The main ferry lines linking the UK to Normandy leave from Newhaven and Portsmouth and go to

Caen, Le Havre or Dieppe. From the ports fast road links and coach lines to Rouen are easily

available. There are ferrys from Cork and Rosslare to Roscoff, and from Rosslare to Cherbourg.

By coach

You don’t need a car to come to Rouen as it is so easy to use the coach network.

Over 20 coach lines and up to 24 departures daily means that it is easy to get around the region by

The CREA has one of the most modern urban transport systems in France.

Choose from the métro tram system, the TEOR, bus or Taxi – it is easy to get around the city and

surrounding area.

If you prefer to keep fit while getting around Rouen has over 20 bicycle stationswhere you can hire a

bicycle ofr an hour , a day or longer depending on how long you need it.

TEOR (East West Transports Rouen) has 3 lines crossing the Rouen conurbation from East to West.

Lines go from : Bihorel and les Hauts de Rouen in the North to Darnétal in the east via Rouen

Centre , From Canteleu to Darnetal, from Mont-Saint-Aignan via Rouen to Notre Dame de

Bondeville,

Rouen Seine valley has 2 métro lines crossing 5 of the city communes (Rouen, Petit-Quevilly, Grand

Quevilly, Sotteville-lès-Rouen and Saint-Étienne-du-Rouvray). The lines divide into 2 branches on the

South bank one going to Saint-Étienne-du-Rouvray / Technopôle and the other to Grand Quevilly /

Georges Braque. The lines come together at Saint-Sever and go onto the terminus Boulingrin in

Rouen.

The whole system was redesigned in 2007 to complement the major TEOR and metro links. The

Cy’clic is Rouen city latest addition to better Public Transport. You can hire a bicycle fro a day, a

week , 6 months or a year. Bikes are free for the first half hour . Rouen has 21 bike stations and 250

Accommodation for International Students students will need to pay for a translated copy of their birthcert before they go to France in order to

avail of the living allowances granted by the French government

Finding the right housing solution is important, especially if this is your first time living away from

home. On-campus accommodation provides an option at a reasonable price and located not far

from campus.

Rouen campus has many possibilities for affordable accommodation for example, accommodation in

on-campus residences starts at about 200€ per month.

International students usually choose to live on campus. Students can apply for on-campus housing

before they arrive with the help of the international department. The school allocates the rooms on

a first come first serve basis based on the number of rooms that are set aside for them.

On-campus accommodation presents several advantages; living close to school, classes and the

library for academic purposes, close to Mont St. Aignan shops for any groceries you need, and a 10

minute bus ride from the nearest Carrefour (large grocery store).

There is also night-time security around campus accommodation, laundry service and the

accommodation administration office, Crous, is also there.

Independent Accommodation: This option means that you will have to find your own accommodation without help from the school.

It is recommended that you find this before you arrive in Rouen.

Another option available to you is to organise your own accommodation which can be difficult if you

are not living in France.

Visa & residence permit

After being accepted in a program, Admissions or International Services will send you an

acceptance letter. With this letter you may register on-line with the French Embassy or Consulate in

your country of origin to obtain a student visa (procedure CEF).

I. EUROPEAN STUDENTS

You are an EA citizen (ie from 1 of the 27 European Union countries, Liechtenstein, Norway or

Iceland) or from Switzerland: you don’t need a resident’s permit in order to study in France, just

your identity card or a valid passport and the European Health Insurance Card.

II. NON-EUROPEAN STUDENTS

To study in France, non-European students must hold a long stay visa called « VLS-TS ». This visa is

valid for 6 months up to 1 year and must be validated when you arrive in France.

Students who are already in France and hold a residence permit must renew it two months before

the end of the permit.

If you are Algerian, you are entitled to a long stay 3-month visa. On you arrival, you must apply for

the residence permit.

For the procedure, please refer to the second part “Obtain or renew the residence permit”.

