Introduction An emergency or disaster affecting a large number of persons at the South Pointe Business Park Building could occur at any time. Recognizing the hazards to individual safety which are associated with high-rise office buildings, The Hertz Investment Group has developed an “Emergency Procedures and Evacuation Plan” for the South Pointe Business Park Building designed to promote occupant safety in the event of fire, bomb threat or other similar emergency. Evacuation for the South Pointe Business Park Building required by an actual emergency or test drill is under the direction of responsible and trained the South Pointe Business Park Building staff. Tenant employee cooperation with these individuals and adherence to their instructions will result in the safe evacuation of the South Pointe Business Park Building should an actual emergency occur. Please note these guidelines are for building operating hours only. After hours, always evacuate the building if you see a strobe flashing or hear an alarm. Do not wait for an announcement over the building public address system. Please review the information provided in this manual. Building Information South Pointe Business Park was built in 1999 and consists of 3 buildings. Each building has 4 floors and a Plaza level that contains the cafeteria, fitness center and houses different building equipment. The building is approximately 420,000 square feet.

South Pointe Business Park is fully equipped with a sprinkler system that functions with an electronically-operated fire pump. A complete floor-by-floor fire alarm system enables fire personnel to identify and locate a fire.

The emergency system is powered by a diesel-operated generator. The system is designed to deliver power to lighting and elevators in a sufficient length of time needed to evacuate the building.

Building Emergency Features The building emergency features are described below. 1. Fire Alarm Signal If a fire emergency occurs in the building, strobes will be activated and the horns will sound.

If the fire panel receives an alarm signal, the alarm will be heard on all floors in each building. 2. Emergency Exits Each building has two stairwells: Stairwell A is located on the Northwest side and stairwell B is located on the Northeast side.

Do not prop stairwells doors open. Close the door behind you. 3. Manual Alarms Pull stations are located on each floor. In case of fire, activate the nearest pull station. Do not use the pull stations during a bomb threat. 4. Smoke Detectors and Sprinklers The building is fully sprinkled and each floor is equipped with smoke detectors. Both of these systems are automatically monitored so that if either one is activated by smoke or heat, the FIRE ALARM SIGNAL will sound. 5. Fire Extinguishers There are fire extinguishers strategically located on each floor. Please refer to the section of this handbook dedicated to fire extinguishers to learn more. 6. Elevators The elevators will automatically be recalled to the first floor once a floor alarm signal is activated. The elevators will not respond to the lobby call buttons, and therefore elevators cannot be used for evacuation.

7. Safe Refuge Areas Safe Refuge Areas are locations away from the building, clear of areas where emergency vehicles would be parked. It is important for tenants to proceed out of the way of incoming emergency personnel and to stay away from the building. Tenant Safety Wardens should take roll at each designated Safe Refuge Area. Each tenant has assigned Evacuation assembling areas or Safe Refuge Areas. Those areas are located in the parking lot and are designated by letters of the alphabet on the lighting poles. An illustration is included on the following page.

Fire Extinguishers The source of the fire determines the best method to extinguish it. There are three basic types of fires classified by the type of material that may be burning. The Fire Department will want this information, if known, when the fire is reported. Class “A” - Fires in ordinary combustibles, such as papers, wood, cloth, etc., which normally extinguish by cooling. Class “B” - Fires involving flammable liquids such as gasoline, oil, alcohol, benzine, etc., which are best extinguished by smothering. Class “C” - Fires involving electrical equipment, appliances, and wiring in which the use of a non-conductive extinguishing agent prevents injury. Extinguishers are also classified as “A,” “B” and “C.” Water possesses the greatest cooling effect of any ordinary and readily available substance and, therefore, since a cooling effect is required for Class “A” fires, water is the principal content of all Class “A” or cooling type extinguishers. A wide variety of dense, heavier-than-air gases, powdered chemicals and foam producing substances are used in Class “B” extinguishers. All of these smother Class “B” fires by excluding air. Class “C” extinguishers contain a variety of heavier-than-air gases and powdered chemicals that use a non-conductive type of extinguishing agent. Please note that Westpark Office Building is equipped with fire extinguishers that are classified to handle class “A,” “B” and “C” types of fires. Please contact building management if you would like to schedule training on the proper use of extinguishers. OPERATION: If you use a fire extinguisher, remember P.A.S.S. Pull the pin. Some extinguishers require releasing a latch or pressuring a puncture lever.

