一、 项目背景与概况 Project Background and Overview

(一) 项目背景 Project Background

为全面贯彻习近平生态文明思想和习近平总书记视察广东重要讲话精神，

广东省委省政府于 2018 年 5 月创造性提出：“高水平规划建设广东万里碧水清

流的‘碧道’，形成‘绿道’和‘碧道’交相呼应的生态廊道”；2019 年 10 月

省全面推行河长制工作领导小组会议强调，要高质量推进万里碧道建设，打造

广东生态文明建设的亮丽名片。万里碧道建设成为新时代下广东省深入践行习

近平生态文明思想的关键举措，以及推动河长制湖长制从“有名”到“有实”

的最重要抓手。In order to fully implement the idea of General Secretary Xi Jinping's ecological

civilization and the spirit of his important remarks during his visit to Guangdong, the

Guangdong Provincial CPC Committee and People's Government creatively proposed

in May 2018 "to plan and build a 10,000-kilometer Blueway with clear streams in a

high-quality manner to form an ecological corridor with both "greenway" and

“Blueway". In October 2019, the Leading Group Meeting for Full Implementation of

a System of River Representatives in Guangdong was held, emphasizing the need to

promote the construction of Blueway with high quality to create a bright symbol for

Guangdong's ecological civilization. The construction of Blueway is the key measure

to thoroughly fulfill the Xi Jinping's idea of ecological civilization in Guangdong in

the new era, and is also an effective means to push the implementation of the system

of river and lake representatives from "in name" to "in deed."

在此背景下，深圳市率先吹响万里碧道建设的集结号，争当广东万里碧道

建设的排头兵，以习近平生态文明思想为指引，在全市范围内谋划各大流域的

碧道建设与实施性项目，以水为魂推进流域综合治理，建设生态廊道，改善人

居环境，带动周边产业发展，实现区域社会经济的创新与可持续发展，致力于

打造湾区碧水蓝天生态新名片，成就美丽中国深圳典范，大幅提升人民群众的

获得感、幸福感和安全感。Against this backdrop, Shenzhen took the lead in, and stayed at the forefront of,

building the 10,000-kilometer Blueway. Under the guidance of Xi Jinping's idea of

ecological civilization, Shenzhen proposed several construction and implementation

projects of Blueway in various city-wide river basins and pushed the comprehensive

water-based river treatment to build the ecological corridor, to improve living

environment, and to drive the development of supporting industries, thereby achieving

regional socio-economic innovation and sustainable development. We are committed

to creating a new ecological symbol for the clear water and blue sky in the Bay Area,

setting the Shenzhen version of beautiful China and greatly improving the sense of

gain, happiness, and safety of the people.

(二) 碧 道 内 涵 及 深 圳 市 碧 道 建 设 情 况 Connotation of

Blueway and Construction of Blueway in Shenzhen

1. 碧道内涵 Connotation of Blueway

“碧道”是广东省对生态文明思想的创造性实践，是对海湾、河流、湖库等

水体及滨水地区保护发展的高度概括。碧道以水为主线，统筹山水林田湖草各

种生态要素，兼顾生态、安全、文化、景观、经济等功能，通过系统思维共建

共治，优化生态、生产、生活三维空间格局。"Blueway" is a creative practice of the ideal ecological civilization in

Guangdong, and is a high generalization of the protection and development of waters,

such as bays, rivers, lakes and reservoirs, and waterfront areas. Blueway, dominated

by water, integrating various ecological elements, such as mountains, waters, forests,

fields, lakes, and grasses, and considering the ecology, safety, culture, landscape and

economy, intends to realize its co-construction and co-governance and to optimize the

three-dimensional spatial pattern of ecology, production, and life through a systematic

thinking.

深圳市在实践中创造性地提出了“碧一江春水、道两岸风华”的碧道愿景，

赋予碧道“五道合一”的丰富内涵，即安全的行洪通道、健康的生态廊道、秀

美的休闲漫道、独特的文化驿道和绿色的产业链道。同时积极探索“水产城共

治”的碧道建设理念，以碧道建设统筹生产、生活、生态三大要素，倒逼产业

结构转型、用地结构调整、居住条件改善、服务功能升级，推动沿线休闲游憩

设施、文化消费设施、交通和市政设施建设、旧工业区与城中村更新等，最终

达到流域生态环境优美，空间综合利用、产业转型升级、流域价值激活的发展

目标，探索出一条生态、经济、文化、社会协调发展的新模式与新路径，将深

圳市碧道打造成为“河湖+产业+城市”综合治理开发的样板区。In practice, Shenzhen creatively put forward the vision of Blueway of "Clear

Streams of Spring Torrent, Showing the Splendor of Both Shores," which gives the

Blueway the rich connotation of "five ways in one." And the five ways are: a safe

flood way, healthy ecological corridors, elegant leisure footpaths, unique cultural post

roads, and a green industrial chain. Additionally, we will actively explore the

construction concept of Blueway of "co-governance of hydroecology, industry and

city", coordinate its production, living, and ecology based on the construction of

Blueway, and push the transformation of industrial structure, adjustment of land

structure, improvement of living conditions, and upgrading of service functions thus

promoting the building of leisure and recreation facilities, cultural consumption

facilities, and transport and municipal facilities along the way, and the upgrading of

old industrial parks and urban villages. At last, we can create a beautiful basin

ecological environment, fully utilize the space, transform and upgrade industries, and

activate the basin value to find a new model and new path of coordinated

development of ecology, economy, culture, and society, thus building Shenzhen's

Blueway into a sample area for comprehensive treatment and development of "river &

lake + industry + city".

深圳碧道建设范围划分为三个层次，包括碧道建设核心区、碧道建设拓展

区和碧道建设协调区。核心区为河道管理线（蓝线）范围，侧重研究水安全和

水生态，构建安全系统；拓展区为河道管理线（蓝线）至第二条滨河路之前区

域，需重点分析区内的生态资源、旅游资源、历史文化资源、特色功能区等要

素，构建生态系统、休闲系统和文化系统；协调区为第二条滨河路向外 500-

1000米范围，侧重分析产业转型升级、城中村改造和城市功能提升等内容。The construction area of Blueway in Shenzhen is divided into three levels,

including the core area, the expansion area, and the coordination area. The core area is

within the marking of river course management (blue line), and focuses on the studies

off water safety and water ecology to build a safety system; The expansion area

extends from the marking of river course management (blue line) to the second

riverside road, and pays attention to analyzing the various elements, such as

ecological resources, tourism resources, and historical and cultural resources, and

special function area to build an ecological, leisure and cultural system; The

coordination area is within the 500-1,000-meter radius outside the riverside road, and

puts particular emphasis on the analysis of industry transformation and upgrading,

urban village reconstruction and urban function improvement.

2. 深圳市碧道建设情况 Construction of Blueway in Shenzhen

深圳作为中国改革开放的重要窗口和粤港澳大湾区的核心引擎，致力于在

美丽湾区建设中走在前列，率先打造人与自然和谐共生的美丽中国典范。为实

现千里碧道建设蓝图，深圳市坚持对标全球最好最优，高标准高质量谋划全市

碧道建设。根据《广东省万里碧道建设深圳行动方案》，计划到 2020 年，开工

建设 240公里碧道，并完成 40公里试点段建设任务；到 2022 年，完成 600公里

碧道建设任务，到 2025 年，全面完成 1000公里碧道建设任务，统筹水、岸、

城空间功能，实现生态、生活、生产相协调的生态美丽河湖愿景。As an important window of China's reform and opening up and the core engine

of the Guangdong-Hong Kong-Macao Greater Bay Area, Shenzhen is committed to

staying at the forefront in the construction of the beautiful bay area, taking the lead in

creating a gorgeous Chinese model of harmonious co-existence between human and

nature. In order to realize the blueprint of building its 1,000-kilometer Blueway,

Shenzhen insists on keeping in alignment with the world’s best, mapping out the

construction of Blueway adhering to high standards and quality. According to the

"Shenzhen Action Plan for the Construction of the 10,000-Kilometer Blueway in

Guangdong", plans are the construction of the 10,000-kilometer Blueway project,

completing the commencement of 240-kilometer Blueway and the construction task

of 40-kilometer pilot section by 2020, and finishing the construction task of the 600-

kilometer section by 2022, thereby accomplishing the construction of the 1,000-

kilometer Blueway by 2025. It also aims to coordinate the waters, river bank, and

urban space, thereby building the ecologically beautiful rivers and lakes in harmony

with ecology, life, and production.

目前，全市 16个碧道试点项目建设正在稳步推进中。其中，茅洲河宝安段

6.1公里已列入全省第一批省级碧道试点，2公里先行段已建成并对公众开放。

依据深圳市人民政府办公厅“关于研究碧道建设工作的会议纪要”，茅洲河、

深圳河、观澜河、龙岗河、坪山河五大干流以及光明湖五河一湖碧道将作为深

圳“千里碧道”建设的核心骨干项目开展国际设计招标工作，全面铺开重要区

段与重要节点的碧道建设工作。At present, 16 pilot projects of Blueway in Shenzhen is under steady

construction. Among them, the 6.1-kilometer Baoan section of the Maozhou River has

been listed in the first batch of pilot projects of provincial Blueway, and the 2-

kilometer section built in advance has been completed and is currently open to the

public. Based on the "Meeting Minutes of Study on the Construction of Blueway" by

the General Office of the Shenzhen Municipal People's Government, international

bidding will be carried out for the five main streams; Maozhou, Shenzhen, Guanlan,

Longgang and Pingshan Rivers, and Guangming Lake as the core projects in the

construction of Shenzhen's "1,000-kilometer Blueway", and fully undertake the

construction tasks of Blueway in important sections and nodes.

3. 龙岗河概况 Overview of Longgang River

（1） 流域基本情况 General information of drainage basin

龙岗河流域位于深圳市的中北部龙岗区境内，河流发源于梧桐山北麓，梧

桐山河与大康河汇合点为龙岗河干流起点，是深圳五大河之一。总体自西南向

东北方向流经龙岗区横岗、园山、龙城、龙岗、宝龙、坪地 6个街道，坪山区

进入惠州市境内，汇入东江一级支流西枝江，最后汇入东江。龙岗河在深圳市

境内河长 23.6km，其中龙岗区河长 20.77km，，在深圳市境内流域总汇水面积

364.4km2（田坑水河口以上），其中在龙岗区境内流域面积 258km2，河床平均

比降 1.03‰

The Longgang River basin is located in Longgang District in the north-central

part of Shenzhen. The river originates from the northern foot of Wutong Mountain.

The confluence of the Wutongshan River and the Dakang River is the starting point of

the trunk stream of Longgang River. The Longgang River is one of the five major

rivers in Shenzhen. On the whole, the Longgang River flows from six subdistricts

(Henggang, Yuanshan, Longcheng, Longgang, Baolong, and Pingdi), from the

southwest to the northeast. The Longgang River flows into Huizhou City from the

Pingshan District, merges into the first level tributary of the Dongjiang River, Xizhi

River, and finally merges into the Dongjiang River. The length of the Longgang River

in Shenzhen is 23.6 km, of which the length of the Longgang River in the Longgang

District is 20.77 km. The total catchment area of the basin in Shenzhen is 364.4 km2

(upstream of the Tiankengshui estuary), of which the basin area in the Longgang

District is 258 km2. The average slope of river bed is 1.03 ‰.

