Every month, on the Tuesday/day before the General BOD meeting, there will be a Board Packet Review session in the of-fice conference room at 1:00pm.

Do you have a payment to make or a work order to submit after office hours? Please use the drop box locat-ed on the left side of the OCA Busi-ness Office. It is checked Monday through Friday.

How do I submit a work order? Resi-dents must visit the office to com-plete work orders, as they are not ac-cepted over the phone unless it is an emergency situation. Emergencies are identified as sewer back-ups and exte-rior water leaks.

The President’s Message

B y the time you read this, Oceana will have a new General Manager – Patricia Orlando. The Board

and I are extremely pleased that Patricia has agreed to take this leadership posi-tion with Oceana and we are confident that she will make living in Oceana even better than it has been.

Patricia brings a wealth of experience to her new job, both as a property manag-er and in various business and management positions. This includes having built and run her own small business. Patricia spent many years in property management in the San Francisco area before moving to Southern California to be closer to family and assist her parents. Now living in Vista, she will have convenient access to Oceana and be a good neighbor.

In addition to her management exper-tise and leadership skills, Patricia brings a very positive outlook to the job and shows excellent judgment, communication skills, problem solving abilities and a friendly and caring attitude.

So, as you encounter Patricia please welcome her to Oceana and find a way to contribute to her success and the im-provement of Oceana.

Oceana Senior Emergency Response Team (OSERT)

“Helping You Prepare for Emergencies”

L et’s just talk about our stuff. Yes…our stuff. Most injuries and damage

during a quake are caused by falling stuff. While California law requires we secure

our water heaters to studs in the wall with straps, it doesn’t require other heavy items to be secured. Think about it. Most refrigerators weight between 200 and 250 pounds. In a major earthquake it could topple over and injure or kill you, not to mention the stuff that flies out. But for about $15 you can purchase a shake strap kit to secure it. That’s inexpensive when you consider that replacing your fridge could be over $2,000.

Look around your home. What other items do you have that could be a hazard if they fall over in a quake? Do you have books cases, entertainment centers, tall dressers, televisions? There are straps available for just about anything you can imagine, and most hardware stores carry them.

Now let’s consider the small fragile stuff we have on our shelves and cabinets. While most are not priceless, many have sentimental value. Consider spending $5 for a package of museum putty. To use it, clean the item and area on the shelf, make

S eason’s greetings from the Activities Committee. We hope that you are

enjoying our 2016 events. “Thank You” to everyone who has

completed the Activities Survey. We will be meeting this month to tally the results of your comments and requests and pre-paring for 2017! We will make every ef-fort to ensure it is an exciting year.

A special “Thank You” to all of our volunteers! Our events are successes be-cause of your support, and we appreciate each and every one of you. We cannot do it without you!

Paint Color Selection Sub-committee

T he Paint color selection committee is a subcommittee of the Archi-

tectural & Facilities Maintenance and Re-serve Committees (FMARC).

The subcommittee is in the process of choosing paint colors for Unit “9” which is to be painted no later than January. Once Unit 9 selection is complete and ap-proved by the ARC, FMARC and BOD’s several presentations will be offered for all homeowners. Because of time con-straints of the Hilltop Highlights the where & when for presentations to see what colors will be offered Unit 9 will have to be posted at the Admin office & the Club House. Unit 9 homeowners will receive hand-delivered notices of times for viewing.

We have been meeting every Tuesday Evening at 6 P.M. in the Club House. Eve-ryone is welcome to come and see our pro-cess. Once we start working on the next units in line for painting, the meetings will go to twice a month. The meeting times will be posted in the Highlights.

Landscape Committee

Have landscape questions?

R epresentatives from Green Leaf and the Landscape Committee are

making themselves available for Q&A in the card room of the Clubhouse at 8:30am before the open BOD meeting each month. Your questions will be ad-dressed and further information provid-ed at these Forums.