Aim low, pointing the extinguisher nozzle (or its hose) at the base of the fire.

Squeeze the handle. This releases the extinguishing agent.

Sweep from side to side at the base of the fire until it appears to be out. Watch the fire area in case the fire breaks out again, and repeat the use of the extinguisher if necessary.

Building Emergency Response Team In the event of an emergency, the following personnel are deployed:

1. Evacuation Director: A member of building management who plans and directs evacuation

of all occupants in an emergency situation. During an emergency the Evacuation Director’s responsibilities may require the following items:

• Assemble teams • Brief teams • Notify Fire Department • Assist Fire Department Officer-In-Charge.

The following are additional items of the Evacuation Director:

• Ensure adequate training programs for team members to be conducted. • Conduct periodic inspections of related special systems to ensure they are operable. • Ensure the inspection of fire extinguishers, etc., on a schedule to comply with Fire

Department requirements. • Review procedures and make changes as necessary.

2. Safety Coordinator: A member of building management who relays emergency information

and/or evacuation plans to the Safety Wardens and coordinates evacuation. During an emergency, the Safety Coordinator’s responsibilities may require the following:

• Proceed to the exit stairwell at the first level of the building and coordinate evacuation with

Safety Wardens as they exit the building. • Confirm with Safety Wardens that all employees and their guests have been safely

evacuated. • Upon complete evacuation of the building notify Evacuation Director.

The following are additional duties of the Safety Coordinator: • Update handicapped employee lists and ensures their distribution. See NOTE below. • Update and distribute revisions of “Emergency Procedures and Evacuation Plan” to all Safety

Wardens and organization members. • Formulate adequate training programs for team members. • Ensure first aid equipment is in adequate supply where needed. • Have team members participating in drills or actual emergency situations submit reports of

their actions and observations for appraisal of the whole effort. • Review procedures and submit recommendations to Evacuation Director. • Make adequate arrangements to notify alternates of all absences.

3. Safety Warden(s)/Assistant Safety Warden(s): Responsible for evacuation of employees from individual offices on instructions from Safety Director. Additional Assistant Safety Wardens may be assigned as deemed appropriate in relation to floor population. During an emergency situation the Safety Warden will: A. Evacuate office as instructed by Evacuation Director. Ensure all disabled employees have

been evacuated. B. Ensure complete evacuation of your office suite by checking all offices. C. Upon exiting your office suite be sure all doors are firmly closed. D. Evacuation will take place via the exit stairwell nearest your office suite. Should that exit

stairwell be blocked proceed to the next exit stairwell. Both exit stairwells are marked on the attached floor plans.

E. Upon reaching your evacuation area, immediately report “all clear” to the Safety Coordinator

who has a complete list of suite numbers. It is imperative that you check in with the Evacuation Director to ensure that the Fire Department is advised of the successful evacuation of your office suite.

Other responsibilities of the Safety Warden include: • UPDATE HANDICAPPED LIST OR ISSUE A STATEMENT OF “NO

HANDICAPPED” TO THE MANAGEMENT OFFICE EVERY THIRTY (30) DAYS. • Participate in the training of Alternates and Assistant Safety Wardens. • Maintain and distribute listings of individuals having first-aid experience or training. • Provide the Safety Coordinator with a list of handicapped employees. It is your

responsibility to update this list every thirty- (30) days or deliver to management a statement of “No Handicapped.”

4. Assistant Safety Warden(s)/Searcher(s): Responsible for evacuation of restrooms and lobby. During an emergency, the Assistant Safety Warden(s) and searchers will:

• Ensure complete evacuation of your floor by checking all restrooms, elevator lobby and

other common areas. • Follow instructions from the Safety Warden.

