Executive Summary

Monitoring of noise levels at two positions representative of sensitive receptors in the areasurrounding Allianz Stadium was undertaken during the Cold Play sound check and rehearsal onthe 12th December 2016. The purpose of the monitoring was to determine compliance with thefollowing noise criteria defined in the site's Noise Management Plan (NMP):

'During sound test(s), rehearsal(s) and concert(s), LAmax and the LCmax measured at thespecified locations described in Section 15.4 will not exceed:

ii) For activities conducted at the SFS: 80 dB(A) and 100dB(C).'

The sound checks/rehearsal took place intermittently from 5:20 pm – 8:00 pm.

Throughout the rehearsal and sound checks, noise levels were recorded every two minutes, andobservations were made as to the source of noise and potential exceedances at the twomonitoring locations. The noise level recorded represents the highest RMS noise level recordedduring the two minute period. Hence, even where exceedances are identified, it is possible that,for the majority of the two minute period, receptor noise levels were compliant with the NMPcriteria.

During the sound checks/rehearsals Event Noise Management (ENM) staff determineadjustments to the sound system to reduce external noise levels to achieve compliance. Thesechanges included reduction of the volume of specific frequencies and identification of speakerarrays with potential to influence noise external to the venue. The sound engineer madeadjustments and programmed them into the system. North-easterly winds prevailed during therehearsal.

During the majority of the sound checks, measured noise levels were well below the criteria atthe sensitive receiver locations. At 7:54 pm the A-weighted maximum came within 3 dB of thecriteria and the sound engineers were informed of the need to avoid elevating the volumehigher to ensure that a buffer was maintained within the criteria. The sound engineers notedthe operating settings and volume for reference during the shows.

No exceedances of the NMP criteria were measured during the rehearsals and sound checks.

During the event of 12th December 2016, 1 complaint was received by the Trust during theperformance. The complaints related to the perceptible noise levels occurring to the south of thestadium.

The amplified noise of the rehearsal and sound check ended at 7:58 pm.

1 INTRODUCTION

1.1 SCOPE OF ASSESSMENT

Sydney Cricket Ground Trust commissioned Air Noise Environment Pty Ltd to conduct eventnoise monitoring during the Cold Play concert and associated sound checks and rehearsals asrequired under the Noise Management Plan (NMP) for the facility1.

This report presents a summary of the results of the monitoring and a comparison with the noisecriteria for the event as defined in the NMP.

1.2 EVENT DETAILS

The concert event was held at Allianz Stadium (SFS) on Tuesday 13th and Wednesday 14th

December 2016, with sound checks and rehearsals completed on Monday 12th December, 2016.This report presents the noise monitoring and results for the rehearsal and sound checks on the12 December 2016.

The run schedule for the amplified rehearsal was as follows:

■ Line and sound checks: 4:00 pm – 6:00 pm.■ Amplified rehearsal: 6:00 pm - 8:00 pm.

These times are as per the requirements of the approvedNMP.

The line and sound checks occurred at low volume between 5:20 pm and 7:15 pm with pre-recorded music and stage rehearsals at normal volume between 7:15 pm and 7:58 pm.

1.3 EVENT NOISE CRITERIA

Noise limits for concert events held at Allianz Stadium are provided in the site's NMP as follows:

'3.2.2 Concerts, Rehersals and Sound Tets

Both dB(A) and dB(C) limits are specified for concerts as a particular impact on localreceptors of amplified music is low-tone bass sounds – measured in dB(C).

During sound test(s), rehearsal(s) and concert(s), LAmax and the LCmax measured at themonitoring locations will not exceed:

■ For activities conducted at the SFS: 80 dB(A) and 100dB(C). '

Section 6.2.1 of the NMP details the monitoring positions that must be considered as follows:

'Monitoring Locations

For both sporting events and concerts attended monitoring locations will be as set out

For activities taking place at Allianz Stadium:

■ At a point within one (1) metre of the boundary nearest to Allianz Stadium at 234Moore Park Road, Paddington; and

■ At a point within one (1) metre of the boundary nearest to Allianz Stadium of 10Alexander Street, Paddington'

The NMP also presents the following considerations relevant to concert performance noise:

■ An exceedance of the noise level limit by a maximum of 5 dB(A) and/or 5 dB(C) during asingle (5) minute period during the first ten (10) minutes of the performance of each newact will not be taken to be a breach of the limits.

