests is maintained by the office. Letters are regularly sent
to the parents regarding the performance of their wards. Information of the
shortage of lecturers of the students is also sent to the parents at least twice in
an academic session.
e. Seminars & Open Discussions: Special Class-room seminars and open
discussions are organized by the teachers of the various faculties to solve the
difficulties of the students at least once in each session of the year.
6. Candidates qualified: NET/SLET/GATE etc.
Many students qualify every year UGC, GATE, IAS, GRE and other
examinations. Numerous students from the college join different engineering colleges,
law and medical college all over the country every year. Many students go to abroad
for higher studies every year. Since the students qualify for above mentioned exams
after they pass out from the college, it becomes difficult to collect the exact data.
7. Initiative towards faculty development programme.
The College regularly encourages both teaching and non teaching staff
members to improve their competence. The members of the teaching staff update their

knowledge by participating in General Orientation Courses/Refresher Courses.
During the year 2008-09 three teachers of the college attended General Orientation
Courses/Refresher Courses in different universities in India. The faculty members
also improve their qualifications. The faculty members participated in writing and
presenting research papers as follows:
Dr. Rajiv Khosla delivered his research paper at International Centre of
Genetic Engineering and Biotechnology, New Delhi on the topic Emerging
Trends in T.B Research-Biomarkers, Drugs and Vaccines which was
highly appreciated in the conference.
Prof. Avtar Singh, Department of Economics read his research papers in
UGC seminar at KMV Jalandhar in February 2009.

The faculty of the college regularly engages itself in the form of writing

11. New collaborative research programmes.
The members of teaching staff actively involve themselves in the process of
research programmes like presenting papers in National/International
seminars, conferences and writing research articles which are published in
standard journals. Moreover, in collaboration with UGC, faculty members
organize seminars, workshops, conferences in the college and also avail minor
and major research projects.

Dr. Monika Mahajan of the Department of Biotechnology received a grant of Rs.
9,26,600/- for the project “Use of Biotechnological Tools for Developing Disease
Resistant Plants in Potato”.

14. Citation index of faculty members and impact factor.
An article titled “Peripheral blood based C-PCR assay for diagnosing extra
pulmonary tuberculosis” written by Dr. Rajiv Khosla, Head Department of
Biotechnology was published in Indian Journal of Experimental Biology in June
2009. ISSN/ISBN No. : 0019-5189 with an impact factor of 1.295.
15. Honours/Awards to the faculty: National and International.
The faculty members who do outstanding work in teaching, administration, write
research papers/books, participate in National/International seminars, conferences,
workshops, improve their academic qualification by doing M. Phil, P.hd etc. and
complete minor and major research projects, are honoured by the management.
Moreover, the faculty members, at the time of retirement are honoured by the

During the year the college generated internal resources to the tune of
Rs. 3,43,49,793/-

18. Community services : The college regularly arranges visits to old age homes,
orphanages, hospitals, deaf and dumb schools. The NSS and NCC departments
have been organizing blood donation camps in collaboration with social
organizations and NGOs. Tree plantation programmes and Van Mahotsav
have been organized both inside and outside the college. The following
community services need special mention for the year :
Prof Sandeep Chahal-President NGO Dastak Welfare Council has been
pioneering Save Sparrows Campaign in the residential areas of Jalandhar
through his NGO Dastak Welfare Council and has installed 100 specially
designed water and termite proof wooden sparrow nests at different
residential areas in Jalandhar to promote the increase of sparrows population
in the region.
Recently the centre for competitive examination of Doaba College organized
30 days free B.Ed entrance test coaching for all the students of Jalandhar
region.
On 1.9.2008 Van Mahotsav was organized by the NSS department in the
college hostel with the assistance of State Bank of India, old railway road
branch, Jalandhar.
Social Pledge Day was organized by the NCC Unit of Doaba College under
the guidance of Maj. Rupinder Singh Kular. NCC students of the college took
a pledge to serve the society without any bias.

During the year 52 new teachers were recruited on adhoc basis. Two officers were
recruited in the Journalism and Mass Communication department. 26 Non teaching
staff members were recruited on adhoc basis.