Mobility Impaired Persons

Persons have any mobility impairment must be considered prior to any need for evacuation. It is imperative for tenant contact persons or Safety Wardens notify property management of the name and location of any mobility impaired employee. This information must be updated on a continuous basis but at least every 90 days. PREPARING FOR EVACUATION: The following action items must be completed to prepare for the evacuation of a mobility impaired individual: • Submit the “Mobility Impaired Person Notification” form on the following page to building

management. • Review evacuation procedures with the individual. • Notify building management of any special considerations. DURING AN EVACUATION:

1. The Safety Warden or designee Safety Warden should assist the mobility impaired person(s).

2. The mobility impaired person(s) should report to the elevator landing for evacuation. If the fire is near the elevator, the person(s) should be positioned near the exit stairs farthest away from the fire. The mobility impaired person(s) should not stand in the landings blocking others from evacuating.

3. The Safety Warden(s) informs the building personnel at the bottom of the stairs of the name and location of all mobility impaired persons upon exit of the building.

TENANT PROCEDURES – FIRE

1) Report the fire. If you see fire or smoke, activate the pull station. If possible, call the South Pointe Business Park Building Management at 601-925-6999 or to Building Security. Report the emergency and your location. Begin evacuation procedures immediately.

2) Close doors. As you evacuate, close all doors in and around the fire area. This will help

contain the fire and prevent it from spreading. 3) Listen for Emergency Announcements. Personnel especially trained to deal with

emergencies will arrive to help and give instructions. 4) Begin Evacuation Procedures: Evacuate the premises after the (1) sight of fire/smoke (2)

strobes and horns have been activated or (3) at any time when you feel you are in danger. Office Wardens maintain order and assist evacuation efforts. Remember:

• Respond quickly but calmly. Remain quiet so that announcements can be heard. • If confronted by smoke, get down. Whenever you must travel through smoke, keep low to the

floor. Smoke and heat rise; therefore the air near the floor will be cooler. • Feel all doors with your hands before opening. If the door is hot to touch, do not open it.

All doors in the building are rated for a specific burning time. A fire on the other side could blast through the slightest opening with an explosive force. If the door is cool, open it slowly and stay behind it. If heat or pressure comes through the door, slam it shut.

• Close all doors behind you. • Always use stairwells for evacuation. The stairwell is your safest refuge. In case of fire,

elevators are automatically and immediately taken out of service. The stairwell doors are rated for a minimum of two- (2) hour’s protection time.

• Go to the designated stairway, keep to the right side of the stairs and use the handrail. • Do not use elevators. • Use handrails and/or hold hands. • Once you enter the stairwell, you should not re-enter the building. You should proceed out

of the stairwell to the exit at the ground level and proceed to the safe refuge area. • If other people are using the stairwell to evacuate and begin to overrun you, move to the side

or corner of the stairwell and wait until they pass. Once in the stairwell, proceed in a safe and orderly manner to the designated evacuation area.

• The most important thing to remember is to AVOID PANIC. Stay with the persons to whom you are assigned to work together to see that everyone leaves safely. Do not react in any manner that may cause undue alarm and panic.

• Do not penetrate heavy smoke. Be sure to listen for instructions and follow them at all

times. 5) Office Wardens check in with building personnel located at exits. Do not restrict sidewalk or streets to be used by emergency officials. 6) Proceed to the safe refuge area outside of the building and await further instructions. Do not

re-enter building until cleared. NOTE: Please review the floor plans attached for the location of emergency stairwells, pull stations, fire extinguishers and fireman’s phones. IF ALL ESCAPE ROUTES ARE BLOCKED: 1. Move as far away from the fire as possible, closing all doors as you go. 2. Stuff clothing or other material around ventilation ducts and cracks in the doors to prevent

smoke form penetrating the area. 3. If a phone is accessible, dial 911and give them your precise location.

