    Incorporating the Annual Governors Cup Race around Taal Volcano

    Saturday Nov 26th and Sunday 27th of November 2011Organized by Taal Lake Yacht Club

    SAILING INSTRUCTIONS

    1 RULES

    1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing,

    the Notice of Race, except where changed by these Sailing Instructions.1.2 No prescriptions of any national authority will apply.

    1.3 Hobie 16 class rules will apply to that class, PY as administered by TLYC.

    2 NOTICES TO COMPETITORS

    Notices to competitors will be posted on the official notice board(s) located at the

    TLYC Training Tent.

    3 CHANGES TO SAILING INSTRUCTIONS

    Except where provided in 8.2 of these sailing instructions, any change to the sailing

    instructions will be posted one hour before the first start on the day it will take effect,except that any change to the schedule of races will be posted by 2200 on the day

    before it will take effect.

    4 SIGNALS MADE ASHORE

    4.1 Signals made ashore will be displayed at The TLYC Flagpole.

    4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 10

    minutes in the race signal AP.

    4.3 Rule 40 applies at all times while afloat. All competitors on the water must wear

    personal buoyancy or face disqualification. This changes the Part 4 preamble.

    5 RACING CLASSES AND SCHEDULE OF RACES

    5.1* Classes

    All Hobie 16 Open Class, Hobie 16 Masters Class (45 yrs and over) and Hobie 16 B

    Fleet (ask at registration) will race on the same course and have the same start time.

    All Hobie 16 entries are automatically entered in Hobie 16 Open Class. Other classes

    are optional.

    All other boats will register in the OPEN PY class, and race on that course.Participaton in other classes is optional.

    Sub-Classes may be formed by the organizer at any time. In general, 3 boats of the

    same class may be granted their own class in the event. It is the responsibility of the

    skipper to register in additional classes if he/she so desires, and is qualified.

    5.2* Schedule

    Saturday 26th November

    0800hrs Registration at TLYC

    1000 hrs Competitors Briefing

    1030 hrs 1st Warning Signal

    Race 1 RTV Governors Cup

    Lunch at TLYC, and possible briefing

    Race 2 course racing

    1630 hrs No warning signal after

    1900 hrs Dinner and awards at Balai IsabelSunday 27th November

    0900 hrs Briefing if necessary

    0930 hrs First Warning Signal

    Possible lunch break, and possible briefing

    1400 hrs No warning signal after

    1500 hrs approx Awards Presentation at TLYC

    One extra race per day may be sailed, provided that no class becomes more than onerace ahead of schedule. If conditions indicate, GOV cup may be moved to another

    race slot.

    5.3 The Race Committee may hoist AP to signal a break in racing of 1 1.5 hrs for lunch.

    6* CLASS FLAGS

    Class Flags will be:

    Hobie Yellow flag with black letter A

    PY Code flag F (White with Red Diamond)

    Other If necessary, announced at briefing

    7 RACING AREAS

    The Racing area will be Taal Lake.

    8 THE COURSES

    8.1 The diagrams posted on the notice board, and available at registration, show the courses, the

    order in which marks are to be rounded, and the side on which each mark is to be left.

    8.2 Additional courses, or changes to the schedule, may be announced at race briefings.

    8.3 The numeral pennant indicating the course number will be flown from the Race committee

    boat prior to the preparatory signal. The RC may also/alternatively have a board indicating the

    course number.

    8.4 Additional courses may be announced at the briefing.

    9 MARKS9.1 The marks of the courses will be predominantly yellow inflatable buoys , Blue drums

    with orange stripes or flags, and islands as described in Addendum A

    9.2 The start and finish mark will be a red buoy.

    10 AREAS THAT ARE OBSTRUCTIONS

    The classification of obstructions, including, but not limited to, Taal Volcano, The

    islands, and fishcages, and Tourist Bancas are classified as obstructions.

    11 THE START

    11.1 Classes will be started in the following order, at 5 minute intervals, unless a class isnot ready to start, the RC feels it is unsafe to start, or that class will not be starting that

    race.

    11.2 The starting line will be between a staff displaying an orange flag on the Race

    Committee boat, and a red starting mark.

    11.3 Boats whose warning signal has not been made shall avoid the starting areaduring thestarting sequence for other races.

    11.4 A Hobie starting later than 5 minutes after her starting signal may be scored Did Not

    Start without a hearing. For other boats, 10 minutes. This changes rules A4 and A5.

    12 CHANGE OF THE NEXT LEG OF THE COURSE

    12.1 To change the next leg of the course, the race committee will lay a new mark (or move

    the finishing line) and remove the original mark as soon as practicable. When in a

    subsequent change a new mark is replaced, it will be replaced by an original mark.

    13* THE FINISH

    The finishing line will be between the staff displaying an orange flag on the Race

    Committee boat, and the nearby red buoy.

    14 PENALTY SYSTEM

    14.1 For all multihull classes, Rule 44.2 is changed so that the Two-Turns Penalty is

    replaced by the One-Turn Penalty.

    14.2 Exoneration Penalty

    A boat that may have broken a Rule of Part 2 or Rule 31.1 or 42 may, after finishing

    the race concerned, and before the start of a related protest hearing, notify the Race

    Committee that she accepts a 20% scoring penalty as stated in Rule 44.3 (c), (except

    the minimum penalty is two places if that does not result in a score worse that DNF).