（2） 支流基本情况 General information of tributary

龙岗河流域内共有河流 43条，其中干流 1 条（即龙岗河），一级支流包括

梧桐山河、大康河、爱联河、龙西河、龙岗中学排水渠、南约河、新生排水渠、

丁山河、和尚径水、黄沙河等 17条，二、三、四级支流 25 条。There are 43 rivers within the Longgang River basin, including one trunk stream

(namely, Longgang River). The first level tributaries include 17 rivers (for example:

Wutongshan River, Dakang River, Ailian River, Longxi River, Longgang Middle

School Drainage Channel, Nanyue River, Xinsheng Drainage Channel, Dingshan

Rivers, Heshangjing River, and Huangsha Rivers). The number of second, third and

fourth level tributaries is 25.

（3） 水文特征 Hydrological features

当前全球气候变化加大，温室效应、城市热岛效应等影响天气变化的因素

增多，受气候导致的短时极端天气频发。短时强对流天气、局部强降雨对城市

的排水系统提出严酷的考验。土地高强度开发引发城市地形地貌的变化，破坏13

了原有的水循环系统，城市建设过程中下垫面硬化严重，可渗水面积减少，暴

雨时极易形成径流，低洼地则易形成内涝。Nowadays, with the increasing global climate changes, factors affecting weather

change such as greenhouse effect and urban heat island effect increase, and short-term

extreme weather caused by climate is frequent. Short-term severe convection weather

and local heavy rainfall put severe tests on urban drainage systems. The high-intensity

development of land caused changes in the urban topography and landscape, and

destroyed the original water cycle system. During the construction of the city, the

underlying surface is severely hardened, and the seepage area is reduced. Therefore,

the runoff is easily formed during heavy rain, and the low-lying land is prone to the

waterlogging.

（4） 工程地质 Engineering geology

龙岗河流域水系分布在低山丘陵地带和台地区，总体地势南西高、北东低。

干流河谷地貌呈宽窄相间的串珠状，宽处为冲积盆地、窄处峡谷，蒲芦陂水库

以上的梧桐山河与大康河属低山区，河谷较窄（谷宽 200~300m），地面坡降较

大，河床纵向平均坡降 10.8%；蒲芦陂水库到深惠公路下陂头桥段属低丘陵区，

下陂头桥以下中下游为台地区，地势平缓，发育龙岗与坪地 2个盆地，两盆地

之间为低山河谷段，河谷突然变窄，河道弯急。在坪地盆地，河床紧靠盆地南

侧的低丘陵，河面宽阔，沙洲发育。流域阶地主要发育有一级冲积阶她，阶面14

宽 200~2000m，仅梧榈山支流左岸在横岗城附近发育三级冲积阶她，阶面宽

200~600m，阶面高程 56.4~67.22m。The water system of the Longgang River basin is distributed in low hilly lands

and platforms, and the overall terrain is high in the southwest and low in the

northeast. The landform of the trunk stream valley is wide and narrow bead-shaped.

The wide valley is the alluvial basin and the narrow valley is the canyon. The

Wutongshan River and the Dakang River upstream of the Pulubei Reservoir belong to

low mountain areas. The river valley is relatively narrow (with valley width of 200 ~

300m), the ground slope is large, and the average longitudinal slope of the river bed is

10.8%. The section from Pulubei Reservoir to Xiabeitou Bridge of Shenzhen—

Huizhou Highway belongs to low hilly area. The middle and lower reaches below the

Xiabeitou Bridge are platform areas with gentle terrain. Two basins, Longgang and

Pingdi are developed. Area between the two basins is the low hilly river valley

section, where the valley suddenly narrows and the river channel turns sharp. In the

Pingdi Basin, the river bed is close to the low hills on the south side of the basin. The

river is wide with the shoal developed. The basin terrace is mainly developed with the

first level alluvial terrace, with a terrace floor width of 200 ~ 2,000m. The third level

alluvial terrace is only developed on the left bank of the Wulvshan tributary near

Henggang, with a terrace floor width of 200 ~ 600m and the terrace floor elevation of

56.4 ~ 67.22m.

（5） 水安全方面 Water safety

土地高强度开发引发城市地形地貌的变化，破坏了原有的水循环系统，城

市建设过程中下垫面硬化严重，可渗水面积减少，暴雨时极易形成径流，低洼

地则易形成内涝。龙岗河流域共有大小河流 37条，其中龙岗河干流规划防洪标

准为 200 年一遇，经过整治已达到 100 年一遇；7条一级支流规划防洪标准为

50 年一遇，其中南约河、龙西河已完成整治，其他二、三级支流（29条）防洪

标准为 20 年一遇。The high-intensity development of land caused changes in the urban topography

and landscape, and destroyed the original water cycle system. During the construction

of the city, the underlying surface is severely hardened, and the seepage area is

reduced. Therefore, the runoff is easily formed during heavy rain, and the low-lying

land is prone to the waterlogging. There are 37 large and small rivers within the

Longgang River Basin, while the planned flood control standard for the trunk stream

of the Longgang River is to withstand the 200-year event. After rectification, the flood

control standard for the trunk stream of the Longgang River has reached to withstand

the 100-year event; The flood control standard for 7 first level tributaries should

withstand the 50-year event. The Nanyue River and Longxi River have been rectified.

The flood control standard for other (29) secondary and third level tributaries is to

withstand the 20-year event.

② 水库现状情况② Status quo of reservoirs

龙岗河流域现状水库共有 34座，其中三棵松水库对三棵松水进行补水，补

水规模为 0.2 万 m3/d；横岗黄竹坑水库和南风坳水库对四联河进行补水，补水

规模为 0.9 万 m3/d；清林径水库对龙西河进行补水，间段性按需补水；铜锣径

水库则对简龙河补水。There are a total of 34 existing reservoirs within the Longgang River basin, of

which Sankesong Reservoir replenishes Sankesong River with a water supply scale of

2000 m3/d. In Henggang, the Huangzhukeng Reservoir and the Nanfengao Reservoir

replenished the Silian River with a water supply scale of 9,000 m3/d. The Qinglinjing

Reservoir replenishes the Longxi River intermittently as needed. The Tongluojing

Reservoir replenishes the Jianlong River.

③ 再生水补水设施情况③ Reclaimed water replenishment facilities

龙岗河流域现状或已设计的再生水补水河道共 11条，分别为龙岗河、花园

河左二支、丁山河、大康河、新塘河、南约河、同乐河、荣田河、四联河、五

联河和回龙河。There are 11 existing or designed reclaimed water replenishment channels within

the Longgang River basin, which are Longgang River, the second left tributary of

Huayuan River, Dingshan River, Dakang River, Xintang River, Nanyue River, Tongle

River, Rongtian River, Silian River, Wulian River and Huilong River.

（6）水环境现状 Status quo of water environment

龙岗河流域现状干流已设置截污箱涵，现状干流基本达 V类水标准，支流20

水质较差，基本为劣 V类。项目范围内已建运行的污水处理厂有 2座，分别为

横岗污水厂和横岭污水厂，现状总处理规模为 80 万 m3/d，污水厂出水水质标

准均为地表水 V类以上, 河流综合治理工程已经基本完成。The pollutant interception box culverts have been set up in the trunk stream of

the Longgang River basin. At present, the water quality of trunk stream basically

reaches the Class V water standard. However, the tributary water quality is poor and

basically inferior to the Class V. There are two sewage treatment plants that have been

built and operated within the project scope, namely the Henggang Sewage Plant and

the Hengling Sewage Plant. The current total treatment scale is 800,000 m3/d, and the

effluent water quality standards of the sewage plants are all superior to Class V for

surface water. The comprehensive river improvement project has been basically

completed.

（7）周边交通现状 Status quo of surrounding traffic

滨河通道隐蔽、缺乏引导性，沿河存在多处断头路，亲水道路和沿河绿道

间通道缺乏等慢行联系缺失的现状限制了城市与河流的互动。跨河桥梁较少，

两岸慢行系统难以串联，同时几乎没有公共停车场，交通基础设施薄弱，存在

河流割裂城区交通体系的问题。The riverside channel is hidden and lacks guidance. There are many dead-end

highways along the river. The missing of slowtraffic connections (such as the lack of

channels between the road close to the river and the greenway along the river) limits

the interaction between the city and the river. There are fewer bridges across the river,

and the slowtraffic systems on both banks are difficult to be connected. At the same

time, there are almost no public parking lots, and the transportation infrastructure is

weak. The problem of river-splitting urban traffic systems exists.

（8）沿河产业现状 Status quo of industry along the river

龙岗河周边产业偏态离散、产业链低端无序且特色不明，创新核心动力欠

缺，外强内弱，体系待构。城市对于创新产业的需求强劲，但产业与服务错配，

导致产城失序等问题。未来，需要以碧道建设为契机，大幅提升龙岗河流域的

生态环境与空间品质，吸引科技创新资源平台以及科技创新人才进驻。The industry around the Longgang River is skewed dispersed, and the low-end of

the industrial chain is disorderly with unknown features. The core motivation for

innovation is missing. The industry situation is strong externally and weak internally.

The system is yet to be constructed. The city's demand for innovative industries is

strong, but the mismatch between industries and services has caused problems such as

disorder between production and cities. In the future, it is necessary to take the

opportunity of Blueway construction to greatly improve the ecological environment

and spatial quality of the Longgang River Basin, and attract scientific and

technological innovation resource platforms and scientific and technological

innovation talents to move into this area.

（9）周边用地现状 Current conditions of surrounding land use

龙岗城区建成度高，近河存量空间匮乏。近河土地除部分公共设施用地外，

还包含大量废旧厂房和村落，建筑年代久、质量不佳且在多处河段临堤而建，

未给碧道预留充足建设空间。The urban area in the Longgang District has a high degree of built-up with the

problem of lack of space near the river. In addition to the land for some public

facilities, the land near the river also contains a large number of abandoned factories

and villages. The buildings are old, of poor quality, and built near banks of many river

sections. No sufficient construction space has been reserved for the Blueway.

（10）周边公共空间分布 Distribution of surrounding public space

河流在城市中目前主要承担泄洪通道和游憩的作用，但与城市结构、公共

功能和产业功能之间的联系较少，例如龙岗中心区的龙城广场中轴处，轴线以

万科里商场作为收尾，但与之相隔一路的龙岗河 U梦广场段却与轴线呼应甚少，

可见现状的河流仍处在城市背面。

Rivers currently mainly play the role of flood discharge channels and recreation

in cities, with fewer links with urban structure, public functions and industrial

functions. For example, at the central axis of Longcheng Square in the central area of

Longgang District, the axis ends with VankeliMall. However, the UMeng Square

section of the Longgang River, which isapart with one road, has little echo with the

axis. It can be seen that the current river is still on the back of the city.