The next meeting of the Landscape Committee will take place in February, 2017. The specific date will be announced well in advance. During this break, the Committee will be working to improve, re-vise, streamline and enhance the process-es by which Oceana’s landscape is main-tained and improved.

We have already developed a new Landscape Service Request Form for homeowners to report issues or request services. Thus, there will be one form for all landscape items. More significantly, the Committee is working diligently with Green Leaf Industries and the BOD to put in place a long-term plan for managing the landscape throughout Oceana. Bridge Players Needed Have you ever played Duplicate

Bridge? It is the same card game that you already know – only the scoring is different. The same hands are played by all of the partnerships and the East-West pairs compete for the best score against all of the other East-West pairs. The North-South pairs do the same. Because of this, you can finish in first place even if you had lousy cards all day! If you have played bridge but never played du-plicate bridge, you will be able to learn in just a few minutes. We will be delighted to teach you.

A Big Change! Due to Identity theft, the IRS is requesting that people who normally do not have to file Federal Returns please file. This enables the IRS to identify social security numbers being used by others & shows who might be us-ing your social security number to claim exemptions on their return.

The AARP/IRS pre-parers will be on site at Oceana. This year we start Wednesday, Feb-ruary 1, 2017. The loca-tion will be in the Art Room and will be by ap-pointment only. Appointments will begin at 9 A.M and the last for a day will be at 12 noon.

“I was scammed yesterday and I think

we should get the word out. This is a new one.

I received a phone call from a Sgt. Mattingly from the San Diego courts. I had failed to appear for jury duty and I would have to come down and compare my signature and post $1985.00 bail. I told him I did not have a car and he said then he would send someone up to get me and they would hold me until I could post the bail. He said that the payment was to be in cash, that as of the first of the year the courts no longer accept credit cards or checks. I would have to get a green dot money Pak only available

A Change in Your Insurance Premium Assessment

The new year is bringing a change in how insurance premiums for the Association’s common areas are levied.

The previous practice of billing each homeowner in March for the entire annual fee is suspended. Instead, beginning Jan-uary 1, 2017, your regular monthly as-sessment will be increased by an amount that will cover your annual insurance bill. We estimate this will result in an in-crease in your monthly assessment in the range of $14 to $32 per resident. Your net assessment for the year will

not change. The total of the monthly increases will equal your current annual assessment for insurance for the Associ-ation’s common areas.

Landlord/Tenant Rules for Living in OCA

Offsite owners relinquish the right to access Association amenities such as swimming, workshops, etc. to their tenant and are expected to pass down to the tenant the Clubhouse Key. Keys are issued to homeowners only, who are responsible to supply the key to their tenant and re-trieve the key from the tenant at the termination of the rental agreement.

Owners are responsible for all actions of their tenants and guests. It is the re-sponsibility of all owners to give a copy of the OCA Rules & Regulations to their ten-ants. It follows that owners are responsi-ble for tenants following these regula-tions. Violations will be addressed, and possibly fines assessed, to the owner. Owners are responsible to instruct ten-ants to comply with the submission of Age Verification forms and vehicle registra-tions.

Owners should remind tenants that no businesses are permitted within the OCA community, no more than three pets are allowed per home, and all pets are re-quired by City of Oceanside ordinance to be on a leash at all times when outside a home.

2. GREEN CLOVER GOLF/EMERALD ISLE

GOLF CLUB UPDATE A. Holly Kennedy, an employee at Emerald

Isle Golf Club, came to inform the resi-dents that there is a restaurant at the golf course. The restaurant overlooks the golf course and will be having live enter-tainment in the future. Jerry Vincent, a musician, will be performing Friday Octo-ber 7th and October 21st from 4-6 PM. Happy hour is daily and begins at 3:00 pm.

3. HOMEOWNER COMMENTS The following comments were made by home-

owners.

Unit 7/4: (a) Wants the woman’s shower room cleaned and (b) back gate to pool needs to be repaired because it does not lock.

