Social Weather Stations

The Fourth Quarter 2017 Social Weather Survey, fielded on December 8-16, 2017, found 69%

satisfied and 14% dissatisfied with the performance of the Senate, 59% satisfied and 16% dissatisfied

with the House of Representatives, 54% satisfied and 17% dissatisfied with the Supreme Court of the

Philippines, and 53% satisfied and 15% dissatisfied with the Cabinet [Tables 1, 2, and 3].

The resulting net satisfaction ratings (% satisfied minus % dissatisfied) were a very good +56

(correctly rounded) for the Senate, a good +43 for the House of Representatives, a good +37 for the

Supreme Court, and a new record-high good +38 for the Cabinet.

Net satisfaction with the Senate up to Very Good +56

The Senate’s net satisfaction rating rose by one grade from good to very good, at +56 (correctly

rounded) in December 2017, up by 10 points from +46 in September 2017 [Chart 1, Tables 4 and 5].

The 10-point rise in the overall net satisfaction rating of the Senate was due to increases of 23

points in Mindanao, 10 points in Balance Luzon, 3 points in Metro Manila, and 1 point in the Visayas.

The Senate's net satisfaction rating rose by one grade from good to very good in Mindanao, at +67

in December, up by 23 points from +44 in September.

It also rose by one grade from good to very good in Balance Luzon, at +54 in December, up by 10

points from +44 in September.

It stayed very good in the Visayas, at +53 (correctly rounded) in December, hardly moving from

+52 in September.

It also stayed good in Metro Manila, at +46 in December, up by 3 points from +43 in September.

Upgrades in the Senate's net satisfaction rating from September to December 2017 occurred in

almost all socio-demographics: it rose by one grade in both urban and rural areas, in all classes, among

both men and women, and in all educational levels.

By age group, net satisfaction with the Senate rose by one grade from good to very good among

18-24 year olds, among 35-44 year olds, and among those who are 55 years old and above. It stayed very

good among 25-34 year olds, and stayed good among 45-54 year olds.

Net satisfaction with the House of Representatives up to Good +43

The net satisfaction rating of the House of Representatives stayed good, at +43 in December

2017, up by 9 points from +34 in September 2017 [Table 6].

The 9-point rise in the overall net satisfaction rating of the House of Representatives was due to

increases of 14 points in Balance Luzon, 13 points in Mindanao, and 5 points in Metro Manila, combined

with a 5-point decline in the Visayas.

The net satisfaction rating of the House of Representatives rose by one grade from moderate to

good in Balance Luzon, at +42 in December, up by 14 points from +28 in September.

It rose by one grade from good to very good in Mindanao, at +52 in December, up by 13 points

from +39 in September.

It rose by one grade from moderate to good in Metro Manila, at +34 in December, up by 5 points

from +29 in September.

It stayed good in the Visayas, at +41 in December, although down by 5 points from +46 in

September.

Upgrades in the House of Representatives' net satisfaction rating from September to December

2017 occurred among 18-24 year olds, among 35-44 year olds, among those 55 years old and above, and

among high school graduates.

It stayed good but had double-digit increases in urban areas, among class Es, among women, and

among college graduates.

Net satisfaction with the Supreme Court stays Good at +37

The net satisfaction rating of the Supreme Court stayed good, at +37 in December 2017, up by 6

points from +31 in September 2017 [Chart 2, Tables 7 and 8].

The 6-point rise in the overall net satisfaction rating of the Supreme Court was due to increases of

8 points in Mindanao, 6 points in Balance Luzon, and 5 points in the Visayas, combined with a 1-point

decline in Metro Manila.

The Supreme Court's net satisfaction rating rose by one grade from good to very good in the

Visayas, at +50 in December, up by 5 points from +45 in September.

It rose by one grade from moderate to good in Balance Luzon, at +35 in December, up by 6 points

from +29 in September.

It stayed good in Mindanao, at +41 in December, up by 8 points from +33 in September.

It stayed moderate in Metro Manila, at +17 in December, hardly moving from +18 in September.

The net satisfaction rating of the Supreme Court from September to December 2017 saw upgrades

among class Es, among men, among 18-24 year olds, among those 55 years old and above, and among

non-elementary school graduates.

However, downgrades in the Supreme Court's net satisfaction from September to December 2017

occurred among class ABCs, and among 25-34 year olds.

Net satisfaction with the Cabinet up to new record-high Good +38

The net satisfaction rating of the Cabinet stayed good, at a new record-high +38 in December

2017, up by 6 points from +32 in September 2017. This surpassed the previous record of +37 in June

2016 [Chart 3, Tables 9 and 10].

The 6-point rise in the overall net satisfaction rating of the Cabinet was due to increases of 15

points in Mindanao, 8 points in Balance Luzon, and 3 points in Metro Manila, combined with a 7-point

decline in the Visayas.

The net satisfaction rating of the Cabinet rose by one grade from good to very good in Mindanao,

at +52 in December, up by 15 points from +37 in September.

It rose by one grade from moderate to good in Balance Luzon, at +35 in December, up by 8 points

from +27 in September.

It also rose by one grade from moderate to good in Metro Manila, at +31 in December, up by 3

points from +28 in September.

It stayed good in the Visayas, at +32 (correctly rounded) in December, although down by 7 points

from +39 in September.

Upgrades in the Cabinet's net satisfaction rating from September to December 2017 happened

among the poorer class Es, among men, among 18-24 year olds, among 35-44 year olds, and among those

55 years old and above.

However, it had a downgrade among 45-55 year olds. Also, it stayed good but had a double-digit

decline among class ABCs.

Survey Background

The December 2017 Social Weather Survey was conducted from December 8-16, 2017 using

face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila,

Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages, and

±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).

The area estimates were weighted by Philippine Statistics Authority medium-population

projections for 2017 to obtain the national estimates.

The quarterly Social Weather Surveys on public satisfaction with top government institutions are

not commissioned. They are done on SWS's own initiative and released as a public service.

The survey question on public satisfaction with the top government institutions is as follows:

“Batay sa kabuuang nagawa nila, ano po ang pakiramdam o opinyon ninyo sa mga sumusunod na

institusyon ng gobyerno? Kayo ba ay Lubos na nasisiyahan, Medyo nasisiyahan, Hindi tiyak kung

nasisiyahan o hindi, Medyo hindi nasisiyahan, lubos na hindi nasisiyahan, o wala pa kayong narinig o

nabasa kahit na kailan tungkol sa (institusyon)? Pakilagay po ang mga kard sa naaangkop na lugar dito

sa rating board.” [“Based on their overall performance, how do you feel about the performance of the

following government institutions? Are you Very satisfied, Somewhat satisfied, Undecided if satisfied or

not, Somewhat dissatisfied, Very dissatisfied or You have never heard or read anything about

(institution)? You may indicate your answer by placing each card on the appropriate answer on this

rating board.”].
