F-15s launched aircraft from Otis toprotect New York city airspace at the request of FA A. W hite house called ATSCand asked for postion of Air Force OneFAA-steps-ground stops all aircraft. Boston ARTCC shuts dow n and evacuate!fo r a period of tim e. Then contacted NM CC loo king for approval to launchcertain flights. They transferred control to NORAD. They worked a/c for awhile then we were transferred to Gen Arno ld, Co ntinental Region CC . Heapproved about 20 flights and released he was completely inendated. He madethe call that all military flights could be approved via SCANT ANA flight planprocedures. NORAD m ade the decision that all m ilitary flights w ould be filedvia SCANTAN A procedures. Authority was transferred from Gen Arnold thatinvolved m ed evac, lifeguard and local law enforcemtn back to the FAA for flightapprovel with discreet MODE C capability. All other flight were transferred to1st Air Force Command Post to include non-military movement to include airlinein support of Go Teams, CIA, FBI, FEMA and oil rig evacuations. 1st Air Forcecoordinates these flights with appropriate Air Defense Sectors. Once approval isobtained then ATSC provides information to Severe Weather unit for broadcast.Issue with intercepts w ith aircraft that have been pro vided discreet squaw k.Originally if Defense sector desired infor m ation about specific aircraft they wereto call ARTCC. That did not work so now ARTCC is calling the Sectors with allapproved flights an d squawks so interegation does no t occur.ATCSCC looking for approvals for m ed evac, go teams, and lifeguard. All flightinformation coming ATSC coordinated with NMCC DDO station.Blanket procedures for FAA to approve M ed Evac, Lifeguard and local lawenforcement aircraft. They need to be squacking Mode C.Flights coordinated with NMCC, NORAD to issue0130 CINC JCS due into Norfolk. Coo rdinating with NO RAD .1775 - Major Davis, 1st Air Force no w requesting that ATSC coordinated flightsdirectly w ith the air defense sectors. The big issue here is that flight approvalauthority changed from NMCC to NORAD to CONR to 1st AF C P to the AD S inthe period of about 6 hours..the ATSC kept up w ith all these transfers of appro valauthority but it was a major headache.The actual