（11）周 边 生 态 环 境 现 状 Assessment of surrounding ecological

environment

龙岗城市建设密集，传统治水模式经常采用三面光及直立挡墙方式，割裂

three sides and vertical retaining walls is often adopted as the traditional water

treatment model, cutting the connection between the river and the river bank, river

bed and surrounding mountain forests, farmland, reservoirs and other ecosystems.

Due to the traditional model of dredging and clearing the river, the species of

vegetation communities in the middle and upper reaches of the river are single with

obvious indication of biological invasion, and the types of habitats are simple and

need to be repaired urgently.

沿河景观缺乏特色，体验单一；沿河街道缺少滨水感知，街道景观老旧。Passing through the urban area, the Longgang River flows through many

valuable cultural heritages, such as Longyuan, Hakka Enclosed House, and Longgang

Old Street. However, facilities for river (such as bridges across rivers) fail to reflect

the cultural elements of Longcheng and lack humanistic design. The landscape along

the river lacks characteristics with simple experience. The riverside street lacks

waterfront perception with outmoded street landscape.

Three characteristic Blueway lines are to be created throughout the whole basin

relying on the characteristic resources, river and lake veins and gulf shorelines, among

which one is a Blueway line by the sea enjoying the urban life in the west and the

leisure life in the east, one is along lakes and reservoirs enjoying suburban leisure and

the other is along rivers enjoying development. The Longgang River is one of the

important connected Blueway of the river Blueway line. The upstream Blueway

construction should highlight the Blueway theme of “science and technology

leadership”, adopting the modern architectural style, simple and comfortable street

facilities to provide scientific researchers with waterfront space of innovative

elements and vitality. The downstream Blueway construction should highlight the

theme of “low carbon and smart” Blueway, adopting the energy-saving technologies

and energy-saving materials to create a low-carbon and vibrant Shenzhen east

industrial zone that integrates the river and the city. The construction of midstream

Blueway should be based on the theme of "Hakka culture", which mainly focuses on

the Hakka culture display projects. The architectural style in the core area of the

Blueway should be consistent with the Hakka architectural style, maintaining the

coordination of form and color.

研究范围以龙岗河干流东西向从民清路至外环高速路长约 21千米为中心向

两侧延伸，包含碧道核心区、拓展区、协调区全部范围。具体为北至龙岗大道、

坪梓路、Y222，南至深汕路、金源路，西至荷康路、碧新路、吉祥南路，东至

坪梓路与牛眠岭街交界，总面积为 15.9 平方千米。The study area extends from Mingqing Road to the External Ring Expressway

towards the direction of east-west along the trunk stream of Longgang River, with a

length of 21km, widening towards both sides, including the core area, outdoor

exercise area and coordination area of Blueway. The specific area covers the

Longgang Avenue, Pingzi Road, and Y222 to the north, Shenzhen-Shantou

Expressway, and Jinyuan Road to the south, Hekang Road, Bixin Road, and Jixiang

Road South to the west, as well as the junction of Pingzi Road and Niumianling Street

to the east. The total area is 15.9 square kilometers.

界。方案设计阶段指设计的具体方案表达与细化，包括碧道建设核心区全部范33

围，以及拓展区内仅需要纳入此次设计的范围，需要纳入部分需要设计单位和

业主共同研究确定。初步设计及施工图阶段、施工配合及竣工图阶段都是方案

设计阶段的延伸，范围与方案阶段一致。This design covers four stages: schematic design stage, schematic design stage,

preliminary design and construction drawing stage, and construction cooperation and

as-built drawing stage. Conceptual design aims at highlighting the overall effect of

Blueway, implementing the strategic intention of the overall plan of Blueway and

focusing on systematization and integrity, with the extension area of Blueway

construction as the boundary. Schematic design refers to the expression and

refinement of specific design schemes and plans, including the entire scope of the

core area of Blueway construction, and the part in the expanded area that only needs

to be included in the design, and such part shall be determined by the Designer and

the Owner together. Both the preliminary design and construction drawing stage, and

the construction cooperation and as-built drawing stage are extensions of the

schematic design stage, with the scope consistent with that of the schematic design

stage.

1. 加强城市水安全，让市民开心下河安全上岸 Strengthening of

urban water security to make citizens play in the river happily

and go on shore safely

龙岗河属于雨源型河道，在汛期极易暴涨形成洪水。干流现状河道断面主34

要为直立挡墙矩形断面、边坡防护梯形断面，以直立挡墙为主，开敞慢行空间

主要在河道内，沿河缺少汛期预警发布平台，沿河上岸设施间距较远，不易于

汛期快速上岸，存在安全隐患。The Longgang River is a rain-sourced river. It is prone to rise in flood season and

forms flood. The current section of the trunk stream of the river channel is mainly the

rectangular section of the vertical retaining wall and the trapezoidal section of the

slope protection. With the vertical retaining wall as the basis, the open space for

slowtraffic is mainly in river channels. With lack of early warning platforms in flood

seasons along the river and the far apart facilities along the river, it is not easy to land

quickly in the flood season, and there are hidden safety hazards.

2. 复育生态廊道，增加龙岗河的亲水性 Restoration of ecological

corridors to increase the water intimacy of the Longgang River

河流由于历史污染与清淤，原有生态系统受破坏，生物减少，自净能力下

降，生境结构缺失。此外，龙岗河污水厂出水为一级 A标准，作为河道生态补

水，缺少深度处理，仍会对河道水环境造成污染，制约亲水性活动。Due to historical pollution and dredging of rivers, the original ecosystem was

damaged with creatures reduced, the self-purification ability lowered, and the habitat

structure missed. In addition, the effluent from the Longgang River Sewage Plant

meets the Class I A standard. As the ecological replenishing water supply of the river,

the lack of advanced treatment will still cause pollution to the river water environment

and restrict activities close to water.

3. 升级慢行系统建设，打造活力、连续的滨水空间 Upgrade of the

construction of the slowtraffic system to create a dynamic and

continuous waterfront space

不断挤占滨河空间的建筑将河流至于城市背面，降低了公众对滨河区的可

达性，极大的削弱了滨水可达性和感知性。The buildings that constantly occupy the riverside space force the river to flow to

the back of the city, reducing the public's accessibility to the riverfront area, and

greatly weakening the waterfront accessibility and perception.

4. 增 强 城 河 互 动 和 空 间 耦 合 Enhancement of urban-river

interaction and spatial coupling

龙岗河横向沿岸公共空间缺失，无法形成完整连续的滨河区开放空间体系；

纵向与沿岸城市内部的公共空间联系度低，较弱空间可达性使城市与山水互动

困难。The lack of public space along the Longgang River's horizontal shoreline cannot

form a complete and continuous open space system in the riverfront area.

Longitudinally, the Longgang River has a low degree of connection with the public

space in the coastal internal urban area. The weak space accessibility makes it

difficult for the area urban to interact with the landscape.

5. 加 强 改 善 滨 水 环 境 ， 推 进 产 业 升 级 Strengthening and

improvement of the waterfront environment and promotion of the

industrial upgrading

以碧道建设带动滨水空间的经济活力，促进城市产业转型升级，实现河流

复兴和城市更新的双向赋能，现状龙岗河由于河道渠化和硬化，造成河道景观

较为单一。两岸滨水区的植被建设标准不高，造成植被混杂，缺乏辨识度和地

域性，沿线城区的环境品质和对高端人才、资源吸引力较低。The Blueway construction drives the economic vitality of the waterfront space,

promotes the urban industrial transformation and upgrading, and realizes the two-way

empowerment of river rejuvenation and urban renewal. The status quo of the

Longgang River makes the river landscape relatively simple due to the channelization

and hardening of the river channel. The vegetation construction standards in the

waterfront areas on both banks of the river are not high, resulting in mixed vegetation,

lack of recognition and regional characteristics, and the low attraction of

environmental quality of urban areas along the line to high-end talents and resources.

mother river, and the unique charm of Longcheng is not showed.

示区。This node, close to such important buildings in the central city as District

Government, Longcheng Square, subway station and Honglifang and adjacent to

high-end properties including Vanke and Gemdale, is densely populated, serving as

the core exhibition area of urban Blueway along the Longgang River.

节点打造思路：建议打造水陆空立体化交通慢行系统，可以考虑利用空中

风雨连廊等系统将人流导向龙岗河碧道，人行、自行车多用，通过人行桥梁，

空中连廊加强河道两岸的联系，串联周边重要建筑物通道，达到无论风雨，人

行车行均可通达的效果。Node construction idea: a 3D slowtraffic system integrating water, land and air

is proposed. Stream of people can be led to Blueway along the Longgang River by

using such systems as rain & wind corridors and taking full advantage of walking and

bikes. Also, the connection between both banks can be reinforced by pedestrian

bridges and space corridors, and passages of surrounding important buildings are

connected so as to achieve accessibility by walking or bike regardless of weather.

景观品质较低，缺乏良好的公共空间，难以吸引更多市民、游人。周边历史文

化点众多，但交通不畅，未有游览路径导览等。This node is surrounded by rich Hakka historical and cultural resources which

are distributed in a scattered manner and provided with old buildings and poor-quality

landscapes and insufficient high-quality public space, thus lacking attraction to

citizens and tourists. Despite of numerous historical and cultural points around, the

node suffers from poor traffic and no tour path guiding is available.

间格局、资源禀赋、国际国内案例借鉴等维度，多维度剖析龙岗河碧道的发展

条件，落实深圳市碧道总体规划对龙岗河碧道建设的总体方向与思路，制定具

有引领性的定位、发展目标，设计合理且富有前瞻性的功能体系等。统筹考虑

龙岗河碧道沿线的生态水文、空间环境、产业基础等现状特征，深入分析河流

产业优势、外部资源导入、宏观政策支持等因素，对龙岗河碧道建设进行概念

设计，统筹考虑核心区、拓展区资源，形成统一风貌。概念设计要落实总体规

划已经确定的项目，进行落位选址、体量、风格意向等、总体规划未涉及的小

项目需要按照总体规划战略意图进行考虑规模、数量、风格意向等。Analyze the development conditions of the Longgang River Blueway from such

perspectives as national policy, strategic background, spatial pattern, resource

endowment and international and domestic cases on the basis of deeply understanding

the connotation of Blueway, implement the overall orientation and idea of Master

and forward-looking functional system.Take into consideration current characteristics

such as ecological hydrology, spatial environment and industrial foundation along the

Longgang RiverBlueway as a whole, analyze in details the industrial advantages of

the river, introduce the external resources and the support of macro policies, and

design the concept for the construction of the Longgang RiverBlueway, consider the

core area as a whole, expand the resources of the area, and form a unified landscape.

The conceptual design is required to implement the projects determined in the overall

planning, perform site selection and determine the scale and style intentions. Small

projects not involved in the overall planning shall be considered for scale, amount and

style intention according to the strategic intention of the overall planning.

