SWITCH – ASIAPOLICY SUPPORT COMPONENT

What is about?
Create an enabling environment to strengthen or initiate policies helping to mainstream SCP and RE in regional sub-regional and national development programmes.
• To assist stakeholders in the project countries (government, private sector, civil society), in designing and implementing specific policy-oriented activities to shift towards Sustainable Consumption and Production.

Expected results
Decision makers in the public sector have a better understanding of the benefits of SCP and RE and apply SCP policies.
Inter-ministerial and public-private policy dialogues on SCP is strengthened and institutionalized via formal platforms, learning from existing initiatives such as the Retail Forum in the EU.
SCP is put on the regular agenda of sub-regional policy dialogue platforms.
SWITCH Policy Support Component results are fed into the 10 Year Framework of Programmes so that Governments in the region can receive more tailored support from this global framework to realise the long-term economic and social potential of SCP

The activities of first year
A_1_1: Identify capacity building needs of decision-makers in the participating countries.
A_1_2: Review the existing policy tools (laws, agreements and voluntary initiatives) that are related to SCP and RE.
A_1_3: Identify clusters of countries with similar problems to tackle and common interests and decide with the countries the detailed implementation plan (what, where and when to do).

Country missions
Who we met EC delegations. They are fully informed
before the mission and are copied in all communication with out focal points in each country
Ministries: Environment, Planning, Finance, Industry, Agriculture, Trade, Education, Urban Planning, etc.
Agencies: NCPCs, Research Institutes, NGOs SWITCH project beneficiaries Bilateral meetings + One day workshop

Other work
Establishing an ASEAN Forum on SCP: This work has been started by UNEP before the SWITCH
PSC Now we integrate this work with the PSC First meeting held on April 2011 in Jakarta A background paper for objectives/structure of Forums
was developed Consultation workshop on 27-28 October in Jakarta.
Result: Establishment of the ASEAN Forum on SCP with UNEP as it’s secretariat. SWITCH-PSC expected to be one of the main drivers of Forum’s activities over the next 3 years.