21. Improvements in the library services.
The college has a three storey, whisper quiet library, with open shelf system. It is
totally equipped with computerized cataloguing, classification, circulation,
transaction, provision of internet, multimedia, CD-based services, book alert services,
periodical alert services, audio-video sections, resource material cell etc. During the
year these facilities were further improved and new books, journals and magazines
were added. Sitting capacity for students and staff was also increased. A Xerox
machine was installed which proved very beneficial for the students and the staff.

Feedback of student assessment of teachers is taken as per routine, of all the
courses and the teachers are apprised about it.

Feedback from stakeholders like parents, staff members, management etc. is
also taken as per routine.
25. Unit cost of education.
The institution’s unit cost of education is furnished below:

26. Computerization of administration and the process of admissions and
examination results, issue of certificates.
(a) Computerization of administration : The Administration block is computerized
and the concerned dealing clerks use computers for upkeep and maintenance of
College record.
(b) Admission Process : The admission process is also computerized and the record
of admission and fee is maintained properly. The information filled in admission
forms is properly computerized.
(c) Examination Result : The award lists of house examinations are received by the
office from the class teachers. A proper computerized record of internal house tests is
kept. The computerized certificates of merit are given to the merit holder students in
the university examinations and to the students who excel in the House examinations
in the prize distribution function.
27. Increase in the infrastructural facilities
The infrastructural facilities of the college were upgraded, repaired etc. as per
following details:

Foundation stone of Girls hostel was laid on 15.9.2008.
A new submersible pump was installed to provide more water facility to the
students.
10 New Aqua Guard water filters were installed in the college.
2 Water Coolers donated to the college were installed.
The Chemistry Lab was renovated and an additional lab was also constructed
in the Chemistry Department.
A new lab was established with 10 computers and requisite softwares and
equipment with an expenditure of Rs. 9 Lakh in Journalism and Mass
Communication Department.
A new cabin for office superintendent was built.
Four new rooms were created by partitioning the big rooms.
Renovation of washrooms was done, with better facility, in the old hostel and
PG Block.
A girls washroom was renovated in the IT Block.
Two new washroom sets were constructed in Biotechnology department.
A fully automated new English language lab was established in PG Block.
PG Department of English was shifted to ground floor of PG Block with full
renovation.
Hi-tech CC TV Cameras with full time recording facility were installed at 9
important points in the college campus.
Open Shelf System was introduced at the ground floor of the library and
Internet facility was given in the library, for the benefit of the students.
The main gate of the college was changed to give better face to the college.
The cycle stand was renovated with separate parking facility for boys and
girls.
28. Technology upgradation.
Various licenced Softwarers and branded computer components are procured
through the mode of quotations and purchase committee, from time to time, as
per the requirement of the various departments and administration office.
29. Computer and internet access and training to teachers, non-teaching staff
and students.

Basic knowledge of computer and net surfing is given to the students of
different faculties, which is helpful to them in their studies as computers and
e-knowledge have become an essential part of the modern world. Almost 100%
students of the college are computer literate and have internet awareness. A
teaching development programme to provide latest computer and internet services

computer and internet services to the non-teaching staff was also organized by the

31. Activities and support from the Alumni Association.
The Doaba College Alumni Association Jalandhar organizes meetings with the
old students from time to time so as to strengthen their bonds with their Alma Mater.
A felicitation function was organized on 06.05.2009 to honour Prof. Satya Pal
Gautam – Vice Chancellor – M.J.P. Ruhelkhan University, Bariely. Similarly, Sh.
Narinder Sehgal-Industrialist and Alumnus participated in the Doaba Youth Festival
held on 20.11.2008 and was honoured by the college. Our old students who have
excelled in their respective fields like sports, ECA, administration, defence, politics
etc. regularly visit the college on different occasions and provide encouragement to
the students. They also provide financial aid to the college. Alumnus Sh. Yash
Chopra, noted film producer and director, every year donates Rs. 1,00,000/- (One lac)
to this institution.

32. Activities and support from the Parent-Teacher Meet: Parent teacher meet
is arranged once in a year in the month of December. The parents are informed
about the progress of their wards in academics and other co-curricular
activities. The parents also give their valuable suggestions which are sincerely
considered to improve the academic career of their wards.
33. Health services : The college has its own neat and clean health centre. A
qualified doctor is employed to provide required medical aid to the students
and staff during college hours. In the case of emergency, the patients are taken
to nearby reputed hospital.