1. 设计方中标以后 60 天内提供 3个达到国际水平（对标米尔河公园和绿道/

马德里河岸景观/芝加哥滨河步道/上海浦江两岸贯通项目参见附件四）的概念方

案报业主。概念方案由甲方组织相关规划、景观、建筑城市设计、生态、水利

行业国内外权威专家进行评审。3个概念方案须由 3家不同团队（允许境外设计

单位参与）提供，其中，设计方若为联合体单位，视为一个团队。1. The Designer shall propose 3 conceptual schemes of international level to the

Owner within 60 days upon bid winning. See Attachment IV for the projects of Mill

River Park and Greenway/Madrid Riverside Landscape/Chicago

Riverwalk/Connection of Both Banks of Huangpu River in Shanghai for reference.

The conceptual schemes shall be reviewed by experts in planning, landscape,

architectural and urban design, ecology, and water conservancy both home and abroad

organized by Party A. The 3 schemes must be provided by 3 different teams (overseas

designers allowed to join), and the Designer, if being a consortium, shall be deemed 47

as a team.

2. 如 3个概念方案达到业主概念方案设计任务书要求,业主支付 3个概念方

案费用每个 200 万；业主选中的概念方案团队在完成概念方案整合，并获得认

可后，业主支付概念方案整合费用 150 万。2. The Owner shall pay for the 3 conceptual schemes (RMB 2 million for each)

provided that such schemes meet the requirements of the Brief for Conceptual

Schematic Design provided by the Owner; Upon the conceptual scheme integrated by

the successful team is accepted by the Owner, the Owner shall pay RMB 1.5 million

for the integration of such scheme.

3. 如所有概念方案均达不到业主要求，无法获得业主认可，业主不予支付

概念方案费，并业主有权扣除工程设计费的 50%作为违约金，另行组织概念方

案国际竞赛。3. If all the schemes fail to satisfy the Owner, the Owner shall not pay for the

schemes and be entitled to deducting 50% of the engineering design fee as liquidated

damages and organize an international competition for conceptual schemes.

4. 获得业主认可的概念方案团队需配合完成初步设计，并参与后续施工阶

段的现场配合。如业主认可的概念方案团队不履行以上义务，业主有权扣除工

程设计费的 30%作为违约金4. The team approved by the Owner shall cooperate to complete the preliminary

design and participate in the subsequent construction on the site. If the team fails to

perform the above-said obligations, the Owner shall have the right to deduct 30% of

水安全、水利水工设施、现状土地利用、景观绿化、建筑物与构筑物、区位交

通、沿线产业、历史文化、公共空间与服务设施、周边社区与人口、城市更新

情况、在建项目情况等。Find out the existing conditions of Longgang River Blueway base through

conditions and restrictions of Longgang River Blueway, with the analysis contents

including but not limited to: river hydrology, water ecology, water safety, water

5. 总体定位 Overall positioning

充分认知龙岗河在深圳市的重要地位，贯彻碧道理念，挖掘龙岗河的生态、

景观、文化、产业、休闲等标志性特征和功能，结合碧道总体规划对龙岗河流

域为“东部活力碧道”，提出龙岗河干流碧道的总体功能定位，提炼主题鲜明

的形象定位。Fully recognize the important position of the Longgang River in Shenzhen,

implement the concept of Blueway, mine the symbolic features and functions of the

Longgang River such as its ecology, landscape, culture, industry and leisure, and

combine the overall planning of Blueway to make the Longgang River basin a

6. 总 体 结 构 与 功 能 分 段 Overall structure and function

基于龙岗河各段的资源禀赋、现状基础与发展诉求，结合碧道总体规划对龙岗河流域提出上游“科创引领主题“段、中游的“客家文化主题”段和下游的“低碳活力主题”段，进一步确定龙岗河碧道总体结构及河流功能分段。

midstream section themed by Hakka culture and downstream section themed by low

carbon and energy according to the resource endowment, existing foundation and

development demands of each section of the Longgang River, and further determine

7. 安全系统设计 Safety system design

（1）保障水安全 Water safety guarantee

从龙岗河特征出发，在对干流和主要支流的行洪现状、堤岸现状进行分析

的基础上，从专业的角度对龙岗河的防洪工程体系建设、内涝缓解、堤岸打造

等方面提出合理的、系统的策略，研究好防洪措施，挖湖策略，水量平衡，保

证水安全底线和水安全提升。同时结合水文水质站网规划等设置必要的监测、

预报预警设施，强化水质动态监测、智能险情预警功能。建议龙岗河构建多级

立体排洪体系，通过各种工程措施及技术，实现对雨水的“截”源、“蓄”流、

“排”汇及回用的功能。另外，加强龙岗河的防汛抢险设施和建立系统的防汛

抢险设计，完善防洪抢险通道的建设，提升城市应急减灾能力。对需要提升现

有堤防生态性、景观性的堤段，堤岸断面结构可采取多级堤、超级堤建设型式，

也可通过地形重塑等手段形成“隐形堤岸”。Propose a reasonable and systematic strategy, study flood control measures, a

lake excavation strategy and water balance, and guarantee the water safety baseline

and water safety improvement from a professional respective to such aspects as the

flood control engineering system construction, relief of waterlogging and dike

up necessary monitoring, prediction and early warning facilities taking into account

the planning of hydrological and water quality station network, and intensify the

functions of dynamic monitoring of water quality and intelligent early warning of

dangerous situations. Suggest constructing a multi-level three-dimensional flood

discharge system for the Longgang River and realize the interception, storage,

discharge and reclaim of rainwater through various engineering measures and

technologies. In addition, enhance the flood control and emergency rescue facilities of

the Longgang River and set up systematic flood control and emergency rescue design,

improve the construction of flood control and emergency rescue channels, and boost

the urban emergency response and disaster reduction capacities. Adopt multi-level

dike and super dike construction types for the dike section structure to improve the

existing dike ecology and landscape nature, or form "hidden dikes" by such means as

terrain remodeling.

8. 生态系统设计 Ecosystem design

（1）改善生态环境 Improvement of ecological environment

水环境的保持与提升是生态建设的基础，首先从龙岗河一河两岸的水环境

现状、生态资源布局状况出发，提出合理的、系统的策略来改善水环境，修复

水生态，维护生态系统，构建绿色生态基地。The maintenance and promotion of water environment is fundamental ecological

construction. Propose a reasonable and systematic strategy to improve water

environment, restore water ecology, maintain ecosystem, and construct a green

ecological base on the basis of existing conditions of water environment and the

layout of ecological resources on both banks of Longgang River.

（2）构建生态系统 Building of ecosystem

建议保留河道的河漫滩、沙洲等，石滩状河漫滩常见于河流上游，石块可

为水中生物提供繁育与栖息保护地。确定龙岗河的生态系统结构，通过生态廊

道串联重要生态节点和生态斑块，确定山水格局。依托生态要素设置动物迁徙

通道，分析龙岗河区域迁徙动物种类、特性、需求，提出具体动物迁徙通道路

径、宽度等。Flood plains and sandbanks of the river can be reserved as suggested. Rock flood

plains are common in the upper reaches of the river and rocks can provide breeding

and habitat protection for aquatic creatures. Determine the ecosystem of the Longgang

River, connect important ecological nodes and spots via the ecological corridor and

correct the landscape pattern. Rely on ecological factors to set up animal migration

channels, analyze species, characteristics, and demands of migratory animals in the

Longgang River area, and propose the specific path and width of such channels.

（3）完善生态补水 Improvement of ecological water recharge

龙岗河暴涨暴跌的特性对补水有强烈的需要。依托已有湿地、蓄水池，强

化生态补水功能。要注重新增生态补水的手法与处理、两岸着重增加蓄滞性水

体、马赛克湿地等。景观设计时尽量多考虑小型湿地、类湿地景观。Longgang River has a strong demand for water recharge due to its sudden rising

and failing features. Reinforce the ecological water recharge function relying on the

exiting wetland and impounding reservoirs. Pay attention to the methods and

treatments of new ecological recharge, and increase the water bodies and mosaic

wetlands on both banks of the river. Consider small wetlands and similar wetland

landscapes as much as possible in landscape design.

（4）恢复生态岸线 Restoration of ecological shoreline

龙岗河岸线目前以标准化的防洪堤岸为主，结合龙岗河滨水区域环境特征，设计岸线类型和布局，提出不同岸线类型生态化的策略。例如城市建成区和更新区的岸线，可以局部采用仿自然生态岸线，临水边设置缓坡、草皮、树林等自然元素。城市新建区或者自然生态区的岸线，建议尊重原有的河道走向形态，避免人工裁弯取直，减少河道渠化。结合龙岗河道驳岸现状，对不同类型的驳岸分类布局并选取典型河段进行方案设计。龙岗河目前有些许地段河床淤泥严重，除了必要的清淤工程外，尽量保留河道内生态良好的滩涂地、淤积岛等，对其进行利用和改造，进一步提升其生态价值、景观价值，对改造利用方式提出策略和方案。驳岸边的淤泥尽量可以利用，形成天然的生态岸线。

The shorelines of theLonggangRiver are dominated by the standard flood control

dike at present. Combine with the environment features of waterfront areas of

theLonggangRiver to design the shoreline type and layout and propose ecological

strategies of different types of shoreline. For example, the shorelines of urban built-up

area and renewal area can be locally set to imitate natural ecological shoreline. The

waterfront shall be set with gentle slope, turf, forest and other natural elements. For

the shorelines in new areas or natural ecological areas, it is suggested to respect

original river direction, avoid manual straightening, and reduce channelization.

Combine with the existing conditions of channel and revetment of the Longgang

River to arrange the layout of revetments by categories, and select the typical river

sections for scheme design. At present, some sections of the Longgang River have

serious silt in the riverbed. Except for the necessary dredging projects, the ecological

shoals and silt islands in the river shall be well retained, which can be utilized and

reconstructed to further enhance their ecological value and landscape value. The

strategies and plans for utilization and reconstruction shall be put forward Take full

advantage of the mud near the revetment to form a natural ecological shoreline.

9. 休闲系统设计 Leisure system design

（1）打造碧道休憩路径 Construction of leisure path of Blueway

结合龙岗河一河两岸的慢行系统现状，提出相关策略来打通断点，实现龙

岗河滨河道路，骑行道路，漫步道的三线贯通，形成公共性强、特色性强、多

样性强、体系性强的碧道休闲路径贯通的滨水游憩网络。对河道慢行道路进行

断点连通的方案设计，可以通过借道、栈道等方式实现河道两侧全线贯通。同

时对慢行道路的铺装、导视、亮化等进行设计。分析滨河道路交通现状交通流

量、道路用地和停车用地使用情况，考虑必要的滨河慢性化改造。考虑新建跨

河步行桥或者过水汀步等慢行设施的数量、位置、风格等。Combine the current status of slowtraffic system of the Longgang River and its

banks to propose a relevant strategy to connect the disconnected points, realize the

connection of riverside road, riding road and walking road along the Longgang River,

the whole line on both sides of the river by means of road sharing, plank road, etc.

Meanwhile, the pavement, guide and lighting of slow trafficroadsshall be designed.

Analyze the traffic status, traffic flow, road land and parking land use of riverside

roads and consider necessary slow improvement of riversides. Consider the quantities,

locations and styles of new river-crossing footbridges or stepping stones on water

surface.

