In the last newsletter I mentioned the neighborhood issues concerning a cannabis club at S. 14th and Santa Clara Streets. Due to the efforts of neighbors, city staff and Councilman Sam Liccardo’s office the operators of the club have closed that location. While the closure is a good thing for the neighborhood we remain engaged in the discussion as to how to regulate such businesses so that they are required to operate outside of residential neighborhoods and away from schools.
The CCA sent a letter to the Mayor and City Council this month supporting Councilman Sam Liccardo’s proposals to preserve community centers in at-risk neighborhoods, maintain library hours, and keep a number of community pools open. High impact services such as community centers, libraries, and community pools pay off in the long run by spending very little money now to prevent spending much more money later on social problems. These services engage our children and develop healthy adults, families, and communities.
Our community in Naglee Park will again celebrate Independence Day in style. See you at the Parade and Block Party. Have a great summer.
It was back in 1986 that Farrell and I experienced our first Naglee Park 4th of July. I remember watching all these people going up the street and didn’t know what was going on. I stepped out of my house and saw the fire truck up at San Salvador and 14th. I guessed there was a fire and everyone was just going to see what was happening. As I approached the corner and saw all the decorated bikes (there were only 12 back then) and the decorated cars and people milling around not being especially organized, I realized that it was not a fire. It was a good old fashioned 4th of July Neighborhood Parade happening in Downtown San Jose. There went my plans for a quiet 4th of July. This tradition along with the later traditions of a Bake Off, the Fun Race, and the Block Party has been going on in Naglee Park since the Bicentennial in 1976. It began as a way to celebrate our Country’s 200th Birthday and has continued as an even better way to build a community and a neighborhood.
Congrats to the Median Buddies and Caretakers for being this year’s Grand Marshalls and recognized for their efforts throughout our neighborhood. They have done a great job with the medians. A very big thank you to Bev Fitzwater for her excellent organizing skills. When you see them in the parade give them a real huge Thank You for the work they do making our neighborhood a beautiful place to live.
Well, July 1 starts my 11th term on the CCA Board. I never thought that would happen either. I look forward to serving again in my role as Treasurer with Dennis Cunningham (President), Beth Shafran Mukai (Vice-President), and Marni Kamzan (Secretary).

Recently the Naglee Park Web Committee led by Lynda Sereno began a process of updating the CCA Website. One of the new features is a calendar of CCA and neighborhood events. This calendar is featured right on the home page and is updated regularly with new items. Check it out. Great place to go and be up-dated on what is happening in the neighborhood.
We also have been updating pages and information on the various CCA Events and Projects. Various CCA Committee chairs have submitted updated information on their committees. You will also find back issues of the Advisor available to you at the click of a mouse.
The long term goal of the web committee is to have an interactive web page that meets the needs of our neighborhood. We have a long way to go but we are off and running.

Naglee Park PreparedGets Prepared!
Eighteen Naglee Park neighbors attended a block monitor training session on April 17th to learn about personal preparedness in a major disaster, the importance of knowing your block neighbors, and the duties of a block monitor in the Naglee Park Prepared! plan. A representative from PG&E demonstrated how and when to turn off gas meters, and a lively discussion about what different blocks were doing made for a very educational morning. Another training session is planned for the Fall, so watch for the announcement of time and place. You will be glad you did!
The NPP steering committee reports an increase in the number of volunteers signing up to be block monitors, however; there are still several un-represented blocks. Each block needs at least one monitor, and blocks with only one monitor are encouraged to recruit a buddy.

If you don’t see your street on this list that means you have at least one block monitor. Find out who they are!
Block monitor duties are to educate the block about the NPP plan prior to a disaster, and in the event of a disaster to walk the block gathering information to report back to the command center which has access to neighborhood resources and amateur ham radio
operators. In the case of a major disaster folks will need to help their neighbors because it is estimated that emergency services will not be accessible for about the first three days.

