PLAYERS!! Remember, the Californians have a MNEMONIC [ I KNOW!!!! But that is the correct spelling !!! – Ed.] for helping them travel these highways safely: “You go 80 m.p.h. on the I-80; 87 m.p.h. on the I-87; 88 m.p.h. on the I-880, and so forth, at least up to 101 m.p.h. on the I-101” THAT MAKES IT VERY EASY !!!!

However … PLAYERS: At these highway speeds it makes it very important to travel WITH the flow of traffic, and not against it!!! Always recommended, especially if you want to avoid receiving …

RIGHT! And this is where I got into a bit of a pinch. Because I FOUND after getting off I-80E into my coveted space at the State Rest Stop west of Vallejo, I found that it was very difficult to … YES!!! to re-enter the same freeway in such a way as to make for our destination of MARYSVILLE (California) WITHOUT running against the flow of traffic! ..

YES:

The CHiPS were stacked against me!!

PLAYERS!! YOU GOT THAT RIGHT!!! For there was NO EXIT from the Vallejo rest-stop, back into WEST-BOUND traffic !!!

“WHAT???” I KNOW!!! That’s what I said!! This was a real occasion for pause !! THERE I WAS – TRAPPED virtually, with no available route back into the Eastbound lanes of traffic !!

How, now, could I complete the GAME of HARD-SCRABBLE™, and get us back underway -- SAFELY to MARYSVILLE -- without incurring Penalty CHiPs???

It occurred to me then, that there was only one thing to do – and that was to take every precaution before making the attempt to hit the Eastbound lanes of I-80, toward Sacramento … PLAYERS!!! With that in mind, I contacted Sarah Elizabeth “Sally” (Suke) Beckon, Editor, at the offices of the Langlois Ledger, in Langlois (Oregon) and told her of the predicament we were in – explaining the scenario -- point by point – in all its complexity.

Together we worked through what you might call, our EXIT PLAN, trying to account in advance for every possible CONTINGENCY, and the result was … CLOSE TO PERFECT. In the end however, we did not use this plan. Nevertheless, I wanted you to have a copy for your own reference – SO I HAVE PROVIDED ONE HERE!!! See following .. ….

Yes: the situation was dire -- things were looking

completing this merely precautionary

(highly collectible) Commemorative Edition of the Ledger, I detected a drop-off in the volume of

traffic on the I-80 westbound, and with some

difficulty I was able to make my way across the

west-bound lanes onto the median strip – a fairly deep and nearly impassable gully at this point -- and over into

the Eastbound lanes!!! BUT!!! I ADDRESSED

this problem, and as mentioned, traversed the

median and made the east-bound lanes headed for SACRAMENTO!! And

our NEXT destination … MARYSVILLE!

WHAT’S the SECRET SIGNIFICANCE of the SURVEYING IDEOSYNCRACIES & SERIOUS PROFESSIONAL SHORTCOMINGS of LT. WILLIAM BABCOCK HAZEN’S A MAP of GRAND ROND -- A PORTION of the G.R.I.R.O.T.?

PLAYERS!!!

It all started early in the week!!! When I received an unexpected e-mail from Native American Anthropologist UNK-KNOWN [Pictured here -- Ed.]

UNK, who, as you may recall, and/or soon read [Again – Ed.], is now in California pony-trekking down Hwy 101, and has at least reached the town of Klamath (California), near the mouth of the Klamath river where it empties – or as they sometimes say, ‘debouches’ [But what kind of a word is that, really? – Ed] – into the Pacific Ocean.

As you may recall, he has with him, the great chief MIMOSBWA of Willapa Bay (Washington) – otherwise known as the Indian Mummy, who has quite an extensive travelogue for a Mummy—but has now returned , more or less, to life among the living!

YES! Quite a remarkable thing. It happened, a few months ago, when UNK and some friends stole the Mummy from the Coroner’s office in Curry County, (Oregon) in order to return it to Stoney Point, in Shoalwater Bay (Washington) – thereby to repatriate the Mummy, and to restore him to his original resting place, as required by ancient Indian Custom, but also by the Native American Grave Protection and Repatriation Act [NAGPRA – Ed.]