Unit 7/18: (a) Wants the reader theatre group meeting scheduled for 10/8 at 2:00 pm to be moved to another day because there is a candidate forum scheduled the same morning.

Unit 11/6: (a) agreed with Unit 7/18 to move the reader theatre group meeting. (b) Wanted to congratulate the board on its hard work. Recommended the Board slow down and take its time to find the best candidate to be the new general man-ager.

Unit 12/21: (a) Asked for an update on us-ing solar power for the clubhouse. Wanted

to know the status of any bids for this project and whether the board planned to purchase the solar or do a “power purchase agreement.” Explained that a “power pur-chase agreement” is when electricity can be bought for the community at a fixed rate for twenty years. (b) Asked for an update on using solar for the pools and whether the board planned to purchase solar thermals or solar electric.

4. PRESIDENT’S REPORT- President Tom

Trompeter The following items were discussed: A. The OCA Budget for 201 7. The budget

will be reviewed by the finance committee and sent to the board for approval by No-vember 2016. The next meeting to review the budget is October 3.

B. Land sublease Escalations. Land subleases will escalate at a ten year window. The es-timated escalated amount is $21.78 in No-vember 2016. The payment will appear on the resident’s statement the month after the escalated took effect.

C. OCA Employee Update. Explained the new maintenance supervisor is Jamison Maurer, who started September 19, 2016, and that the main office has new temp. workers – Kourtney Kadner (property associate) and Diamond Robinson (receptionist/ adminis-trative assistant). The plan is to offer employee contracts in the future if things continue to go well and updates will be provided to residents at a later time.

D. Volunteers. OCA is consistently looking for volunteers and encouraged people to get involved by contacting the main office.

9. UNFINISHED BUSINESS

A. Decision regarding temporary RV parking in the RV parking lot & set rates

Tom Trompeter explained that RV park-ing spaces are available for $60/ month. Mike Faulkner discussed a need to develop a daily rate for guests who park RVs.

M/S, Faulkner/Port, to approve $7 per day rate, at a max of 3 days, for guests parking in RV spaces to start October 1, 2016. Carried (7-0).

B. Status report regarding a process to consider designation of smoking areas

Charlie Wendt proposed to put this on the Activities Committee agenda. Once the Activities Committee reviews it, they will send it to the board for approval.

C. Update regarding adjusting delinquency date for assessments

Tom Trompeter explained that a concern is many residents are on social security and risk getting OCA late fees since their income checks arrive after the 15th of each month. Monthly OCA assessments are due on the first of each month and late after the 15th. OCA attorneys said the Board cannot change the date due to terms set in the CC&Rs and in statute. This can be changed by having members of OCA vote on changing the CC&Rs.

10. NEW BUSINESS

i. Solicitation Information Mike Faulkner explained homeowners com-plaints of solar companies solicitating for business. Faulkner recommended residents inform future solicitators that this is pro-hibited and not to engage with them on business matters. Faulkner mentioned that SLRP has not made any decisions whether to use solar on the clubhouse roof. Faulk-ner said the solar will be used on the pools and the project will be completed in 3-4 weeks.

A. Report on approved/denied/tabled Activ-ities Cte. Recommendations at August meeting Charlie Wendt said almost all items were approved, including the following:

To remove the blue canvas panels, near the heated pool, and leave the two panels closest to the Butler building

Replace the faded pool regulation sign -to be funded by the operating budget

Replace broken temperature gauge near the Annex

Maintenance staff and Ad Hoc Signage Committee – to organize and redo signs in front clubhouse

Maintenance staff to paint poolside canopy frames after covers down for Winter

New activity “Writing for the Fun of it” led by Alan Dolit to start 9/14 at 10 am for three month trial period

To extend pickle ball until the end of the year

New volunteers approved for conci-erge and computer room

Approval of “Rules for Art Show and Craft Display.”

