Introduction Eugene Sunday Streets open streets events promote healthy, active living by opening the city’s largest public space – its streets – for people to ride, roll and walk and to discover active transportation in a fun, car-free environment. Sunday Streets events encourage active transportation, healthy lifestyles, arts and performance, and local business economic development. Sunday Streets create a fun environment to try out new transportation options. One of the primary goals of Sunday Streets is to increase the percentage of residents that travel by bike and foot for transportation, pleasure, and health. Hosted by the City of Eugene Transportation Division, the first Sunday Streets event took place in 2011, connecting the Whiteaker and the Downtown Eugene neighborhoods. Since then it has consistently grown, becoming the City of Eugene's largest and most popular summer event. Sunday Streets events are the signature walking and biking events in the Eugene area.

In 2019 we held one special Sunday Streets event in Downtown Eugene on Sunday, September 22nd, 12-4 pm. The open streets event kicked off with the EUG Parade from 11 am-12 pm and the route included a longer expanded loop connecting 8th Avenue, Monroe Street, Broadway, and Oak Street.

2019 Growth and Improvements Route Expansion: A Loop!In 2019 we expanded the route to be a loop instead of an out and back, so participants could enjoy more miles of open streets.

The route was a Downtown Eugene loop from Oak St. to Monroe St. to Oak along 8th and Broadway. There were activity centers at the Park Blocks, Monroe Park, Kesey Square and the WOW Hall.

Participants enjoyed live music at the stages in the Park Blocks, Monroe Park, and the WOW Hall, interactive and creative street performances, free fitness classes and fun activities, and increased engagement opportunities throughout the route.

The expanded loop was an opportunity to encourage participants to complete the entire open streets route. It also allowed us to partner and program increased creative community engagement throughout the route.

Route Activation: Activities Throughout

One major focus of Sunday Streets 2019 was to activate and program throughout the route, activating the open streets and encouraging participants to ride, roll or walk the entire route.

Activation was achieved by encouraging businesses and organizations along the expanded route to open their spaces, hiring local musicians and dancers to perform, programming active opportunities, and working with local organizations and nonprofits to host intersection booths with engagement opportunities.

The Park Blocks and Monroe Park hosted Activity Centers at both ends of the route, offering live music stages, community nonprofit booths, and fun activities for all ages. The “Health Hub” in Kesey Square offered attendees the opportunity to take free PiYo and ballet classes, receive a free massage, or learn more about healthy lifestyle opportunities. The Grrrlz Rock music stage at the WOW Hall was located along the route that offered live music and fun.

Along the route, Denbaya Drum and Dance, One More Time Marching Band, Samba Ja Brazillian Drum Group, and DoubleVe Circus Arts performed at intersections to encourage participants to play and dance in the open streets. Sunday Streets attendees also had the opportunity to ride the Flanger Bike Fair Ride from Corvallis, race in the Eugene Big Wheel Rally tricycle races, pedal one of the Pub Cycle group bikes, or roam the route with free rides from local PediCabs.

Route Businesses: Increased Involvement With the expanded route, we were able to engage more businesses along 8th street. Because of this we saw an increase in business’ engagement of participants.

On 8th Ave., the food truck hub on Olive was open and serving Sunday Streets attendees, Whirled Pies Pizza hosted the Eugene Symphony for conduct-a-symphony, and the First Church of the Nazarene hosted live music in their parking lot and gave away free coffee. The WOW Hall hosted a rummage sale, served as intersection superheroes monitoring traffic at their intersection, and supported the Grrrlz Rock stage at 8th and Lincoln.

Several businesses and organizations that were located slightly off the main route chose to participate this year. While one block off-route, the OSU Extension was excited to be involved this year, with over 400 people stopping by to enjoy the kid-friendly activities including a 4-H mini petting zoo, photo booth, compost mural, and master garden demo garden.

The Downtown Athletic Club, in partnership with lululemon, supported the PiYo class that was taught in Kesey Square by one of their instructors. Pacific Pub Cycle group bikes were integrated into Sunday Streets for the first time this year, offering around 200 free rides to attendees along the route.

