ABOUT USThe Indo-Canadian Business Chamber (ICBC) is the only organization based in India, which is dedicated to promoting Indo-Canadian economic and bilateral relations. The ICBC, founded in 1994, works closely with the Canadian High Commission in India, and primarily focuses bilateral trade in the India-Canada business corridor. It strives to understand the core business initiatives undertaken by the two nations, and the business prospects created thereby. The ICBC also prepares the stakeholders in the economy to benefit from the opportunities, identify future needs, and respond to challenges.

Set up by a group of pioneering Canadian and Indian companies, the ICBC is closely associated with the Chambers in Canada - the Indo-Canada Chamber of Commerce (ICCC) and the C-IBC (Canada-India Business Council). It has been regularly headed by top executives from several renowned companies in India, such as Bombardier, Air Canada, McCain, as its President.

The ICBC is headquartered in New Delhi, with four regional councils each in Mumbai, Bengaluru, Ahmedabad and Kolkata. The ICBC’s membership spans across prominent Canadian and Indian companies in various sectors. As part of its socio-economic strategy, the ICBC pays particular attention to development and social awareness among local communities. Education and Advanced Skills Development, Energy, Infrastructure, Healthcare and Legal services are some of its key focus areas, which are looked after by active committees.

The Chamber’s primary aim is contribution to the increasing growth of bilateral trade, its diversification and setting up fresh actionable objectives. This is achieved essentially through continued exchange of trade and investment delegations, power launches, interactive sessions and forging ties with the bilateral chambers of India’s neighbour countries like Nepal, Bhutan, Bangladesh and Sri Lanka. The ICBC has signed several Memoranda of Understanding (MoU) with the business chambers of these nations, establishing strong associations across India’s international borders.

Over the years, the ICBC has had the privilege of hosting Indian and Canadian Federal and Provincial Ministers, government dignitaries, business leaders, Presidents (heads) of Canadian Universities and various other high level delegations. The Chamber in 2014 received the Governor General’s Medallion for its exceptional role in promoting bilateral trade and building strong relationship between the two countries. Recently, the ICBC took giant steps towards enhancing business opportunities for Canadian companies in India by signing a Memorandum of Understanding (MoU) with the government of West Bengal.

With an effective pan-India presence and fervent networking activities, the ICBC’s contribution to the expansion of Indo-Canadian bilateral trade has been enormous. It proactively continues to assist the two countries in formulating policies to facilitate trade.

I would like to thank each ICBC president over past 20 years, for establishing and implementing the ICBC’s vision of collaborated success for India and Canada. MESSAGE FROM THE HIGH COMMISSIONER FOR CANADA TO INDIA I would like to take this opportunity to congratulate the Indo-Canadian Business Chamber (ICBC) on completing another successful year and on the publication of their sixth annual brochure. ICBC continues to be an important partner for promoting the Canada-India bilateral trade and investment relationship through its commitment to facilitate partnerships, and its support to the High Commission’s initiatives.

This is an exciting time for Canada in India. Two-way bilateral trade and investment between Canada and India is at an all-time high. Over the last couple of years, there has been a dramatic surge in trade and investment. While I am pleased to see this upward trajectory in our commercial relationship, I firmly believe there is great potential for further growth, particularly as our Government views India as a priority market, and an important bilateral partner.

In recent months, the Canada-India relationship has been further strengthened by several high level visits, including the visits of the Honourable Jim Carr, the Minister of Natural Resources Canada; the then Honourable John McCallum, Minister of Immigration, Refugees and Citizenship; the Honourable Navdeep Bains, Minister of Innovation, Science and Economic Development; the Honourable Amarjeet Sohi, Minister of Infrastructure and Communities; the Honourable François-Philippe Champagne, Minister of International Trade, the Honourable Lawrence MacAulay, Minister of Agriculture and Agri-Food, and the Honourable Bardish Chagger, Government House Leader and Minister of Small Business and Tourism. The Honourable Harjit Sajjan, Minister of National Defence, will also be making an official visit to India in the near future. Our Prime Ministers have met on several occasions in the past couple of years and are committed to taking our relationship forward.

These positive trends were further highlighted by a number of initiatives undertaken together by the High Commission of Canada and ICBC throughout 2016. We collaborated to successfully implement several initiatives that helped showcase Canadian expertise in various key sectors. These included: the second annual ICBC gala dinner in March last year which was attended by several top business leaders; the screening of the film ‘Silent Voices’ followed by a panel discussion on ‘Empowering Women to Become Business Leaders’ in March 2016 in Kolkata; the Canada Day 2016 celebrations in Mumbai; ICBC’s Annual National Convention in October; Edu Canada MBA Showcase Tour to New Delhi, Kolkata, Chandigarh, Bengaluru and Mumbai to promote Canada as a study destination, and the launch of ICBC’s fifth annual brochure in March last year in the presence of Ms. Kathleen Wynne, Premier of Ontario, and Mr. Wade MacLauchlan, Premier of Prince Edward Island. These events helped us to reach out to a diverse Indian audience in Canada’s priority sectors.

