She’s now requested a meeting with Health Minister Fred Horne and has sent a letter of the Sylvan Lake Urgent Care Committee’s concerns to Alberta Health Services (AHS) CEO Dr. Chris Eagle. A media release was issued Tuesday morning stating AHS “has indicated it will not include any short or long term provisions in its latest Central Alberta Zone Integrated Plan. These relevations have shocked and disappointed the Sylvan Lake Urgent Care Committee.” Samson, her voice indicating her emotion, told councillors “AHS made it clear we’re not in the plan … the entire committee is extremely upset, we’ve done everything in our power”. Frustration also came out in Samson’s discussion with councillors. She described phone conversations with AHS officials, while trying to pin down whether or not Sylvan Lake’s requests were addressed, as “conversations about nothing”. A paragraph from a letter by Kerry Bales, Senior Vice President, Central Zone, AHS was read by Samson. It states, “While the Zone Integrated Plan addresses the com- munity’s longer term needs, rest assured, we are listening to the com- munity and understand the concerns that have been brought forward relat- ed to access to current health care services.” The letter described the purpose of the Zone Integrated Plan “is to provide a clear line of sight between provincial strategy, local health needs and service delivery changes at the zone level. It will help guide decisions about program and services delivery for the communities we serve into the future.” “We had full expectations, based on a meeting with the minister, we would be recognized as a need,” said Samson. In a March 9th letter, Horne wrote, “I understand your advocacy for an urgent care centre for Sylvan Lake, and I agree that it would appear the community’s needs are not cur- rently being met. I was glad to hear you have a good working relation- ship with Alberta Health Services and encourage you to work with them to fully identify the health needs of the community. I under- stand that this work will be done in time for submission through the Zone Integrated Plan in September so that the longer term solutions can be implemented. In the interim, I am confident that AHS will work with you to find shorter term solutions, as was discussed.” Samson said since that time they’ve collected data and researched solutions. “The committee has proposed reasonable low cost solutions, includ- ing getting day beds into the current David Thompson Community Health Unit, where lab and x-ray technology is located, to start a temporary Urgent Care Centre,” she said in a media release. “These short-term solutions have all been dismissed by Alberta Health Services. Sylvan Lake has hosted provincially-led healthcare conversations where the key message was Urgent Care, we held a rally back in January with over 500 people in attendance and the key message was Urgent Care — when will Alberta Health Services get it?” “I’m laying the blame fully on AHS,” Samson told councillors indi- cating she’s hoping the minister will revisit the issue with committee members and give them some direc- tion. “We’ve got serious situations going on out in our region,” she said. The medical clinic in Eckville is clos- ing down this month and Bentley only has health services one day a week. Samson said besides getting the minister involved, the other option is for a family care clinic. Her under- standing of Premier Alison Redford’s campaign promise to open 140 new family care clinics is that they won’t be the same ‘cookie-cutter formula’ throughout the province but will address local needs. The committee wants increased hours at a clinic where doctors have access to lab and x-ray services dur- ing those longer hours. New information is being pro- vided to residents of town through monthly utility bills so that they can continue their lobbying efforts. On another front, Councillor Sean McIntyre said 20 letters were sent by employees of Sylvan Agencies to the health minister and premier Monday urging them to make urgent care a priority. “We’re calling on all employers in Sylvan Lake to help their employees in a letter writing campaign addressing the premier and the minister to make urgent care in Sylvan Lake a reality,” he said. She’s now requested a meeting with Health Minister Fred Horne and has sent a letter of the Sylvan Lake Urgent Care Committee’s concerns to Alberta Health Services (AHS) CEO

Dr. Chris Eagle. A media release was issued

Tuesday morning stating AHS “has indicated it will not include any short or long term provisions in its latest Central Alberta Zone Integrated Plan. These relevations have shocked and disappointed the Sylvan Lake Urgent Care Committee.”

Hazardous - Debbie Babiuk of the town’s public works staff removed the lids from paint containers so their contents could be dumped into larger barrels during the Hazardous Waste and Materials Round-Up Sept. 15 while other products were sorted in the back of a truck. John Watson, public works manager, said they received a variety of items from 27 customers during the event. This was down from 48 people in 2011 and 86 in 2010. He suggested while it was successful, the trend downwards might be an indication that people have more opportunities to get rid of their hazardous materials. STEVE DILLS

can add up to giant results

By far the biggest pol-luters of the lakeshore and in the downtown area are smokers, according to the work of youngsters who scoured the area Sunday morning during the Great Canadian Shoreline Cleanup.

