Introduction/ Background-
About RLTRI
Regional Leprosy Training and Research Institute (RLTRI), Raipur working in the field of
leprosy since 1979. With the successful implantation of programme strategies, India achieved
elimination of Leprosy in 2005. To effectively deal with few cases which are far between in cost
effective manner as a part of Global strategy National Leprosy Elimination Programme (NLEP) got
integrated into General Health System (GHS). Leprosy control became the responsibility of the
states. Thereafter, the institute got involved in technical monitoring and evaluation of NLEP
activities time to time, imparting training to various health functionaries and as a subordinate
office of Central Leprosy Division (CLD) it is involved in special case detection drives awareness
drives (LEM, MLEC, LCDC & SPARSH)
Institute also has hospital including OPD, 57 bedded indoor wards, a laboratory to
undertake Microscopy confirmation of M Leprae by skin smear examination and an OT to
undertake reconstructive surgeries for leprosy related deformities (which is closed for over 3
years). It is also providing care to cases reporting passively. As OT being non-functional presently
the Institute is undertaking RCS surgeries in camp mode in various districts of Chhattisgarh and
other Indian states. DPMR services are provided to Persons affected with Leprosy (PAL) in the
institute and during the camps.
In the year 2005, the institute has also been designated as Regional Office of Health and
Family welfare for the State of Chhattisgarh for monitoring various national Health program
including NVBDCP, RNTCP, RMNCHA+, HIV, AIDS, NPCDCS, NBCP, IDSP, Disaster Management.

Infrastructure: The institute has a fenced campus with a land area of 14 acre with following

Physiotherapy unit, Operation Theatre ( Closed for over three years, for renovation)
Remarks-1 ward given to State Tuberculosis Training cum Demonstration Center under

Brief account of Developmental Activities undertaken
Development activities
1. Manpower development at RLTRI : i
I. Intensified efforts taken for notification of RR and revival of abolished / deemed
abolished posts RR of LDC got notified requisition has been sent to the nodal officer
of DDG(L), DGHS, for appointment Draft recruitment rule (RR) for all the live vacant
posts have been sent to the DGHS
II. Dr Prashant Kumar Sahu Senior Medical Officer acquired DNB (General Surgery)
degree in November 2019 from Government Medical College, Nadia Krishnanagar,
West Bengal.
III. Dr Chaitanya Nigam, Assistant Director (Microbiology) attended Certificate
course in “Health Care Waste Management” conducted by IGNOU at Maulana Azad
Medical College, Microbiology Department, and New Delhi during the period from
13-15 May 2019.
IV. Mrs Durgee Dhruv promoted from the post of LDC to cahier
V. Post upgradation of Sri Pankaj Kumar, Junior Medical Laboratory technologist from
level III to level V as per 7th CPC.
VI. Promotion of Sri Nagesh Kureshia Pharmacist wef 11/05/2019 upgraded from Level 5
to Level 6
2. CPWD Work
I. Repair / Renovation of OT : Revised estimates of Rs.85, 87,000/- received by CPWD
on 20th September 2019, Sent for A/A & E/S to the DDG(L) vide RLTRI letter dated
23rd September 2019
(later A/A& ES was given for the same in July 2020 and funds transferred by RLTRI to
CPWD, in July 2020)
II. Repair of boundary wall of RLTRI An amount of Rs. 1,05,700/-, has been transferred
by PAO MoHFW to PAO CPWD in February 2020 for the work.
III. Renovation of Training Hall Sent request to CPWD Request for repair and of RLTRI,
sent to CPWD Raipur, on 03/05/2019 followed by reminders on 25/06/19, 30/12/19,
31/01/2020 and 20/02/2020