I look forward to continuing this successful collaboration with ICBC as the high level engagement between our two countries continues to grow. ICBC plays a crucial role in providing a platform for the Canadian companies to showcase their expertise and to connect them with their Indian counterparts. CEO’S MESSAGEYet another year of forging ahead, of active partnership building and firming up the India-Canada bilateral chemistry, has come to a close. With each year gone by, I am glad to see the ICBC unfolding into the quintessential juncture where both Canadian and Indian business communities find the right answer to their commercial pursuits. Like the years leading up to it, 2016 too has been momentous in many ways. For instance, it witnessed significant moments of empowering women for business entrepreneurship. The ICBC’s East and Northeast regional council organized a movie show about enlightening women on roles of leadership in the business world, a special effort to boost entrepreneurial ventures by women. The Maharashtra council regularly invites exceptional female achievers to share their success stories at talks, as do other regional councils. Such activities have significantly inspired and motivated individuals across the board.

On a macro level, the trade statistics between Canada and India have progressed significantly over the years. From commodities such as dried legumes, pulses, minerals, chemical fertilizers, newsprint, semi-chemical wood pulp, non-alloy steel, gold and many more, total exports from Canada to India account for 0.8% at present – a rise from 0.67% since 2012. Several initiatives that ICBC has pursued in the last year has been with the primary focus to enhance business engagement between Canadian and Indian businesses since the trade foundation has already been established and tested. Also, I would like to mention that the ICBC has witnessed a successful continuation of initiatives undertaken over the past years. The sustained progress has helped the Chamber put together smarter strategies for the future. The Annual Convention in October threw considerable light on how to draft our future course of action and agenda by raising several issues, potential challenges and pointing out effective solutions. Another endeavor that drew much attention from the upcoming generation of entrepreneurs and business aficionados was the Edu-Canada MBA showcase tour in November. It was organized across five cities in India to encourage students to study in Canada. And for India-Canada business partnerships, it is important to develop efficient business managers first with the right acumen for bilateral commercial benefits. The tour is a step towards this goal. I would like to thank our sponsors, patrons and members for their continued and valuable support. We are grateful for the huge learning experience thus far and look forward to journeying together in the future as well. We renew our pledge to continue to add more value to all those allied with us.

MESSAGE FROM HONOURABLE MINISTER MICHAEL DE JONG - MASALA BONDSB.C. MASALA BOND, INVESTING IN MUTUALLY THRIVING ECONOMIES

B.C.’s connection to South Asia is undeniable. So many of our friends and neighbours have family ties in India. Punjabi is the second most common mother tongue after English and is the most common non-official language spoken in the province. In 2014, over 42,000 people from India travelled through B.C.

We have been working on a strategy that aims to make India and B.C. long-term partners in economic and social prosperity. That strategy is focused on building the India-B.C. relationship based on mutual economic growth, targeted opportunities for B.C. to address specific Indian market needs, and making India top-of-mind amongst our province’s companies.

In September, British Columbia was the first foreign government to issue a Masala bond. The bond was issued on the London Stock Exchange and strengthens B.C.’s increasingly important trade and investment ties with India. It also demonstrates our confidence in the outlook for India, and positions B.C. to participate in internationalization of the INR and India’s economy.

B.C.’s Masala bond proceeds were immediately invested in a Masala bond issued to the Province by the Housing Development Finance Corporation of India. As a world-leader in supplying high-quality, environmentally responsible forest products we are working to increase the use of B.C. wood products in India’s housing industry. Net income on the INR investment will be used to support and expand the Province’s trade and investment activities in India.

ICBC ANNUAL NATIONAL CONVENTION 2016The 2016 Annual National Convention was held in New Delhi on October 22, at the Taj Palace hotel. The theme for this year’s convention was “Opportunities in India for Canadian Businesses and how to realize them.” Apart from Minister de Jong, the convention was attended by Mr. Munu Mahawar, Joint Secretary, AMS [Americas] Division, Ministry of External Affairs, Government of India, and Mr. Jess Dutton, Acting High Commissioner for Canada to India.

The Convention focused on promoting business between India and Canada by establishing linkages and potential opportunities for partnerships in the areas of Infrastructure, Energy, and Financial Services. Each session discussed current day scenarios, existing potential challenges and effective solutions.Honourable Minister Michael de Jong while wishing everyone a Happy Diwali, complimented India’s strong economic growth and opportunities. He said that British Columbia is an important economic partner because of the stability it promises to investors. He also emphasized that with the launch of Air Canada’s direct flight from Vancouver to Delhi, the two countries have become closer than ever before.