Naglee Park Open Studios 2 ROCKS!!
by Frances SchwabIf you had some suspicion that this neighborhood is continually evolving in very interesting directions, you are so right! Bark in the Park showed us the way years ago, and grows each year. Now Naglee Park Open Studios is quickly following suit, with a very successful Year Two on Sunday, June 6th from 11-5.
Last year, there was very little activity until early afternoon, with some hesitation and perhaps wait-and-see operating, taking a little time to figure out this new animal. This year, however, maybe the bright balloon bouquets at the sidewalks in front of each site cheered us all on! There clearly was a steady stream of people checking out their colorful programs, figuring out a route, and very happily stopping in at a great many of the 38 possible artist displays, at 27 neighborhood sites. Neighbors could be seen comparing notes on the sidewalk, passing on “Don’t miss those amazing sculptures with shoes, way up in the north corner!” “Did you see the jewelry this year? I love jewelry, and each one is so different from the others!?
The NPOS Committee would like to enthusiastically thank the tremendous range of helpers for this amazing and fascinating event. We had an amazing crew who dropped of handbills and posters at a HUGE number of downtown sites, as well as the business strips in Willow Glen and The Alameda. There were also helpers setting up each site in the days before the event, and neighbors who offered their gorgeous backyards to be used by other artists. Mythic English gardens had nothing on some of the beautiful spaces contributed for this event. Later, exhausted but happy artists and helpers found their way to the glorious after-party by the pool (also appreciated). The after-party crew did everyone proud! What a lovely and very tasty event!
Not to overlook significant other global notes, too, Cinema Centerpiece Extraordinaire Nathan shared our neighborhood event with an enthusiastic group of Chinese high-level officials, at San Jose State for professional seminars. If NPOS can help contribute to international understanding, nurtured by the artistic talents of our neighbors – we all win. We send out a
big “Hun-how”,(very good, in Mandarin Chinese) to neighbor Nathan. Be sure you thank him, too, when he greets you in front of the theatre next time. That would be, ”Je Je”, thank you!
A reminder to those who missed the event or maybe some of the sites, you can view event recaps on: nagleepark.org/npos. It has been updated post-event to include our downloadable program listing all artists, and lots of details supplied by the artists, as well. Continuing to support our artists after this great event is why we started in the first place, remember? If we can do that year round for special gifts and occasions, then our Open Studies event once a year will truly be making a difference. Finally, the NPOS Committee would like to thank our sponsors. Bark in the Park is so successful after all these years, that there is extra money beyond expenses to support newer ventures in the neighborhood. The Garage and House of Bagels agreed to be the initial pick-up point for the NPOS Programs – thanks so much for that support. San Jose Mailing and Printing and Superior Color Labs are together responsible for the gorgeous program, handbills and posters or several sizes that reminded everyone about NPOS. The intrepid Bev Fitzwater Graphic Design developed each printed piece, and each step that it took to get there. We could not have done this tremendous community event without this wide range of support, hard work, creativity and absolute passion shared by each of these crucial contributors. Most instrumentally,
NPOS received monies from the Campus Community Association to whom we reserve our final thanks. They believed in this venture from the beginning, approved monies to get it started, and continued this support for Year Two, as well. What an organization! What a neighborhood! What great support from all of you who checked it out and for appreciation and supporting our neighborhood artists. That’s what started this creative event, and that will continue to be the main focus. You rock, artists for your passion and creativity in grounding this extraordinary event. You rock, Naglee Parkers for getting out there and exploring and loving it! Go, Naglee Park! You truly ROCK!!