■ Noise levels measured when wind speed exceeds 5 m/s (at microphone height) should notbe used to measure compliance with noise limits in the Notice, as wind generated noisemay limit measurement accuracy. During periods of wind greater than 5 m/s the Trustmust continue to take all reasonable and feasible actions to minimise noise.

■ Concerts: A concert must not commence prior to 1000 hours or finish after 2230 hours onany day. Not withstanding the above, concerts may continue until 2300 hours if anoccurrence beyond the control of the Trust delays the concert. The total length of aconcert must not be greater than five (5) hours.

■ Rehearsals: Rehearsals will not commence prior to 1000 hours or finish after 1900 hours.The total duration of rehearsals will be kept to an absolutely minimum; and

■ Sound Tests: Sound test(s) will not commence prior to 1000 hours or finish after 1900hours. The total duration of sound tests will be kept to an absolute minimum.

The exemption for exceedances at the start of new performances is intended to give the mixingdesk operators time to respond to changes in conditions (e.g. meteorology), or unfamiliaritywith the system (new operator). Subsequent exceedances will be considered as normal.

2 MONITORING METHODOLOGY

2.1 MONITORING POSITIONS

Monitoring during the sound checks and rehearsal were undertaken at two fixed monitoringpositions as required by the NMP. Table 2.1 presents a summary of the monitoring locationsassessed during the event, with the monitoring positions identified on Figure 1.

In addition to compliance monitoring, Event Noise Management staff were present at the front ofhouse (FOH) position to advise the compliance status of noise levels to the production teamthroughout the event. It was noted that the sound engineers had access to a sound level meterand were capable of reviewing the overall volumes throughout the shows on behalf of thePromoter, and worked directly and actively with ENM personnel during the rehearsal on 12th

2.2 OPERATORS

During the monitoring undertaken on 12th December 2016, Air Noise Environment personnelwere located at each position identified in Figure 1. The monitoring exercise was undertaken bythe following personnel:

■ Mixing Desk (FOH): Beau Weyers, BEng(Mech), RPEQ, MAAS;■ Position 1: Jamie Muscat: BEng(Audio); and■ Position 2: Roger Treagus: BA, MA Env. Stud, MAAS.

2.3 MONITORING EQUIPMENT

Table 2.2 presents a summary of the equipment used the monitoring. The sound level metersutilised for the monitoring conform to Australian Standard 1259 "Acoustics - Sound LevelMeters", (1990), Type 1 precision sound level meter.

The sound level meters and calibrator have been checked, adjusted and aligned to conform tothe Type 1 specifications within the last 24 months and issued with a third party NATA accreditedconformance certificate.

Field calibrations of each of the instruments were also undertaken prior to and immediately afterthe monitoring was completed. Less than 0.5 dB drift occurred over the measurement periods.All instruments were fitted with a windshield and monitoring was completed at a height of 1.5 mabove ground level.

2.4 WEATHER CONDITIONS DURING THE EVENT

During the sound check and rehearsal, a moderate north-easterly breeze was observed in thearea. Clear skies prevailed with temperatures between 24 and 260C.

Table 2.3 presents a summary of the meteorological data from Observatory Hill Sydney, andSydney Airport for the rehearsal.

3 RESULTS OF MONITORING

3.1 MONITORING RESULTS

Noise levels were recorded at each measurement position every two minutes throughout thesound and line checks (4:00 pm – 7:15 pm), and amplified rehearsal monitoring period(7:15 pm to 7:58 pm). During each two minute period notes were also made regarding thesources of noise in the area and the source of any potential exceedances of the noise criteria. Itis noted that the noise level recorded represents the highest RMS noise level during the twominute period. Hence, even where exceedances are identified it is possible that for the majorityof the two minute period, receptor noise levels are compliant with the NMP criteria.