New initiative by the institute during the year
1. Alternative arrangement OT for RCS of cases As OT of RLTRI is closed for over three years
Director AIIMS Raipur was contacted for providing OTof AIIMS Raipur for performing RCS
surgeries for leprosy related deformities. He agreed to spare PMR OT of AIIMS. To finalize the
plan meeting was organized at AIIMS Raipur with the Director AIIMS, his orthopedic teams
and hospital superintendent along with the state officials. AIIMS Raipur is ready to perform
RCS in its PMR OT for two days in a week 6 PMR beds are reserved for leprosy cases. Now it
is for the state to send the cases to them
2. Revision of curriculum of MBBS intern The interns were imparted one day preliminary
training till March 2019, but as these interns are future medical officers who will be manning
the PHCs and CHCs , for decentralised service delivery they need to be confident in
undertaking leprosy diagnosis and treatment. Hence realising the importance of the issue the
matter was taken up with the Secretary Health Government of Chhattisgarh. There after the
curriculum was revived after based on need assessment in coordination with Medical College
and state. Since April 2019 Interns are being trained using revised curriculum
3. Improving monitoring by district authority: by Revision of curriculum of DLO training based
on need assessment. Thereafter 22 DLO and SLO of Haryana were imparted three days
training at their state HQ by revised curriculum. The training was much appreciated by the
state authorities.
4. Renovation and Utilization of hostel by accommodating by trainees of the state Govt. in
coordination with state. There was also one audit para (2011-12) regarding non utilization of
hostel.
5. Internal Audit for the period 2011-12 to 2018-19 undertaken during 2-6 March 2020 by team
from CIAP (Central Internal Audit Party Western Region) Mumbai
6. Plantation of about 50 trees on the occasion of Environment day in June 2019. The event
was covered by leading local news paper
7. Website Development Website of institute was defunct since 2014. This was updated with
latest data and information
8. Action Plan for removing backlog of RCS, including calendar for RCS camps prepared in coordination with State Leprosy Officer, Chhattisgarh and ILEP consultant. (Ortho) of RLTRI and
other officers from RLTRI. With Joint efforts a Schedule for RCS camps for June to September 19
was developed to clear all the pending cases. List of which was provided by the SLO. This has
resulted in increased number of RCS surgeries performed during the year.
Visit by dignitaries
Hon’ble Member of Parliament Sri Sunil Soni visited the institute on 21st August 2019: He
inspected office / training and hospital blocks. Took stock of existing infrastructure and
functioning of RLTRI, Raipur . Hon’ble MP Interacted with all the officers and staff of RLTRI.

Training of Health functionaries
RLTRI is providing skill development short duration 3-6 days In-House training to various
categories of health personnel and Program Managers of various states.
The name of the training courses are given below-
1. Program Managers (RD/SLO/DLO/BMO/MO) 5 working days
2. Medical Officer/ Assistant Medical Officers (AMO)1 3 working days
3. Rural Medical Assistant (RMA) 3 working days
4. Physiotherapy Technician2 6 working days
5. Skin smear technician 6 working days
6. MBBS Intern 3 5 days
1Assistant Medical Officers (AMO) are unique to the state of Chhattisgarh, who after doing a
bridge course of 3 years posted at Primary health centres and perform the duties of Medical
Officer. Thus improving the competency of these AMOs on NLEP program this training was given
the maximum importance by the state of Chhattisgarh & RLTRI Raipur.
2 With decentralisation of DPMR services, RCS are being conducted in camp mode in district
hospitals or Government Medical colleges located in various districts Hence physiotherapist are
trained to assist in RCS and perform physiotherapy at local level near to patients residence
3 The interns were imparted one day preliminary training till March 2019, revised to
comprehensive five days comprehensive training since April 2019
Apart from the above mentioned training Aayush Medical Officers, students from Medical
College, Ayurvedic college, homeopathic college and nursing students are also deputed to the
Institute from time to time for hands on training in leprosy.
Outstation & Online trainings: as per request received. Need based.
Training Evaluation : Each training is subjected to Evaluation. Participants are required to record
responses on questions provided in predesigned and pretested semi structured preforma. (pre
and post test) before initiation and after completion of training
Participants feedback: Participants are encouraged to provide feedbacks for corrections an any
weaker areas/ aspect experienced during the training Based on input, corrective measure(s) are
taken for improving subsequent training.
Feedback from sponsoring agency/ parent organisations : After completion of training and
participants resume duties in the respective place of work , feedback are obtained from
organization about effectiveness of training over phone e mails etc