UNK and Co., were conducting the traditional Indian Rituals for such an important occasion, and had just finished intoning the Ancient Indian Prayer for Reburial of the Dead -- when suddenly the Mummy had awakened from a seemingly eternal sleep, and -- rather than be left out in the open air, on the top of the mysterious Stoney Point Bier where he had originally been laid to rest hundreds of years earlier [See the MUMMY Issue, from way on September 17, 2012 – Ed.] – demanded to be taken along, at least back to the Reservation!!! Indeed, the Mummy had lit-into UNK with a vengeance, using such gestures and language such as UNK did not know his ancient fathers had ever possessed!!!! What a revelation!!!! Well, PLAYERS!! It’s a long story!!! [But, to refresh your recollection on the more recent developments, see the SPELLCHECK issue! (May 12, 2013) at right – Ed.].

While in Native American terms, this development – viz: of the Mummy suddenly REVIVING and SPEAKING -- is on the order of a normal, everyday exchange with the Spirit Beings of the Happy Hunting Ground for the Red Man, nevertheless, in White Man’s terms the Mummy is still “dead to rights” – especially insofar as it was very recently certified dead, by none other than Curry County (Oregon) Coroner, Dr. Vestal Coffin.

Crikey!!!

PLAYERS!!!! This “Conflict of Laws” situation is now creating real headaches for UNK !!!

For, having taking the Mummy from the Curry County Coroner’s office, UNK and his accomplices have now been charged under Oregon law, with mishandling a corpse – a misdemeanor -- and furthermore, inasmuch as they took the Mummy from Oregon to Washington, they have been charged with felonious abuse of human remains, and transporting a corpse across state lines. IN ADDITION!!! [And, Players, here it gets really ironic – Ed.] in REMOVING the Indian Mummy from its Stoney Point (Washington) burial site, UNK himself has been charged by the Federal District Attorney for the District of Washington [State – Ed.] with violation of the provisions of NAGPRA!!!

Yes!!! High Irony!!!

[Although, at this stage of things, UNK does not yet fully appreciate this wildly ironic aspect of the situation !!!! -- Ed.]

PLAYERS!!! NAGPRA is a “strict liability” statute, and there is no mens rea requirement, or proof of intent to rob the grave!!!! And thus, even though UNK was returning the Mummy to its original resting-place, NEVERTHELESS, when the Mummy awakened, and demanded not to be returned and when UNK relented, and OBEYED his ancestor – carrying the Mummy AWAY from the Stoney Point Bier, UNK – in doing so – fell afoul of the provision of NAGPRA, rendering himself a criminal under Federal law!!! How freaking wild is that!!!

AND SO … now a Fugitive from the Law …

UNK, with the Mummy now tied securely into a travois -- to avoid slipping -- and the travois lashed securely by firm, well-cured buckskin thongs to the saddle of UNK’s favorite gray palomino horse, had [As I said!! – Pay attention!! -- Ed] reached Klamath (California) and was about to turn upriver, up the Klamath River, that is, into the coastal mountains, whose pinnacles soon become nearly APLINE in their lofty reach [And where there is limited cellular coverage – Ed.] when UNK decided to just check in

– as any responsible outdoorsman would – to let me know where he was, in case something happened and I might want to call the sheriff -- [ “NO !! – better call the Trinity

Forest Ranger “ – he had said – Ed.] -- to come and look for him… Etc.

AT ANY RATE, as the 150th Anniversary of the Battle of Gettysburg had passed, UNK had called wanting to talk about Army Officers in the Civil War, especially those who, as younger men, had been stationed in Oregon, during the period of the Oregon Indian Wars, especially 1851-52 and 1855-56 !!! Well – that’s the better portion of them!!!