    This penalty does not reverse an OCS score, a disqualification under Rule 30.3 or a

    penaltyunder AppendixP. It is not available for a breach of Rule 2 or for gross

    misconduct under Rule 69. Nor is it available to a boat that caused injury or serious

    damage, or gained a significant advantage by her beach. In these circumstances, her

    penalty is to retire.

    When an Exoneration Penalty is accepted

    Neither the boat nor the Protest Committee may then revoke or remove

    the penalty

    The boat shall not be penalized further in a protest hearing when the protest Committee decide it was appropriate to the facts found and

    applicable rules.

    15 TIME LIMITS AND TARGET TIMES

    15.1 Boats failing to finish within 15 minutes after the first boat sails the course and

    finishes , It will be scored as Did Not Finish. The race committee may choose to

    extend this limit for the Governors Cup Race.

    15.2 The race committee has the right to finish any race at any time. It has the right to

    score each boat in the position it feels is appropriate, without a hearing.

    16 PROTESTS AND REQUESTS FOR REDRESS

    16.1 Protest forms are available at the kiosk. Protests and requests for redress or reopening

    shall be delivered there within the appropriate time limit, with the protest fee.

    Competitors must request that the receipt time be written on the form.

    16.2 For each class, the protest time limit is 30 minutes after the last boat has finished the

    last race of the day, except that on the last day of racing, a protest concerning an

    incident that occurred before a lunch break, must be filed by the end of the break.

    16.3 A protest fee equal to two cases of cold beer must accompany the submission of a

    protest form. If the protested party withdraws or takes an alternative penalty within 15

    minutes from posting of the hearing time by the Protest Committee, the fee will be

    returned to the protestor. If the protestee loses the protest, he/she must pay the protest

    fee, and the protest fee will be refunded to the protestor. The protest fee is to be

    consumed by racers at the bar, while they are waiting for the decision of the

    committee, starting 15 minutes after the hearing schedule is posted on the notice

    board, until the end of the hearing, or when the fund is exhausted.

    16.4 Notices will be posted no later than 30 minutes after the protest time limit to inform

    competitors of hearings in which they are parties or named as witnesses. Hearings will

    be held in the protest room, located at the house, beginning at the time posted.

    16.5 Notices of protests by the race committee or protest committee will be posted to

    inform boats under rule 61.1(b).

    16.6 A list of boats that, under instruction 14.3, have been penalized for breaking rule 42

    will be posted.

    16.7 On the last scheduled day of racing a request for reopening a hearing shall be

    delivered

    (a) before noon, if the requesting party was informed of the decision on the previous

    day;

    (b) no later than 30 minutes after the requesting party was informed of the decision

    on that day.

    This changes rule 66.

    16.8 On the last scheduled day of racing a request for redress based on a protest committee

    decision shall be delivered no later than 30 minutes after the decision was posted.

    16.9 Decisions of the protest committee will be final.

    17 SCORING

    17.1 The Low Point System of Appendix A will apply.

    17.2 One race is required to be completed to constitute a series.

    17.3 When fewer than 6 races have been completed, a boats series score will be the total of

    her race scores,

    (b) When from 6 or more races have been completed, a boats series score will be

    the total of her race scores excluding her worst score, however the result of the

    Governors Cup cannot be dropped..

    18 SAFETY REGULATIONS

    18.1 Check-Out and Check-In:Boats that will stay at Balai overnight must inform the

    Principal Race Officer of such plan.

    18.2 A boat that retires from a race shall notify the race committee as soon as possible.

    18.3 A boat requiring rescue from TLYC will be charged regular rescue rates.

    18.4 Boats are reminded that it is advisable to carry a cell-phone in a waterproof plastic

    bag.

    19 REPLACEMENT OF CREW OR EQUIPMENT

    19.1 The helm named on the entry form will be eligible to score for the RTV Regatta andthe Traveller Series. If a different helm completes a race in the same boat then they

    will be considered a separate entry and their results cannot be combined with any other

    helms results. The registered crew may take over the helm for a short period in

    exceptional circumstances. Substitution of competitors will not be allowed without

    prior written approval of the race committee, which will not be unduly witheld. Note

    that scoring in the Travelers series is governed by the NOR and SIs of that event.

    19.2 Substitution of damaged or lost equipment is allowed.

    20 EQUIPMENT AND MEASUREMENT CHECKS

    A boat or equipment may be inspected at any time for compliance with the class rulesand sailing instructions. On the water, a boat can be instructed by a race committee

    equipment inspector or measurer to proceed immediately to a designated area for

    inspection.

    21 ADVERTISING

    Boats shall display advertising supplied by the organizing authority if requested:

    22 OFFICIAL BOATS

    Official boats will not necessarily be carrying any uniform markings.

    23 TRASH DISPOSAL

    Boats shall not put trash in the water. Trash may be placed aboard support and race

    committee boats.

    24 RADIO COMMUNICATION

    Except in an emergency, a boat shall neither make radio transmissions while racing

    nor receive radio communications not available to all boats. This restriction also

    applies to mobile telephones.

    25 DISCLAIMER OF LIABILITY

    Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to

    Race. The organizing authority will not accept any liability for material damage or

    personal injury or death sustained in conjunction with or prior to, during, or after the

    regatta.
