The Town of Taber is a vibrant and growing community. The citizens, elected officials, and staff of Taber honor our pioneering past, respect and enjoy the community of today while utilizing our vision and skills to lay the groundwork for an exciting future. Located within the South Central Region of the Province, Taber’s trading and economic influence extends in a large radius around the Town and includes massive agricultural tracts, numerous hamlets and villages within the Municipal District of Taber. The large trading area surrounding Taber includes approximately 24,000 people. This centric trading relationship ensures that Taber enjoys a competitive retail sector, is able to offer comprehensive financial and legal options, and has a variety of recreational opportunities that are unavailable elsewhere within our trading area. As with all communities, our people are the greatest asset. According to Statistics Canada, Taber is defined as a rural small town. The Town of Taber conducted a census in 2015. The results of the 2015 Census are: Taber's population is 8,380 persons. The number of households that were enumerated in the 2015 municipal census were 3,426. The 2011 to 2015 population change was 3.4% or an average of 0.85%/year. Taber’s population is also unique in that over 30% of the residents are under the age of 15. This makes Taber, the fourth youngest small town in Canada with a median age of 35.2. The Town of Taber has comprehensive medical care options, an active arts community, and a vibrant sports culture. The recreational opportunities include an 18 hole golf course, various parks and sports fields, and a Town owned inclusive Community Centre. In addition the Town boasts eight schools, a hospital, and 911 emergency services which include the Taber Fire Department, Emergency Medical Services, and the Town of Taber Police Department. With comprehensive infrastructure and first rate community services and recreational facilities, the Town of Taber can capitalize on the economic prosperity of today to build a Town ready to face the future. We aspire to achieve a minimal negative impact on our environment and hope to leave a legacy of responsible environmental management to our successors. Tidiness Taber Communities in Bloom organized in 2003 under the Taber Chamber of Commerce. In 2012 the group separated from the Chamber of Commerce and incorporated under the Alberta Societies Act receiving Registered Society Status on November 19, 2012. The group has made worked tirelessly since then to clean up and beautify our town. Believing in leading by example, members of the Taber group can be found picking up litter from the main streets of the town individually or as a group. Taber CiB members have organized many mass cleanup days. The cleanup effort is done spring or early fall of the year and covers an area of 10 blocks long by about 5 blocks wide.

The Town of Taber has several bylaws regulating tidiness issues within Town Limits. “In the Opinion of the Bylaw Enforcment Officer: If a property is not within the standard of the rest of the neighboring properties a notice may be issued. If the notice is not complied with by the due date a contractor is hired and the expense is put on the property taxes of the owner.” The Town of Taber has placed garbage/recycle receptacles around the downtown area and the parks within the town. Current bins are wrapped with photos of sporting events, the original Bank of Commerce built in 1912, the courthouse built in 1918 and the Cenotaph built in 1926.

The Town of Taber has assisted our CiB group in cleanup efforts. The town has provided garbage bags, gloves, use of the confederation park area immediately behind the Administration Building, tables and chairs for lunch plus town employees to pick up the garbage bags after the event.

The Town of Taber hires a number of summer students and puts them to work keeping the parks and green strips mowed and looking tidy. Any repair work that needs doing in these parks is done by these students under the supervision of full time employees. The graffiti bylaw within the Town of Taber states: No person shall place or cause Graffiti to be placed on any property. Every property owner shall ensure that Graffiti placed on their property is removed, painted over, or otherwise permanently blocked from the public view.” There are charges and fines that can be laid under this bylaw to deter the act of placing graffiti within the Town limits. There are no graffiti removing kits offered by the Town.

luncheon. We were given permission

to leave the blue garbage bags on the

streets as they filled up. Town staff

collected them the next day.

allow it there for garage sale signs. It

has now become the place to post

your sales, preventing unsightly signs

stapled onto power poles and other

public areas.

Taber is a community of sharing and caring individuals. Any time a call goes out for volunteers

or assistance many step up to answer and the answer is always: “We can do it.” Many youth

groups have partnered with the Taber CiB group to clean up and maintain the cleanliness of

parks and streets in Taber. Many others take on projects of their own. Whether it be 4-H,

Cubs, Girls Guides, CGIT, Church or School affiliated we often see groups out keeping Taber

Tidy.

Environmental Action

As of May 1, 2016 the Town of Taber started replacing

large multi household bins in the back alley with a

three bin system of collection for individual families.