But this is a Very BIG subject, and, as we talked, we soon narrowed the focus of the conversation to a matter close to UNK’s heart – a piece of CARTOGRPAHY – YES: a MAP !!! And not just any map, but one that had been executed by a certain Army Topographical surveyor, Lieutenant William Babcock Hazen -- author of something he had titled

“A MAP OF GRAND ROND, a Portion of the G.R.I.R. O.T.” – or, (probably)

GRAND RONDE INDIAN RESERVATION, OREGON TERRITORY

I told UNK I would look into it -- and this is exactly what I did !!!! TO WIT, my cover letter:

Unk -- Attached, a few observations on LT. HAZEN’s map. My thought is, that it is in fact much more than an ordinary military survey map, and that the Indians of Grand Ronde are somehow, in some way sitting on a MYSTERY that would make for a real good issue of S.Y.M.-Zonia™ !!! I have an idea for an INJUN COUNTRY Issue. Because, after looking this G.T.I.TR.O.T. ma[ over, I have REAL QUESTIONS about the PROFESSIONALISM of LT. HAZEN’s cartography!! – and whether or not it can really pass muster as a survey map …

10 July 2013, Wednesday, Port Orford, OR. Dearest Michael: I heard about the preparation of the Commemorative Edition of the Langlois Ledger from my sister! I was distraught, but is a very lovely issue, and certainly collectible, and I will include a half-bale of these, among this month’s acquisitions here at the SH&T, LLP archives: you can find them catalogued under “Alt. History.” I will also store some at a remote fire-proof location, off site. Let me just say that am so relieved to learn that the news concerning the tragic death of your family, and your own traumatic brain injury resulting in brain-death, was premature, and that release of the issue has so far proved un-necessary. Safe driving! I note briefly that the cadastral survey labors, such as by Lt. William Babcock Hazen, at the head of the South Fork of the Yamhill River were mounted in 1855 probably in response to Joel Palmer's determination to buy out the interests of those who had filed on Donation Land Claims in that area. He had to deal with a half-dozen settlers and wanted to extricate them to clear the way for the executive order creating the Grand Ronde Reservation. To do this he needed accurate information on their claims (not patented) in order to avoid overlaps or future conflicts on boundaries. As was common in the nineteenth century, the cadastral surveyors often mounted only partial subdivisions of townships. Where the land was densely forested or of steep terrain, namely not suitable for farming, they left it unsurveyed. Only later in the century when the interest developed to file homesteads for "stump farms" or to purchase land for timber harvest did these unsurveyed portions of the townships get subdivided. Thus the rugged area of Spirit Mountain and foothills was left unsubdivided. The survey plats and field notes for the headwaters of the South Fork of the Yamhill were, of course, never published until made available within the past five years by the BLM as digital images. The only way Hazen could have examined the subdivision data would have been to travel to Oregon City to the General Land Office and examine the field notes and plats. Therefore, even though blazes and posts were present at the time Hazen developed his aerial view of the new Grand Ronde Reservation, he had no data base from which to use that information. Instead, I believe he constructed a fascinating birdseye view of the new reservation with detail on stream courses, vegetation, terrain, and even the distribution of refugee bands and tribes at their initial campsites. Dear Stephanie --

Yes – we’re all right!!! Personally, I thought the Ledger’s copy leaned to the sensational, and its very hard to read about the tragic death of your devoted wife and only child, even though it be only in the future subjunctive, and even though I would have been braid-dead at the time anyway, and completely unaware of the consequences of the crash … WOWEE!! Thanks for this full-spectrum ARMY SURVEY background on some of the strange shortcomings of Lt. Hazen’s map - the G.R.I.R.O.T. map -- as a standard survey map. This makes for much food for thought. I really just jumped into this with both feet, but next-to-no familiarity with Grand Ronde or anything about the reservation system, shortly after your friend and colleague, Native American Anthropologist UNK-NOWN suggested I might look into e.g., the reports identified in the legend. With UNK’s help, it appears now that the Report of Lt. S was prepared by Lt. Phil Sheridan and the Report of Lt. B was done by Lt. J.C. Bonnycastle. We should find these!!!