During the sound checks/rehearsals, Event Noise Management (ENM) staff completed tests todetermine adjustments to the sound system to reduce external noise levels to within the NMPcriteria. These changes included reduction of the volume of specific frequencies andidentification of speaker arrays with the potential to influence noise external to the venue. Thesound engineer made notes of levels suitable to achieve compliance, and programmed them intothe system. The north-easterly winds prevalent during the rehearsal were predicted to continueon the next performance afternoon (13/12/16), however the wind direction was forecast tochange to a southerly during the second night performance (14/12/16). The sound engineerswere informed that further reductions may be required during the event performance on14/12/16 in the case of any change in wind direction or low lying cloud.

During the majority of the sound checks, measured noise levels were well below the NMP criteriaat the sensitive receiver locations. At 7:54 pm the A-weighted maximum came within 3 dB ofthe criteria and the sound engineers were informed of the need to avoid any further increase innoise levels and to ensure a buffer within the criteria was maintained. The sound engineersnoted the operating settings and volume for reference during the shows.

No exceedances of the NMP criteria were measured during the rehearsals and sound checks.

Most live acts operate at noise levels between 100 – 110 dB(A), and 115 – 125 dB(C) whenmeasured at the front of house (FOH) position. Following the adjustments during the rehearsals,the sound system for the Cold Play concert was operating at between 95 – 105 dB(A) withoccasional vocal spikes to 108 dB(A) and 112 – 116 dB©, and an overall maximum of120 dB(C).

It is noted that the sound system in use was of the highest quality and well suited to reducingnoise spillage from the venue. However, the arrangement of the speakers and stage includedflown (elevated) sub-woofer speakers, behind the main array (designed to provide lowfrequencies to the rear audience) was identified as a potential source of significant noise spillageout of the venue. From the outset, Event Noise Management staff informed each soundengineer that given the location of sensitive receivers to the rear of these speakers, thisarrangement is unsuitable and significant reductions to those specific speakers may be requiredto achieve compliance.

Appendix B presents a summary of the recorded noise levels and observations during the soundcheck and rehearsal.

The amplified noise of the rehearsal and sound check ended at 7:58 pm.

3.2 CONCERT HOTLINE

During the event (12th - 14th) 11 complaints were received by the Trust, with 1 occuring on the12th December rehearsal and soundcheck times. The complaint related to the perceptible noiselevels occurring to the south of the stadium.

A register of the complaints recorded by the Sydney Cricket Ground Trust for the sound checksand rehearsal on 12/12/16 is provided in Appendix C.

APPENDIX A: GLOSSARY OF ACOUSTIC TERMINOLOGY

A-Weighting A response provided by an electronic circuit which modifiessound in such a way that the resulting level is similar to thatperceived by the human ear.

dB (decibel) This is the scale on which sound pressure level is expressed. Itis defined as 20 times the logarithm of the ratio between theroot-mean-square pressure of the sound field and the referencepressure (0.00002 N/m2).

dB(A) This is a measure of the overall noise level of sound across theaudible spectrum with a frequency weighting (i.e. ‘A’ weighting)to compensate for the varying sensitivity of the human ear tosound at different frequencies.

dB(C) This is a standard weighting of the audible frequencies,commonly used for the measurement of Peak Sound Pressurelevel.

Facade Noise Level Refers to a sound pressure level determined at a point close toan acoustically reflective surface (in addition to the ground).Typically a distance of 1 metre is used.

Free Field Refers to a sound pressure level determined at a point awayfrom reflective surfaces other than the ground with no significantcontribution due to sound from other reflective surfaces;generally as measured outside and away from buildings.

Hertz (Hz) A measure of the frequency of sound. It measures the numberof pressure peaks per second passing a point when a pure toneis present.

This is the equivalent steady sound level in dB(A) containing thesame acoustic energy as the actual fluctuating sound level overthe given period. For a steady sound with small fluctuations, itsvalue is close to the average sound pressure level.