Out Station training (at the place work)
1. Out station DLO Training: Request was received from Government of Haryana for
conducting the NLEP training of District Leprosy Officers in the state of Haryana. This
was accepted by RLTRI and a team of 3 officers went to conduct the Out Station DLO
training where 23 Doctors were trained.
2. The officers of the institute were invited as faculty for DLO training / workshops
organised in Patna (Bihar) and Bhubaneshwar (Odisha ) during 2018 and 2019
Online Training Using Eco hub and Spokes model : Since 2018 the institute is providing training
to the Medical Officers of Maharashtra state.
NIKUSTH Training: The institute conducted Nikushth training in 7 states namely Andhra Pradesh,
Jharkhand Meghalaya Rajasthan Kerala Uttar Pradesh Nagaland, training total of 383 State
district and block level officers during 23rd October 2019 to 25th February 2020

Patient Care Services
The institute has hospital including Out Patient Department , Indoor with about 57 beds, a lab
with facility for Slit Skin smear (SSS) and microscopy, an Operation Theater (OT) which is closed

TOTAL CASES 5922 493 Attendance of leprosy cases was 3357 during the period of which 572 (17 %) were new leprosy
cases. Of the 572 New Leprosy cases, 398 (69.5%) were MB cases. 21 (3.7%) were children, 170
(29.7%) were female cases and 171 (29.9%) were with Grade 2 Disability. Of the 2785 old cases,
13.9% came for continuing MDT, 63% came for management of neuritis (both LR1 and LR2), while
20.5% came for management of G2D.

RLTRI Field Visits
1. LCDC monitoring: Officers from RLTRI Raipur were part of the Central Level Monitoring team
for the Leprosy Case Detection Campaign (LCDC). As a part of this, visits were made to the
state of Madhya Pradesh, Punjab and Bihar.

Since August 2005: The institute given additional responsibility of Regional Office of Health and
Family welfare (ROHFW ) for the State of Chhattisgarh, for monitoring National Health
programmes / interventions . The institute is discharging the work with existing manpower and
resources . Additional budget has been provided to cover the travel, office expenses and
Swatchta activities

The Activities under ROHFW are Laboratory services, field visit, meetings and lesioning with state
of Chhattisgarh.
ROHFW Laboratory
Malaria slides are being sent to ROHFW Raipur from various districts of the state for the purpose
of cross checking. In the financial year 2019-2020 ROHFW Raipur was able to cross check 2653
slides with monthly average of about 221.
ROHFW Field Visits
1. Post MDA Evaluation:
As per the guidelines suggested by a task force of the Government of India for
evaluation of filaria elimination programme, Evaluation of MDA is being done by
ROHFW in Chhattisgarh state since last several years.
During the year under report, it is done in two districts . namely Bilaspur district
during 11-13 June 2019 and Gariaband district during 16-18 March 2020
MDA Evaluation was scheduled for 6 more districts In March 2020 ,. However, due to restriction of movement and lock down on account of COVID-19 pandemic, evaluation could be done in only one district namely Gariaband in 2020

2. 13th Common Review Mission : During the month of October 2019, Sr. R.D.as member of Central team participated in the 13th Common Review Mission (CRM) during 17-22 October 2019 The survey was undertaken in two selected districts namely Rajnandgaon and Korba of the state
3. Investigation of Unaccounted malaria deaths of Kondagaon District
Undertaken during 20th to 24th May 2019 : The district reported 5 deaths due to
malaria since last two years (three in 2017 and 2 in 2018) in its report. During
cross varfication the death registers of the District hospital and CHC Pharasgaon
it was revealed that there were 25 deaths in which malaria mentioned on either