（2）设置休闲活动节点 Setting of leisure activity nodes

根据龙岗河一河两岸城市休闲设施、用地布局的分析评价，结合市民游憩

需求、河流总体定位以及分段功能定位，对龙岗河的休闲活动节点进行策划和

布局，以提升碧道休闲空间连续性、丰富度、特色性。Plan and arrange the leisure activity nodes of the Longgang River to improve the

space continuity, richness and features of the leisure space of the Blueway according

to the analysis of urban leisure facilities and land layout of the Longgang River and its

banks.

（3）完善休闲服务设施 Improvement of leisure service facilities

通过“等级完善、特色强化”，构建龙岗河休闲与服务一体的特色碧道驿

站体系。总体规划中明确沿龙岗河干流设一条河流休闲碧道径，二级驿站服务

节点 2个处，可以根据场地的特性完善碧道驿站的等级、数量、位置、定位等，

打造文化、科技、体育、主题的特色碧道驿站，特别需要提出客家文化。同时

考虑总体规划中未涉及的观景平台和其他小型服务点如公厕及必要的餐饮、商

业建筑纳入慢行系统内，确定其数量、规模、位置、特色。Build the Blueway service station system with the integration of leisure and

根据龙岗河的区域文化资源，对碧道的文化风貌进行分段概括，并结合要

点进行文化节点布局。龙岗河需要着重客家文化，科创文化和低碳文化。Summarize the cultural style of Blueway by sections according to the regional

culture resources of the Longgang River and allocate the cultural nodes in

combination with the key points. For the Longgang River, it is required to emphasize

Hakka culture, science and innovation culture and low-carbon culture.

（2）打造文化服务设施 Construction of cultural service facilities

结合龙岗河周边文化设施和河道游憩空间的衔接，建设两岸文化设施体系，

进一步落实总规中的水文化展示馆，口袋公园（如龙文化、龙灯文化等主题，

彰显片区文化，丰富市民文化生活），24 小时图书馆、党建服务站、水工设施

美化提升内容，塑造生态科普之河，对其等位置、数量、规模、打造方式、风

格意向做出表达。各类建筑应突出龙岗河文化创意的总体风格。Combine the culture facilities and river channel recreation spaces around the

结合龙岗河水情特征，对水中体验活动、水岸文化活动等活动进行空间上

的落位和策划，打造体验历史、展望未来的滨水活动场所，如结合中游的客家

民俗博物馆、客家民俗产业园等开展水岸活动。对适合水上活动的河段进行水

上游线设计、游船码头的设计，通过游线串连节点，打造具有特殊性、多样性、

连续性的水上游线。并对可能产生相关的配套设施进行布局和风格意向表达。Combine the hydrological features of the Longgang River to locate and plan the

通过梳理龙岗河干流沿岸周边情况，对水工设施进行系统性的外观美化和

提升改造，提出改造提升策略与风格意向。Perform systematic appearance beautification, improvement and renovation of

hydraulic facilities by sorting out the conditions along the banks of the trunk stream of

Longgang River and propose renovation and improvement strategy and style

intention.

11. 产业系统设计 Industrial system design

（1）产业主题空间 Industry theme space

结合沿岸附近的产业园和滨水活动空间，打造产业相关的主题公园、展示

广场、活动空间、雕塑小品、相关元素设计等，形成水产城联动空间，促进产

业主动升级。In combination with the industrial park and waterfront activity space near the

coast, it shall create industry-related theme parks, display squares, activity space,

sculpture sketches, related element design, etc., so as to form the interactive space of

共活动功能，提高其对外的公共开放性，提升用地效率。主要改造方向为运动

休闲型、环保教育型、生态游憩型和综合服务型。Renovate and reconstruct the hydraulic land on both sides of the river. The

（1）交通系统设计 Traffic system design

对龙岗河干流与周边城市道路交通、轨道交通等接驳状况，以及滨水活动

空间与城市交通体系的互动关系进行分析。以提高碧道可达性为原则，进行配

套碧道慢行系统的交通系统设计，包括滨河道路设计、停车场站设计。龙岗河

两侧的城市道路贴水比较近，大大减少了岸线腹地，割裂了城水关系，通过研

究交通流量，全线或者部分段滨水城市道路进行改造，使得城市重点公共建筑

与岸线腹地可以融为一体，增加滨水空间的层次性与多元性。Analyze the connection between the trunk stream of Longgang River and

surrounding urban road traffic and rail traffic as well as the interactive relationships

with the space for waterfront activities and the urban traffic system. The traffic system

design matched with Blueway slow traffic system shall be designed based on the

principle of improving the accessibility of Blueway, including riverside road design

and parking station design. The urban roads on both sides of the Longgang River are

relatively close, which greatly reduces the hinterland of the coastline and separates the

relationship between the city and water. Through the study of traffic flow, all or part

of the waterfront urban roads shall be reconstructed so that the key public buildings in

the city and the hinterland of the coastline can be combined, and the hierarchy and

diversity of waterfront space can be increased.

（2）风貌提升改造 Style improvement and reconstruction

建筑外立面改造，对龙岗河碧道建筑风貌分区段界定，提出碧道沿线重要

风貌区段的建筑色彩、建筑高度、天际轮廓线等改造方式和意向；市政桥梁改

造提升：本次设计不涉及市政桥梁设计，但需要对已有桥梁美化提升，提出需

要提升的数量、提升策略、风格意向等。For the reconstruction of the external facade of the building, the architectural

reconstruction methods and intentions of the important zones of features along

岸、水城”三个空间层次，提出重要节点和一般节点的项目名称、布局、类别、

规模、类型等。类别包括生态型节点、游憩型节点、文化型节点、产城型节点。

包括但不限于以下节点：香沙公园、桐基山郊野公园、龙园、线性公园、乐城

公园；梅冈世居、鹤湖新居、正埔岭；客家民俗博物馆、龙岗区文化中心、龙

岗区政府；龙岗北先进制造产业园区等。Put forward the project name, layout, category, scale and type of important node

park in the north of Longgang.

14. 特色游线打造 Build special tourism route

总体规划确定了三条大的特色碧道线路，龙岗河属于一条纵观发展脉络的63

河流碧道线，方案设计中要充分考虑衔接。同时，要考虑龙岗河流域、龙岗河

干流不同的特色游览线路，参观线路，形成自成体系的魅力动线。The general plan has determined three large Blueway routes with characteristics,

四、 方案设计阶段 SchematicDesignStage

(一) 方案设计范围线 Scope Line of Schematic Design

方案设计范围线以划定的碧道建设核心区范围线为基准，设计单位根据对

第一阶段的概念设计和综合考虑，确定纳入拓展区中需要纳入方案设计部分的

内容，形成最终的方案设计范围线。The scope line of the scheme design is based on the delineated scope line of core

construction area of Blueway. According to the conceptual design and comprehensive

consideration in the first stage, the design unit shall determinate the content that needs

to be included in the scheme design part into the development area, and form the final

scope line of scheme design.

(二) 基本内容 Basic Contents

1. 河道岸线方案设计 Scheme design of river shoreline

（1）慢行系统设计 Slow traffic system design

对河道慢行道路进行断点连通的方案设计，可以通过借道、栈道等方式实

现河道两侧全线贯通。同时对慢行道路的功能、空间、铺装、导视/亮化等进行

方案设计。The scheme design of the breakpoint connection of the slow traffic roads of the

river can realize the connection of the whole line on both sides of the river by means

of road sharing, plank road, etc. Meanwhile, the function, space, pavement, guide and

lighting of the slow traffic roads shall be designed.

（2）河道驳岸设计 River revetment design

结合龙岗河河道驳岸现状，对不同类型的驳岸分类布局并选取典型河段进

行方案设计。例如用地受限的狭窄河段采用石笼护垫、石笼挡墙等柔性结构工

程措施；挡墙河段在堤顶栏杆内侧设置花槽，种植向下悬垂藤本类植物；用地

开阔的河段采用梯形复式断面设计。设计方案应通过技术手段保证水安全底线

和水安全提升。Combine with the existing conditions of channel and revetment of the Longgang

River to arrange the revetments of different types by categories, and select the typical

gabion pads and gabion retaining walls shall be adopted in narrow river sections with

limited land use. Along the river section with retaining wall section, flower grooves

shall be arranged on the inside of the top railing of the embankment, and lianas bine

plants hanging downward shall be planted. The river section with open land shall

adopt trapezoidal compound cross-section design. The design scheme shall guarantee

improvement of water security baseline and water security through technical means.

（3）标识系统设计 Sign system design

结合龙岗河标识系统现状，对标识系统进行方案设计，可以采用传统标识

系统与智慧型标识、导览系统相结合的方式，对形式、材料、位置等进行特色

化设计，并与现有水务标识系统的结合，提出相关策略。According to the existing conditions of the sign system of the Longgang River,

the scheme design of the sign system can be carried out by combining the traditional

sign system with intelligent sign and navigation system, and the form, material and

location can be designed with characteristics. The relevant strategies shall be put

forward in combination with the existing water sign system.

（4）植物配置设计 Plants configuration design

对整体的绿化设计进行设计，包括植物的生境营造，空间设计，品种选择，

色彩搭配等，应尽力以本土植物为主，考虑水中、水岸不同环境下的植物功能

（1）生态型节点方案设计 Ecological node scheme design

生态化设计：应注重生态补水的手法与处理、蓄滞性水体、马赛克湿地等

专业设计。河流依托生态资源，围绕节点和岸线腹地，综合考虑节点的深化设

计，与岸线腹地形成的节点空间。如围绕香沙公园、桐基山郊野公园、龙园、

线性公园、乐城公园的方案设计。Ecological design: It shall pay attention to the methods and treatment of

（2）游憩型节点方案设计 Recreational type node scheme design

公共活动空间设计：利用滨河绿地、广场、公园进行公共活动空间设计，

使景观、建筑、文化功能设计充分结合、有机融合，场地设计尽量观水、亲水、

与水相结合，符合碧道还水于民的原则。Public activity space design: make use of riverside green land, squares, and

parks for public activity space design, so that the landscape, architecture, cultural

function design can be fully combined and integrated organically. The site design

shall meet the requirements for water view and water touchas much as possible,

complying with the principle of returning water to the people on the Blueway.

休闲设施设计：结合龙岗河场地特点，依托公园和水系，增设滨水休闲游

憩设施，如生态科普站、滨水咖吧书吧等驿站形式，并对驿站的主题、规模、

形式进行具体的深化设计。

Leisure facilities design: combined with the site characteristics of the Longgang

River, relying on parks and water systems, leisure and recreational facilities such as

ecological popular science stations, waterfront cafes, book bars and other service

station forms shall additionally be set. In addition, the special deepening design shall

be carried out for the scheme, scale and forms of the service stations.