Townshends Tea at the heart of the event on Broadway and Willamette hosted a fundraiser for a local nonprofit and donated $1 from each drink sale to the Relief Nursery during Sunday Streets.

Transportation Hub: Bringing in the Focus

As an open streets event, one of Sunday Streets goals is to increase awareness of sustainable transportation options.

This year we implemented a “Transportation Hub” near Monroe Park that was promoted on the event map, on social media, and in our outreach materials.

We advertised free bike lights and helmets with PeaceHealth Oregon, bike test rides with local bike shops, adaptive bike demos with the City of Eugene Hilyard Adapative Rec, bike registration with the City of Eugene Police Department, information about the bus from LTD, a Traffic Garden hosted by Safe Routes to School, and general transportation options resources.

The Safe Routes to School Traffic Garden gave kids and families an opportunity to practice biking safely in the street. The Traffic Garden allowed youth to practice turning, lane postion, and what to do at different traffic signs.

The PeaceHealth Oregon/Safe Kids booth handed out over 400 bike helmets, 500 bike lights, and 150 medication safety bags, in addition to performing helmet fittings of pre-existing helmets and handing out over 200 safety and injury prevention materials.

The Transportation Hub was a success, helping to bring the focus of Sunday Streets back to transportation. By grouping local bike shops, transportation organizations, and the bike registration booth all in one location, community members were able to learn about commute and transportation options in one stop.

EUG Parade: “Steppin’ Out” The 2019 EUG Parade and Pet Promenade theme Steppin' Out was about representing Eugene and all that makes us unique and quirky. The EUG Parade and Pet Promenade preceded Sunday Streets, marching down the expanded loop from Oak to Monroe to along Broadway and 8th, and starting and ending in the Park Blocks and kicking off the day of open streets in style. Over 1,800 parade viewers showed up to watch the glam, bling, shiny things, fancy footwork, choreography and style of the 55 parade entries and 900 participants. The parade was a former fixture of the annual Eugene Celebration that activated downtown for 31 years and ended in 2015. The EUG Parade continues the legacy of the Eugene Celebration parade and its community energy and engagement. This year’s EUG Parade and Pet Promenade was again coordinated by a community committee of former SLUG Queens and supported by the City of Eugene Sunday Streets team with additional funding support from the City of Eugene Parking Division. This was the fourth year Sunday Streets supported the EUG Parade, coordinating the street closures, permits, and parade payments. By housing the parade under the Sunday Streets umbrella, event costs are minimized and Sunday Streets is enhanced by increased participation.

Party in the Parks: A Strong Partnership

Party in the Parks events evolved as a part of the City of Eugene Transportation Department’s SmartTrips program and is an extension of our Sunday Streets events.

The Party in the Parks events were created to reach a broader audience, popping up in parks in diverse neighborhoods throughout Eugene. The events foster community, livability, and fun with free music and activities, and connect residents with City of Eugene and local nonprofit resources.

Since its creation, Party in the Parks planning and programming has shifted to the City of Eugene Cultural Services Department. The Transportation Department staff continue to actively support Party in the Parks events, supporting the planning process, and attending all six events in 2019. We handed out over 200 free helmets, engaged residents about transportation barriers, what their transportation options are, and promoted the Sunday Streets open streets event and other free programming to 2,300 attendees.

Party in the Parks events continue to highlight transportation options by hosting booths from the City of Eugene Transportation, Point2Point at LTD, and offering free bike repairs to attendees.

As a cross departmental event, Party in the Parks is one of the best ways for City of Eugene departments to meet Eugene residents where they live and get feedback on projects and initiatives that directly affect their neighborhood livability.

Stakeholder Breakfast: Learning from Our Partners The annual stakeholder breakfast is a fantastic way for the Sunday Streets team to hear directly from our partners and sponsors.

The stakeholder breakfast ensures Sunday Streets partners and sponsors are included in the decision-making process and invested in the event's outcome and success. It gives the Sunday Streets team an opportunity to hear valuable feedback and suggestions on our messaging, outreach, and event programming.

This year we asked for feedback on past event marketing and outreach materials, sponsorship levels, and event programming and event layout.