The Blue bin is to be used for recyclables’ and is

emptied on a biweekly basis from each home. The

green bin is for yard waste and any household

compostable waste, a small kitchen bin was included

for use in the home. The brown bin is used for regular

household garbage. It is the smallest of the three bins

to discourage over use. The brown and green bins are

emptied on a weekly basis. It is felt that if a family

sorts all household waste accordingly the brown bin will be more than ample for unrecyclable

waste.

A great deal of advertising has gone into the change over and a new bylaw was created to deal

with those who refuse to cooperate fully. Fines range from $150.00 per offense up to $500.00

depending on what the offense is. The Town has said that there will be some warnings handed

out in the early weeks of the program but fines will be issued to those who offend after the

initial time frame.

The town has created a new compost and recycle waste area that is to be operated by a private

company. They have approached many outlying communities, encouraging them to make use

of our facilities once they are totally up and running. The town feels this could extend our and

their landfill life span a number of years.

Recycle area’s for electronic waste, batteries, paint, oil, appliances, household chemicals, etc.

have been set up at the Taber landfill area and are available for use by Taber and M.D Citizens

at no charge. There are charges applicable at the dump for such items as construction

materials and furniture, etc. These fees are kept modest so that they will not deter people

from using the proper waste facility rather than dumping along the roadside or on public

property.

The town is currently looking at ways to improve the solid waste removal from local business,

industrial and multi-family dwellings as they have not been included in the three bin system

although new recycle bins have been placed

for easy use beside most business waste bins.

Many options are available for the citizens of Taber to Recycle. The Town of Taber has made it easy for everyone to be environmentally conscious.

Taber is known for hot summer temperatures, dry winds and very little rain. We are fortunate

that we have access to water through the irrigation system. This means that we are seldom

without enough water to keep our landscaped areas looking good. Even so Taber CiB, the

Town, Businesses and many residences have taken these factors into account when choosing

how to landscape.

The Town and our CiB group have invested in Equinox, Dessert Planters over the last few years.

These planters help us conserve water and still have fine floral displays. The planters have

reservoirs in the bottom of them that will hold anywhere from 1 gallon to 40 Gallons of water.

Filter columns allow water to rise through the soil, promoting lush plant growth. The dry top

surface discourages weed growth and slows water evaporation. The water reservoir eliminates

the need for daily watering, reducing labor and fuel costs by having the truck watering some

twice a week, most once weekly.

What about in ground gardens that do not have the advantage of water reservoirs? No

problem. We make use of Gravel, rocks and hardy plants that do not require great amounts of

water.

Heritage Conservation:

The Taber and District Museum Society was

formed in 1985. They registered as a Not for

Profit Society under the Alberta Societies Act and

became a Registered Canadian Charity the same

year. The society operates the Taber Irrigation

Impact Museum as an Interpretive Centre,

Museum and Archives. We are the keepers of all

things historic for Taber and immediate area. The

Town and M.D. of Taber support the museum

with annual grants to help cover operating costs and recognize that when historic information

is needed we are the place to call.

The museum has set a mandate to tell the story of Agriculture and Irrigation including what

that means to the prosperity of Taber and District. The centre of the main exhibit area tells the

story of Taber from the 1890’s when we were nothing more than a stop for CPR known as Tank

77 through the homesteading era, coal mining and the coming of irrigation.

Either side of the main exhibit are displays that are changed on a regular basis and tell the tales

of the people who built Taber. These exhibits are designed to show the artifacts that have been

preserved through donations by individuals and local business, associations and government.

The archives, though small in size, contain thousands of documents, photographs and historical

records that are used by the museum to help tell our story. They are open to the public, far and

wide. Many have used this resource for décor photos, information when celebrating an

anniversary and genealogical information to bring their family histories to life.

Our staff shares Taber history with the readers of the Taber Times through articles contributed

once a month, each dealing with some aspect of Taber history. We also contribute an article to

the seasonal M.D. of Taber newsletter that goes out to residents.

Members of the Museum Society took active

roles in the production of two Taber history

books. One, printed in the 1980’s, told the

stories of families in the area at the time. The

other, printed in 2005 told the story of the

community from the earliest years to present.

Most of the buildings in our downtown core are original. Most have stood the test of time,

several have had facelifts at different points of time. Some of the oldest buildings are the Royal

Hotel, The Palace Hotel, the original Bank of Commerce, and the Courthouse. The Legion

Cenotaph Memorial is another historical point of interest for Taber.

As the town has been adding waste/recycle bins to the downtown core it is good to see that

three of these are featured in the wrap around photos. The Bank of Commerce (today the

Credit Union) was built in 1912, The Courthouse was built in 1918 and the Cenotaph Memorial

was built in 1926. The Legion has changed the base of the Cenotaph as the original cement was

in danger of disintegrating but the original statue was put on the new base. All three of these

are shown on the new bins.