OverviewIntroduction of the Goods and Services Tax (GST), a bold reform to replace the existing multiple tax structures of Centre and State taxes, is not only desirable but imperative in the emerging economic environment. Full implementation of the GST could raise India’s GDP growth by 0.9% to 1.7% (Source: The National Council of Applied Economic Research report). The GST bill seems to be headed for a delay from the scheduled roll out date, which is April 1, 2017. However, Finance Minister Arun Jaitley has reiterated that the centre is still aiming to roll out the GST from April 1 if all pending issues are sorted out. In the discussion below, I would highlight the reasons for delay in implementation of GST.

No consensus on dual control and cross - empowerment issueThe GST council has failed to resolve the deadlock over issues related to the distribution of powers to assess or apply tax between centre and the states under the GST regime. Sources say that the states will seek to have sole administrative control over taxes on turnover below the INR 1.5 crores threshold. The centre is pitching for control over services. The Council has also struggled with deciding the rate of tax to offset possible revenue losses. The differences over the sharing of administrative powers have prevented the GST Council to reach an agreement over supporting legislations for the GST.

Changing power equation of states in GST regimeLike most structural reforms in Economics, the GST is expected to produce overall good for the economy, almost everyone will be a winner in the long term; however, there are short term pains for some groups and those groups are powerful in present time.

The nature of tax changing from “Production” to “Consumption” will result in short term revenue loss of India’s most prosperous and influential states like Maharashtra, Gujarat, Karnataka and Punjab. The winners clearly will be states at the bottom of development tally like Bihar, Orissa, Uttar Pradesh and West Bengal, with high consumption and less production.

Political calculation It has been observed that in all cases of the GST implementation, first two years will result in “Inflationary Pressure” on the economy, which hits poor and middle class the most. Along with anti-incumbency, government will face difficulty in explaining to the electorates that “Inflationary Pressure” is temporary and will result in long term growth to illiterate and semi-literate population of India forming majority of vote bank.

These power struggles will have not only a potential to delay the GST implementation but may even result in implementation of very complex and fragmented GST, which will be waste of all the efforts and may not result in even half of expected benefits.

ARTICLE ON GST BY MR. RAKESH NANGIADecoding reasons for GST pushback

Tax jurisdiction of statesThe states and the Centre have been locking horns on the issue of tax jurisdiction over high sea sales in offshore regions of coastal states. Under the current law, coastal states like Gujarat, Karnataka, Kerala, Odisha, Maharashtra, West Bengal, are now charging value added tax or sales tax within 12 nautical miles. The GST Council could not reach a consensus on definition of a “state”. The question that arose is, ‘Whether a State can charge the GST on transactions happening in 12 nautical miles from the state or not?’ This issue has been referred to the law ministry by the Council’s Chairman, Finance Minister Arun Jaitley and a response from the ministry is still awaited.

DemonetizationOn November 8, 2016, the Government of India announced the demonetisation of all INR 500 and INR 1,000 banknotes of the Mahatma Gandhi Series as legal tender. This event has been at the centre stage of political drama for about two months. The government is facing non-cooperation from almost all political fronts on this. The GST has also faced a roadblock due to this.

States have started seeking a bigger pool for compensation citing possible higher losses due to demonetization. The West Bengal Finance Minister, Amit Mitra has been very vocal about his concerns on the issue. In fact, major national dailies have reported that the compensation earlier pegged at about INR 55,000 crore, could be far higher, up to INR 90,000 crore.

Aggregating this kind of fund would also be a major challenge in timely implementation of the GST.

ConclusionThere is no doubt that in view of the intricacy of decisions, logistics and implementation challenges, scale of change required, differences of opinion coupled wth political compulsions of states, the GST implementation will be a herculean task if the government intends to meet the April 1 deadline. A slight slippage is inevitable as long as the deadline of September 2017 is met or it will be a catastrophe.

Implementation of the GST would have been easier from the beginning of a new fiscal year, yet it can be implemented anytime as the GST is a transaction tax. In my view, Industry should be prepared for the GST by June 1, 2017, which is a more realistic target, but should not bet on delay till September, 2017.

ICBC ANNUAL GALA DINNER 2016On March 11, 2016, the ICBC held its second Annual Gala Dinner, in association with the High Commission of Canada. The event was organized at the official residence of H.E. Nadir Patel, High Commissioner for Canada to India, in New Delhi. Mr. Peter Heidinger, Managing Director & Head Global Banking & Markets Asia Pacific, Scotiabank, was the keynote speaker for the evening. The Canadian Trade Commissioner Services and Export Development Canada, top management from corporate houses, and the ICBC members pan-India, such as Bombardier, Air Canada, TD Bank, Uniglobe Travels, etc. attended the function.