If you are Romanian or Bulgarian and do not hold a Master 2 degree, you need a residence permit in

case you would like to work in France. To obtain the residence permit, please follow the second part

“Obtain or renew the residence permit”.

a. Validating the VLS-TS

When you got back your passport with the visa, the French Authorities also gave you a special

stamped form: Demande d’Attestation OFII.

Upon your arrival in France, this form has to be filled out with your definitive postal address

(MAISEL’s address) and your contact details (email and phone) and signed.

Once you have filled out and signed the attestation, you should give it to the person in charge of

foreign student affairs at TSP or TEM with:

A copy of your passport

A copy of the visa

A copy of the page with the date of entry in France (stamp from the customs)

Complete applications will be sent to the OFII center based in Créteil, then, one week later, you will

receive an acknowledgement.

After two weeks, you will receive another letter from OFII summoning you for a medical

examination. The mail is composed of three pages:

First page: date and time of the appointment and documents you have to bring with you

Second page: how to reach the OFII center

Third page: payment of the tax.

The tax stamp: you have to pay the fees as a stamp bearing the initials “OMI”. You can buy this

At the end of the medical visit, your visa will be validated (they will stick a sort of label on your

passport) and you will get a medical certificate. You don’t need a residence permit because the visa

gives you the same rights, that means:

You can travel

You can complete all the administrative procedures

You can work (part-time job 60%)

TWO MONTHS BEFORE THE END OF THE VISA, YOU HAVE TO APPLY FOR THE RESIDENCE PERMIT.

b. Applying or renewing the residence permit

You have to apply for or renew the residence permit at the Police Administrative Headquarters

(Préfecture) for the area where you live 2 MONTHS before the end of your papers.

For Evry, it is “Préfecture de l’Essonne”, a 5 minute-walk from our campus.

The procedure is the same for both VLS-TS or residence permit.

Step1. You print the form with the list of documents requested from the website of the Police

Administrative Headquarters (Préfecture de l’Essonne): http://www.essonne.gouv.fr/sejour-

etrangers/index.html.

DON’T PANIC! Everything is in French but if you follow carefully the instructions, it will be easy:

Click on “Formulaire” in the red header

Select your nationality and click « OK »

“type de demande”, they ask you the topic of your request, you select “renouvellement de

titre de séjour”

They ask you…again “type de demande”, you have to give your status, you select “étudiant”

(student)

Step2. Now, there is a long sentence written in black and a kind of violet color. This first sentence

tells you to go to the “Préfecture” with your passport, the form and the materials requested.

To get the form you click on “formulaire et des pieces jointes” (in violet). A form (in French) appears.

The first part has to be filled in with your personal details and the second part is the list of

documents you have to prepare:

Original and copy of the passport

Original and copy of the VLS-TS and the OFII label OR original and copy of your residence

permit

Copy of your transcript of records

“attestation d’assiduité”, on this letter the school certifies that you are regularly enrolled in

a program and you regularly attend the courses

Evidence of financial support (scholarship, personal funds…)

Evidence of residence in Evry or in the Essonne Area

If you hold a VLS-TS, you add:

Original and copy of your birth certificate in French

Original and copy of the OFII medical certificate

ALL THE DOCUMENTS MUST BE IN FRENCH. If you need to translate a document into French, a list

of official translators is available in Dir 209.

Step3. To have an appointment, you return to the last page and click on “prendre rendez-vous”

(second sentence).

You will thus open a page with the title “ACCUEIL”, you select the first proposition “EVRY: Prise de

Rendez-vous pour les ressortissants étrangers titulaires d’un titre avec la mention “étudiant”:

MODULE DE RESERVATION DE LA PREFECTURE : it is a short presentation of the system with

the legal mentions and condition of confirmation. You have to tick the box at the bottom of

the page to accept the conditions and click on “Effectuer une demande de reservation”

“Choix de la nature de réservation” : you select the first proposition and click on « Etape

suivante » and you chose a day and time for your appointment

You may have 30 minutes to confirm the appointment from your mailbox.