B. Establish Signage Committee to review & make recommendations for maintaining signage throughout OCA

Charlie Wendt explained how the board will inform the Signage Committee to make recommendations throughout the associa-tion, including but not limited to the club-house and pool.

C. Appoint chair to Signage Committee M/S Wendt/Jeffery, to approve Chuck

Kruse as the chair of the Signage Commit-tee. Carried (7-0).

E. Report on Board Sub-committee approv-al/denial/tabling of Landscape Commit-tee Recommendations

Joan Jeffrey stated that all items ap-proved by the Landscape Committee at its August 8 meeting were approved by the sub-committee except those that required bids. They will be considered when the bids are received. Among the approvals

were owner paid projects #29323 for $1,200, and #29339 for $3,130, purchase of 30 yards of mulch for $1,500, a tree trimming project for $1,500 and purchase of rock/gravel hardscape for $3200.

Tom Trompeter announced that because of budgeting problems, lack of accurate accounting for requested projects, and inflexible responses to suggestions for change Joan Jeffery has a motion to pro-pose. M/S, Jeffery/Port, that Ray Jacobs be appointed to replace Tain Soreboe and Sharon Hall as Chair and Co-Chair of the Landscape Committee. They had been in-formed in advance that such a motion would be considered and that they could address the Board, but neither appeared. Tom Trompeter offered those in attend-ance the opportunity to comment, but none were offered. Motion carried (7-0).

F. Report on Board Sub-Committee approv-al/ denial/ tabling of Architectural Com-mittee Recommendations

Charlie Wendt stated that all but one item approved by the Architectural Com-mittee at its September 13 meeting were approved by the Sub-Committee. That item involving a noisy air conditioner was tabled for further study.

G. Report on approved/denied/tabled Unit Advisors Cte. Recommendations

Pursell spoke on this and the below is-sues H (1) & (2) simultaneously:

M/S, Pursell/Faulkner, to approve to discuss this matter at a later date until all of the parking spaces can be properly identified. Carried (6-1) Wendt opposed.

Pursell discussed the possibility of allow-ing the safety committee to handle this issue. Charlie Wendt proposed a separate open session meeting before the next Board meeting to resolve this issue. Trompeter agreed an open session would be allowed if necessary.

H. Approve proposed changes to guest parking 1. Number of guest parking spaces to

remain as follows: U1 -0, U-1A -na, U-2 -3, U-3 -2, U-4 -3, U-5 -4, U-6 -3, U-7 -0, U-7A -no recomm. regarding Lot 7A, U-8 -1 unmarked spot will be changed to “Guest Only”, U-9 -na, U-10 -0,U-11 -0, U-12 -na, U-14 -0

2. All other guest parking spaces will be eliminated. This matter was tabled above in Item G.

I. Report on approved/denied/tabled Fi-nance Cte. Recommendations 1. Approve recommendation that OCA

open a TD Ameritrade account and purchase ETF in PLW for $200,000 from reserves money market ac-count.

Robin Varian explained how OCA placed $200,000 from reserves in a fidelity account that will run 3-5 years. The goal is to watch the account and grow income for OCA through this invest-ment. M/S, Varian/Port to open the account. Carried (7-0).

2. Approve recommendation that OCA appoint John Maffucci to the Finance Committee M/S, Varian/ Faulkner, to appoint John Maffucci to the Finance Committee. Carried (7-0).

J. Appoint color selection ad hoc committee M/S, Jeffery/Faulkner, with discussion

by Tom Trompeter, to appoint a Color Se-lection Committee for the common areas, unit 9, and other units in the future. The Vista paint template should be used. Car-ried (7-0).

K. Approve bid on Unit 8 & 9 garage re-pairs (bids to follow) Tom Trompeter stated this is a 2 year on-going project. Regarding unit 8: Garages are being re-paired by an average of 20 at a time. 112 have not been completed yet. Regarding unit 9: Not in the 201 6 schedule but 14 have been repaired.