（3）文化型节点方案设计 Cultural type node scheme design

文化节点塑造：贯彻“贯通文脉、涵养文化”的文化驿道理念，依托龙客

家民俗博物馆、龙岗区文化中心、龙岗区政府等文化要素打造深圳市文化展示

平台和人文活动场所空间方案设计，彰显龙岗河的碧道特色文化节点。Shaping of cultural nodes: With the implementation the concept of "culture

connection and cultivation", and relying on the cultural elements such as Longgang

Folk Museum, Longgang District Cultural Center and Longgang District Government,

it aims to build the space design of cultural exhibition platform and places for human

activities in Shenzhen to highlight the unique cultural nodes of the Longgang River

Blueway.

文化设施设计：水文化展示馆、24 小时图书馆，党建文化驿站等文化设施

的方案深化设计，文化设施的风格主要体现龙岗河流域的文创特色。Cultural facilities design: for the detailed scheme design of cultural facilities

such as water culture exhibition hall, 24-hour library and service station of party

building culture, the style of cultural facilities reflects mainly the cultural and creative

characteristics of Longgang RiverBasin.

（4）产城功能型节点方案设计：Aquatic city function type node scheme

design:

产业用地提升：贯彻“水产城共治”理念，对确定纳入的需要提升的用地，

进行方案设计，例如滨河水厂、水文站、流量监测站、提升泵站、调蓄池等，

进行功能引导、业态体系、整体风貌、沿街立面、空间联系、人流和物流线路、

生态环保等提出设计要求。复合利用、向公众开放是设计重要考虑因素。Improvement of industrial land: implement the concept of "co-governance of

hydroecology, industry and city", and carry out scheme design for the land that needs

to be upgraded, such as riverside water works, hydrological station, flow monitoring

buildings, facade reconstructed buildings, bridges and structures for beautification and

improvement determined by conceptual design, and put forward control principles of

building color, building height, waterfront openness, space scale, skyline which

located in important style sections along the Blueway. It shall be designed and built in

combination with the characteristics of Longgang River style and ecological

3. 二次深化设计 Secondary deepening design

（1）驿站设计 Service station design

对驿站的风格、形式、主题、材料、功能空间等进行详细的设计，整体形

式和色调应与周围环境相融合。Detailed design shall be carried out for the style, form, scheme, materials and

functional spaces of the service station. The overall form and tone shall be matching

with the surrounding environment.

（2）小型水工设施改造 Renovation of small-sized hydraulic facilities

对龙岗河一河两岸裸露在外的不美观、有臭气、阻碍通行的水工设施进行

改造设计，特别要注意挡墙上大量排水口，严重影响美观。在不影响其功能的

前提下，对其进行专业的深化设计。The hydraulic facilities on both sides of Longgang River, which are ugly, smelly

and obstructed by traffic, shall be redesigned and reconstructed, especially for a large

number of drainage outlets on the retaining wall which seriously affect the

environmental beauty. Professional and deepening design shall be carried out for the

above mentioned without impacting their functions.

（3）人行桥梁设计 Pedestrian bridge design

结合龙岗河分段定位和场地要素，对人行桥的风格、形态，功能等进行详

细的设计，整体形式和色调应与周围环境相融合。Combined with the location of Longgang River section and site elements, the

detailed design shall be carried out for the style, form and function of the pedestrian

bridge. The overall form and tone shall match with the surrounding environment.

（4）小品家具设计 Street furniture design

结合龙岗河碧道科创引领、客家文化和低碳活力特色进行小品家具设计，

可以提取滨河产业主题元素，改造历史遗留设施等手法，通过特色化的小品家

具来唤醒城市记忆，体现碧道内涵。Street furniture design shall be carried out in combinationwith the leading

cultural creation, Hakka culture and low-carbon vitality features of Longgang

RiverBlueway. By means of extracting the theme elements of the riverside industry,

transform the historical facilities and other methods, the characterized street furniture

can awaken the city memory and reflect the connotation of the Blueway.

4. 水安全评价 Water safety evaluation

在所有系统工作完毕后，还应进行水安全评价，检测如存在栈道、汀步亲

水平台、观景平台、眺望塔等影响过水的问题，应采取相应的弥补措施。After the completion of all the system work, water safety evaluation shall be

carried out to inspect the plank path, stepping stones, water platform, viewing

platform, and viewing tower which may impact water crossing, and corresponding

measures shall be taken.

初步设计的基础上进行施工图设计，最终形成可以指导项目施工建设的文件。The above scheme design results that are reviewed and approved will be taken as

basis of preparation of the project estimate and provide the necessary documents for

the examination and approval of the relevant authorities. Design specifications, design

drawings and project estimate shall be included.

包括设计依据与基础材料、场地概述、总平面设计、竖向设计、种植设计、

主要水景观设计、主要建筑及小品设计、水工设施及构筑物景观设计、景观性

桥梁设计、铺装设计、照明设计等。明确主要技术经济指标。It shall include design bases and basic materials, site overview, and the general

layout, vertical, planting, main water landscape, main building and street, hydraulic

facilities and structure landscape, landscape bridge, pavement, and lighting designs,

etc. The main technical and economic indicators shall be determined.

（2）设计图纸 Design drawing

包括总平面图、竖向布置图、种植平面图、水景设计图、铺装设计图、景

观照明布置图、景观建筑和小品设计图、场地或局部剖面图、景点平面放大图、

景点透视图、电气总平面图、给水排水总平面图等。It shall include general layout, vertical layout, planting plan, waterscape design

（3）工程概算书 Project estimate

概算龙岗河碧道项目从筹建到竣工交付使用所需全部建设费用，据以确定

建设项目总投资额，作为确定工程造价、控制施工图设计和预算、实行限额设

计的依据。包括建筑工程费用、安装工程费用，设备、工器具购置费用，其他

工程和费用，预备费。All construction costs from project preparation to completion and delivery for

the Longgang RiverBlueway should be estimated. Such estimated value is used to

determine the total investment amount of the construction project, which serves as the

requirements of landscape comfort, economical cost, safe management and

convenient maintenance, and provide the quality of Blueway design. It shall include:

标明平面位置尺寸、竖向，放线依据，工程做法，植物种类、规格、数量、79

engineering practice, plant categories, specification, quantity, location, the routing,

pipe diameter and equipment selection of integrated pipeline, so as to carry out

engineering budget.

（2）设计图纸 Design drawing

总平面图、索引图、放线图、竖向图、道路铺装及做法详图索引平面、详

图、建筑物和构筑物详图、家具小品平面布置图、种植设计图、设备图、电气

图等。General layout, index drawing, setting out drawing, vertical drawing, index plan

of road pavement and practice detail drawing, detail drawing, building and structure

detail drawing, furniture street layout, planting design drawing, equipment drawing,

electrical drawing, etc.

（3）工程预算造价 Engineering budget cost

六、 施工配合及竣工图阶段 Construction Cooperation and

As-built Drawing Stage

(一) 施工配合 Construction Cooperation

施工期间，如甲方对项目存在设计工作的任何疑问，负责提供答疑服务。负责施工图的技术交底，施工期间的图纸解释，指导，必要的施工变更，协助解决施工中的技术问题，包括：

During the construction, if Party A has any questions about the design work of

the project, it shall answer these questions. It shall be responsible for the technical

disclosure of construction drawings, drawing interpretation and guidance during

construction, necessary construction changes, providing assistance in solving

technical problems in construction, including:

1. 施工图完成后，需与甲方、工程承建商一同出席设计交底会议。1. After the construction drawing is completed, it shall attend the design

disclosure meeting together with Party A and contractor.

2. 积极主动地进行与工程有关的内、外协调工作，做好与甲方、监理、承包商、设备和材料供应商、政府相关管理部门等单位的协调配合工作。

and make a well coordination with Party A, the supervisor, the contractor,

equipment and material suppliers, relevant government management

4. Master plan: Locate the locations among buildings and the red line location

outside the construction site as the site really is. It shall present: Building

No.; Main driveway; Garden paths and byways in the landscape; Base plan

of detailed elements; Drainage facilities (location of drain grating); Base

plan of landscape structures; Supporting facilities (benches, trash cans,

finished flowerpots, etc.);

5. 铺装图：按合适的比例在总图的基础上如实的反映出铺装面积。地面各种铺装以面积计算（可分为规则形状和不规则形状计算）。路沿石 .

条石.压顶板都按m 计算。涉及到踏步侧立面，平台立面的铺装需画断面表示，在铺装总图上需文字说明；

5. Paving drawing: Reflect the pavement area truthfully in appropriate scale on

the basis of master plan. The various pavement on the ground is calculated

by area (with regular and irregular shape). Kerb stone, block stone, and

coping are calculated in m. When it comes to the step side elevation, the

pavement of the terrace elevation needs to be presented with the section,

written description required on the pavement master plan.

6. 植物图：根据现场苗木定位，参看现场提供的入库数据（含损耗或其他原因，并不一定和现场数量吻合），对于乔木在图纸上正确的表示出名称，数量，胸径，高度，冠幅。灌木球只要正确的表示出名称，数量，高度，冠幅。灌木和地被按M² 计算，需反映出每M² 平均数量（平均数量按每 10 M²或每 100 M²数计算综合取平均值）。图纸上所表达的植物数量和规格需和植物名录表所表示的数量和规格相吻合；

6. Plant map: Check the record number provided based on the site location of

plants (it may not be consistent with the number on site due to loss or other

reasons), and the arbor shall be given the names, numbers, diameters at

breast height, height, and canopies on the drawing. Shrub balls can simply

but correctly be given the names, numbers, height, and canopies. Shrub and

ground cover are calculated in m2, showing the average number per m2

7. 水电图：水电竣工后一般都是隐蔽工程，所以画竣工图主要依据施工项目经理所提供的线路，回路走向。结算对于该部分基本全按 CAD或者比例尺计算。图纸上按现场现状就大原则表示，涉及到道路，场地排水需明确连通的排水点，相应市政或代建方的雨 .污水井需表明非我方施工。立面尺寸，断面尺寸无法表示，需付上说明及在图纸上也要文字表明名称，数量和位置。对于排水，电气材料表上所列出的材料名称数量（如：球阀，蝶阀，水表，水龙头等）也需在图纸上用文字明确的标注出其位置和数量；

7. Water-power drawing: As water-power engineering is generally hidden

works, as-built drawings are mainly drawn based on the line and loop

direction provided by the Project Manager. The settlement of this part is

calculated basically using CAD or the scale. It will be shown according to

the site conditions that are based on a broad principle on the drawing. Roads

and drain systems shall be provided with the drainage points connected,

corresponding municipal catch-basins and bilge wells and those of the

construction side shall be given an indication specifying that they are not our

scope of work. If the dimensions of elevation and section cannot be shown,

the description shall be attached and the name, number, and position shall

also be written on the drawing. For drainage, and names and numbers of

materials listed on the electrical materials list (e.g. ball valve, butterfly

valve, water meter, faucet, etc.), their locations and numbers shall also be

marked explicitly in words.