On the appointed day, you go to the “Préfecture” with your documents and the mail confirming the

appointment. Once your complete application is accepted, you will be issued with a receipt that

serves as an interim residence permit.

You will receive your annual residence permit within 2 to 3 weeks.

Bank account How to open a bank account in France?

To open a bank account, you need to bring these documents to the banker:

A proof of identity (ID, passport)

A proof of residence

Checks

Checks in France are often used, especially to have a mobile phone or rent an apartment.

Your credit card (about 30€ per year) and your checkbook (free) will arrive one week after your

account opening.

Your code number will be sent in your accommodation address, so be careful about your

information.

Do not hesitate to give your mobile phone number to your bank in case they need some more

information. In case of loss or theft of the credit card or check book, you must immediately stop the

card or check book (“faire opposition”) by calling the phone number your bank gave you

Travelers Checks

Traveler’s checks are NOT easy to cash in France, because you must go to a bank and banking hours

are not very practical.

You can instead use an international credit card such as Visa or MasterCard. American Express is

recognized as well but is far less easily accepted.

As well, if your credit card has a pin code, almost all ATMs will allow you to withdraw Euros using

these credit cards. But be sure to check with your bank concerning the charges and exchange rate

applied when using the card in France in shops AND withdrawing money from ATMs.

During your journey, you will spend a lot of money at your arrival:

Your rent (which depends on your Maisel room).

Note that you can benefit from the CAF which pays you a part of your rent.

There are three types of mobile subscriptions:

Prepaid card: you buy a Sim card and you top up your mobile phone when you don’t have

credits anymore. The inconvenient is that the companies don’t offer good deals.

Lock subscription: the best for those who want to call in France and also worldwide without

paying any extras charges. The company takes the money from your bank account every

month. (Need a bank account in France: go on the ). When you leave France, you call to stop

the subscription.

Normal subscription: if you know that you just call and send SMS/MMS in France, it’s the

best choice because it’s cheaper but if you call worldwide, the company is going to take

more money in your bank account than the subscription price. (need a bank account in

France)

What’s on the market?

Prepaid card:

If you want to call and send SMS in France and worldwide, the best offer is LEBARA MOBILE

(you can check the price list according to the country you are calling on the

There is no unlimited SMS or Internet in this prepaid card. You just need to go to the

This booklet has been created to help you make an informed decision on your future living space in Rouen. We assist all International students coming to study at our business school, and hope that you find the information you’re looking for in the following pages. To begin, you have four different types of accommodation to choose from:

1) On-Campus Residences (pgs 2 - 14) On-campus residences are located in Mont-Saint-Aignan near the campus, and are managed by the CROUS, a public organization. A variety of rooms and studios are available on campus, for all budgets and preferences. Please be aware that on-campus residences require FULL PAYMENT of each semester in advance, before arrival. Full year students will have to pay for the 1st semester before arrival, and for the 2nd semester before January 2014.

2) Off-Campus Residences (pgs 15 - 21) Off-campus residences are privately owned and managed. They are situated in or near the Rouen city centre, and have a very limited amount of rooms and studios available, and priority is given to full year students when assigning these studios. FULL PAYMENT of each semester is required before arrival. Full year students will have to pay for the 1st semester before arrival, and for the 2nd semester before January 2014.

3) Host Families (pg 22) Living with a host family is a great opportunity to improve your French and discover the French culture by sharing the daily life of a French family. Selected families living in the Mont-Saint-Aignan and the Rouen area offer various housing options, ranging from “full” service (accommodation + breakfast + dinner) to simple accommodation. Prices vary from 500€ to 600 € per month. 4) Independent (pg 23) Students who do not choose any of the first three options will be considered Independent. This means, you will find and reserve your own accommodation for your study period in Rouen. The school does not assist Independent students in their search, but we do offer a starting point for your housing hunt.

