SUBJECT: STAFFING REQUEST FOR EXPO LINE PHASE 2 AND GOLD LINE FOOTHILL EXTENSION PHASE 2A

ACTION: APPROVE FULL TIME EQUIVALENT (FTE) POSITION INCREASE

RECOMMENDATION

A Authorize the Chief Executive Officer to amend the FY15 Budget to add 266 positions, as shown below:

1. Add 25 non-contract positions to manage and plan for integrated testing, system readiness drills, asset inspection and acceptance, turnover coordination, opening two new Maintenance Facilities and pre-revenue service testing of the Expo Line Phase 2 and Gold Line Foothill Extension Phase 2A rail projects.

2. Add 241 contract positions to support training and certification, contractor oversight, asset inspection and acceptance, turnover coordination, integrated testing, system readiness drills, the opening of two Maintenance Facilities and pre-revenue service testing.

B. Receive and file staff analysis of a comprehensive rail expansion staffing plan to add a total of 319 positions (266 positions in FY15 and 53 positions in FY16). The staffing plan includes a total of (a) 27 non-contract positions and (b) 292 contract positions, and it assumes a time-phased, milestone-based hiring construct using the best available current scope of work estimates. The FY16 baseline as well as any changes in FY16 FTE requirements will be brought forward for board consideration during FY16 Budget development.

ISSUE

The Expo Line Phase 2 and Gold Line Foothill Extension Phase 2A rail projects are under construction and scheduled to commence revenue service in FY16. With these projects, Metro will receive two (2) new light-rail Maintenance Facilities, 18.2 new route miles for passenger service, 13 new stations, and 78 new light-rail vehicles, all of which

must be fully-integrated into the existing Metro Rail network prior to the start of revenue service to ensure the new system meets Metro's safety standards.

These projects will increase Metro's light-rail system route miles by 26 percent and stations along the entire Metro Rail network by 16 percent. Additionally, the two (2) new light-rail Maintenance Facilities will increase Metro's total light-rail maintenance capacity by 75 percent.

There are currently no full time positions assigned to manage start-up and systems integration activities for Expo Line Phase 2 or Gold Line Foothill Extension Phase 2A. Given Metro's intention to operate full revenue service along both of the two new extensions no later than March 2016, there is an immediate need to hire staff to commence training and manage critical path activities to prevent project delays. The positions being requested will require one (1) to 12 months of training , thus placing additional time pressures on Metro to hire staff in advance of the milestones described in this report. Existing employees from functional departments are performing tasks connected to these projects on an as-needed basis in addition to their regular duties but cannot do so on a full-time basis. Metro must concurrently manage contractor oversight, testing activities including pre-revenue service, and asset inspection and acceptance before revenue service can begin.

With regard to the Kinkisharyo International, LLC, (KI) light-rail vehicle procurement, staff has developed and managed a delivery schedule that is unprecedented at Metro and the transit industry. In years past, rail vehicle deliveries, for as few as 50 to 52 rail vehicles, has ranged from 111 to 126 months from Notice to Proceed through Final Acceptance. The current delivery schedule for the 78 Kl light-rail vehicles is 53 months from Notice to Proceed through Final Acceptance.

The light-rail vehicle prototype is scheduled to arrive in October 2014. Metro expects light-rail vehicle deliveries to begin in mid-2015 at a rate of approximately four (4) per month. The initial 10 to 12 light-rail vehicles will be used for hands-on training on the operation and maintenance of these vehicles prior to entering revenue service. The Kl light-rail vehicle must undergo commissioning , acceptance, and receive California Public Utilities Commission (CPUC) safety certification before it can enter into revenue service.

The overall effort to prepare these line extensions, maintenance facilities, and light-rail vehicles for revenue service beginning no later than March 2016 will require a substantial amount of technical and support staff across several departments. For technical operations staff, Metro must begin recruitment well in advance of actual need in order to ensure adequate training and qualification requirements can be met. These positions will be phased in throughout FY15 and FY16 and recruitment will be aligned with system safety, critical path activities and project milestones.

DISCUSSION

The Expo Line Phase 2 is a light-rail expansion project undertaken by the Exposition Line Construction Authority, which began construction during the summer of 2012. The 6.8-mile extension includes seven (7) stations and begins at the existing Culver City Station and terminates at a new station in Santa Monica, at 41

h Street and Colorado Avenue. According to the most recent project schedules, integrated testing , system readiness drills, asset inspection and acceptance, and turnover coordination are planned for FY15. This project also includes the opening of a light-rail Maintenance Facility (Division 14) in Santa Monica, which will have a capacity for 48 light-rail vehicles. This facility will support daily maintenance and servicing of light-rail vehicles. Construction of the facility began in July 2013 and is scheduled for substantial completion in February 2015. Pre-revenue service testing of the rail line could begin as early as October 2015 with revenue operations following no later than March 2016.

The Gold Line Foothill Extension Phase 2A is a light-rail expansion project undertaken by the Gold Line Foothill Construction Authority, which began construction during the summer of 2012. The 11.4-mile extension includes six (6) stations and begins at the existing Sierra Madre Villa Station and terminates at a new station in Azusa at E. gth

Street and Palm Drive. According to recent project schedules, integrated testing , system readiness drills, asset inspection and acceptance, and turnover coordination are planned for FY15. This project also includes the opening of a light-rail Maintenance Facility (Division 24) in Monrovia, which will have a capacity for 84 light-rail vehicles. The facility will support daily maintenance and servicing of light-rail vehicles . Construction of the facility began in December 2012 and is scheduled for substantial completion in March 2015. Pre-revenue service testing of the rail line could begin as early as October 2015 with revenue operations following no later than March 2016.