The 2019 stakeholder breakfast attendees highlighted a range of opportunities for engagement and growth. Several of their suggestions implemented this year were increased outreach and engagement to businesses on the event route, programming the entire route with activities, creating a kid zone, including the Pub Cycle group bikes, increasing route signage highlighting travel time to destinations, and increasing the use of social media platforms to highlight and announce event activities before and during the event.

Marketing & Social Media: Refining Our Messaging

The stakeholder breakfast highlighted the need to update the Sunday Streets marketing and outreach materials and use social media platforms more strategically.

To achieve this, the Sunday Streets team worked closely with the design team to update the 2019 marketing materials including the event poster, flyer, newspaper ads, movie theater slides, sidewalk graphics, direct mail postcards, doorhangers, and day of event map and schedule. The layout and key messaging were updated on all the materials. We used the tagline “ride, roll, and walk car-free streets” and highlighted the website by making it larger and more central.

The Sunday Streets interns worked with the Sunday Streets Coordinator to create and rollout the 2019 social media plan. The team discussed the audience, tone, style, and how best to highlight the transportation component of Sunday Streets events. We chose slogans such as “How will YOU use the open streets?” and “Ride, roll, and ___ (PLAY, DANCE, MOVE, etc.)” to convey the open streets transportation event message.

Our goals of pointing the community towards the website and social media for event specifics and highlighting the transportation open streets aspect of the event on the website, social media, and marketing materials was met. Next year we plan to continue to highlight online resources and the transportation theme.

Challenges and Opportunities Street Closures & Traffic Control Every year we work to refine the traffic control plan for closing the Sunday Streets event route streets.

This year, we enhanced the Downtown route making it a loop instead of an ‘out and back.’ The need to close another section of the route brought to light some new traffic control plan needs. In the past all the free car parking garages downtown have been accessible and there was not a need to plan for access.

With the addition of 8th Avenue to the Downtown route, the exit from the parking garage located on 8th Avenue was on the event route and unfortunately the barricades and cones that we contracted the traffic control company to set-up were not set-out correctly. This resulted in several car drivers becoming confused and driving onto the route. We were able to quickly dispatch staff to redirect car traffic and change the layout, but the incident highlighted the need for our staff to review the traffic control infrastructure the day of the event and ensure it is sited correctly.

This year we did meet with the contracted traffic control team and do a briefing about the event and their role in supporting participants and managing car traffic at key through streets. Next year there is an opportunity to ensure the entire City of Eugene Transportation team supporting the event reviews and is familiar with the traffic control plan and to assign one team member the role of reviewing the traffic control

barricades and cones to ensure they are set-up correctly. We reviewed this year’s traffic control plan and made detailed notes about increased barricades at key streets, increasing event signage on barricades, and updating the plans for downtown parking garage entry and exit.

Another key change we are excited to implement next year is to keep the event routes closed for one hour past the event end time. This will allow for all booths, activities, volunteers, and participants to have adequate time to clean and clear the streets prior to opening them to car traffic.

Event Date & Weather Volunteer Coordination The City strives to host at least two Sunday Streets events each summer, historically one in July and one in September.

In 2019 we decided to focus on a larger event and programmed one Sunday Streets in Downtown Eugene on September 22nd.

The September date allowed for a longer planning period, with more outreach and engagement. In addition, the EUG Parade planning committee strongly supported a September date as they see increased parade attendance with a later date.

Last year the August event was threatened by poor air quality due to smoke from local forecast fires. However, this year’s September Sunday Streets event contended with inclement weather, with a forecast of rain and possible thunder storms.

The range of weather possibilities from extreme hot temperatures, to poor air quality, to rain highlights the need for a weather plan regardless of the season.

Volunteer recruitment and coordination can be one of the most challenging aspects of running open streets events.

This year we outreached to past Sunday Streets volunteers and utilized past outreach platforms and listservs to recruit 72 volunteers who logged 196 volunteer hours. However, as the event approached, we were still short of our target number of volunteers.