Off-Campus Residences at a glance

Off-campus residences are privately owned and are managed separately, by each residence’s

administration (except the Gilles de Gennes residence, that is managed by the CROUS). If you choose to

live off campus, you will have to pay the full fee for the semester BEFORE ARRIVAL (deposit + rent for

1 semester (year students will pay 2nd semester up front BEFORE JANUARY 2014) + bed linen +

administrative fee + housing insurance). Students who choose to book a double occupancy room must choose

a roommate before applying, and indicate the name of their roommate by e-mail to either Elisabeth or Karolina.

Both roommates must apply on line.

HOST FAMILIES Choosing to live with a host family is a great way to discover French culture and the way of life from a very privileged point of view. Living with French people will also help you improve your French skills, and make you feel more at ease when interacting with others in French. Host families live in Rouen and Mont-Saint-Aignan, and usually offer different ‘formulas’ – from simple accommodation to a full breakfast, dinner and accommodation package. Prices range from 500€ to 600 € per month.

Note that housing insurance is compulsory when living with a host family. It will cover your personal belongings but will also protect the family in the unlikely event that you cause any damage. It will cost you 41€ per year with a French student Insurance company. We will give you the necessary information on how to apply. Please be aware that some host families do not wish to sign housing allowance requests. Depending on the family you are assigned, you may not be able to apply for housing allowance. If you wish to live with a family, please contact your coordinator (Elisabeth or Karolina) before the online housing registration, but still make sure to apply online.

Please note that there is very limited availability in this type of accommodation.

INDEPENDENT You will be considered as Independent if you: - rent an apartment from a private owner or through an estate agency, - find shared independent housing with another student, - sublet an apartment from a French student. If you prefer to look for accommodation independently, be aware that:

- It is highly recommended to have secured booking before arriving,

- If you find housing to share or sublet, make sure you have a valid contract,

- Owners may ask you for a guarantor from France or Europe or may request advanced payment (at least for the 1st semester),

please be careful who you send money to (!)

- Some apartments are not furnished,

- You need to take out private Housing insurance,

- There are agency fees when you go through an estate agency. Our school has an agreement with a website featuring ads specially selected for our students:

ONLINE APPLICATION PROCESS ALL applications must be done online; NO application sent by e-mail or request made on the phone will be considered. The online housing application will take place from:

JUNE 5th (11:00 am, French time) to JUNE 12th (11:00 am, French time).

You will receive a link to the application on June 5th just before 12:00 pm, so don’t expect it any earlier. You will have to list 4 choices, in order of preference. You will have to choose the residence, and the type of room you’re interested in. If applying for a double occupancy studio, you must also give the name of the roommate you’ve chosen. BOTH roommates will have to apply online.

You will be informed of the accommodation assigned to you on JUNE 18th. You will receive an e-mail containing a Housing Package, with important documents about your accommodation as well as payment and wire transfer information to be taken care of quickly. Residences require full payment of the semester before arrival, so you will have until a certain date to take care of this payment, and will be required to send us a scanned copy of your money transfer slip as proof of payment, otherwise your housing will be re-allocated. Remember that the FULL PAYMENT of each semester is required before the beginning of the semester, for on-campus and off-campus residences. Instructions will follow in the Housing Package.

IMPORTANT:

If you are not happy with the housing allocated to you, you will be marked as Independent and will have to find your own accommodation for your stay in Rouen. NO CHANGE or SWITCH will be possible once housing has been assigned. Students, who obtain housing in the on-campus or off-campus residences, please be aware that you will sign a contract for the full period of your studies here.

If you choose to leave residence before the end of your contract, or to extend your stay (only for the months of June, July or August), you must inform your International Coordinator of this change before the end of April. Each month started in residence must be paid in full; no partial payment of rent will be accepted. Also, no change of housing will be allowed between semesters for full year students. In case of early departure from residence, no reimbursement will be made. For private off-campus residences, students must give a one-month’s notice to leave early.