8. 景观构筑物及小品大样图：结合施工员，技术负责人提供的隐蔽部分结合预算知识，按现场尺寸如实的反映出满足结算的各相关景观构筑物及小品竣工图

8. Landscape structures and detailed elements: Combined with the hidden parts

provided by the construction personnel and the technical chief, as well as the

budget knowledge, the as-built drawings of the relevant landscape structures

(二) 示范段周期 Demonstration Section

示范段长度约 2公里，工作周期为保证 2020 年 12 月 20日具备开工条件。

划已经确定的项目，进行落位选址、体量、风格意向等、总体规划未涉及的小

项目需要按照总体规划战略意图进行考虑规模、数量、风格意向等。Analyze the development conditions of the Longgang River Blueway from such

endowment and international and domestic cases on the basis of deeply understanding

the connotation of Blueway, implement the overall orientation and idea of Master

Plan of Blueway in Shenzhen for the construction of the Longgang River Blueway,

formulate leading positioning and development objectives, and design a reasonable

and forward-looking function system. Take into consideration current characteristics

such as ecological hydrology, spatial environment and industrial foundation along the

Longgang River Blueway as a whole, analyze in details the industrial advantages of

the river, the introduction of external resources and the support of macro policies, and

design the concept for the construction of the Longgang River Blueway, consider the

core area as a whole, expand the resources of the area, and form a unified landscape.

The conceptual design is required to implement the projects determined in the overall

planning, perform site selection and determine the scale and style intention. Small

projects not involved in the overall planning shall be considered for scale, amount and

style intention according to the strategic intention of the overall planning.

1. 设计方中标以后 60 天内提供 3个达到国际水平（对标米尔河公园和绿道/

马德里河岸景观/芝加哥滨河步道/上海浦江两岸贯通项目参见附件四）的概念方

案报业主。概念方案由甲方组织相关规划、景观、建筑城市设计、生态、水利

行业国内外权威专家进行评审。3个概念方案须由 3家不同团队（允许境外设

计单位参与）提供，其中，设计方若为联合体单位，视为一个团队。1. The Designer shall propose 3 conceptual schemes of international level to the

Owner within 60 days upon bid winning. See Attachment IV for the projects of Mill

River Park and Greenway/Madrid Riverside Landscape/Chicago

Riverwalk/Connection of Both Banks of Huangpu River in Shanghai for reference.

The conceptual schemes shall be reviewed by experts in planning, landscape, 92

architectural and urban design, ecology, and water conservancy both home and abroad

organized by Party A. The 3 schemes must be provided by 3 different teams (overseas

designers allowed to join), and the Designer, if being a consortium, shall be deemed

as a team.

2. 如 3个概念方案达到业主概念方案设计任务书要求,业主支付 3个概念方

案费用每个 200 万；业主选中的概念方案团队在完成概念方案整合，并获得认

可后，业主支付概念方案整合费用 150 万。2. The Owner shall pay for the 3 conceptual schemes (RMB 2 million for each)

provided that such schemes meet the requirements of the Brief for Conceptual

Schematic Design provided by the Owner; Upon the conceptual scheme integrated by

the successful team is accepted by the Owner, the Owner shall pay RMB 1.5 million

for the integration of such scheme.

3. 如所有概念方案均达不到业主要求，无法获得业主认可，业主不予支付

概念方案费，并业主有权扣除工程设计费的 50%作为违约金，另行组织概念方

案国际竞赛。3. If all the schemes fail to satisfy the Owner, the Owner shall not pay for the

schemes and be entitled to deducting 50% of the engineering design fee as liquidated

damages and organize an international competition for conceptual schemes.

4. 获得业主认可的概念方案团队需配合完成初步设计，并参与后续施工阶

段的现场配合。如业主认可的概念方案团队不履行以上义务，业主有权扣除工

程设计费的 30%作为违约金93

4. The team approved by the Owner shall cooperate to complete the preliminary

design and participate in the subsequent construction on the site. If the team fails to

perform the above-said obligations, the Owner shall have the right to deduct 30% of

通过调研与资料搜集，摸清龙岗河碧道基地现状，系统分析龙岗河碧道的建设条件和制约要素，分析内容包括但不限于以下方面：河流水文、水生态、水安全、水利水工设施、现状土地利用、景观绿化、建筑物与构筑物、区位交通、沿线产业、历史文化、公共空间与服务设施、周边社区与人口、城市更新情况、在建项目情况等。

combine the overall planning of Blueway to make the Longgang River basin a

Blueway along the Trunk Stream of the Longgang River, and refine an image

基于龙岗河各段的资源禀赋、现状基础与发展诉求，结合碧道总体规划对龙岗河流域提出上游“科创引领主题“段、中游的“客家文化主题”段和下游的“低碳活力主题”段，进一步确定龙岗河碧道总体结构及河流功能分段。

1.7. 安全系统设计 Safety System Design

（1） 保障水安全 Water safety guarantee

从龙岗河特征出发，在对干流和主要支流的行洪现状、堤岸现状进行分析

的基础上，从专业的角度对龙岗河的防洪工程体系建设、内涝缓解、堤岸打造

等方面提出合理的、系统的策略，研究好防洪措施，挖湖策略，水量平衡，保

证水安全底线和水安全提升。同时结合水文水质站网规划等设置必要的监测、

预报预警设施，强化水质动态监测、智能险情预警功能。建议龙岗河构建多级

立体排洪体系，通过各种工程措施及技术，实现对雨水的“截”源、“蓄”流、

“排”汇及回用的功能。另外，加强龙岗河的防汛抢险设施和建立系统的防汛

抢险设计，完善防洪抢险通道的建设，提升城市应急减灾能力。对需要提升现

有堤防生态性、景观性的堤段，堤岸断面结构可采取多级堤、超级堤建设型式，

也可通过地形重塑等手段形成“隐形堤岸”。Propose a reasonable and systematic strategy, study flood control measures, a

lake excavation strategy and water balance, and guarantee the water safety baseline

and water safety improvement from a professional respective to such aspects as the

flood control engineering system construction, relief of waterlogging and dike

discharge system for the Longgang River and realize the interception, storage,

discharge and reclaim of rainwater through various engineering measures and

technologies. In addition, enhance the flood control and emergency rescue facilities of

the Longgang River and set up systematic flood control and emergency rescue design,

improve the construction of flood control and emergency rescue channels, and boost

the urban emergency response and disaster reduction capacities. Adopt multi-level

dike and super dike construction types for the dike section structure to improve the

existing dike ecology and landscape nature, or form "hidden dikes" by such means as

terrain remodeling.

1.8. 生态系统设计 Ecosystem Design

（1） 改善生态环境 Improvement of ecological environment

水环境的保持与提升是生态建设的基础，首先从龙岗河一河两岸的水环境

现状、生态资源布局状况出发，提出合理的、系统的策略来改善水环境，修复

水生态，维护生态系统，构建绿色生态基地。The maintenance and promotion of water environment is fundamental ecological

construction. Propose a reasonable and systematic strategy to improve water

environment, restore water ecology, maintain ecosystem, and construct a green

ecological base on the basis of existing conditions of water environment and the

layout of ecological resources on both banks of Longgang River.

（2） 构建生态系统 Building of ecosystem

建议保留河道的河漫滩、沙洲等，石滩状河漫滩常见于河流上游，石块可

为水中生物提供繁育与栖息保护地。确定龙岗河的生态系统结构，通过生态廊

道串联重要生态节点和生态斑块，确定山水格局。依托生态要素设置动物迁徙

通道，分析龙岗河区域迁徙动物种类、特性、需求，提出具体动物迁徙通道路

径、宽度等。Flood plains and sandbanks of the river can be reserved as suggested. Rock flood

plains are common in the upper reaches of the river and rocks can provide breeding

and habitat protection for aquatic creatures. Determine the ecosystem of the Longgang

River, connect important ecological nodes and spots via the ecological corridor and

fix the landscape pattern. Rely on ecological factors to set up animal migration

channels, analyze species, characteristics and demands of migratory animals in the

Longgang River area, and propose the specific path and width of such channels.

（3） 完善生态补水 Improvement of ecological water recharge

龙岗河暴涨暴跌的特性对补水有强烈的需要。依托已有湿地、蓄水池，强

化生态补水功能。要注重新增生态补水的手法与处理、两岸着重增加蓄滞性水

体、马赛克湿地等。景观设计时尽量多考虑小型湿地、类湿地景观。Longgang River has a strong demand for water recharge due to its sudden rising

and failing features. Reinforce the ecological water recharge function relying on the

exiting wetland and impounding reservoirs. Pay attention to the methods and

treatments of new ecological recharge, and increase the water bodies and mosaic

wetlands on both banks of the river. Consider small wetlands and similar wetland

landscapes as much as possible in landscape design.

（4） 恢复生态岸线 Restoration of ecological shoreline

龙岗河岸线目前以标准化的防洪堤岸为主，结合龙岗河滨水区域环境特征，设计岸线类型和布局，提出不同岸线类型生态化的策略。例如城市建成区和更新区的岸线，可以局部采用仿自然生态岸线，临水边设置缓坡、草皮、树林等

自然元素。城市新建区或者自然生态区的岸线，建议尊重原有的河道走向形态，避免人工裁弯取直，减少河道渠化。结合龙岗河道驳岸现状，对不同类型的驳岸分类布局并选取典型河段进行方案设计。龙岗河目前有些许地段河床淤泥严重，除了必要的清淤工程外，尽量保留河道内生态良好的滩涂地、淤积岛等，对其进行利用和改造，进一步提升其生态价值、景观价值，对改造利用方式提出策略和方案。驳岸边的淤泥尽量可以利用，形成天然的生态岸线。

The shorelines of the Longgang River are dominated by the standard flood

control dike at present. Combine with the environment features of waterfront areas of

the Longgang River to design the shoreline type and layout and propose ecological

strategies of different types of shoreline. For example, the shorelines of urban built-up

area and renewal area can be locally set to imitate natural ecological shoreline. The

waterfront shall be set with gentle slope, turf, forest and other natural elements. For

the shorelines in new areas or natural ecological areas, it is suggested to respect

original river direction, avoid manual straightening, and reduce channelization.

Combine with the existing conditions of channel and revetment of the Longgang

River to arrange the layout of revetments by categories, and select the typical river

sections for scheme design. At present, some sections of the Longgang River have

serious silt in the riverbed. Except for the necessary dredging projects, the ecological

shoals and silt islands in the river shall be well retained, which can be utilized and

reconstructed to further enhance their ecological value and landscape value. The

strategies and plans for utilization and reconstruction shall be put forward Take full

advantage of the mud near the revetment to form a natural ecological shoreline.

1.9. 休闲系统设计 Leisure System Design

（1） 打造碧道休憩路径 Construction of leisure path of Blueway

结合龙岗河一河两岸的慢行系统现状，提出相关策略来打通断点，实现龙

岗河滨河道路，骑行道路，漫步道的三线贯通，形成公共性强、特色性强、多100

样性强、体系性强的碧道休闲路径贯通的滨水游憩网络。对河道慢行道路进行

断点连通的方案设计，可以通过借道、栈道等方式实现河道两侧全线贯通。同

时对慢行道路的铺装、导视、亮化等进行设计。分析滨河道路交通现状交通流

量、道路用地和停车用地使用情况，考虑必要的滨河慢性化改造。考虑新建跨

河步行桥或者过水汀步等慢行设施的数量、位置、风格等。Combine the current status of slow traffic system of the Longgang River and its

banks to propose a relevant strategy to connect the disconnected points, realize the

connection of riverside road, riding road and walking road along the Longgang River,

and form a waterside recreation network connected by Blueway leisure paths with

strong publicity, characteristics, diversity and systematicity. The scheme design of the

breakpoint connection of the slow road of the river can realize the connection of the

whole line on both sides of the river by means of road sharing, plank road, etc.

