“4PILLARS, FOR PROMOTING AN INNOVATIVE MULTI-LEVEL GOVERNANCE SYSTEM OF EUSAIR” LET’S START NOW!

The project 4PILLARS was appro-ved by the Joint Monitoring Com-mittee (JMC) of the IPA Adriatic CBC Programme on 3 May 2016, under the Targeted Call on EU-SAIR. 4PILLARS has been gran-ted under Prior-ity 1 (Economic, Social and Institutional Coopera-tion) - Measure 1.4 (Institutional Cooperation). The lead applicant is Molise Region and, according to the available founds, the total project budget is € 1.112.445. The Project will last seven months.

PARTNERSThe ten 4PILLARS partners are: Molise Region (lead partner –

Italy), Region of Epirus (Regio-nal Unitof Thesprotia - Greece), Marche Region (Italy), Regional Council of Shkoder (Albania), Re-gion of Istria (Croatia), Dubrovnik Neretva County (Croatia), Faculty of Traffic and communications - University of Sa-rajevo (Bosnia and Herzegovina), Emilia Roma-gna Region (Italy), National Insti-tute of Biology – Marine Biology Station (Slovenia), University of Montenegro (Montenegro). Fur-thermore, there are two asso-ciated networks: Adriatic Ionian Euro-region (AIE) and Conference of Peripheral Maritime Regions of Eu-rope (CPMR).

GOALS TO ACHIEVEThe general aim of the project con-sists in contributing to the achieve-ment of EUSAIR objectives accor-ding to the 4 pillars, exploiting the good results attained by previous approved projects financed by IPA Adriatic CBC Programme 2007-2013, increasing the long term im-pact of cross-border cooperation

through sharing, mainstreaming and transfering of accomplished products.The overall concept of 4PILLARS project is related to the global goal of the IPA Programme concerning the strengthen of sustainable deve-lopment capabilities of the Adria-tic area, through developing an in-novative model of research con-cerning the multi-level governance in order to identify the different col-lective decision-making pro-cesses within the territories in the area. Moreover, the sharing of best prac-tices and technical and insti-tutional competences related to the multi-level governance between local government authorities will improve the delivery of innovati-ve services to the administration in the Adriatic. 4PILLARS capitalizes 13 project IPA Adriatic CBC financed in the Programme period 2007-2013: thanks to the experience and re-sults achieved with SHAPE, IN-TERMODAL, APC, ADRIGOV, BALMAS, DE FISH GEAR, TISAR, HERA, SPEEDY, SIM-PLE, ECOSEA, STAR and EASY CONNECTING, the partners will share best practices to put into practice the four pillars of strategy EUSAIR.

THE ACTIVITIESIn order to achieve the project’s results, 4 PILLARS will realize a number of activities :1) a feasibility study for an e-lear-

ning service, with the realization of 8 e-learning modules, related to the 4 Eusair Pillars using materials from the 13 IPA projects capitali-zed;2) Realization of a database and a map of EUSAIR stakeholders, available to the European Com-mission, in order to contribute to the integration of the Stakeholder Platform of the EUSAIR.3) a multi-actor and cross-sec-toral research on the state of the “multi-level governance activities” will be conducted in the EUSAIR countries through processing and administration of a structured que-stionnaire;4) a feasibility study on open data system to allow an automatic exchange of data among all diffe-rent sources coming from previous IPA projects and other already exi-sting web database.5) a feasibility study for a shared and transnational observatory on multi-level governance proces-ses of the 8 territories affected by EUSAIR and a set of Recommen-dations for policy makers and sta-keholders.

PROJECT PRE-STEERING COMMITTEEOn May 30, 2016, in Campobasso (Molise Region - Italy), took place the first pre-steering meeting of the project 4PILLARS. The me-eting was held in order to bring together the project’s partners and start plan-ning the project’s activi-ties. The partners who participated have decided that the initial ste-ering meeting will be held on 1st July 2016, in Pula (Croatia), and will be also connected with the international confe-rence that Re-gion Istria will organize in the oc-casion of the 10th anniversary of the AIE. The second capi-lization event will be organized by Marche Region (Italy), probably within September. Another interna-tional conference will be organized by Dubrovnik Nereva Country during the “European week of regions and cities” scheduled in October. The Albanian partner, Regional Council of Shkoder, will define the de-tails and dates of an interna-tional event on social issues in the Adriatic Area which will be held in Scutari. The final event will be or-ganized by Molise Region (Italy) in November 2016