They picked up 8,837 cigarettes and cigarette filters, 17 lighters, 60 cigar

tips and 121 items described as tobacco packaging and wrappers.

This was the seventh year Scout and Guide groups have participated in the national cleanup at Sylvan Lake, according to organizer Bruce Schollie. This year they included members of Sylvan Lake Scouting, Sylvan Lake Sparks, Brownies and Guides, the new Eckville Guide Unit and 18th Red Deer Morrisroe Scouts.

Statistics Schollie compiled from sheets recorded by parent volun-teers have been forwarded to the national organiza-tion for compiling with other participants.

Four bags of garbage were collected, weighing about 36 kilograms.

Other items collected by the youngsters and their parents and leaders were 114 paper bags, 227 plastic bags, 41 balloons, 33 plastic beverage bot-tles, 50 glass beverage bottles, 81 beverage cans, 273 caps or lids, 75 items of clothing or shoes, 200 cups, plates, forks, knives or spoons, 698 food wrap-pers or containers, 67 pull tabs, 8 six-pack holders,

196 straws and stir sticks and 71 toys.

They also found an assortment of bait and fishing tackle, plastic sheeting and tarps, rope, strapping bands, two appliances, 13 batteries, building materials, car parts, a tire, five diapers, two syringes and two tampons or applicators.

Items of local concern included 25 identified as gum, 15 bandaids and 39 styrofoam pieces.

While the shore was being cleaned by young-sters, there were 35 divers in the water off the pier combing the bottom of the lake. Participating in the Alberta Underwater Council’s ninth annual event, they were from Edmonton, Calgary, Vaughan, Leduc, Red Deer, Athabasca, Black Diamond, Paradise Hill, Sask., and Sylvan Lake.

Besides the divers, they had ten paddlers in canoes and kayaks, including Sylvan Lake Mayor Susan Samson, and 10 volunteers on shore, wrestling the gar-bage up to the main pier or flipping burgers for volunteers after their

work was done.“We definitely noticed

less trash after nine years of concentrated efforts here at the main pier area,” said Cathie McCuaig, executive director of the underwater group.

They recovered approximately 1,000 pounds of material instead of the one-two tons brought up in past years. It consisted of mostly recyclable bottles (which mostly went to the local Scout group), approxi-mately 20 pairs of sun-glasses, a blanket, dozens of broken paddles, water toys, fish hooks and line.

Nationally, 2011 results indicated 3,144

kilometres of shoreline cleaned up during the campaign across Canada and 143,737 kilograms

removed. That included 351,238 cigarette butts, 110,018 food wrappers, 71,200 plastic bags, 65,220

caps and lids and 39,308 plastic beverage bottles. The campaign this year ran from Sept. 15-23.

A Breton man is in a coma in an Edmonton hospital and a Lacombe man is facing impaired driving charges following a two vehicle head-on crash last Friday night.

Emergency crews responded to a crash near the corner of Highway 20 and Aspelund Road about 8:40 p.m.

Randy Pinch, 41, of Breton, was found trapped inside a 1994 purple Ford Ranger in the northbound lane while the driver of a 1999 Dodge Ram was located in his pickup truck in the west ditch.

Sylvan Lake firefight-ers worked for close to an hour to free Pinch from the cab of his vehicle while crews from Associated Ambulance and Lacombe Ambulance administered medical treatment.

STARS air ambulance

landed and transported Pinch to the University of Alberta Hospital where he remained in a coma in serious condition late Sunday, according to a report by RCMP Cpl. James Allemekinders.

Witnesses on scene indicated the Dodge truck had been travelling south on Highway 20 when it crossed the centre line and collided head-on into the northbound Ford Ranger, said RCMP Cpl. Kevin Halwa in a news release.

An RCMP collision

analyst attended the scene and assisted with the investigation. The high-way was closed for several hours to southbound traf-fic while northbound traffic was routed east on Aspelund Road by fire-fighters.

Matthew Lawrence Engelman, 24, of Lacombe has been charged with impaired operation of a motor vehicle causing bodily harm, dangerous driving causing bodily harm and refusing to pro-vide a breath sample.

Firefighters had to remove the roof and door of a Ford Ranger to free a Breton man trapped following a head-on collision which severely damaged his vehicle, last Friday on Highway 20. STEVE DILLS

Welcoming new stu-dents to H. J. Cody High School was the goal of a barbecue and noon-hour event Sept. 12, organized by the school’s Leadership class.