To recruit more volunteers, the Sunday Streets team increased our targeted outreach to local high schools with volunteer requirements, posted to new volunteer platforms such as volunteermatch.com and recruited City of Eugene employees and friends of the Sunday Streets team into key volunteer roles.

A recommendation for next year is to review and add to the volunteer outreach plan created this year and start volunteer recruitment early in the planning process. The volunteer outreach plan to actively outreach and engage City of Eugene employees into key volunteer positions such as counting and surveying participants.

A Volunteer Coordinator, possibly an intern, is recommended for future Sunday Streets. They would be responsible for volunteer recruitment, management, placement, and communication prior to the event. The Volunteer Coordinator should also be the point person the day of the event, answering questions, ensuring priority intersections are staffed, and responding to volunteer management needs.

Event Debrief Highlights The 2019 Sunday Streets event was the first year we had a loop route to activate. To ensure the best outcome for the 2020 event, the Sunday Streets team debriefed with all the event partners.

Some highlights from the debriefs include continuing to focus on spreading out activities and food along the entire event route and including seating throughout. Parents highlighted the need to enhance the Kid Zone and add more activities for all ages. We brainstormed the possibility of creating a playground in the entire Park Blocks block.

Another debrief suggestion was the opportunity for increased communication in the City of Eugene Transportation team and with the City of Eugene Cultural Services event support team. As the entire Transportation Division team supports and staffs the Sunday Streets day of the event, an enhanced team meeting to debrief the traffic control plan and event layout is crucial to success.

In addition to an internal team meeting, there is a need for the entire Transportation team to meet and go over key event points, such as who is managing each zone, with the Cultural Services team members supporting and staffing the event. Creating smaller event zones for key event staff from Transportation and Cultural Services to run will also help ease the pressure on the event coordinator.

Smaller logistical changes include measuring event stages to ensure they fit into the specified area (the Monroe Park stage was too large this

year), connecting with the City of Eugene Parks Department to ensure they have Kesey Square and the Park Blocks slotted to be hosed down and cleaned the morning prior to the event, and keeping the event streets closed for at least an hour after the event for break-down and clean-up. A staff person can be tasked with sweeping the route and ensuring all booths and activities are packing up and ready to clear the route by the time the streets open.

2019 Event Activities and Outcomes Sunday Streets Participants This year’s Downtown Sunday Streets event drew over 4,000 people who rolled, biked, and walked the route. The 72 volunteers logged 196 volunteer hours total. The EUG Parade boasted 1,800 attendees, with 900 people participating in the 55 parade entries.

2019 Sunday Streets Goals

Refine messaging: Met. The Sunday Streets team updated marketing materials, print and online, to better showcase what the Sunday Streets open streets event offers community members. We also created and implemented a targeted social media plan.

Increase participation: Did not meet. The 2019 Sunday Streets event drew 4,000 participants, which was short of the 10,000 participant goal. The late summer rainy weather was a deterrent to many participants. The 2019 Party in the Parks attendance remained robust, with 2,329 attendees between all six events. The total participation between all seven events was: 6,329 participants.

Sponsorship of $25k: Surpassed! Sunday Streets received $13,200 in sponsorship and $13,000 in in-kind support, including ad space with Lane Transit District, Eugene Weekly newspaper, and KLCC radio.

Revenue of $3,000: Met. In 2019 the Sunday Sreets event generated $1,745 in EUG Parade participant entry fees and $1,265 in Sunday Streets participant fees for a total of $3,010 in revenue.

Community Outreach & Media The 2019 Sunday Streets team used Facebook and Instagram as our main social media platforms. Our social media outreach, along with other outreach materials and earned media, helped us reach a broad community audience.

From May 2019 to December 2019 the Sunday Streets Facebook page had a total of 310 new followers. As of December 2019, the Facebook page had 2,498 Facebook page followers. Throughout September 2019, the Facebook page had over 23,941 post reaches.

The event press release helped us secure stories and articles in local news outlets. The Register Guard newspaper highlighted Sunday Streets in their 541 weekend happenings section, the Eugene Weekly showcased Sunday Streets in their events calendar, and KRVM and KEZI news produced stories on the event.