Ms. Mairead Lavery, Senior Vice-President, Business Development Export Development Canada was the special guest on the occasion. There was a song performance by Anish Jain, who made it to the top 12 in Indian Idol season-3 and rose to fame. It was complemented by a Bharatanatyam performance by Shriya Ramachandran, who is an exponent of this dance form for over 20 years. Later, the ICBC honoured Air Canada and The Avantha Group for playing a significant role in the economic engagement between India and Canada.

This prestigious annual event is open to members, guests and partners of the ICBC.

The event screened ‘Silent Voices’, a film directed by Ms. Pritha Chakraborty. The film is based on a personal story where the lead characters are shown experiencing societal pressures and compulsions from muted freedom, repressive family pressure and early motherhood. A panel discussion also followed the screening of the movie. It highlighted the issues raised in the movie as well as the current state of affairs. The panel touched upon the barriers faced by women and the ways in which the female entrepreneur could be empowered both in India and Canada.

EDU CANADA MBA SHOWCASE TOUR 2016Continuing with the great success of the previous two editions in 2014 and 2015, The High Commission of Canada, New Delhi organized the Edu Canada MBA Showcase Tour 2016 in partnership with the Indo-Canadian Business Chamber from 19th November to 27th November.

The tour was organized in five cities – New Delhi, Kolkata, Chandigarh, Bengaluru and Mumbai to promote Canada and Canadian institutions as a study destination for prospective students. The event had 9-10 prominent Canadian Universities and their Business Schools representing and offering MBA programs to international students and working professionals.

The program highlights included detailed course line ups, descriptions, scholarships, student experiences, and accessibility, affordability and career paths in the Canadian context. Students also got a chance to interact with premium sponsors – Scotia Bank and Pearsons Academic who advised them strategies on financing and test taking methods.

The Showcase Tour in each city not only allowed students to interact with the Business School representatives but also entailed 10-15 minutes of panel discussions wherein, the representatives informed the audience members on specific questions considering program admissions, differences between Indian and Canadian exam scoring, assessment, financial aid, forming future career paths and more. The event included an informative address by H.E. Mr. Nadir Patel, The High Commissioner of Canada in the inaugural event in New Delhi; Canadian Consul Generals Mr. Christopher Gibbins in Chandigarh and Ms. Jennifer Daubney in Bengaluru.

The Showcase Tour was lead by Mr. Matthew McCracken, Second Secretary (Commercial), Mr. Anuj Bhasin, Trade Commissioner (Education) at the High Commission of Canada and Ms. Nadira Hamid, CEO, The Indo-Canadian Business Chamber.

8TH VIBRANT GUJARAT GLOBAL SUMMIT 2017Having successfully organized seven constructive summits, the government of Gujarat organized the 8th edition of the Vibrant Gujarat Global Summit from January 10th to 13th at Mahatma Mandir, Gandhinagar. The central focus of the 8th edition of the Vibrant Gujarat Global Summit was ‘Sustainable Economic and Social Development’.

Among the foreign delegations, Canada was represented by the ICBC, Canada in India (High Commission of Canada), the Canadian Trade Commission, city of Markham, Alberta New Delhi Office, Saskpower, LED Roadway Lighting, and many more. Led by CEO Ms. Nadira Hamid, the delegates interacted with the Honourable Chief Minister and also Finance Minister of West Bengal Mr. Amit Mitra.

The Summit was held at the bedecked Eco Park Island, at New Town Kolkata, ICBC CEO Ms. Nadira Hamid also interacted with WB HIDCO Chairman and Managing Director Mr. Debashis Sen, Honorary Consul General of Canada Mr. Goenka, Mr. Subhabrata Haldar, Director General of Indian Chamber of Commerce Mr. Rajeev Singh, Mr. Sanjit Sharma WB HIDCO and T V Mohandas Pai among others.

The ICBC and West Bengal Housing Infrastructure Development Corporation Ltd Wbhidco Ltd. signed an important MoU towards smart city development at New Town Kolkata. It is also the first step towards a long-term relationship between WB HIDCO and their efforts to connect with Canadian investors through the ICBC. Ms. Nadira Hamid, CEO, ICBC and Mr. Debasish Sen, WB HIDCO Managing Director signed the MoU jointly to collaborate on a long-term basis. Following the MoU signing, Ranjith Narayanasamy representing SaskPower from Saskatchewan was a keynote speaker at a plenary session on Infrastructure and power investment.