It was meant to give the new students who are new to school in Sylvan Lake a strong sense of belonging, said one of the organizers, Josh Barrie. “It’s a chance to sit down, hang out.”

They were introduced

to a group of ambassadors, people they can look up to, get to know as role models of the school, he said.

Through a power point they were introduced to the wide variety of activities which take place in areas such as performing arts, athletics, CSI, Science Olympics and other extra-curricular clubs.

Principal Dave Elwood said it was cool that when they had the idea a year ago it all came together. Then this year, the event was even better. He encouraged stu-dents at the event to take a

look around the room and say hello to others. “You’ve all got something in com-mon, you’re new to the school.”

Students taking the leadership class made sure all of the approximately 70 new students were invited and also volunteered to act as ambassadors and help with questions.

Following hamburgers, cake and cupcakes, the stu-dents participated in a vari-ety of ‘get-to-know-you’ activities and quizzes. Asked who had come to

Sylvan Lake from farthest away it was a difficult deci-sion between South Africa, Japan and the Phillipines.

When asked how many languages they spoke, sev-eral answered three.

Then there were ques-tions about who had the largest family and who have travelled to the most exotic places. Both elicited some interesting responses.

The event ended with prizes for a human pretzel activity where they joined hands and contorted this way and that.

Students planning the event were assisted by

teachers Jacqui Renwick and Christie Hosaluk.

As part of the revamped website of the Sylvan Lake News we’ve been polling people on different questions over the past couple of months.

Steve DillsSylvan Lake News

by Aleisha BoschEckville Echo

At age five, I became a Spark, the branch of Girl Guides for girls up to six years old.

A few weeks earlier, I heard my mom talking on the phone to someone. I wasn’t paying attention, until she said something that immediately caught my interest.

“She loves pink.”I did love pink. I had no

siblings. Of course she was talking about me. I wondered for a second what she was talking about. Then I lost interest, and resumed play-ing with my gerbil.

After some time, a myste-rious package arrived in the mail. My mom said it was for me. I opened it.

There was a t-shirt. It was pink. There were pants. They were pink. I loved them both. My mom explained what they were for, reminding me of my older cousin who wore a blue Guides uniform.

I felt a little nervous before my first Sparks meet-ing. I needn’t have worried. Soon after setting foot in the school gym where the meet-ing was held, I was invited to help make crafts with the other girls.

As five-year-old girls often do, I quickly made friends with everyone else. I talked and played with them every week. Once, we made pom-poms out of plastic grocery bags and learned a dance routine to the Spice Girls.

During my time in Sparks, I was introduced to two

essential elements of Guiding. The first were the ubiquitous cookies. I wanted to eat them all myself, but unfortunately that was not allowed. I instead sold them door-to-door with a couple other Sparks, along with our parents.

I was also introduced to the badge system. I received my sash, which was empty save for the badge I got for being a Spark.

After two years in Sparks, I progressed to Brownies. The badge system was much more complicated. I was given a book listing the dif-ferent badges, and what I

had to do to get them. There was an older Guide

helping out with my group. Her sash was full of badges, many so advanced they weren’t even in my book. I felt slightly awed with them all, lined up in neat rows.

I was a Brownie for two years. I was eventually able to collect a few of my own badges, which I displayed proudly on my sash. My troop was divided into small-er groups, led by senior Brownies. In my second year, I got to be a group leader, and was assigned important duties like taking attendance and collecting dues.

I left the Girl Guide orga-nization after my second year as a Brownie, choosing dance as my extracurricular activity instead. A few years ago, while cleaning out my

closet, I came across my old uniform and sash. All my badges were still attached, a reminder of my past achieve-ments.

I don’t remember what half the badges stood for, but that sash is worth keeping. It’s not about the badges themselves. It’s about the effort I put into getting them, and how proud I felt when I finally added them to my collection.

Members of the First Eckville Girl Guide Unit will start earning badges and marking their achievements this year. They will be proud because of what the badges represent. Years later, the badge is just a piece of fabric or metal, but the effort that won it, whether it was learn-ing a new skill or helping someone else, was real.

Dear Editor,A new two lane con-

crete bridge across the Medicine River on Range Road 30 south of Benalto has just opened. It replaces an old single lane steel truss bridge. The story of this bridge may tell Sylvan Lake residents what they can expect on the highway intersection south of town.

One of the first local political meetings I attended about 35 years ago was to complain about that single lane bridge across the Medicine River. Even then it was too small to accommodate most farm equipment and larger grain trucks.