Sunday Streets was promoted widely on social media by event partners and supporters. The event was also mentioned on partner websites including Greenhill Human Society, Eugene Area Chamber of Commerce, WOW Hall, Eugene Symphony, Lane Transit District, and Broadway Place Apartments.

The Sunday Streets marketing materials, including the poster, flyer, resident postcard, business handout, newspaper ads, movie theater ad, concrete graphics, and day of event map and activities brochure,

represent a continued opportunity for growth and improvement.

This year we worked closely with City of Eugene designers to update the event materials layout and messaging. However, there is an opportunity each year to review the materials and make updates to better ensure we are reaching a diverse audience and clearly communicating what the event is.

After updating and reviewing the 2019 materials, the Sunday Streets team recommended further updates to the 2020 materials. Possible 2020 changes include continued refining of the key event messages, a theme color change, updating the poster design to reflect more transportation modes, and creating specific social media graphics to compliment the other marketing materials.

Business Outreach The Downtown Sunday Streets route creates a unique opportunity to engage businesses along Broadway Street and 8th Avenue. The Sunday Streets team sent 2,329 postcards and distributed flyers to each business along the route. The postcards and flyers alerted businesses and employees to the event date and scope, and invited them to participate and engage the thousands of people attending the event. While the direct mail postcards do an excellent job of ensuring each business is reached and understands the event layout and associated road closures, they did not seem to effectively encourage creative participation. Visiting each business along the event route is important to successful business involvement. It also allows our team to answer any questions employees or owners have about the event footprint and traffic plan. It is good practice, when staffing capacity allows, to visit each business in person to discuss and encourage event involvement and participation. Partnerships are also key to getting the word out to route businesses and encouraging them to participate. We have successfully worked with the Chamber of Commerce and the Downtown Businesses Initiative in the past. This year we partnered with the Downtown Eugene Ambassadors and they handed out flyers to Downtown businesses. We should partner with them further next year to increase our capacity to outreach to each business individually.

Event Staffing Sunday Streets events are hosted by the City of Eugene Transportation Department and planned by the Transportation Programs Coordinator.

The Transportation Options Coordinator and two Transportation Options interns also supported the planning and marketing of the 2019 Sunday Streets event. Past Sunday Streets have been supported by SmartTrips staff as well.

The day of the 2019 open streets event, there was staffing support from the entire City of Eugene Transportation team and the Cultural Services team.

The Transportation Programs Coordinator position is a limited duration, part-time position. In the past, the Sunday Streets Coordinator position was an internship open to students from the University of Oregon and Lane Community College. The event would be easier to produce and more consistent if there was a permanent staff person assigned to Sunday Streets.

Sponsorship & Fundraising Sponsorship demographics for Sunday Streets have shifted throughout the years. The event highlights wellness, active living, transportation, livability, community, local business, and the arts. These themes resonate with a broad range of sponsor organizations. Historically the main sponsors have been organizations and businesses with a focus on health, transportation, livability, and those located on the event route.

Longtime supporters and sponsors include Point2Point at LTD, PeaceHealth, Trillium, ODOT, City of Eugene Parking, Eugene Weekly, City of Eugene Cultural Services, KLCC radio, and local bike businesses. The themes of livability and community resonate with a broad range of local businesses which means there is the opportunity to partner with businesses we may not have connected with in the past. This year we outreached to local architecture firms, as their ethic for livability is directly reflected in the Sunday Streets event goals.

Cash and in-kind contributions were solicited from non-profits, other city departments, businesses, individuals, and community groups. In 2019, there were many returning partners but KPFF engineering was a new sponsor and represents an interesting opportunity to connect with engineering, architecture and design businesses in the future.

Closing

Sunday Streets 2019 opened Downtown streets for Eugeneians to ride, roll, walk, and play in a car-free environment. The event brought community members together to experience our public streets in new ways.

We are excited to host another Downtown Sunday Streets in July 2020. Get ready for even more route activation, small interactive moments, street performers, live music, fitness classes, and fun!

In 2020 the Sunday Streets event and the SmartTrips program will both focus on Downtown Eugene and we are looking forward to a season of collaboration, partnerships, and business involvement.