In the scenario you give, Palmer would be acting as Indian Agent, and encourages the G.L.O. at Oregon City, to send a surveyor out to Grand Ronde, basically to allow for clearing emigrant titles and purchasing interests, in anticipation of the reservation. Thus the contract to Armstrong, as deputy surveyor, to survey (for instance) T 5 S R 7 W, including Spirit Mountain, was granted August, 1854, under Gardiner, and completed March, 1855 -- so this ties in with treaties on Grand Ronde, closed with the Tribes in 1854? So it seems anyway. Maybe UNK can clarify … So, in a certain sense, this actually ties the G.L.O. surveys far more closely, in with the creation of the Reservation: they're hand-in-glove, or "inextricably intertwingled", as an old pysch professor of mine used to say!!! With the G.L.O. surveys coming at the request of Palmer, it would be virtually impossible for Lt. Hazen to NOT know about the G.L.O. surveys. Lt. Hazen must have had contact, indirect or direct, with Palmer, who requested G.L.O. surveys in anticipation of the Reservation, and so, if Lt. Hazen is surveying the Res. for a "mil. site" he would know that Armstrong was the deputy surveyor assigned to the Grand Ronde valley, to ensure clear title was "passed" (so to speak) to the Native Americans, and that he had completed the job a year of more earlier. [ Randy Kajtushka has just reminded me, that Armstrong, was quite an Indian anthropologist himself – he has a book on his travels with the Indians in the coast range -- and much, much more!!!] So clearly the FIRST thing Lt. Hazen or any other army topographical surveyor -- such as Sheridan or Bonnycastle -- would do, would be to tie in their survey with the G.L.O. survey, which had been run precisely to facilitate that tie in. So for Lt. Hazen, Sheridan or Bonnycastle, to ignore the Armstrong G.L.O. surveys was tantamount to gross dereliction of duty.... OR SO IT WOULD SEEM … So, what had occurred to me, was the point you make, that the emigrant land claimant in Grand Ronde valley, would be the beneficiaries of Armstrong's surveys, and that, at the very least, Lt. Hazen would learn of Armstrong's work here, from his one-on-one contact with the land-claimants and farmers -- whose fields he draws in high-def detail. Whichever way you look, there is no way Lt. Hazen did not know that Armstrong had surveyed the entire area. Perhaps, as you say, he would have had to ride to Oregon City to look at Armstrong's field notes, to interpret blazes -- it seems this might have been an imperative, and he could have sent for a copy. But I think, either way, that standards in the G.L.O. Handbook for corner mounds and township corners were "out there" and as closely as everybody was "interfacing" in the field -- e.g. Jesse' Applegate's work on military roads, as he is meanwhile in perpetual correspondence with Preston and Gardiner at the G.L.O. comes to mind -- these corners would have been obvious to a surveyor -- whether he was military or civilian. As I noted in the paper, one of these township corners was up Agency Creek, very near to the "C" on Lt. Hazen's map, which represents Bonnycastle's proposed site for Fort Yamhill, as detailed (I guess) in his report.... So, as you say, it’s just not a cadastral survey. Lt. Hazen ".. constructed a fascinating birdseye view of the new reservation with detail on stream courses, vegetation, terrain, and even the distribution of refugee bands and tribes at their initial campsite " -- and ignored EVERYTHING related to a survey, while he doodled in trees and grass, instead. I love the result -- its a masterpiece and a priceless document, more valuable probably than a survey "buy the book" -- but the only surveying information is the red "meridian" line, and then the "proposed" line, which is the red zig-zag line running due north, and then diagonally across the River. Is that a Reservation boundary? A Fence? Michael cc: Unk-Nown.

Can’t answer all of this at once. I am in California now, on the road, horseback, with Ancient Father, MIMOSBWA – Mysterious Indian Mummy – you know… We saw just saw Babe the Blue Ox!!! Cool. He liked this very much, too. Now MIMOSBWA has asked me to take him to visit some ancient sites way up the Trinity River, like Helena. And so soon I will be out of cell range. So I must type fast. Forward mail to me c/o the HOOPA Indian Reservation.