NAGLEE PARK NEIGHBORSFRIENDS OF A VERY
DIFFERENT LIBRARYBy L. Dahlberg
The San Jose Public Library system ranks Number one among the ten biggest cities in the United States. Of the 19 libraries in San Jose, the Dr. Martin Luther King Library is not only the largest in San Jose, it is the largest public library west of the Mississippi and the only collaborative “town & gown” library of its kind in the country. An electronic counter, which on August 1, 2003 began counting books and magazines checked out at all the city’s libraries, recently turned over the 100 million mark!
It would be fair to say that we support our libraries and probably even take for granted the easy access we have to reading materials not far from where we live. Whether or not we belong to an actual Friends of the Library, we are all friends of our libraries here in San Jose.
Across the world in the small, West African country of Burkina Faso, libraries are virtually non-existent. One of the poorest countries in the world, Burkina Faso occupies an area about the size of the State of Colorado into which are crammed about 16 million people. After many years of colonial occupation and upheaval, Burkina Faso today has a relatively stable government with a president, a parliament and a desire to improve both the lives of its citizens and its standing in the world.
Enter Friends of African Village Libraries, amongst whose founders are Michael Kevane and Leslie Gray who live with their children and Leslie’s mother here in Naglee Park.
Friends of African Village Libraries (FAVL) believes that every child and adult should have the opportunity to pick up a book and read. FAVL believes that true development can only happen when people are empowered by access to information and the habits of reading and critical thinking.
From this simple premise has come a powerful network of locally-run and operated libraries. FAVL has established and manages a baker’s dozen of libraries: eight in Burkina Faso, three in Ghana, one in Tanzania and one in Uganda. In addition, FAVL supports the Uganda Community Library Association with its 60 member libraries and in Northern Ghana FAVL works with the Center for Sustainable Rural Development.
FAVL creates a village library when it has in hand sufficient donations to cover the long-term costs associated with its support. The community establishes a local management committee which helps to oversee refurbishment of an
existing building or construction of a new one, usually with solar power, containing a reading room, a community space and an office for the librarian. A local librarian is hired and trained and the library is stocked with a selection of one or two thousand books with titles in English, French, Arabic, as well as local languages.
Michael Kevane is Co-Director of FAVL for West Africa, Leslie Gray is on the Board of Directors of FAVL. They are both PhDs with impressive Africa study resumes in their respective fields, Economics and Geography, They teach at Santa Clara University and also lead a Fall Semester Study Abroad in Burkina Faso combining academic and cultural immersion with a focus on community-based learning experiences in public libraries in small towns and villages in rural areas. If you know students looking to brush up on their French who aren’t fazed by very basic living conditions, you might point them to this study program. As a travel perk, it includes a trip to the mysterious cliff homes in Dogon dating back to the 15th – 16th centuries!
Reading opportunities from a very early age are the key to learning and to the improvement of everyone’s economic conditions. We certainly understand that here in San Jose where we have a treasure trove of libraries available to all. Those of us who appreciate the gifts we have can understand how important books are to the boys and girls, young adults, farmers, weavers, traders and others in Burkina Faso, especially those in the more isolated, rural areas.
If books find a soft spot in your heart, consider looking for ways to help FAVL with its work in Burkina Faso where thousands of villages have primary schools and no libraries.
Most people think of donating books – but please don’t -- too expensive to ship; probably not the right languages or topics most desired by the communities. Instead maybe consider neighborhood book swaps as fundraisers? Or see if your children’s schools might be interested in a Read-a-thon. FAVL has materials for you and can provide a presentation as well.

DRC’sReportGreetings. This is my first solo report and I am a little nervous about stepping into Cooper’s paws. I am especially concerned about this human that is typing my words as I dictate. He is not the brightest dog biscuit in the box---if you know what I mean. I was born here in San Jose a year ago, making me a native. Apparently, I caused a good deal of hoo-hah in the last issue when I said that cat news will be included in this forum. In the house where I live, the cats, Juan Carlos and Pancho, have begun bringing me little nuggets to share with you. This is a major step and hopefully, it will lead to a peaceful armistice between dogs and cats everywhere. One can only hope.
Running over the bridge on Williams Street brings up ancestral memories. There was a time, many thousands of my generations ago, when my ancestors slept in caves, keeping your ancestors warm and warning them if something needed warning about. The story has been passed down from wolf to dog that ancient humans painted images on the walls of the caves to let everyone know they had been there.
From the sidewalk over Coyote Creek, you can see similar paintings all over the pillars of the bridge. Every month or so, some wonderful human paints over the images, returning the stone to its original beauty. That’s the spirit of Naglee Park. Has anyone ever seen a coyote in that creek? And speaking of signs… On a single walk around the nabe, I encountered 12 signs announcing lost dogs and cats. Most offered rewards, ranging from a few hundred dollars to $15,000. I have two thoughts on this issue: First, I believe that any human who returns a pet and expects to receive a reward ought to be forced to clean the park for the rest of his life. If she stands on the porch waiting to be paid, she should still be standing there when I write the next column.
By the time you read this, the elections are over and, if my humans are typical, everybody was thrown
out of office, except Zoe, because I love her name. I cannot vote yet, but I think I can get married and buy marijuana in a store. The Grand Fourth of July Parade has just happened. This was my first and I intend to cover the event with the seriousness of any great journalist. I understand that one group marches in togas and drinks wine. That’s my kind of parade.
Speaking of food…some of the best snacks I have ever eaten are leftovers carried home from someplace called The Garage. Apparently, it is a little place on San Carlos with a frantic fellow who makes excellent food. Do your dogs a favor and try it.
Some of you have wondered about my name, DRC—pronounced, Dee Ahr Cee. I was named after someplace in France where pretty good wines come from. DRC is short for Domaine De la Romanee Conti, and my human asked me to include this message: Go into the place where your human keeps her wine. If you see any bottles with that name on the label, especially if they also say La Tache, please contact me.