TENANT PROCEDURES – BOMB THREAT Bomb threat should be reported immediately by calling 911 first and providing details of the emergency. Secondly, contact the South Pointe Business Park Building management at 601-925-6999 or building security. Do not pull the fire alarm; doing so can detonate a bomb. It is usually the telephone operator who receives the bomb threat. However, in firms where there is direct dialing, any employee can receive the threat. Therefore, the following procedure to be followed should be established and rehearsed with every employee: 1) Complete the Bomb Threat worksheet attached. 2) Note the exact time of the telephone call. This is most important because most bombs are

activated by some type of watch or clock which restricts the “bomber” to a 12-hour period or less.

3) Attempt to keep the caller on the telephone. Notify someone around you that a bomb

threat is occurring, and let someone else report this information immediately to building management.

4) Await instructions from building management and/or emergency personnel. For your

safety, do not panic. In the event that evacuation is ordered, do not use cellular phones or radios. Such devices produce signals which can detonate a bomb.

If a bomb threat is received in writing, save all materials, including envelopes or containers. Avoid any unnecessary handling of the materials and contact building management at 601-925-6999.

TENANT PROCEDURES – THREATS OF VIOLENCE

Any threat of violence should be reported immediately by calling 911 first and providing details of the emergency. Secondly, contact the South Pointe Business Park Building management at 601-925-6999 or building security 601-925-8650 It is usually the telephone operator who receives a threatening phone call. However, in firms where there is direct dialing, any employee can receive the threat. Tenant Procedures – Severe Weather In the event of sudden, severe weather (floods, tornadoes, and severe thunderstorms), Safety Wardens should implement the following procedures: 1. Remain calm and do not panic. 2. Take shelter away from windows and seek protection under tables or under desks to

offer protection from flying glass and debris. (Move to your Safe Zones within your suite.)

3. Do not to leave the secured area until the severe weather is over. 4. Turn off electrical equipment and close office doors within the suite before going to

your Safe Zone. 5. Do not use matches or candles in the event of power failure. Have a battery powered

flash light within reach in Safe Zone. 6. Report injuries to personnel and property to building management. (601-925-6999) 7. Should power fail, emergency lighting will illuminate the building. Building management will establish a command center in the management office and provide overall supervision of the severe weather response activity. After the severe weather is over, building management will inspect the building for damage.

Tenant Procedures – Hurricanes Hurricanes or tropical storms are possible from June 1 to November 1. During a hurricane or tropical storm, South Pointe Business Park Building is not an evacuation shelter, and building management may lock-down the building during a hurricane threat. Therefore, do not plan to come to the building during a hurricane. The South Pointe Business Park Building management will monitor local and national news if a Hurricane threatens. Building management will try to announce the closure of the building at least 4 hours before lock-down. However, each company should make the decision to close its business based on the safety of its employees, not whether the building is remaining open. OFFICE PROCEDURES BEFORE A HURRICANE STRIKES 1. Do not tape windows. 2. Close all doors inside your suite. 3. Any window coverings (drapes or blinds) should be in the closed position. 4. Be mindful of offices that have exterior glass that could be broken by flying debris.

5. Unplug all computers, telecommunications equipment, microwaves to protect the equipment from power surges.

6. Cover computers to prevent possible water damage. 7. Secure or move any valuables, lock file cabinets and desks, turn off the lights in your

office and lock the entrance to your suite. 8. Before leaving the building, confirm with building management that your contact

information is current. (Tenant contact persons only)

Hurricane Terminology Hurricane Warning: A warning indicates sustained winds 64 kt or higher associated with a hurricane are expected in a specified coastal area in 24 hours or less. A hurricane warning can remain in effect when dangerously high water or a combination of dangerously high water and exceptionally high waves continue, even though winds may be less than hurricane force. Hurricane Watch: An announcement of specific coastal areas that a hurricane or an incipient hurricane condition poses a possible threat, generally within 36 hours. Tropical Storm Warning: A warning for tropical storm conditions including sustained winds within the range of 34 to 63 kt (39 to 73 mph or 63 to 118 kph) that are expected in a specified coastal area within 24 hours or less.