On the Grand Rond Map – the G.R.I.R.O.T. : we have this map. We have found that there began a plan in about 1855 for the reservation at the Yamhill River. Its written into at least one treaty , the Molalla treaty of December 1855. But the Army and [Joel] Palmer were purchasing the land all that year, and this was all a quick change of plans from having all of the Indians on the Coast reservation. The change was because of the Rogue river war and the continued attacks on the tribes by the settlers at Table Rock. General Wool was working from California to order troops in Oregon to help Palmer in removal of the tribes in February, Palmer invited the tribes of the Willamette valley, the Chiefs and headmen, to visit the Grand Ronde valley (December 1855), and they visited in January of 1856, and agreed to removal, carried the news back to the tribes, and set for removal in winter and spring 1856. The 1854 treaties did not plan for the Grand Ronde reservation to occur. The army mainly assisted with survey, reservation planning, purchasing the DLCs of the settlers, escort of the tribes to the reservation, and supplied Sibley tents for the first year to live in. So the “birdseye” idea is good. I believe the map to be not 100% accurate but a vision of the plan for were tribes were to be settled and where the various agency and military facilities were to be located, in reference to the DLCs and some other known places. Get it?

PLAYERS: Here’s the G.R.I.R.O.T. Map EVERYONE is talking about !!!

PLAYERS: While Ass. Dr. Beckon was probably the first to locate the G.R.I.R.O.T. map at NARA, some 30 or more years ago, our copy was procured by expert cartographical specialist Dr. Juerglein Waters, Ph.D.3 !! Thanks Juerglein!!!!

On the preceding page, the G.R.I.R.O.T. appears laid out square, as you would hold it in your hands, for instance. Below, however, the map appears rotated clockwise, or to the right, about 17 degrees or so, so that the red line marked meridian is pointing directly “up” – NORTH !!!

HERE! … as discussed in the NOTES above !

That meridian, and the scale of miles shown by the arrow , are almost the only indications that the G.R.I.R.O.T. map was conducted by a professional trained Army surveyor !! Meanwhile, the map has to be skewed, or rotated the unanticipated 17 degrees or so, CLOCKWISE, before it’s orientation conforms to a conventional reading – or viewing. PLAYERS!! HERE AGAIN, is the map by which you are to orienteer, as you seek to identify the otherwise tightly-guarded and very SECRET LOCATION of this year’s FIRST EVER BIENNIAL S.Y.M.-F.O.N.I.C. Wowee!!! AT ANY RATE, in particular, I directed YOUR ATTENTION to the one peculiar NOTE of TEXT that was added to the title of the map, and discussed some issues affecting the seemingly seamless character of the Wackenreuder!!

BUT PLAYERS!!! WATCH OUT: There’s a trick!!! Because the Wackenreuder Composite DOESN’T GO to 41º North latitude!!! Right: CHECK IT OUT – for instance, on the upper right-hand corner of SHEET II:

IT ONLY GOES TO 40º 30’ – and change !!!!

WHICH MEANS …

THAT!!! “The portion of Nevada, included between the parallels of 39º30’ and 41º is taken from the work of the 40th Parallel Survey in charge of CLARENCE KING…” etc. etc., …. IS … despite what the NOTE says … is …?

… right: NOT INCLUDED !!!!

WHICH MEANS … WHAT? YES: THIS AREA is INDICATED but not SHOWN!!! Get it?

Which means … What? YES: WACKENREUDER is POINTING US ALL to a SECRET LOCATION .. that is

OFF THE CHARTS !!!

It’s simple, but tricky!!! IT’s WACKENREUDER!!!

NOW PLAYERS, I know Vitus Wackenreuder from years of studying his work. WHAT YOU MIGHT THINK, is that Wackenreuder is indicating an area of northern Nevada, that is included in the King surveys of the 40th parallel, but just not shown on the C.G.S. Composite! That of course would be expected of a beginner ! Quite understandable!! But in fact, Wackenreuder, in speaking of “a portion of NEVADA” at this latitude, is actually INDICATING – WHAT? Right: a portion of CALIFORNIA at the same latitude, and equally off the charts!!! RIGHT:

Where TERRA INCOGNITO meets the UNCHARTED KING SURVEYS ….. …. …. …. …. in the area northwest of SHASTA CITY !!