EUROPEAN COMMISSION LAUNCHES THE FIRST CAMPAIGN TO ENCOURAGE

CITIZENS TO DISCOVER AND LEARN MORE ABOUT EU-FUNDED PROJECTS

ALL AROUND EUROPEYou can still participate at campaign ‘Europe in my Re-gion’. Organised by Commission’s Directorate-Gene-ral for Regional Policy with the support of Managing Authorities and the Commission’s Representa-tions, “Europe in My Region” will run from 29 April to 11 June in 23 EU countries involving over 1,200 events with thousands of citizens expected to attend.On 2nd May started the 5th edition of the Facebook photo competition. To participate at competition, ci-tizens need to take a photo of a project which has re-ceived EU funding, with the plaque or billboard with funding information and the EU flag represented in the picture. Three winners will have the chance to win a photography course with a professional pho-tographer and a trip to Brussels. 1ST EUSAIR FORUM – FROM 11 TO 14 MAY 2016

On 12 and 13 May 2016, in Dubrovnik (Croatia), it was held the 1st Forum of the Eu Strategy for the Adriatic and Ionian Region (EUSAIR). Greece, Cro-atia, Montenegro, Italy, Albania, Bosnia and Herze-go-vina, Serbia and Slovenia have agreed under the coordination of the European Commission to create join project designed to boost sustainable economic, infrastructure and tourism growth. The Forum gathered together the representatives of the national, regional and local administrations of the eight participating countries, as well as a wide range of stakeholders (academia, business sector, civil so-ciety) to discuss the progress so far and define the way forward.On 12 May 2016 the Croatian Minister of Foreign Affairs, Miro Kovač, by mutual agreement with the Foreign Affairs ministers and the ministers responsi-ble for EU funds, adopted the Dubrovnik declaration. This document invites “the Adrion Transnational Co-operation Programme to provide support to specific actions in order to help Participating Countries to ad-

dress the refugee and migration crisis and recommend a possible rebalancing of resources of the Program-me”. Indeed, professors Jacometti (contributor of the European Commissions’s Join Research Centre) and Bianchi (Regional Minister of Emilia Romagna) poin-ted out that EUSAIR strategy have a great potential to act as a region wide platform to stimulate collaborati-ve action in order to create a coordination mechanism regarding migration policies in the re-gion. The Commissioner for Regional Policy, Corina Creţu, during the opening session, declared: “I think this macro-regional strategy has great potential not only to increase competitiveness and connectivity in the region, but also in terms of its integration. EUSAIR promotes cooperation between the EU and non-EU countries in order to ensure that no one is left behind on the path to prosperity”. The other challenges in agenda concern the different dimensions of multi le-vel governance, and through three parallel sessions, a platform to exchange a discussion about crucial is-sues connected to the four pillars of the strategy: blue growth; connecting the regions; Environmental quali-ty; sustainable tourism has been activated.Two days to confirm the potential of EUSAIR strate-gy to supporting the path to Eu integration.

ADRIATIC+, THE PRESENTATION OF THE PROJECT ALLOWED FOR FUNDING

IPA IN PESCARA – 19TH MAY 2016On 19th May 2016, in Pescara, was presented Adriatic+, eligible for funding from the Territorial 2007/2013 “IPA Adriatic CBC Cooperation Pro-gramme” - Priority 2: Natural and cultural resources and risk prevention - Measure 2.1: Marine Environ-ment and Coastal, of which the town of Pescara is the leader. The project aims to promote the sharing of experiences for coastal and marine management in the Adriatic basin, in order to promote the development of a coherent and systematic planning and help achie-ve the objectives EUSAIR.

ADRIGOV“MULTILEVEL GOVERNANCE AS A POLI-CY DRIVER FOSTERING THE EU STRA-TEGY FOR THE ADRIATIC AND IONIAN

REGION”30TH MAY, 2016 - CAMPOBASSO (ITALY)

“Multilevel Governance as a Policy driver fostering the Eu strategy for the Adriatic and Ionian Region” is the final event of the Adrigov project, organized by Molise Region. The conference took place on the 30th May 2016 in Campobasso, Palazzo Vitale.The conference aimed to present the conclusion and the document of the project. In conclusion of the work was organized a round table with the participa-tion of representatives from academia, local and re-gional authorities, development agency of the coope-ration area with the aim to debate about multile-vel governance and its role in the implementation of Eu Strategy for the Adriatic and Ionian Region.