Category 3 Hurricane — winds 111-130 mph (96-113 kt) some structural damage to small residences and utility buildings. Large trees blown down. Flooding near the coast destroys smaller structures with larger structures damaged by floating debris. Terrain may be flooded well inland.

Tenant Procedures – Medical Emergency Should a medical emergency arise, Safety Wardens should implement the following procedure: 1. Dial 911 and report the emergency. 2. Call building management (601-925-6999) and report the emergency. Be sure to

state that you have already dialed 911. 3. Post an employee at the entrance of your suite to direct arriving building and/or

professional emergency personnel. 4. Keep the path to the injured/ill employee clear to expedite EMS attention. 5. Notification of the injured/ill employee’s family or emergency contact will be the

responsibility of the tenant.

Tenant Procedures Biological/Anthrax Threats

In the event you have come into contact with a biological agent, the following procedure should be implemented: 1. Call building management at 601-925-6999. 2. Do not shake or empty the contents of any suspicious envelopes or packages. 3. Place the envelopes or packages in a plastic bag or some other type of container to

prevent leakage of contents. 4. If you do not have a container, COVER the envelope or package with anything

(clothing, paper, trash can) and do not remove this cover. 5. Leave the room and close the door, or section off the area to prevent others from

entering. 6. Wash your hands with soap and water to prevent spreading any powder to your face. 7. Be prepared to report all people who were present. HOW TO IDENTIFY SUSPICIOUS PACKAGES AND LETTERS: • Excessive postage • Handwritten or poorly types addresses • Incorrect titles • Title, but no name • Misspellings of common words • Oil stains, discolorations or odor • No return address • Excessive weight • Lopsided or uneven envelope • Protruding wires or aluminum foil • Excessive security material such as masking tape, etc. • Visual distractions • Ticking sound • Restrictive endorsements, i.e. “Personal” or “Confidential” • Shows a city or state in the postmark that does not match the return address

Fire Drill Procedures A fire drill is conducted annually to prepare for actual emergencies. The South Pointe Business Park Building cooperates with local officials to perform a full evacuation each year. 1. Full Evacuation: Tenants evacuate the South Pointe Business Park Building and

proceed to Safe Refuge Areas outside of the building. BEFORE A FIRE DRILL • Identify any mobility impaired individual and complete the “Mobility Impaired

Person Notification” form. • Select Safety Wardens, Assistant Safety Wardens and Searchers. Review procedures

with these individuals. • Review fire procedures with all employees. All employees should know the

following: location of fire extinguishers, location of stairwells, and the safe refuge area.

• Remind all employees to proceed during the fire drill in a calm and orderly manner. Keep conversations minimal and to a whisper.

DURING THE FIRE DRILL • Safety Wardens, Assistant Safety Wardens, and Searchers implement evacuation

procedures. • Tenants stop texting or your phone call and calmly evacuate via the nearest stairwell

and proceed to safe refuge area. • Safety Wardens assist mobility impaired person(s) to the freight elevator lobby. • Safety Wardens, upon exit of the building, inform building personnel of any mobility

person(s) and their location. Safety Wardens will also inform building personnel which floors/suites are cleared.

• Tenants re-enter the building after an all-clear signal is given. AFTER THE FIRE DRILL • Safety Wardens complete the “Fire Drill Survey.” • Safety Wardens or tenant contact personnel inform building management of any

difficulties or concerns.

Tenant Procedures – Earthquakes If you are inside a building:

• Stay where you are until the shaking stops. Do not run outside. Do not get in a doorway as this does not provide protection from falling or flying objects, and you may not be able to remain standing.

• Drop down onto your hands and knees so the earthquake doesn’t knock you down. Drop to the ground (before the earthquake drops you!)