Meanwhile, the pavement, guide and lighting of roads for slow traffic shall be

designed. Analyze the traffic status, traffic flow, road land and parking land use of

riverside roads and consider necessary slow improvement of riversides. Consider the

quantities, locations and styles of new river-crossing footbridges or stepping stones on

water surface.

（2） 设置休闲活动节点 Setting of leisure activity nodes

根据龙岗河一河两岸城市休闲设施、用地布局的分析评价，结合市民游憩

需求、河流总体定位以及分段功能定位，对龙岗河的休闲活动节点进行策划和

布局，以提升碧道休闲空间连续性、丰富度、特色性。101

Plan and arrange the leisure activity nodes of the Longgang River to improve the

space continuity, richness and features of the leisure space of the Blueway according

to the analysis of urban leisure facilities and land layout of the Longgang River and its

banks.

（3） 完善休闲服务设施 Improvement of leisure service facilities

通过“等级完善、特色强化”，构建龙岗河休闲与服务一体的特色碧道驿

站体系。总体规划中明确沿龙岗河干流设一条河流休闲碧道径，二级驿站服务

节点 2个处，可以根据场地的特性完善碧道驿站的等级、数量、位置、定位等，

打造文化、科技、体育、主题的特色碧道驿站，特别需要提出客家文化。同时

考虑总体规划中未涉及的观景平台和其他小型服务点如公厕及必要的餐饮、商

业建筑纳入慢行系统内，确定其数量、规模、位置、特色。Build the Blueway service station system with the integration of leisure and

点进行文化节点布局。龙岗河需要着重客家文化，科创文化和低碳文化。Summarize the cultural style of Blueway by sections according to the regional

culture resources of the Longgang River and allocate the cultural nodes in

combination with the key points. For the Longgang River, it is required to emphasize

Hakka culture, science and innovation culture and low-carbon culture.

（2） 打造文化服务设施 Construction of cultural service facilities

结合龙岗河周边文化设施和河道游憩空间的衔接，建设两岸文化设施体系，

进一步落实总规中的水文化展示馆，口袋公园（如龙文化、龙灯文化等主题，

彰显片区文化，丰富市民文化生活），24 小时图书馆、党建服务站、水工设施

美化提升内容，塑造生态科普之河，对其等位置、数量、规模、打造方式、风

格意向做出表达。各类建筑应突出龙岗河文化创意的总体风格。Combine the culture facilities and river channel recreation spaces around the

facility design

结合龙岗河水情特征，对水中体验活动、水岸文化活动等活动进行空间上

的落位和策划，打造体验历史、展望未来的滨水活动场所，如结合中游的客家

民俗博物馆、客家民俗产业园等开展水岸活动。对适合水上活动的河段进行水

上游线设计、游船码头的设计，通过游线串连节点，打造具有特殊性、多样性、

连续性的水上游线。并对可能产生相关的配套设施进行布局和风格意向表达。Combine the hydrological features of the Longgang River to locate and plan the

spaces for such activities as water experience activities and water bank culture

activities, construct waterfront activity venues for experiencing history and looking

（4） 水 工 设 施 创 意 美 化 Creative beautification of hydraulic

facilities

通过梳理龙岗河干流沿岸周边情况，对水工设施进行系统性的外观美化和104

提升改造，提出改造提升策略与风格意向。Perform systematic appearance beautification, improvement and renovation of

hydraulic facilities by sorting out the conditions along the banks of the trunk stream of

Longgang River and propose renovation and improvement strategy and style

intention.

1.11. 产业系统设计 Industrial System Design

（1） 产业主题空间 Industry theme space

结合沿岸附近的产业园和滨水活动空间，打造产业相关的主题公园、展示

广场、活动空间、雕塑小品、相关元素设计等，形成水产城联动空间，促进产

业主动升级。In combination with the industrial park and waterfront activity space near the

coast, it shall create industry-related theme parks, display squares, activity space,

sculpture sketches, related element design, etc., so as to form the interactive space of

the aquatic city and promote the active upgrading of the industry.

（2） 提升水工用地 Improvement of hydraulic land

对一河两岸涉及的、具有重大更新潜力的水工用地进行更新改造，导入公

共活动功能，提高其对外的公共开放性，提升用地效率。主要改造方向为运动

休闲型、环保教育型、生态游憩型和综合服务型。Renovate and reconstruct the hydraulic land with great potential of renovation on

1.12. 其他相关设计 Other Relevant Design

（1） 交通系统设计 Traffic system design

对龙岗河干流与周边城市道路交通、轨道交通等接驳状况，以及滨水活动

空间与城市交通体系的互动关系进行分析。以提高碧道可达性为原则，进行配

套碧道慢行系统的交通系统设计，包括滨河道路设计、停车场站设计。龙岗河

两侧的城市道路贴水比较近，大大减少了岸线腹地，割裂了城水关系，通过研

究交通流量，全线或者部分段滨水城市道路进行改造，使得城市重点公共建筑

与岸线腹地可以融为一体，增加滨水空间的层次性与多元性。Analyze the connection between the trunk stream of Longgang River and

surrounding urban road traffic and rail traffic as well as the interactive relationships

with the space for waterfront activities and the urban traffic system. The traffic system

design matched with Blueway slow traffic system shall be designed based on the

of the waterfront urban roads shall be reconstructed so that the key public buildings in

the city and the hinterland of the coastline can be combined, and the hierarchy and

（2） 风貌提升改造 Style improvement and reconstruction

建筑外立面改造，对龙岗河碧道建筑风貌分区段界定，提出碧道沿线重要

风貌区段的建筑色彩、建筑高度、天际轮廓线等改造方式和意向；市政桥梁改

造提升：本次设计不涉及市政桥梁设计，但需要对已有桥梁美化提升，提出需

要提升的数量、提升策略、风格意向等。For the reconstruction of the external facade of the building, the architectural

reconstruction methods and intentions of the important zones of features along

1.13. 项目节点布局 Project Nodes Layout

根据龙岗河碧道内涵和周边环境评价，以水产城共治理念，从“水上、水

岸、水城”三个空间层次，提出重要节点和一般节点的项目名称、布局、类别、

规模、类型等。类别包括生态型节点、游憩型节点、文化型节点、产城型节点。

包括但不限于以下节点：香沙公园、桐基山郊野公园、龙园、线性公园、乐城

公园；梅冈世居、鹤湖新居、正埔岭；客家民俗博物馆、龙岗区文化中心、龙

岗区政府；龙岗北先进制造产业园区等。Put forward the project name, layout, category, scale and type of important node

Center and Longgang District Government; and advanced manufacturing industrial

park in the north of Longgang.

1.14. 特色游线打造 Building Special Tourism Line

总体规划确定了三条大的特色碧道线路，龙岗河属于一条纵观发展脉络的

河流碧道线，方案设计中要充分考虑衔接。同时，要考虑龙岗河流域、龙岗河

干流不同的特色游览线路，参观线路，形成自成体系的魅力动线。The general plan has determined three large Blueway routes with characteristics,

and the Longgang River is a river Blueway route with a wide view of development

2. 成果要求 Submittals

2.1. 成果内容 Contents

本次竞赛成果应能完整、清晰的表达规划思路，并形成利于宣传展示的成

果。成果内容应包括但不限于以下内容：The submittals shall express planning in a complete and clear manner and

conducive to publicity and display. The contents shall include but not limited to the

following:

成果深度达到概念性方案设计深度，主要体现设计的构思和理念、意向表

达。图纸包括不限于：现状分析图、碧道空间结构图、河流特色分段图、总平

面图、总体鸟瞰图、水安全保障图、生态廊道布局图、生态补水图、生境营造

图、岸线类型布局图、慢行系统设计图、重要节点鸟瞰图和效果图、滨水驳岸

形态设计图各类文化设施布局图、水上活动、游线图、主次要节点分布图、魅

力动线图。It should be developed to conceptual design level, which mainly reflect the

conception, idea, and intention expression of the design. Drawings shall include but

not limited to: current situation analysis, Blueway space structure, characteristic

segmentation of river, general layout plan, general aerial view, water security,

ecological corridor layout, ecological water compensation, bio-environment creation,

shoreline type layout, slow traffic system design, aerial view and rendering of key

nodes, waterfront revetment shape design, all kinds of cultural facilities layout, water

sports, tour line, primary and secondary node distribution, and traffic flow plan.

2.2. 成果规格与数量 Submittal Requirements

（1） 提交文字说明与图件合装文件 15套（简装），封面注明设计机构

名称，由主创设计师签章、设计机构盖章，规格为 A3。从内容精炼及环保的角

度出发，建议概念设计不超过 200页。(1) Tangible documents including design descriptions and drawings (A3 size, 15

copies). Competitor’s name, chief designer’s signature and competitor’s official

stamp should be indicated on the cover. From the perspective of refined content and

environmental protection, the proposed conceptual design should not exceed 200

pages.

（2） 展板 1套（6张，标注编号），图版装裱，规格为 A0横版。(2) A set of display boards (6, marked with number), plate mounted, in A0 size,

horizontal version.

（3） 自动演示文件（自动播放的 PPT或常见多媒体格式），提供 5-8分

钟的演示文件，其中包含 2 分钟以内的三维动画演示。(3) Multi-media presentation (self-playback PPT or common multimedia format)

should be 5-8 minutes including 3D animation within 2 minutes.

（4） 成果的电子文件 3份，含文字说明（word 文件或可编辑 pdf 文件）、

CAD 图纸（dwg 文件）、展板（300DPI 的 jpg 文件）、自动演示文件，以 U盘

形式提交。Three USB memory sticks of e-documents of full submittals, including design

concept and descriptions in WORD or editable PDF format, CAD drawings (dwg),

display board (JPG, 300 DPI), and multi-media presentations.

2.3. 注意事项 Notes

（1） 各设计机构可在以上内容基础上根据需要增加其它设计内容；(1) Each competitor can add other design contents as needed in addition to above

contents;

（2） 展板用于听取汇报后评审专家回顾，内容自拟；(2) Display board is used for reviewing schemes by the jury panel after

presentation, and display contents can be decided by competitor itself;

（3） 规划说明和规划图件的文字必须采用中（简体字） / 英两种语言，

不得完全使用英文或其他外文；(3) Planning instructions and texts in drawings shall be in both Chinese

(simplified) and English.

（4） 自动演示文件应能在 WINDOWS XP系统下自动播放，文字必须采

用中（简体字）英两种语言。(4) The self-playback file shall be compatible with WINDOWS XP, and subtitle

shall be in both Chinese (simplified) and English.