5. Review the Functionality/non-functionality status and provisioning of Services to
patients in the Trauma Care Facilities and Burn Units of Medical College Hospital, Raipur
and CIMS, Bilaspur. Undertaken during 22-24 January 2020 by Central , Sr. Regional
Director, ROHFW, Raipur coordinated with Medical College, CIMS Bilaspur and state
Government. As representative of Sr. Regional Director, Dr. Prashant Kumar Sahu, Senior
Medical Officer, undertook the evaluation as one of the members of the team to MCH,
Raipur and CIMS, Bilaspur.
6. Containment of Avian Influenza out break During 30 December 2019 to 5 January 2020,
Sr. Regional Director, ROHFW, Raipur coordinated with the Central team deployed to
assist State Government in containment of Avian Influenza in Government Poultry
Farming Region, Baikunthpur, District Korea, Chhattisgarh.
7. Development of COVID -19 Isolation Centre: Sr. R.D. long with Dy. Dir. (Microbiology)
visited Isolation Centre, Civil Hospital, Mana, Raipur and AIIMS, Raipur to assess the

Days and Pakhwaras celebrated in the Institute During the period
1. WHO day observed an 8th April 2019 (7th April being Sunday); The theme of the year
“Health for All – Everyone, Everywhere” relevance, especially in relation to control of
Leprosy and other important public health problem prevalanet in the area like Malaria,
Dengue and Tuberculosis explained by the Director. Role of Individual and institute
discussed. Joint Director (Epid.) shared the field experience of RD Monitoring visits.
Assistant Director (Microbiologist) gave an account of Laboratory Facilities available at
peripheral level.
2. Swatchhata Pakhwada during 1-14 April During the period from 1-14 April 2019,
Swatchata Pakhwada has been celebrated involving all staff of the Institute. Brief Report
of the activity undertaken during the period is annexed various activities done during
involving all staff of the Institute.
3. Malaria Day- On 24th and 25th April 2019 world malaria Day was observed. The various
activities (entomology survey, demonstration of larva, etc , lectures, messages) were
undertaken on 25th April 2019
4. Dengue Day- celebrated on 16th May 2019 in which Public Health Specialist delivered a
lecture on Prevention of Dengue virus, Signs and symptoms of Dengue
5. World Environment Day Plantation of 50 saplings on the day by leprosy patients
admitted in the IPD and staff and officers of ROHFW /RLTRI inside the campus to
celebrate World Environment Day on 6th June 2019 by planting 50 saplings. Unique part
was oath taking by all for care of sapling planted by all presents.
6. International Yoga day - organised at RLTRI & ROHFW, Raipur on 21st June 2019 morning
in which Director, RLTRI, Raipur and staff as well as patients admitted in the Indoor also
performed Yoga.
7. Rajbhasha Pakhwada celebrated quarterly in which all the staff of the Institute actively
participated.
8. World Health Day on 29th September : Panel discussion was organized for staff and
officials on risk factors for Heart diseases and their prevention & Control
9. Hindi Workshop and Pakhwara : Two Workshops were organized with outside
facilitator from other Central Government office on 12 July 2019 and 9th September on
various topic related to day to day functioning of office works and on various guidelines
of Rajbhasha.. all the officials of the Institute participated in the workshop. In the

1. Action Plan for removing backlog of RCS, including calendar for RCS camps prepared in coordination with State Leprosy Officer, Chhattisgarh and ILEP consultant. (Ortho)
of RLTRI and other officers from RLTRI. With Joint efforts a Schedule for RCS camps
was developed to clear all the pending cases. List of which was provided by the SLO.
This has resulted in increased number of RCS surgeries performed during the year

Way ahead
Way ahead
The institute since its inception 1979 has come long way. With the successful implementation of
programme strategies, India achieved elimination of leprosy in 2005. Leprosy services got
integrated general health care services. This is considered cost effective sustainable strategy
based on the principle of social justice as care to cases available near their homes. Thereafter
leprosy case load declined further leading to lesser workload on the institute . As is evident from
the fact that during the 15 years period (2005-2020) RLTRI, Raipur has diagnosed 9165 new
leprosy cases. Whereas, yearly load of new cases of Chhattisgarh is about 9-10 thousand.
Likewise a total of 836 cases were operated in the Operation theatre of RLTRI and 1168 have
been operated in the camp mode in various districts by RLTRI team during the period. Reduced
case load on the institute is in line with the program guidelines of decentralisation. The findings
to be viewed positively as these are in line with the programme strategy of decentralisation.
After leprosy elimination in 2005 realising the declining work load of RLTRI, Government of India
entrusted additional responsibility of monitoring the eight different National Health programme
and redesignated Regional Leprosy Training and Research Institute (RLTRI) as Regional Office of
Health and Family Welfare (ROHFW) for the State of Chhattisgarh. For the additional work no
additional resources were provided expecting that work will be manged within the existing set
up and resources. However in the absence of proper coordination mechanism the performance
of ROHFW has remained suboptimal.