Authorization to add positions will allow Metro to proceed with start-up planning and recruitment, hiring and training of personnel required for systems integration for both line extensions, both rail Maintenance Facilities, and the new Kllight-rail vehicles. Activities include project monitoring and inspections, integrated testing , system readiness drills , asset inspection and acceptance, turnover coordination , the opening of two (2) new Maintenance Facilities and pre-revenue service testing.

This request is for agency-wide staffing needs and non-labor expenses for full systems integration with the Expo Line Phase 2 and Gold Line Foothill Extension Phase 2A. This report includes milestones, staffing levels and next steps to deliver a safe and effective rail service.

Project Milestones connected to this authorization include, but are not limited to, the following:

per month) 6. October 2015: Conduct Pre-Revenue Service Testing 7. March 2016: Launch Revenue Service

In total for systems integration, start-up, pre-revenue service and subsequent operations and maintenance, Metro is requesting authorization to add 319 positions, as follows:

A Amend the FY15 Budget to add 266 positions through this report; and

B. Add 53 positions in FY16 through the FY16 Budget process.

The comprehensive (FY15 and FY16) rail expansion staffing plan with related rationale is summarized in Attachment F: Agency-Wide Staffing Summary by Position.

The initial authorization to add positions will allow Metro to hire, provide training and manage critical path activities to prevent project delays. Metro will continue conducting a comprehensive review of budgeted FTEs for Rail Facilities Maintenance, Rail Fleet Services, Rail Transportation , and Wayside. Metro will report back to the Board as part of the FY16 Budget process detailing ongoing staffing needs and non-labor expenses for full light rail network integration of Expo Line Phase 2 and the Gold Line Foothill Extension Phase 2A.

DETERMINATION OF SAFETY IMPACT

The authorization to add positions will have a positive impact on safety. This authorization will add the staff needed to plan, manage, and implement start-up activities.

Metro staff will monitor and inspect third-party construction and installations. For example, Metro personnel will work closely with constructors during integration testing to check all systems for the ability to operate trains safely through stations, switches, ventilation zones, at-grade crossings or other systems. This testing will also include operating and testing multiple train scenarios to examine the integrity and redundancy of safety systems. This authorization will allow Metro to maintain existing revenue service levels on the existing rail network and achieve project milestones in parallel.

FINANCIAL IMPACT

The projected hiring plan and milestones support a Revenue Operations Date (ROD) of March 2016. New staff will begin to arrive during the first three months of FY15. The FY15 annual budget impact is estimated to be $15,000,000.

Funding for Systems Integration and Pre-ROD testing are included in the Capital Life of Project (LOP) budgets for EXPO LRT Phase II (project 860301 - $6,500,000) and Gold Line Foothill Extension (project 860200- $1 0,700,000). A total of $17,200,000 is available to support these activities within these respective projects.

Since this is a multi-year effort, the cost center managers, project managers, and Executive Directors will ensure that planned resources are budgeted in future fiscal years. In FY16, it is anticipated that additional funds must be identified to complete and sustain the staffing plan . Staff will identify the funding and continuing Operations support requirements for Board consideration during the FY16 budget process.

Impact to Budget

Funding for this effort is Measure R Transit Capital New Rail 35%. These funds are eligible for new rail system integration and pre-revenue activities. No other funds were considered for these Measure R Transit Capital projects.

ALTERNATIVES CONSIDERED

Authorization to amend the FY15 Budget to add 266 positions will support Metro's mission for the continuous improvement of an efficient and effective transportation system for Los Angeles County. Delaying the recruitment, hiring , and training of personnel needed to plan, manage, and implement start-up activities could delay both projects.

One alternative would be to reassign existing Metro personnel from current duties to support both projects. This approach is not recommended because it would have a negative impact on Metro's ability to adequately provide the current level of rail service or maintain the existing rail network.

The impacts of not staffing at suitable levels include, but are not limited to, the following risks: lack of Metro oversight and inspection ; foregone opportunities to evaluate safety, design, and construction activities; third-party reliance for completion of systems to acceptable standards; failure to satisfy acceptance and delivery schedules; insufficient time to hire, recruit and train staff; and delays to project milestones including revenue operations.

NEXT STEPS

If approved, Metro will immediately proceed with the recruitment, hiring and training of personnel. Additionally, Metro will advance start-up planning and activities to ensure timely delivery of both projects. This authorization will allow Metro to increase staffing levels through FY16 in order to meet project milestones and commence revenue operations on both the Expo Line Phase 2 and Gold Line Foothill Extension Phase 2A no later than March 2016.

The authorized FY16 positions will be requested and added through the FY16 Budget process. The 53 positions to be added in FY16 include two (2) non-contract and 51 contract positions, as shown in Attachment A. These positions will be needed for Metro to manage operations and maintenance.

Metro will continue ongoing efforts to finalize plans for Public Safety Communications, Marketing, Rail Activation , Fleet Management and Operations for both the Expo Line Phase 2 and Gold Line Foothill Extension Phase 2A projects. These plans document Metro's strategy including roles and responsibilities for directing and managing work through project closure and beyond. Said planning efforts take into account the potential for light-rail vehicle shortages in the first few months of revenue service and carefully examine a number of service options for each line. Service options may include varying train consist lengths, adjusting headway by time of day, short lining train operations, supplementing peak service or phased openings for each rail line.