The Career Guidance Cell of the college helps in counseling and guiding the
students for various state and national level competitive exams. It also helps in
training the students to face the interviews of various competitions. Prof. Sukhvinder
Singh manages the affairs of this Committee alongwith the services of Prof. Sandeep
Chahal for TOEFL/IELTs and Competitions like CDS, Income Tax Inspectors, P.O’s

39. Development programmes for non-teaching staff.
The members of the non teaching staff are being trained by the faculty of
computer science and IT from time to time in various software required by them
in the accounts section, salary section, fee section, SC/ST Scholarship section and
sstudent eligibility section seats manned by the office clerks. A six day
programme was organized from 18.11.2008 to 23.11.2008 in the computer
department to aquaint non-teaching staff for the use of software.

Personality Development programmes for students were carried out by various
departments viz. English and Computer Science and IT from time to time for
the benefit of the students.
Special classes for weak students were organized during the session for the
improvement of the students.
Counseling and Guidance was given to the students by the placement and
career counseling cell.
Upgradation of the infrastructure was done by the college from time to time as
per requirement.
The students were encouraged to participate in ECA, NSS, NCC and activities
of various clubs and societies in the college.
The faculty members were encouraged by the college to participate in
Seminars, workshops and symposium.
The grievance cell conducts a meeting once a month; adequate steps are taken
to address the grievances of students.
The college has an academic calendar prepared as per the University/UGC
norms. Based on this academic calendar, the college has a well-developed plan
for teaching, learning and evaluation which is adhered to throughout the
academic year.
Students make the maximum use of library, internet facility and interactive
sessions with the teachers and peers to prepare for inter-college and intra-
college competitions/seminars.
Exclusive plantation is done in the college campus to promote greenery and
develop eco friendly and pollution free atmosphere.

College always takes care of the welfare of its students and staff. New students
are honoured by the seniors by arranging welcome functions and final year
students are given a memorable farewell by the juniors every year. The same

41. Linkages developed with National/International, Academic/research
bodies : The college has an MOU with Govt. College (Parade) Jammu (J&K)
for mutual exchange of cultural and social activities. The students of either
college visit at-least once in a year and a cultural function is held to make the
students aware of culture and traditions of the people of each other’s state.
Moreover, the faculty members are engaged in an extensive research work in

(ii) UGC Grant for Girls Hostel
The college has been sanctioned a special grant of Rs. 1,00,00, 000/- (Rs. One
Crore) for the construction of Girl’s Hostel in the College Campus. The College has
received Rs. 50,00,000/- (Rs. Fifty Lakhs) for the same. The construction of Girl’s
Hostel has already been in progress and will be completed by the next academic
session. The Girls hostel is an urgent need of the college as considerable number of
girl students from other states/cities of Punjab are studying in the college and need
hostel facilities for their safe and secure stay.

Section C: Outcomes achieved by the end of the year
As mentioned in the plan of action at the beginning year 2008-09, all the
targets were achieved satisfactorily and within the stipulated time .
Section D: Plans of the HEI for the next year.
The college shall envisage to promote research amongst the faculty members
by motivating them to present research papers in national seminars,
conferences and workshops. The college has established Research and
Development Committee for this noble endeavour.
The Departments of Computer Science and Information Technology ,
Biotechnology, Journalism and Mass Communication have sent their
proposals for national seminars and conferences to UGC
Various departments shall organize Quiz, Exhibitions, Workshops,
Departmental Festivals, Educational Tours and Panel Discussions and
Seminars in the coming year 2009-10.
In order to encourage research the college will initiate the process of
publication of three research journals- (i) Vision, A Journal of Social Sciences,
(ii) Quest world, A Journal of Faculty of Languages and (iii) Convergence, A
Journal of Science, IT & Mass Media.
Classes for Competitive examinations (including preparation for written
exams and interviews), personality development etc. shall be started.
Moreover, emphasis will be laid on the improvement in the spoken English of
student by using English Language Lab.
System of daily absentee slips will be introduced which will reduce the
absenteeism level among the students. It will help in the improvement in the
standard of education.
Special classes will be organized for top ten students of each class, so that
more students are placed in the merit list of the University exam. Similarly,
emphasis will also be laid on special classes for poor students.