Chhattisgarh is one of the Empowered Action Group States under NHM and is surrounded
by seven states like Jharkand Odissa, MP Uttar Pradesh, AP, Maharshtra, Telangana (majority of
which belong to Empowered Action Group States) with health standards much below the
national averages. There is a scope for strengthening the infrastructure to meet the future health
needs
Recently, with the emergence of Covid (Corona) pandemic, health scenario of the country
and region has changed completely. How long the pandemic situation will last and the
endemicity will prevail is a matter of speculation for anyone. Moreover, the possibility of newer
threats and biological agents in near future cannot be ruled out. There is a strong need to
develop a robust vigilant system, for keeping a check on this emerging threats.
Hence, this situation can be converted into opportunity for RLTRI/ROHFW Raipur, to develop it
into a robust Surveillance System in the area for timely capturing of this warning signals to
initiate early and prompt action for prevention of such biological disaster situation in future with
following proposed activities
1. Monitoring of infectious diseases within the region through collaborative partnership
with the states, institutions and laboratories.
2. Collecting, collating, analysing the data and providing early warning about change in the
frequency of diseases of epidemic/outbreak potential.
3. Preparedness of states and community to deal with emerging infection.
4. IEC activities for universal prevention and health promotion.
5. Selective prevention for high risk group.
6. Monitoring of health facilities and institutions for indicative preventions.
7. Manpower development: training of health personnel.
8. Regular exchange of information with health departments and local self-government
(Municipal Corporation).
9. Collaborating with NCDC on communicable diseases of international health importance
for better preparedness.
The instate is well suited for the purpose as it is situated in capital city of Raipur on Jagdalpur,
Vishakhapattanam highway. Location of the institute and Raipur is central & the area has
excellent connectivity by road, rail and air with, most of the Indian cities.
The institute has its own fenced campus spread about 12 acres of land, good physical
infrastructure, an administrative block, separate training and hospital wings. In the training
wing there is training halls, and hostel accommodation facility. The hospital wing it has a well-
established Outdoor, indoor, a well-equipped microbiology Laboratory, minor OT and

Operation Theatre. The campus has 66 staff quarters also. There is scope of further extension,
as there is lot of free space inside the campus.
The institute has good expertise of Public health personnel, Microbiologist and GDMO
doctors, and few technical manpower. As RLTRI and RD office institute it has built good
rapport with other health institutions in the area.
Hence the Covid situation should not be taken as threat, rather it can be converted into an
opportunity to develop a system for effectively dealing with the threats of upcoming infectious
dieses and bioterrorism