The courthouse building is also in the process of being restored by the Town of Taber. We hope

to see this building returned to original condition and put to use once again.

The Museum has been asked o contribute some historical photos for use on the next order of

Urban Forestry Taber parks and public lands have a great many trees on them. Storms damage some, they are

trimmed and left to thrive. Others are damaged or broken to the point where survival is not an

option. Wind storms in 2009 damaged some large mature trees in the Cemetery and

Confederation Park to the point where they had to be removed for safety. New trees were

planted with appropriate spacing at the cemetery. Trees in Confederation park were not

replaced as it was found their removal improved space allowance and light penetration for the

remaining trees. The trees in Confederation park were planted in 1967 as part of the

Centennial Grant Program. These trees have now matured and add greatly to the space.

Blue Spruce saplings were planted at the Ken McDonald Sports Park to hide a fence and

naturalize the area. There was a program early on in the life of the sports park where an

individual or family could have a tree planted in memory of a loved one. Many of the trees in

this park are there because of that program.

The town has staff members who have been trained in pruning procedures for effectiveness

and safety. Dutch elm disease traps are placed at key locations and when one revealed possible

infestation, the surrounding trees were inspected and treated.

Trees have been planted in the downtown area as part of the aesthetics program that saw

some sidewalks replaced with pavers. The trees were chosen for hardiness, size and beauty.

The Taber Legion maintains the mature evergreens on its property in the downtown core. The

Provincial building has extensive tree plantings which contribute positively to the tree canopy in

the community. Many of our churches use trees effectively in landscaping their properties.

The school properties all boast a variety of trees which are maintained by school division staff.

Most residences have some trees on their properties adding to the overall appearance of the

town.

Landscape Taber Businesses take pride in the appearances of their businesses as do the churches, schools and public buildings. As citizens of the town they are subject to all bylaws and must comply or be ticketed. We find that most of our businesses and institutions go above and beyond the minimum required. They are active partners with the Taber CiB group, purchasing planters brimming with floral displays through the summer months. Many of the businesses are adding to the initial planters sold by CiB and have quite the displays on their properties.

Citizens of Taber are encouraged to keep their properties neat and tidy because of the local bylaws which include fines or cleanup fees if the town needs to intervene. We feel that the vast majority of residents in Taber take pride in their homes and yards. Taber CiB has ran a yard competition for a number of years. We give out awards in several categories with home owners or their friends nominating the yards. We have also ran pick of the week properties in the Taber Times. The out of town residents are not forgotten as the M.D. has partnered with Taber CiB to run a yard competition in each of the districts.

There are plans by the Town of Taber to upgrade and beautify the 50th Street entrance into

Downtown Taber. These have been put on hold for the time being due to budget

considerations and the need to finish other commitments. The designs do show us that there

will be a new digital sign in a custom built structure at the gateway entrance to welcome

residents and visitors while supplying information on what is happening in Taber. The parking

lot entrances to the Community Centre would change slightly for better flow of traffic and there

would be a number of trees planted.

Developers are responsible for creating green spaces in subdivisions. The developer is

responsible to maintain these park areas for at least three years but many have accepted

responsibility beyond that before returning upkeep to the Town of Taber.

Our Taber CiB group started a light up Taber Project to bring winter time fun to some of our

park areas. The Confederation Park Gateway has been lit with a horse and sleigh scene while a

snow people family welcomes everyone into the downtown core along the highway 3 and 50th

Street entrance to Taber. These displays continue to grow and have been made possible

through donations from private companies as well as grants from the Town and MD of Taber.

Taber Businesses are making great strides when it comes to landscaping their properties. There

are green space requirements through Town Bylaws when a new building comes up, these are

being met and some are going well beyond what is required.

Taber is a town of many churches. They have large properties and take care in their

landscaping. It is obvious that we all enjoy a well landscaped space.

Floral Displays

The best way to share our floral displays with you is to show you.

The Petunia became the official flower of Taber in 1954. The Taber Women’s Institute advocated that people generally grow petunias in their gardens and vacant places. The petunia was reported to be a hardy flower, easily grown on almost any type of soil. It blooms early and lasts until late in the fall. It was partly for these reasons that the petunia was adopted as the flower emblem for Taber. (Taber Times – May 13, 1954) Today the petunia along with other hardy plants are still the flower of choice as it does well in our climate.