• Cover your head and neck with your arms to protect yourself from falling debris. o If you are in danger from falling objects, and you can move safely, crawl

for additional cover under a sturdy desk or table. o If there is low furniture or an interior wall or corner nearby, and the path is

clear, these may also provide some additional cover. o Stay away from glass, windows, outside doors and walls, and anything

that could fall, such as light fixtures or furniture. • Hold on to any sturdy covering so you can move with it until the shaking stops.

Stay where you are until the shaking stops. If getting safely to the floor to take cover won’t be possible:

• Identify an inside corner of the room away from windows and objects that could fall on you. The Earthquake Country Alliance advises getting as low as possible to the floor. People who use wheelchairs or other mobility devices should lock their wheels and remain seated until the shaking stops. Protect your head and neck with your arms, a pillow, a book, or whatever is available.

If you are outside when you feel the shaking: • If you are outdoors when the shaking starts, move away from buildings,

streetlights, and utility wires. Once in the open, “Drop, Cover, and Hold On.” Stay there until the shaking stops. This might not be possible in a city, so you may need to duck inside a building to avoid falling debris.

If you are in a moving vehicle when you feel the shaking: • If you are in a moving vehicle, stop as quickly and safely as possible and stay in

the vehicle. Avoid stopping near or under buildings, trees, overpasses, and utility wires. Proceed cautiously once the earthquake has stopped. Avoid roads, bridges, or ramps that the earthquake may have damaged.

AFTER: RECOVER • When the shaking stops, look around. If there is a clear path to safety, leave the

building and go to an open space away from damaged areas. • If you are trapped, do not move about or kick up dust. • If you have a cell phone with you, use it to call or text for help. • Tap on a pipe or wall or use a whistle, if you have one, so that rescuers can locate

you. • Once safe, monitor local news reports via battery operated radio, TV, social

media, and cell phone text alerts for emergency information and instructions. • Be prepared to “Drop, Cover, and Hold on” in the likely event of aftershocks.

HOW TO RESPOND WHEN AN ACTIVE SHOOTER IS IN YOUR VICINITY Quickly determine the most reasonable way to protect your own life. Remember that customers and clients are likely to follow the lead of employees and managers during an active shooter situation.

• Be aware of your environment and any possible dangers • Take note of the two nearest exits in any facility you visit • If you are in an office, stay there, secure the door, turn the ringer off on your phone and stay silent. • If you are in a hallway, get into a room, secure the door, turn the ringer off on your phone and stay silent. • As a last resort, attempt to take the active shooter down. When the shooter is at close range and you cannot flee, your chance of survival is much greater if you try to incapacitate him/her.

HOW TO RESPOND WHEN LAW ENFORCEMENT ARRIVES Law enforcement’s purpose is to stop the active shooter as soon as possible. Officers will proceed directly to the area in which the last shots were heard. •Officers usually arrive in teams of four (4) •Officers may wear regular patrol uniforms or external bulletproof vests, Kevlar helmets, and other tactical equipment •Officers may be armed with rifles, shotguns, handguns •Officers may use pepper spray or tear gas to control the situation •Officers may shout commands, and may push individuals to the ground for their safety How to react when law enforcement arrives: •Remain calm, and follow officers’ instructions •Put down any items in your hands (i.e., bags, jackets) •Immediately raise hands and spread fingers •Keep hands visible at all times •Avoid making quick movements toward officers such as holding on to them for safety •Avoid pointing, screaming and/or yelling •Do not stop to ask officers for help or direction when evacuating, just proceed in the direction from which officers are entering the premises Information to provide to law enforcement or 911 operator: •Location of the active shooter •Number of shooters, if more than one •Physical description of shooter/s •Number and type of weapons held by the shooter/s •Number of potential victims at the location The first officers to arrive to the scene will not stop to help injured persons. Expect rescue teams comprised of additional officers and emergency medical personnel to follow the initial officers. These rescue teams will treat and remove any injured persons. They may also call upon able-bodied individuals to assist in removing the wounded from the premises. Once you have reached a safe location or an assembly point, you will likely be held in that area by law enforcement until the situation is under control, and all witnesses have been identified and questioned. Do not leave until law enforcement authorities have instructed you to do so.