Annexure 3 WORLD MALARA DAY 25th APRIL 2019
ROHFW, Chhattisgarh, Raipur observed World Malaria Day (WMD).
Activates performed on 24th and 25th April 2019 included-
1. Entomological survey of RLTRI campus for identifying breeding and potential breeding
sites On eve of world malaria Day (24th April 2019) , entomological survey was conducted by
RLTRI with the help of NIMR (ICMR) in RLTRI premises (Hospital, office, quarters and other
places). Potential breeding sites were identified and larval survey was conducted. 35 container and
coolers, 14 overhead tanks, drains, mud, plastic containers, 101 flower pots and cement tanks were
surveyed.
2. Technical session On 25th April 2019, (forenoon)
The programme was started with the welcome address by Dr Chaitanya Nigam, Assistant Director
(Microbiology).
Dr Aparna Pandey, Sr Regional Director briefed about the theme ("Zero malaria starts with me”)
and its importance in her key note address. She highlighted malaria burden of the country and state.
She explained importance of individual responsibility in Malaria control activities. This includes
measures at the community, family & individual level. At individual level how all can contribute
for controlling of breeding places in and around house, in the work area, measures for personal
protection, early diagnosis and complete treatment including radical treatment. She urged to take
part in malaria control activities in and around our premises and encouraged others to take part in
malaria awareness/ prevention. Importance of preventive measures, clinical sign and symptoms,
treatments of malaria were also discussed.
Dr S.V.Gitte Joint Director (Epidemiology) gave epidemiological scenario of Malaria in the state
and mosquito breeding habits. Then he presented report of Entomological survey done on 24th
April 2019.
Out of total 150 sites examined, 2 sites were positive for Aedes larva, one overhead tanks for
anopheles’ larva and 1 drain site for Culex larva. Mixing breeding sites were also identified in one
site. Many potential breeding sites were also identified where mosquito breeding was not present
because of hot weather, which may create problem in the rainy season.

It was proposed to take actions on identified source reduction of breeding sites through Swaccha
Bharat Abhayan. For structural correction CPWD will be contacted to take survey and submit
proposal.
Guest of WMD 2019, Dr R. Ranjha, Scientist, NIMR field unit gave a brief about the studies done
by NIMR in the state of Chhattisgarh. He has mentioned stratification of malaria in state of
Chhattisgarh and Insecticidal resistance studies in the state. He also mentioned current ongoing
projects in the Bastar region of LLIN and proposed studies in the Dharmatri district.
Sr Regional Director ROHFW, CG, also suggest that NIMR should share their study finding on
VBD, so that it be can linked with RD monitoring activities.
3. Demonstration
In the last session, live demonstration of larva’s of Aedes, anopheles and Culex mosquito and adults
of anopheles species captured from the field area of state shown by Mr. K.K. Gupta, Entomologist,
NIMR field area, Raipur,
At the end Conclusion and vote of thanks was given by Dr Cahitanya Nigam, Assistant Director
(Microbiology).

क्षेत्रीय कुष्ट्ठ प्रशिक्षण एवं अनुसन्धान ससं्थान, लालपुर, रायपुर में अतंराष्ट्रीर् र्ोग दिवस दिनांक २१ जून २०१९ को प्रातः ०७:०० बज ेसंस्थान में मनार्ा गर्ा | संस्थान के अधिकाररर्ों व कमिचाररर्ों न ेउत्साह स ेइसमें िार्मल हुए | कार्िक्रम की िुरुआत तनिेिक महोिर्ा, डॉ. अपणाि पाण्डरे् एव ं उपन्स्थत अधिकारी एव ंकमिचाररर्ों द्वारा ववर्भन्न र्ोगासन करते हुए ककर्ा गर्ा | इस िौरान संस्थान के अस्पताल में भती मरीज भी र्ोगासन करने में िार्मल हुए | इस िौरान र्लए गए कुछ फोटो संलग्न है |र्ोगासन आर्ुष मंत्रालर् के वेबसाइट पर उपलब्ि ववडडर्ो के माध्र्म स ेककरे् गए| र्ोगासन के उपरांत डॉ. अपणाि पाण्डरे्, तनिेिक महोिर्ा ने र्ोग स ेहोने वाले फार्िे के बारे में जानकारी िी तथा उन्होंने बिलते जलवार्ु में र्ोग के महत्व के बारे में बतार्ा कक ककस प्रकार र्ोग द्वारा अपने आप को कदिन पररन्स्थतत तथा जलवार्ु में भी स्वस्थ रि सकते है | र्ोग द्वारा आप अपन ेिरीर, मन एव ंआत्मा को स्वस्थ रि सकत े है | न्जससे आपकी कार्ि क्षमता बढेगी | र्ोग भारत की एक प्राचीन पद्ितत है जो कक लगभग २००० वषि पुरानी है | न्जसकक व्र्ाख्र्ा महवषि पतंजर्ल न ेकी है न्जसे आज पूरा ववश्व स्वीकार कर रहा है | र्ोग को तनरंतर अभ्र्ास करने स ेिारीररक एवं मानर्सक ववकास होता है | र्ह हमारे मन को िरीर से जोडती है एव ंस्वस्थ रिने में मिि करती है | र्ोग हमें पूरे ब्रम्हांड से भी जोडती है | आज ववश्व के लगभग १७७ िेि र्ोग से होने वाले फार्िे को स्वीकार कर रहे है एव ंअपना रहे है व अपन ेअपने िेि में र्ोग को बढावा िे रहे है | संर्ुक्त राष्ट्र ने भी र्ोग के महत्व को स्वीकारते हुए दिनाकं २१ जून को अतंरष्ट्रीर् र्ोग दिवस घोवषत ककर्ा है न्जस ेसारे ववश्व में मनार्ा जाता है | तनिेिक महोिर्ा द्वारा र्ह भी बतार्ा कक र्ोग तनरंतर करते रहना आवश्र्क है| र्ोग को अपनी िैतनक दिनचर्ाि में िार्मल करने से आप अपन ेआपको स्वस्थ एव ंतनरोग रह सकत ेहै | इस सन्िेि के साथ तनिेिक महोिर्ा द्वारा सभी उपन्स्थत अधिकारीर्ों को र्ोग को अपन ेिैतनक कार्िकलाप में अपनाने हेत ुप्रेररत ककर्ा गर्ा |