When referencing unit 8 and 9, we are over budget for 2016. May use reserve line budget $50,000-$75,000.

Mike Faulkner stated he hoped to re-ceive the bids by the end of the day and would like for this project to be completed quickly in 2016.

M/S, Trompeter/Faulkner, to table the matter until 2017. Carried (6-1) Faulkner opposed.

L. Approve Facilities & Maintenance Re-serve Cte. (FMARC) Charter

M/S, Trompeter/Faulkner, to approve Facilities & Maintenance Reserve Cte. Charter. Carried (7-0).

M. Consider reimbursement for electrical expense, acct. 133-7170

Dan Pursell explained this relates to electrical expenses on a roof. M/S, Pursell/Faulkner, to table this for a later date until more information is obtained from Jamison Maurer. Carried (7-0).

N. Approve purchase of upgraded router for OCA-TV studio at a cost not to ex-ceed $100

M/S, Port/Faulkner, to approve purchase of upgraded router for OCA-TV studio at a cost not to exceed $100. Recommended this be paid by the OCA-TV budget and not the activities budget. Carried (7-0).

O. Discuss procedure for unit owners to repair fascia and other exterior damage before OCA paints stucco and trim.

(Esp. Unit 9) Tom Trompeter stated that unit 1 and

1A have been finished. A concern is many units have improper trim which is some-times not fixed before the homes are painted. The fascia board is the homeown-er’s duty to repair and OCA has an obliga-tion to ensure the exterior is repaired. Recommended to give the homeowner bet-ter notice of repairing prior to painting. Recommended giving the homeowner the choice whether to be billed by OCA if we contract it out or paint over the area again. No other action was taken.

P. Discuss Unit 9 stucco & trim bids (bids to follow) Tom Trompeter wants a ten year warranty. Trim is redone every five years and stucco each ten years. Bids are currently re-ceived and under review.

11. LITIGATION STATUS UPDATE – Tom

Trompeter provided the following updates: 1. OCA vs. Jerry Altholz Trust We filed for foreclosures some four

months ago but closing was delayed for at least thirty days more.

2. OCA vs. Duke We have a $55,000 judgment and foreclo-

sure is pending, but Duke is attempting to obtain a reverse mortgage to pay us.

3. Maria & Lisa Gulli vs. OCA Root dam-age to home; trial- set for 2/2017, will look into mediation.

4. OCA vs. Casteel 5. OCA vs. Pearce 6. OCA vs. Link

*For (4)-(6), lawsuits were filed on all three matters and we expect summary judgments.

12. STATUS REPORT ON PENDING DELIN-

QUENCY & COLLECTION MATTERS FYI- Tom Trompeter provided the following

updates: Eight homeowners with debts ranging be-

tween $1,080 and $4,306 for a total of some $16,000 have been referred to our attorneys for collection. Larger amounts of between $5,000 and $48,000 totaling $177,049 are being actively pursued in a variety of ways.

13. HOMEOWNER COMMENTS (3 minutes per person)

Unit 14 – Wanted insight to why Tain Soreboe was replaced on the Landscape Committee.

Unit 7/9 – Addressed solicitating in OCA, reminded people to inform the main office if solicitators are present and to get per-mission to advertise

(c) Color Select Committee – is recom-mending color changes however final

approval should come from the archi-tectural committee, confirmed in CC&Rs.

(d) Insight and expressed concerns on damages around the premises being fixed by Homeowners

Unit 2/28- (a) Behind her home and about seven other homes is a walkway. Wants light to be installed on the walkway be-cause is a hazard to be walking especially at night. A petition was signed by the resi-dents and presented to the Board and homeowner wanted to get a status update on the petition. Wants a written decision from the Board on this issue within 2 weeks. (b) Asked where the money for the RV rental spaces is being sent. Mike Faulk-ner explained there is a general fund and the money is spent to repair the parking lot.