Readers may be

interested in the amount of agricultural commodities that come out of that 15 mile cir-cle around Benalto. Before they were destroyed, the Benalto elevators shipped about 19,000 metric tonnes of grain to export position by rail each year. All that grain had to come into Benalto by truck and most of it had to bypass that old bridge. About half of that grain was barley. That was enough to make about 175 million bottles of beer every year. The nearby elevators at Sylvan Lake and Eckville shipped even more, and the elevators at Bentley, Rimbey, and Leslieville were not far

behind.At the time one

farmer remarked “when you consider the bil-lions of dollars of oil, cattle, and grain that goes down that road, it is pathetic Edmonton can’t even upgrade one bridge for us.”

So over 35 years it would be fair to say that several billion dollars of local production has been made less eco-nomic because Edmonton could not do arithmetic on the Medicine River Bridge.

35 years later we finally have a new bridge. It is big enough

for two cars, but I would hate to have to move a larger piece of farm equipment across it.

Perhaps we can take up a collection and send Edmonton a tape measure, and wait another 35 years. However if the Benalto experience is anything to go by, Sylvan Lake residents who expect prompt action from Edmonton on their traffic concerns may need to be very patient.

Ken Larsen,Benalto

Patience may be required as

story of new bridge indicates

www.worldsourcewealth.comDear Editor,

The Highway 11/781 interchange discussion has been going around in circles for months now when the reality is that it is an excellent application for a high speed traffic circle, similar to the one in

southwest Calgary, on Highway 22 or the thousands they have in Europe where there is significantly more traf-fic and far less traffic issues.

Go figure.Steve Miller,Sylvan Lake

Why not install a high speed traffic circle?

The four candidates who have allowed their names to stand for town council are all newcomers to civic administration - a healthy sign for the affairs of the town.

Nomination papers were received Wednesday by returning officer Jack May for Dale AuBuchon, Mrs. Bruce Lane, Fred J. Moore and Mrs. Elmer Peterson.

Retiring councillor Bob Brown did not wish to seek re-election. E. C. Watkiss, the other retiring councillor, was on holidays on nomination day. He’d served on council for the past 15 years.

No nominations were received for a hospital board representative. Carl Cox was the previous representative.

Incline Industries exists to provide a positive, safe place for youth in Sylvan Lake.“We want to be synonymous with youth in

Sylvan,” said manager Joel Smith. Sylvan Lake businessman Darcy Carruthers opened Incline in January 2007. With four children of his own, he wanted to give local youth their own common space. Consisting of an indoor skateboard and BMX park, and a cafeteria area with wireless internet to offer a place where youth can congregate, do homework, participate in activities, and watch music performances. After several years as a business, Incline registered not-for-pro t status two years ago. “It’s not a money-making place. It’s something Darcy and his family have put a lot into just so that the youth have somewhere to go,” said Smith. While Incline serves mostly skateboarders and BMX riders, Smith stressed that they would like to attract other youth as well. To cater to this new group, they are adding a new cafeteria area which will sell hot food in addition to being a space for local musicians to perform and a new hangout area with couches. In the

expansion they have included two meeting rooms where they can provide programs

to help the youth deal with the issues they’re facing in their lives.

They are also looking at hosting various events and clubs including photography club, skate club, art shows and BMX and skate camps. “We want to be part of the community,” said Smith, adding that they give back by participating in local events. “We don’t want to be separate from Sylvan Lake.”Statistics Canada shows that youth crime peaks during after-school hours of 3 p.m. to 6 p.m. Incline wants kids to have a safe and healthy place to hangout.Incline is one of the few publicly accessible indoor skateparks in Alberta.

In April, Incline received a $97,000 matching grant from the Provincial Government Community Facility Enhancement Program (CFEP). They have been renovating since May and will be re-opening in October. But Incline still needs to raise another $40,000 to reach the matching portion

and to complete the expansion project.

If you would like to help with this great cause, please contact Incline

Industries, Joel Smith (403)352-6637 or Darcy Carruthers (403)358-9137.

by Steve DillsSylvan Lake News

Increasing awareness of the need for responsible care of the Sylvan Lake watershed has been a key goal of the Sylvan Lake Watershed Stewardship Society (SLWSS) dur-ing the past year.

President Graeme Strathdee outlined projects which have moved forward over the last 12 months towards that goal at the society’s annual meeting Sept. 15.

One of the highlights was devel-opment of tattoos which were applied to people on the beach by Strathdee, directors Brian Saby and Judy Payne and Sylvan Lake Mayor Susan Samson when the town and society co-hosted the Alberta Water Quality Association visit and dis-play earlier this summer.