क्षेत्रीय कुष्ट्ठ प्रशिक्षण एवं अनुसन्धान संस्थान, लालपुर, रायपरु में ववश्व पर्ािवरण दिवस दिनांक ७ जून २०१९ को प्रातः १०:०० बज ेमनार्ा गर्ा जो कक प्रततवषि ५ जून को मनार्ा जाता है| दिनांक ५ जून २०१९ को ईि के उपलक्ष्र् में िासकीर् अवकाि होने के कारण ववश्व पयाटवरण दिवस संस्थान में दिनांक ७ जून २०१९ को मनार्ा गर्ा |
कार्िक्रम कक िुरुआत डॉ. अपणाि पाण्डरे्, तनिेिक के उद्बोिन स ेककर्ा गर्ा न्जसम ेउन्होंने इस वषि के ववषर् “वायु प्रिषुण को हराए”ँ के सन्िभि में उन्होंने बतार्ा कक ककस प्रकार वकृ्ष वार्ु प्रिषुण को रोकने में हमारी मिि करत ेहै | वकृ्ष प्रिवूषत वार् ुरोक कर प्राण वार् ुउत्सन्जित करते है अतः हमें अधिक स ेअधिक वकृ्ष लगाने चादहए | वातावरण का संरक्षण व वार्ु की िुद्िता हमारी आने वाली पीढ़ी के स्वस्थ जीवन के र्लए अतत-आवश्र्क है |
इसके पश्चात ्तनिेिक महोिर्ा द्वारा वहां उपन्स्थत सभी अधिकारीगण, कमिचारीगण एव ंअस्पताल में भती मरीजों को वकृ्षों की सुरक्षा करने हेतु िपथ दिलाई गई (र्ह इस कार्िक्रम का नवीन एव ंववर्िष्ट्ट भाग था) इसके पश्चात ्वकृ्षारोपण का कार्ि क्रम ककर्ा गर्ा न्जसम ेप्रथम वकृ्षारोपण कुष्ट्ठ ग्रशसत मरीज द्वारा ककया गया| संस्थान के सभी अधिकारी एवं कमिचाररर्ों के साथ कुष्ट्ि पीडित मरीजों द्वारा भी वकृ्षारोपण ककर्ा गर्ा | वकृ्षारोपण कार्िक्रम के अतंगित कुल ५० पौिे संस्थान पररसर में लगार्ा गर्ा | अतं में सभी कमिचाररर्ों एवं कुष्ट्ि मरीजों को िीतल पेर् ववतरण ककर्ा गर्ा |