The tattoos feature a red circle with a diagonal red line through two patches of colour, blue on one side and green on the other. The slogan was “Keep It Green. Not Blue-Green”.

The reference is to fact that some Alberta lakes have been closed for recreational use because the toxic blue-green algae blooms have grown. Besides destroying recreational opportunities, the algae, which is fed by chemicals contained in pollutants, also con-sumes oxygen in the water result-ing in fish kills.

The first project Strathdee explained was the video “A Lake Treasure … Under Threat” which was produced by SLWSS directors Kim Schmitt and Henry Sielmann. It combines Sylvan Lake’s history with a description of the current state of affairs and promotes the society’s position on future direc-tion for the watershed.

Listening to Strathdee talk, it’s evident the organization has been very active in the background, tak-ing on projects that have an imme-diate impact as well as educating towards an overall understanding of the watershed.

The Living by Water project involved residents who were recruited to participate in a Nature Alberta project where they learned about what they could do on their properties to enhance their envi-ronment while not harming the watershed. Saby and Steven Johnson recruited participants this year.

“The feedback is that everyone who participated felt this was valu-able,” said Strathdee.

Those who participated were also presented with fence post signs designed by the late Kent Williamson, a past president and proponent of the society.

The second annual Watershed Willy event was a fundraiser held at Blissful Beach in honour of Williamson and was attended by

several directors. It raised over $2,000 towards the society’s proj-ects.

Perhaps the most crucial work of the society, Strathdee indicated, is their continuing involvement with Sylvan Lake Management Committee (SLMC). He and Schmitt were involved in two ses-sions with councillors from the counties, town and summer villag-es surrounding the lake. “We are having an influence,” he said. “The net result is a sort of moderation in the aggressive approach to expan-sion in the watershed. All the coun-cillors are becoming more sensitive to topics.”

The main project of the SLMC over the past year has been devel-opment of a cumulative effects management system. At the request of chairperson Beverly Anderson and Sylvan Lake Mayor Susan Samson, Sylvan Lake is to become a pilot project with Alberta Environment’s involvement.

The system, Strathdee suggest-ed, will provide measures to deter-mine the effect of development at the municipal level increasing pop-ulation of the area significantly.

Strathdee said when you add up all the population estimates from the Town of Sylvan Lake and coun-ties in their future plans it suggests adding 70,000 people into the watershed. “That’s the equivalent of dumping the population of Red Deer into the boundaries of the watershed.”

“I can’t think of a single benefit from dumping that kind of popula-tion into the watershed.”

He added when he showed councillors a chart of that popula-tion graphed over the next 50 years “it was a shocker, especially for the municipal people. It’s not going to be an old time cottage area. We’re not going to have mini-govern-ments, that sort of thing is influ-encing the municipal environment now.”

A backbone of the society’s goal to become the main source of infor-mation on the watershed, is its two websites (sylvanlakewatershed.wordpress.com/ and slwss.org/).

“Everything possible you want

to know is there,” Strathdee said. “Precipitation, how much water evaporates … 2.5 mm per day is the peak evaporation rate from the July to November period. These facts are important, we can contribute this information.”

“You could spend literally hours clicking your way through,” he said. “Monitoring and reporting on the water balance and water quality are our lake priorities,” his report added.

The society also prepared a sub-mission to Alberta Environment on the expansion of the tank farm proposed by CFR Industries on Highway 11 near Kuusamo and its impact on the watershed.

Strathdee concluded that the society “is directed, managed and administered by a dedicated team that fits volunteer duties into busy schedules”.

Following the president’s report, Barry Virtue suggested a subject for future work would be to deter-mine how much of the lake’s out-flow is through sub-surface sourc-es. That’s still an unknown, he sug-gested, despite reports that have indicated its possibility.

A nest of wells could be drilled to see if there’s an interconnection, he said.

Strathdee has committed to fol-lowing up on this idea.

During the election of directors, Brian Saby, Evan Verchomin, Graeme Strathdee, Karen Herbst, Kim Schmitt and Steven Johnson were re-elected and Nikki Coles was elected to her first two-year term. Saby, Verchomin and Herbst are commencing their fourth year as directors, Strathdee his fifth, Schmitt his ninth and Johnson his 14th year. Bob Samson and Judy Payne were elected last year to two year terms.

At the directors meeting follow-ing the annual meeting, Strathdee was re-appointed president, Johnson will serve as vice president and Herbst as treasurer. Payne con-tinues as secretary.
